    Role Overview

    • Head of the Judicial Process & Case Management Division and responsible for the supervision, monitoring and coordination of the activities of the Division and for ensuring efficient Case Management.

    Role and Responsibilities

    • Registrar coordinates the activities of sections and units in the Division under the authority of the Deputy Chief Registrar;
    • He carries out case management functions under the direct supervision of the Deputy Chief Registrar;
    • Responsible for drawing up the General cause list in accordance with the instructions of the Judges, Chief Registrar and Deputy Chief Registrar;
    • Supervises the verification of new application, receipt, processing, transmission and service of all Applications lodged in the Registry;
    • Supervises the service of all Court processes to Judges, Parties, Counsel, Translators, and Research Division and ensures the translation of Court processes;
    • Prepares for Court hearings in accordance with the Rules, Protocol, Practice direction and instructions to the Chief Registrar under the supervision of Deputy Chief Registrar;
    • Record a summary of the proceedings in the Record Book during Court session and prepare the Minutes of the Proceedings;
    • Attends and may represent the Chief Registrar at Court hearings;
    • Assist the Chief Registrar and his Deputy in the discharge of their functions;
    • Performs any other related tasks as may be assigned by the Judge Rapporteur, Chief Registrar or Deputy Chief Registrar.

    Academic Qualifications and Experience

    • Master’s degree in Law from a recognized university;
    • 10 years of progressively responsible experience in administrative law or related areas including 2 years relevant international work and 2 years at a supervisory level;
    • Knowledge of ECOWAS regulations and rules, policies, procedures and operations;
    • Demonstrated professional competence and mastery of administrative law and judicial procedures and ability to review and edit the work of others and manage the functioning of an office and its staff members;
    • Strong analytical skills and ability to conduct comprehensive legal research on a range of issues including those of a unique or complex nature.

    Role Overview

    • The EGDC Director serves as the legal representative of the Centre, with overall responsibility to provide strategic direction, innovative leadership and ensure the effective management of the Centre.

    Role and Responsibilities

    • Monitor and consolidate these strategies for the effective mobilization and development of women in the ECOWAS Region;
    • Periodically carry out needs assessment strategies for women empowerment in Member States and on these outcomes, design appropriate training, advocacy and research programmes on gender issues;
    • Maintain a functional and pro-active Gender Centre;
    • As the key administrative and accounting officer of the Centre, effectively manage the human capital and material resources of the Centre;
    • Contribute strongly to the success of the Centre through the formulation of strategies to enhance and mainstream gender issues within the framework of ECOWAS mission;
    • Champion the Beijing Platform for Action (BPfA), the Convention on the Elimination of all Forms of Discrimination against Women (CEDAW), the Protocol to the African Charter onHuman and Peoples' Rights on the Rights of Women in Africa, NEPAD policies and programmes and other gender-related commitments, and work in collaboration with partners on gender programmes and projects in the ECOWAS region;

    Academic Qualifications and Experience

    • Master’s degree (or equivalent) in Gender Studies, Sociology, Economics, other Social Science or related field from a recognized university;
    • 12 years of professional experience in socio economic development, policy analysis, programme management, social research or related area, including 6 years relevant international work and 5 years at a supervisory level;
    • Knowledge of women and gender issues, principles and concepts of gender equality, empowerment and gender mainstreaming in relation to government, the private sector, civil society and international organizations;
    • Knowledge of ECOWAS region and member countries, including the political, economic and social dimensions and the ability to effectively define gaps, build sectoral networks and partnerships, develop proposals and mobilize resources required to meet social and economic needs and gender operational goals and strategic priorities;

    Role Overview

    • The Director, Digital Economy & Post, under the guidance of the Commissioner Telecommunications & Information Technology, is responsible for the operational policy and strategy for digital economy and post development activities in the region and the coordination of the implementation of programmes, projects and activities for socio-economic growth of the ECOWAS Region and its Member states.

    Role and Responsibilities

    • Formulate and implement an ECOWAS Post and Telecommunication/ICT Policy and Regulatory framework towards the development of a digital economy in the region;
    • Develop the regional strategy for the promotion of Telecommunication/ICT services and applications including Internet in the region;
    • Conduct policy and program dialogues with Member States on issues relating to Internet development and ICT emerging issues such 5G, Artificial Intelligence;
    • Engage in advocacy on cybersecurity and cybercrime at the national, regional, and international levels for a more secure cyber environment in the ECOWAS region;
    • Promote the development of broadband Infrastructure, particularly mobile broadband network as well as good management of Scare Resources (numbering and radio-frequency spectrum);
    • Provide leadership towards the development of the regional Observatory on Post and Telecommunication/ICT;
    • Develop and plan the annual goals, objectives and budget of the Directorate in line with the Commission’s overall strategies and plans;
    • Oversee the implementation of initiatives, projects and programs of the Directorate;
    • Maintain functional and technical cooperation networks with heads of relevant regional and international organizations in the fields of the Post, Telecommunication/ICT and cybersecurity;
    • Oversee the preparation of periodic budget implementation and Monitoring and Evaluation (M&E) reports.

    Academic Qualifications and Experience
    Education:

    • Master's degree (or equivalent) in Telecommunications/ICT, Electronics Engineering, Postal Services or any related field from a recognized university;

    Experience:

    • 12 years progressively responsible experience in the planning, design, development and implementation in the telecommunications/ICT sector and 5 years at a supervisory level;
    • Knowledge of telecommunications technologies and postal services for large and complex organizational environments, with a focus on improving operations, enabling transformation and leading the management of information and resources;
    • Proven mastery of large, complex telecommunications/ICT and postal projects, which may contain significant scope, ambiguity, risk & geographical diversity;
    • Demonstrated competence to drive the development, review and communicate ICT policies, regulations and standards throughout the ECOWAS community, with an ability to engage member states institutions on developing an economically enhancing ICT policy frameworks.
