    Community Development Facilitator(s)

    POSITION SUMMARY

    The community Development Facilitator (CDF) is responsible for grass-roots development of project concepts and activity submissions. The CDF will interact with community groups, non-governmental organizations (NGOs), community-based organizations (CBOs), associations and other groups implementing NLCB-funded activities or potential activities. The CDF will work with groups to develop activity ideas and summaries, refine project concepts during the YL/GL phase, assist in the creation and negotiation of budgets, as well as be the primary field oversight for ongoing activities. These positions will be based in Borno and Yobe State respectively, with program activities expected to be carried out throughout the State LGAs. Travel is expected.

    REPORTING & SUPERVISION

    The Community Development Facilitator reports to the Program Manager, based at Borno and Yobe State respectively.

    PRIMARY RESPONSIBILITIES

    Primary responsibilities include but are not limited to the following:

    • Liaise with community groups, NGOs, CBOs associations and other community stakeholders to identify potential partners for the project activities.
    • Identify potential activities at the community level for project support.
    • Work with Program Manager (PM), and Abuja-based Program team, develop project ideas identified for support for YL/GL submission.
    • Work with community organizations to budget and prepare logistics activities
    • Monitor and report on routine program operational activities and scheduled program events, reporting activity summaries to PM and Abuja-based Reporting Officer.
    • Work with staff to ensure project attendance at local events.
    • Collect information on program activities, including beneficiary targets.
    • Work with Program, M&E and Grants teams to create and maintain project trackers.
    • Support review of final Evaluation Reports and grant closing.
    • Attend focus groups to derive lessons learned to inform future project activities.
    • Assist in the development of activity ideas based on information collected in the field.
    • Facilitate linkages between communities as needed.
    • Any other duties suitable to task and commensurate with ability.

    Required Skills & Qualifications:

    • University degree in political science, international affairs or other related social sciences field is preferred.
    • Three years of general work experience with at least two years of related experience is required.
    • Good communication and interpersonal skills are required.
    • Prior experience with international organizations or international-funded projects is highly desirable.
    • Problem solving, stress management and time management skills are required.
    • Proficient at using Microsoft office software: MS Word, Excel, Power Point, Outlook, etc.
    • Excellent record keeping and documentation skills are required.
    • Experience of working in a conflict environment is a plus.
    • Written and spoken fluency in English is required.
    • Fluency in one or more of the local state languages in North Eastern part of Nigeria is required.

    Monitoring & Evaluation Officer

    POSITION SUMMARY

    The Monitoring and Evaluation (M&E) Officer designs, develops and implements a monitoring and evaluation system within assigned area. S/He gathers, analyzes, and processes complex information related to all aspects of program activity implementation. The incumbent carries out his work according to an established standard operating procedure for collecting data, monitoring project progress and measuring program inputs/outputs. This position will be based at Borno State with extensive travel to project sites and the head office in Abuja. 

    REPORTING & SUPERVISION

    The M&E Officer technically reports to the M&E Manager based in Abuja and administratively to the Program Manager in the state office.

    PRIMARY RESPONSIBILITIES

    Primary responsibilities include but are not limited to the following:

    • Coordinate weekly with M&E Manager to determine priority tasks. Ensure the state team is aware of and up to date on all M&E tasks and reports.
    • Conduct site visits during the project implementation phase for each grant in assigned areas.
    • In concert with the M&E Manager, develop Monitoring and Evaluation plans for field-level projects.
    • Produce a “routine monitoring report” (RMR) according to an approved template for each site visit prior to the indicator verification visit.
    • Accurately interpret Bills of Quantities (BoQ) and grant database file shared by head office to determine indicators according which the Officer will be evaluating projects.
    • Draft “final evaluation reports” (FER) based on prescribed format after visiting a grant site for verification of indicators.
    • Identify lessons learned, constraints, and project impacts based on determined theme and/or sector for inclusion in FERs.
    • Share observations from monitoring visits with M&E Manager when findings demonstrate questionable actions.
    • Serve as primary point of contact for Grants Office when developing impact assessments, success stories and weekly reporting.
    • Serve as primary point of contact for Grants Office when additional information is needed to close grants.
    • Undertake comprehensive analysis of projects based on history of site visits; present findings to M&E Manager in a concise and professional manner.
    • Participate in professional training and development activities, as necessary.
    • Represent the program positively and professionally in both internal and external environments.
    • Perform other tasks, as assigned. 

    Required Skills & Qualifications:

    • Bachelor’s degree in international development, social science, economics, or related field is required.
    • 2 years’ relevant experience in field monitoring, evaluation design, empirical and statistical analysis, management information systems and/or information management design is required.
    • At least 4 years of general work experience is required.
    • Proficiency at using Microsoft office software: MS Word, Excel, PowerPoint, Outlook, etc. is required.
    • Strong analytical skills are required.
    • Prior experience with USAID or US Government funded projects is highly desirable.
    • Attention to detail and ability to follow up on tasks to completion is required.
    • Experience of working in a conflict environment is a plus.
    • Written and spoken fluency in English is required.
    • Fluency in one or more of the local state languages in the North Eastern part of Nigeria is required.

