    Regional Finance Comptroller

    CBM (registered as CBM Christoffel-Blindenmission Christian Blind Mission e.V.) is an international development organisation for people with disabilities. For more than 100 years, it has been fighting based on Christian values in the world’s poorest regions to improve the quality of life of people who have a disability. It is committed to preventing disabilities. CBM's aim is to break the cycle of poverty and disability in developing countries and to create a world in which people with disabilities have the same opportunities and rights as all others.
    To expand our Regional Finance Management team, we are looking for a Regional Finance Comptroller* who combines controlling and financial compliance.
    The position entails a 40h/week.
    This position is only filled locally, in Lomé/Togo, Abuja/Nigeria or Yaoundé/Cameroon. With contractual conditions of the respective country. An expatriation is not intended.
    These are your responsibilities:

    a.       Financial and Operations

    Responsible for the coordination of finance, program operations and shared service centre functions with the aim of seeking opportunities to optimize financial business processes

    Excellent understanding of corporate functions procedures, guidelines and working arrangements and establish best fit for supporting Business functions.

    b.       Financial Planning

    • By establishing schedules, analysing and consolidating financial data on a regular basis (monthly, quarterly and annually) to ensure accurate and effective forecasting and budgeting of Regional Hub and Project Implementation costs.
    • Support Country Offices treasury management and has oversight for Regional Hub Office liquidity position.
    • Working within Regional Hub’s senior management team; to review and challenge assumptions and financial data quality of business plans, funding requests from country offices and regional hub departments.

    c.        Financial Reporting & Monitoring

    • Takes responsibility for ensuring timely, accurate and complete reporting for Regional Hubs and Country Offices in line with timelines stipulated for CBM financial reporting operations
    • Performs detailed analysis of financial reports and prepares high-level financial reports as required by senior management and Regional Hub Director within the Region.
    • Leads the coordination of external audits to ensure they are planned, performed and completed within stipulated timelines and issues raised thereof are expeditiously resolved.

    d.       Internal Controls and compliance

    • Develop a strong and effective culture to protect and preserve organizational assets
    • Analyse, report and give guidance on development of structure/quality of business unit, based on internal audit findings, compliance issues in projects, and compliance and development of quality of project portfolio (with emphasis on status to time, scope, budget)
    • Engage with Field Compliance Management to ensure timely resolution of Field Compliance findings and continuous improvement of project compliance
    • Working with other relevant teams within the organization (Field Compliance, Internal Audit) to provide a strong ‘tone’ for statutory and regulatory compliance within the Regions ‘own infrastructure’.

    e.       People (finance) management

    • Assure skills, knowledge and behaviour of team is aligned to Business needs and wider organizational strategy
    • Conduct needs based trainings on financial processes, risk and quality management (finance) targeting Regional Hub and Country Offices
    • Line management in a dotted line relationship with all Country Finance Managers with responsibilities including but not limited to recruitment and performance management

    These are your qualifications

    • Holder of a university degree in accounting, business management or similar and CPA/ACA/ACCA. Possession of an MBA is an advantage.
    • Minimum of five years of leadership experience in a similar position, preferably with an international development organisation
    • Acts as a trusted sparring and challenging partner to Regional Hub Director
    • Gives fact data and analysis based on pro-active recommendations
    • Actively manages and ensures strong internal controls and compliance with CBM policies and procedures
    • Transforms business needs into (financial) technology/ data needs
    • Exhibits a deep understanding of value flows of business (responsibilities and processes).
    • Possesses ability to identify and address areas of improvements (efficiency, growth and risk)
    • Deep technical knowledge in areas of financial management, risk and compliance
    • Knowledge in maintaining highly optimized finance processes
    • Fluent in English and French (written and oral)
    • MS Office package (good knowledge)
    • ERP Systems (MS Navision - advantageous)
    • Knowledge of Web Conferencing Software

    Monitoring, Evaluation, Accountability & Learning (MEAL) Manager, AOLFEIN Project

    • Designs & implements framework to monitor and evaluate policy and programmatic implementation of the regional strategic plan to ensure plans and objectives are attained.
    • Develops necessary M&E systems and tools at regional and country levels.
    • Ensures monitoring of key deliverables, coordinates data collection and communication.
    • Communicates M&E strategy to all staff, provides advisory and technical guidance to managers and staff.

