    ENGINEER - COMMUNITY PROJECTS (OML126/137)

    Position Description
    To assist in the project engineering and construction supervisory aspects related to the various Addax civil engineering projects. The job is primarily focussed on site civil construction works, although the incumbent may be required to assist in initiating and supervising small civil design jobs to be carried out by civil engineering consultants. The incumbent may also be required to assist in the preparation of tender board submissions, tender documents and contract documents.

    JOB DUTIES/RESPONSIBILITIES/ACCOUNTABILITIES
    1.Participate in the definition of the optimum scope of work for the individual projects, so as to achieve the best value-for-money whilst still satisfying the essential requirements of the APENL client department.
    2.Assist with any required design for the works, either by self or consultant resources, working in co-operation with the APENL client department to ensure their technical requirements and functionality are adequately addressed. Assist with the supervision of any consultant design work, verifying adequacy of drawings and specifications.
    3.Ensure that the appropriate standards and specifications are employed for design, materials’ selection and construction, so as to deliver fit-for-purpose permanent works, which satisfy the requirements for safety, accessibility, operability and reliability/maintainability.
    4.Prepare sound tender documents for the work to be tendered; draft bidders’ list proposals for line manager and APENL Tender Board endorsement.
    5.For work tendered, evaluate received bids, therein ensuring competency of the contractor proposed for contract award (ability to timely execute the work, to the required standard, and with recognition of HSE and security/community relations issues); draft contract award recommendation for line manager and APENL Tender Board.
    6.On Tender Board endorsement of a contract award recommendation, ensure prompt compilation of a sound contract document to ensure that no work commences without a signed contract being in place.
    7.As site construction engineer, have responsibility for construction work execution, with special emphasis on quality assurance of the construction works, and on Health, Safety and Environmental (HSE) issues and security/community relations.
    8.Monitor the progress of contracted work so that the schedule and milestones are met, providing reporting on same to line management, as well as providing early warning of potential slippage; in the case of the latter, propose remedial actions so that the “required for use or occupancy” dates for the works are not jeopardised.
    9.Ensure the proper close out of projects, including the production of as built dossiers (construction records, etc.) and as built drawings.

    KEY PERFORMANCE INDICATORS/PERFORMANCE GOALS
    Zero lost time incidents.
    Completion of assigned projects on schedule, within budget and according to specifications.

    FINANCIAL DIMENSIONS
    Budgetary responsibility rests with line manager. The value of the works for which the incumbent is day to day responsible may be in the region of $250,000 - $2 million per annum.

    JOB SPECIFICATIONS
    An honours degree in civil engineering.
    Registration with COREN is an advantage but not a requirement.

    ENGINEER - CONSTRUCTION (140524)

    Position Description
    To carry out construction supervisory aspects of Addax civil engineering / construction projects, based on AFC drawings and specifications. The job is primarily focussed on onshore site civil construction works within APDNL’s OML 124 concession, but the incumbent may be required to occassionally visit / work in other onshore locations within Nigeria.

    JOB DUTIES/RESPONSIBILITIES/ACCOUNTABILITIES
    1.As site construction engineer, take full responsibility for construction work execution and coordination, with special emphasis on quality assurance of the construction works, and on CASHES (community affairs, safety, health, environmental and security) issues.
    2.Monitor the progress of contracted work so that the schedule and milestones are met, providing reporting on same to line management, as well as providing early warning of potential slippage; in the case of the latter, propose remedial actions so that the “required for use or occupancy” dates for the works are not jeopardised.
    3.Participate in the review of contractors‘ schedules for the individual projects to satisfy contract duration requirements.
    4.Assist with the review of any consultant or in-house design work, verifying constructability of designed structures and structural components.
    5.Ensure that appropriate standards and specifications are employed for materials’ selection and construction, so as to deliver fit-for-purpose permanent works, which satisfy the requirements for safety, accessibility, operability and reliability / maintainability.
    6.Determine or assist contractor on site to determine any emergent design or scope changes that may be required as a result of unforeseen site conditions, carry out minor structural calculations (including detailing, sketching and scoping as appropriate) and escalate to direct supervisor.
    7.Prepare construction method statements and schedules.
    8.Prepare periodic reports (daily, weekly, monthly, incident etc.) as required on all projects.
    9.Ensure the proper close out of projects, including the production of as-built dossiers (construction records, etc.) and as-built drawings, both as hard and soft (electronic) copies.

    Projects to which the incumbent is likely to be assigned are:
    10.Earthmoving, building and concrete works and structural steelworks related to construction of new drilling / campsite locations or the rehabilitation of existing ones (in particular within Njaba Field, in APDNL’s OML 124 concession, Imo State).
    11.Earthmoving, surface sealing works, drainages and culvert works related to construction or rehabilitation of access roads (in particular within Njaba Field, in APDNL’s OML 124 concession, Imo State).
    12.Construction / renovation of APDNL’s offices and other buildings / structures at Onne, Rivers State.
    13.Construction, renovation and repairs works to APDNL’s offices and other buildings / structures in Lagos.