    Engineer

    POSITION SUMMARY

    The Engineer will support the Engineering Manager to ensure that all the projects are implemented in accordance with sound technical, environmental and engineering standards. The Engineer provides technical support, training and supervision to project engineers who are implementing small and medium- sized infrastructure subprojects. The Engineer will provide technical input to NLCB staff during the project identification, development and implementation: including budget preparation, scheduling, environmental reviews and compliance monitoring, preparing and reviewing designs, and progress monitoring and reporting. The Engineer will ensure that all infrastructure projects are completed within the available timeframe, allowing sufficient time for close down, demobilization, handover, final invoicing, and if necessary, contract termination. The Engineer position will based in Yobe State with extensive travel to project sites. 

    REPORTING & SUPERVISION

    The Engineer will report technically to the Engineering Manager based in Abuja and administratively to the Program Manager at the state office.

    PRIMARY RESPONSIBILITIES

    Primary responsibilities include but are not limited to the following:

    • Directly supervise construction and renovation works in the program area, and/or provide technical assistance and supervision to consulting engineers and firms for all NLCB infrastructure projects within the program area.
    • Assist the program team in identifying and developing infrastructure projects. Input will include, but not to be limited to, establishing constructability, identifying potential field difficulties, and budget preparations to include material, labor, equipment and service costs.
    • As required, prepare design documentation for tender, including designs, drawings, scopes of work, and BOQs of proposed infrastructure projects.
    • Conduct final checks on project designs and specifications to ensure that all designs, drawings, scopes of work, and BOQs are in accordance with sound technical, environmental and engineering standards before passing on to the Engineering Manager in Abuja for final approval.
    • Prepare Environmental Documentation Forms (EDFs), identifying mitigation measures into projects, in conformity with the program’s Environmental Mitigation and Management Plan (EMMP). Ensure that these mitigations measures are planned, budgeted and carried out.
    • Conduct monitoring visits to infrastructure project sites, including unannounced visits in order to monitor progress and ensure compliance.
    • Assists in evaluating the prequalifying potential subcontractors.
    • Assists in the tendering, tender evaluation and contract recommendation processes for sub consultants and sub contracts.
    • Directly carry out, or oversee community/grantee Engineer, engineering consultant or firm pre-final and final inspection of all infrastructure works.
    • Technically review all invoices for infrastructure subprojects submitted according to project invoice review procedures. Certify that all deliverables/work have been completed per the terms of the contract prior to invoice approval.
    • Interface with grantees, sub-contractors and vendors as required ensuring transparent program processes are upheld.
    • Participate in final review and close out of grant activities.
    • Any other duties suitable to task and commensurate with ability. 

    Required Skills & Qualifications:

    • University degree in Civil Engineering or similar field of study is highly preferred.
    • 3 years’ general work experience. 2 years specific work experience with a large portfolio assistance program providing infrastructure project implementation: Construction supervision as Resident Engineer, Construction Manager or Contractors’ Site Representative.
    • Familiarity with USAID Environmental Compliance regulations and experience in preparation of EDFs
    • Ability to work independently, think creatively and apply problem solving skills and provide technical supervision
    • Excellent interpersonal skills and an ability to manage a diverse range of professional relationships essential.
    • Proficient oral and written communication skills in English
    • Fluency in Hausa or Kanuri desired.

    Security Officer

    POSITION SUMMARY

    The Security Officer (SO) overall mission is to keep all project personnel and assets in the North East Nigeria safe from harm. S/he has delegated responsibility for the day-to-day management and coordination of operational field security activities in the NE including Adamawa, Borno and Yobe states. S/he provides continuous security and contextual information to the teams, ensures compliance with corporate security policies and maintains liaison with the Security Manager and Operations Manager of Nigeria Lake Chad Basin Program (NLCB). This position will be based in the Maiduguri office, with program activities expected to be carried out throughout the Northeast of Nigeria.

    REPORTING & SUPERVISION

    The Security Officer reports to the NLCB Operations Manager based in Abuja.  The SO, based in Maiduguri, works closely with the Regional Program Manager, and supervises the guards hired through a local security provider in Abuja.