    Main Tasks

    • Oversee the design and implementation of MEAL activities and tools for the new onchocerciasis and lymphatic filariasis eliminating project in Nigeria.
    • Provide technical support in evaluations and other research activities, review of evaluation design and data collection methodology, data quality assurance, data analysis, involvement of stakeholders and dissemination plan.
    • Provide technical support in activity and results-based monitoring (surveys, focus group discussions, key informant interviews, etc.) in the field, including ensuring that implementing partners and enumerators follow the instructions/agreed methodology.
    • Develop internal feedback channel between MEAL and project team to utilize data generated for decision-making and corrective measures.
    • Ensure quality of all MEAL reports, including operational research studies, disease evaluations, and impact assessments.
    • Communicate top level learning / analysis reports and monitoring data to ensure that management is able to make informed decisions on a timely basis.
    • Develop the projects results framework and indicator tracking tables.
    • Provide technical support related to data management and analysis to project partners on conduct disease mapping, treatment coverage survey and impact assessments.
    • Analyze and synthesize survey data using SPSS, STATA or R.
    • Coordinate with the country NTD team on a technical level to harmonize data reporting as needed by donors and the country NTD team.
    • Support project teams in planning for and implementation of community member feedback mechanisms, providing opportunity for community members to receive information about project performance.
    • Facilitate dissemination of assessments and MEAL findings to stakeholders via preparation of learning/MEAL briefs, fact sheets, and presentations.
    • Identify MEAL capacity development needs of CO and partners’ staff, and provide tailor-made, practical trainings to project staff based on capacity needs assessment.
    • Oversee capacity development of all project staff, including partner staff, to ensure consistent and systematic data collection that can be compared throughout the project.
    • Contribute to the research and preparation of concept notes and proposals in liaison with country office staff, and colleagues at the International Office (IO).
    • Ensure quality of data of all project partners as well as external evaluators by developing and implementing standard Data Quality Assurance (DQA) protocol.

    Requirements

    • Master's Degree (or equivalent) in, Public Health, Epidemiology, Biostatistics, International Development, Social Sciences or Biological Sciences.
    • Minimum of 10 years with an international development agency in a similar role, preferably with solid experience in NTDs M&E.
    • Proficiency in data analysis software (SPSS, STATA or R).
    • Experience in setting up and conducting impact evaluations for preventive chemotherapy NTD projects.
    • Ability to present complex information in a succinct and compelling manner.
    • Experience in solving complex issues through analysis, definition of a clear way forward and ensuring buy-in.
    • Excellent numeracy and excel skills.
    • Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
    • Fluency in English.
    • Strong attention to detail.
    • Excellent written and verbal communication skills.

    Morbidity Management & Disability Prevention (MMDP) Manager, AOLFEIN Project

    Job Description                                                                                         

    • Acts in the role of Senior Working Professional providing substantive output in a major functional area
    • Guides business/programme development across related project areas; assess project effectiveness and recommend new initiatives
    • Provide substantive advice/analysis of current products and programmes identifying opportunities and areas for improvement
    • Advise management on systems and procedures.

    Main Tasks 

    • Responsible for the management and implementation/delivery of the MMDP targets and integration of MMDP services into the primary healthcare system across CBM-supported areas in Nigeria.
    • In collaboration and consultation with the Project Director and Project Manager, participate in strategic planning processes to successfully drive the direction and delivery of cost-effective services for MMDP and ensure that the project objectives are met and contribute to the national policies and elimination goals in Nigeria.
    • Work collaboratively with partners and Federal and State Ministries of Health to develop strategies to address the large number of hydrocele and lymphedema cases in Nigeria as part of the efforts towards elimination of NTDs in Nigeria.
    • Provide leadership and guidance to the project to ensure that MMDP maps are available to help track and ensure that patients receive appropriate services.
    • Identify and contribute to project growth and development (scalability) and support state programme officers to strengthen collaboration and partnerships at the state and national level.
    • Provide effective management, coordination, technical advice and resource allocation necessary to support delivery of MMDP.
    • Support the training and targeted capacity building of project staff and partner staff on the technical and operational aspects of MMDP deliverables.
    • Support the medical supply procurement process by providing assistance in forecasting including: requesting quotes, placing orders, arranging for payment and shipment, and documenting the process.
    • Take a proactive role in establishing procurement needs and timelines.
    • Build and maintain meaningful working relationships with a variety of partners and other stakeholders at national level to strengthen opportunities for intersectoral collaboration during implementation and visibility.
    • Ensure high quality service delivery, programme documentation and reporting
    • Lead on supporting Federal and State Ministries of Health in developing a system for monitoring and evaluating programme performance.
    • Provide direction and support to assist country research teams and help them to identify operational research opportunities to improve the efficiency and effectiveness of NTD elimination efforts.
    • Support project teams and the Ministries of Health in disseminating information on NTD activities, studies, research and lessons learned at national and international level.

    Requirements   

    • Post Graduate level Degree in Social Sciences, International Development, Project Management or Public Health.
    • Minimum of 8 years’ experience at a similar level managing NTD, health, development, research or humanitarian projects in low- and/or middle-income contexts.
    • A passion to make a difference for improving the life of people with disabilities.
    • Technical knowledge on Lymphatic Filariasis and other Preventive Chemotherapy NTDs in Nigeria.
    • Experience in managing projects funded by donors such as FCDO, USAID, etc.
    • Experience working with Ministries of Health; ability to develop and maintain productive relationships with key stakeholders within the ministries.
    • Sound working knowledge of key issues surrounding NTDs in both a local and global context.
    • Commitment to international and humanitarian NGO codes, standards and practices.
    • Proficiency in computer packages, especially with MS Office and other related packages.
    • Ability to work as part of team across different cultures.
    • Ability to solve problems and take corrective action.
    • Excellent written and verbal communication skills in English.
    • Proven administrative skills.
    • Strong numeracy with ability to analyze and manage data.
    • Identification with the values and the mandate of CBM.