    KEY PERFORMANCE INDICATORS/PERFORMANCE GOALS
    1.No fatality, zero LTI’s (lost time incidents) on all projects.
    2.Submission of daily, weekly and monthly reports (or as otherwise required) on all projects.
    3.Completion of assigned projects on schedule, within budget and according to specifications.
    4.Submission of project closeout report (including “lessons learned”) for individual projects, no later than 4 (four) weeks after completion of construction works on the relevant project.

    FINANCIAL DIMENSIONS
    1.Budgetary responsibility rests with line manager.
    2.The value of the works for which the incumbent is day-to-day responsible may be in the region of $ 1 million - $ 4 million per annum.

    JOB SPECIFICATIONS
    An honours degree in civil engineering from a recognised university.
    Corporate membership of Nigerian Society of Engineers or equivalent is a requirement.
    Registration with COREN as an “Engr” is an advantage but not a requirement.

    SUPERVISOR - CONSTRUCTION (140530)

    Position Description
    Responsible for all installation, hook up and pre-commissioning works for platform topsides, substructures and subsea pipelines located offshore.
    Supervise the construction activities of the Alliance (Company/Contractor) work force to ensure that all projects are completed safely, within schedule and budget and to the required specifications.

    JOB DUTIES/RESPONSIBILITIES/ACCOUNTABILITIES
    1.Carry out all construction supervision / monitoring activities required for the successful delivery of the works assigned.
    2.Comply with Alliance procedures and reporting requirements.
    3.Implement Alliance HSE policies and procedures.

    16.Maintain adequate records relating to events surrounding the work, which may give rise to sub-contractors claiming for cost increases against contract. Contribute to project close out reports as applicable.
    17.Ensure that Vessel Daily Progress Reports are accurate in details and capture all critical path work related activities.

    JOB SPECIFICATIONS
    Minimum of HNC in a suitable engineering discipline or equivalent experience in Offshore Construction of Pipeline and Structures.
    Minimum of 15 years in the Upstream Oil and Gas industry, with at least 10 years in a similar position with an operating company, Nigerian / West African experience preferred.
    40+ years of age

    KEY COMPETENCIES REQUIREMENTS
    Experience in offshore facilities construction work is essential, especially in the installation of platforms and pipeline lying in shallow water (5 – 15 m), as well as working on facilities expansions where simultaneous production and construction operations are required.
    Experience of onshore fabrication and construction works for above facilities.
    A good understanding of the relevant codes and standards for welding work and testing requirements for same is a prerequisite.
    A reasonable understanding of E & I construction and testing works.

    Engineer - Pipeline (140509)

    JOB DUTIES, RESPONSIBILITIES AND ACCOUNTABILITIES
    Maintains PIMS (Pipeline Integrity Management System) Manual and Procedures and all technical specifications for pipeline inspection activities. Such manuals shall include the inspection scopes, procedures, programmes, the list of pipelines under a database form to be computerized and the inspection reporting forms.
    Maintains and provide technical support for the PIMS integrity elements. Act as resource for corrosion mitigation, defect analysis, monitoring and inspection of pipelines
    Conducts annual risk assessments of pipelines using Company risk manual and software.
    Develops Integrity Management Plan for pipelines.
    Maintains, updates and uses data in company software to view, load inspection data, assess anomalies, conduct corrosion assessment of defects.
    Participates in assessing, monitoring and mitigation of other pipeline defects such as wall loss, free spans, etc.
    Participates in preparing technical specifications for Inspection Contracts.
    Establish call-out contracts/agreements for PIMS, In Line Inspection, Underwater Inspection and geophysics surveys of pipelines.
    Plans and executes intelligent pigging, ROV and geophysics survey of sea lines.
    Assumes Contract administrator role for minor contracts and coordinates pipeline inspections and remedial works.
    Identifies, evaluates and implements appropriate new technologies
    Evaluates inspection reports from the site inspection reports or Contractors reports and issues recommendations to supervisor.
    Assists in preparation of budget plan for Pipeline activities and report progress and variances.
    Takes part in planning and organizing pipeline repairs when required at the minimum feasible interval.

    Experience in pipeline risk assessment & mitigation, fitness for service, feature assessment, using International standards (ASME, API, NACE and DNV) will be an asset.
    Knowledge of Cathodic Protection, NDT techniques, failure analysis, including corrective action will be an advantage.
    Experience in use of asset management tools, and inspection data management systems, will be an advantage.
    Excellent oral, written, and interpersonal skills.
    Previous experience working with a pipeline operator will be an advantage.

    Materials Coordinator Projects (MCP)

    Position Description
    Interface with all sections within the Materials Management Group to ensure an excellent service is provided to the assigned project.
    The majority of these projects will be executed under a recently established Integrated Team between Company and an indigenous contractor.

    Position Requirements
    1.Interface with Project Management Team to ensure current status of project materials is updates into the project plan.
    2.Produce regular reports on material status for the Project Management Team as requested.