    PRIMARY RESPONSIBILITIES

    Primary responsibilities include but are not limited to the following:

    • Work with the Operations Manager and Creative’s Regional Security and Operations Manager for West Africa (RSOM) to develop, manage, and coordinate all Creative security and safety programs, plans and policies relevant to the project including detailed security procedures that comply with Creative security policies. This will include emergency response drills and communication procedures for the project.
    • Provides security, safety and risk mitigation advice and recommendations to the Operations Manager and NLCB management and staff.
    • Ensure that project staff comply with project security procedures including travel protocols.
    • Carry out security assessment of offices, compounds, vehicles, and expatriate housing and make recommendations for required security upgrades, as required.
    • Monitor and analyze the ongoing threat environment faced by the project and brief the Chief of Party, Operations Manager and Regional Program Manager and other project staff accordingly. Distribute threat warnings in communication with the SM to all staff as appropriate.
    • Ensure that appropriate risk migration measures are taken by the project to respond to the threats or changes in threats faced by the project. This is to include physical protection measures, safe working routines, movement restrictions, protection equipment and security staff provision, as required.
    • Oversee movement control and coordination for the project, including driver and vehicle deployment and staff whereabouts.
    • Oversee the local security provider contracted by the project to ensure contractual compliance and performance of their duties, and act as the focal point of contact with the security provider.
    • Provide training, mentoring, and monitoring of the local security provider’s guards.
    • Conduct regular training and drills for NLCB staff on lock down drills, office evacuation and fire drills.
    • Report security incidents, violations and recommended corrective actions, as appropriate, to the Operations Manager and RSOM.
    • Ensure all new employees, consultants, and partners working in Creative offices and traveling in Creative vehicles receive appropriate security orientation and briefings.
    • Verify that all security devices such as locks, search procedures, alarms, access systems and physical force protection measures are operational or reported for repair.
    • Carry out regular check in calls and communications tests with drivers and field personnel traveling outside of the main cities and or during any critical security incident.
    • Ensure that NLCB staff carry charged satellite phone on trips to remote activity and office sites.
    • Ensure visitor access and vehicle control systems to NLCB offices and activity sites are effective and appropriate for the threat environment.
    • Review Travel requests to ensure staff safety.
    • Maintain a “Regional Staff Travel Register” to log and administer all travel by HCN and expatriate staff in the NE region.  
    • Work with the RSOM to develop and maintain the project Crisis Response Plan in coordination with the Operations Manager and ensure that the contact information contained therein is always up-to-date.
    • Provide, if directed, a weekly security report to the Operations Manager and RSOM.
    • Be able to assist with out-of-hours emergency response for the project staff and partners, if needed.
    • Assist the project with business continuity planning, as required.
    • Ensure that the Creative Sensitive Information (CSI) Plan is distributed to and is being followed by project staff.
    • All of the above includes ensuring security protocols are understood and security drills are periodically conducted with staff in the NE NLCB offices.
    • Ensure field staff receive first aid and fire response training.
    • Additional assignments, as instructed by the Operations Manager and/or Chief of Party.

    The SO should understand, brief and regularly train all project staff on:

    • The need for all staff to maintain a good level of situational awareness, and to report concerns.
    • Project movement / field trip planning and control procedures.
    • Project communications procedures including emergency phone trees, SMS blast service, and contact lists.
    • Office emergency response procedures including fire evacuation, direct threat lockdown, etc.
    • The need to avoid all demonstrations, possible demo sites and areas where crowd trouble could start.
    • The location of the nearest medical facilities.
    • Implement and execute actions relating to the Crisis Response Plan.

    Required Skills & Qualifications:

    • University degree in a security-related field required
    • Minimum of three (3) years general security work history is required.
    • Minimum of 5 years professional experience in security management for an organization of a minimum of 20 staff
    • Minimum three (3) years of experience working in complex and challenging field operational contexts.
    • Experience working for an international organization or company
    • Proven understanding of security management protocols essential.
    • Demonstrated ability to solve challenging and complicated security issues.
    • Ability to develop in-depth understanding of and willingness to comply with all Creative security policies and procedures.
    • Should have a proven and established network of contacts within the local security establishment and throughout Northeastern Nigeria.
    • Proficient at using Microsoft office software: MS Word, Excel, PowerPoint, Outlook, etc.  Prior experience using MS Access and web-based database applications. 
    • Ability to draw information from a broad range of sources and provide concise and timely analysis and recommendations
    • Demonstrated ability to engage all team members as resources to manage security and contextual awareness in a manner that is proactive 
    • Must have the physical capacity to travel extensively on short notice to remote regions within Northeastern Nigeria
    • Written and spoken fluency in English.
    • Fluency in one or more of the local languages used in Northeastern Nigeria.

    Preferred Experience & Skills

    • Past experience as officer from the Nigerian military or police
    • Prior extended experience with private security company or Nigerian government security services.
    • Proven experience directly and indirectly supervising and managing staff and teams.
    • Experience with a USAID-funded or other international organization implementing a program operating in insecure areas and areas affected by Boko Haram and ISWA is desired.
    • Strong ability to deploy and use various forms of tracking.
    • Develop security management and movement tracking systems.
    • Good communication and interpersonal skills are required.
    • Excellent record keeping, and documentation skills are required.
    • Working knowledge of modern technical security systems, security standards and procedures within the private sector of Nigeria.
