    Psycho-Social Support (PSS) Supervisor

    General Objective

    • Under the direct supervision of the PSS Deputy Project Manager, the PSS Supervisor is responsible for developing and setting up activities to be conducted by the Psychosocial workers (PSWs) and Psychosocial Awareness Volunteers (PAVs) in Bolori II ward of Maiduguri.
    • S / He will assist PWS and PAVS in implementing PSS activities in compliance with work plans, donor regulations and PUI policies
    • S/he will provide the team with trainings and technical guidance while closely monitoring activities.
    • S/ He will ensure that PSS principles are mainstreamed in all sectoral programs of PUI.
    • S/he will play a key role in establishing/strengthening effective linkages between PUI, partners and and other stakeholders involved in the area of intervention as well as in setting up effective internal and external referral pathways.

    Responsibilities and Tasks
    Activities implementation:

    • Design and lead the implementation of PSS activities at PUI-supported Health Facilities and Safe Spaces
    • Ensure effective referral pathways according to the MHPSS intervention framework, ensure strong internal communication and coordination with PUI Protection and Community Outreach, Health, Nutrition,and Food Security and Livelihood teams and liaise with other humanitarian agencies for external referrals
    • Provide capacity-building to the PSS team, other PUI teams and partners
    • Ensure PSS guidelines are mainstreamed and integrated in all PUI sectoral programs
    • Build and maintain relationships with external partners and the community
    • Responsible for all the PSS interventions and activities defined, s/he follows up on the master work plan together with the PSS Deputy Project Manager
    • Report immediately any difficulty or delay faced in the implementation of activities to his/her direct line manager
    • Cooperate with MEAL Department to conduct any MEAL related activities (such as surveys, field feedbacks, and lessons learnt exercise among others)-Uphold PUI code of conduct, and ensure that all persons of concern are treated with dignity and respect, in accordance with humanitarian principles
    • Represent PUI at anytime and anywhere when s/he is in duty

    Team Management:

    • Supervise PSWs and ensure the timely implementation of their activities
    • Ensure capacity-building of the team through trainings and technical guidance
    • Coordinate the work of PSWs: work plans, progress toward targets, and frequency of submitting collected data
    • Ensure that PSWs and PAVs have the necessary information on the referral system and provided services and properly understand the activities to be implemented in the framework of the project
    • Ensure that PSS team properly handles confidential information and that information collected by both PSWs and PAVs is reported and properly uploaded to the database
    • Support PSWs and in improving their performance
    • Regularly appraise the performance of PSWs
    • Routine field visits to monitor PSWs and PAVs activities
    • Continuously collect feedback from PSWs and ensure the communication to the PSS Deputy Project Manager

    Logistic and Administration:

    • Define the needs in materials and tools required to conduct training activities.
    • Organize and coordinate training sessions: venue, attendees, and support materials

    Reporting and Data Collection:

    • Collect, analyze and store in a database information on identified protection cases from PSWs and report through proper documentation and referral system with regular follow-up
    • Ensure proper completion and filling of all documentation (soft and hard as required) and ensure data protection protocols, confidentiality and do no harm principles are respected while reporting protection cases
    • Review the number of assessed individuals from both PSWs and PAVs to see the progress towards assigned target.
    • Analyze data provided by PSWs and PAVs and propose solutions based on available resources.
    • Document and report training sessions and feedback from participants.
    • Responsible of compile and report to the direct superior data on a weekly, monthly, quarter and annual basis or upon request.
    • Report on PSWs’ development and performance.

    Qualifications and Required Skills

    Mandatory Requirements:
    Education Degree:

    • University Degree in Social Science / Development Studies / Political Science or related field or Certificate of Secondary Education with at least 2 years relevant experience in similar field
    • Qualification in protection field will be an asset.

    Work Experience:

    • Proven experience working in NGOs.
    • Knowledge and skills
    • Good knowledge of community outreach, community mobilization and protection
    • Excellent experience in conducting trainings, awareness sessions and surveys/assessments
    • Experience in managing and mentoring teams
    • Excellent communication (especially in public) and diplomacy skills to manage relationship in potentially tense situation

    Language Skills:

    • Fluent in Hausa and English (Kanuri is a plus).

    Stabilization Center Nurse

    General Objective / Summary

    • Under the direct supervision of the SC doctor, the stabilization center (SC) Nurse is responsible for the nutrition rehabilitation among admitted cases through providing timely and quality treatment of medical complications associated with SAM and provision of therapeutic feeds, routine and specialized medicines, health and nutrition counseling in liaison with the physicians.
    • S/he is also responsible to ensure that all activities in the SC ward are consistent with established best practices according to the standardized protocols, policies and guidelines outlined by the Nigeria Federal Ministry of Health (FMOH) and World Health Organization (WHO).

    Responsibilities and Tasks
    Consultation and patients care:

    • Welcome patients to the facility
    • Apply the procedures of triage and perform admissions for the new cases as per the protocol
    • Ensure quality and timely identification and treatment of medical complications associated with malnutrition in liaison with the Physicians
    • Give and advice on the drug regimen for the patients
    • Supervise and coordinate the strict patient management in the Stabilization center and ensure the laid protocols are followed
    • Participate in daily SC ward rounds with the Physicians and fill the patient cards after the round, medications and other patient examinations or procedures
    • Strictly monitor and record the vital signs regularly as in the protocol and report any deviation from the normal
    • Ensure that all required observations, prescribed treatment and procedures are properly carried out and documented on patient’s charts
    • Refer to the doctor in charge or to the doctor on call relevant information such as patient’s status and laboratory results, which would assist in proper clinical management
    • Monitor therapeutic Feeds and ensure that children get 3 hourly therapeutic feeds as required
    • Carry out regular procedure like taking blood samples, providing IV medications and other necessary procedures as per the physician’s prescriptions
    • Facilitate a timely referral of complicated SAM cases from the OTPs to the SC and vice versa and escort patient when necessary.
    • Provide all other necessary nursing care and procedures for the patients.
    • Assist patients with activities of daily living while in the ward.

    Team management and internal coordination:

    • Provide regular mentoring and on-the-job training for the SC Nutrition Feeding Assistants
    • Ensure caretakers of SC patients receive appropriate nutrition education and referred and linked to community IYCF team
    • Participate actively in meetings when required.

    Work environment:

    • Maintain equipment’s in good condition and submit regular inventory report
    • Maintain a safe and clean working environment by complying with universal standards, procedures, rules and regulations
    • Adhere to infection-control policies and protocols, medication administration and storage procedures, and controlled substance regulations.

    Reporting:

    • Maintain registration and track the consumption of medicines, therapeutic foods and other consumables and share the report with the SC ward head physician
    • Responsible for the collection, compilation and analysis of quality data and production of the required reports for the SC activities in charge
    • Ensure that all admissions, discharges, transfers and deaths are properly recorded as they occur
    • Report any difficulties or delays in the implementation of activities.

    Specific code of conduct:

    • Ensure that SC beneficiaries, caretakers and members of the community are treated respectfully at all times
    • Maintain patient confidentiality at all time
    • Respect the rights of the patients and caretakers/attendants under his/her care.

    Protection Manager

    General Objective

    • Under the supervision of the Field Coordinator Monguno, and the technical guidance of the country Protection Coordinator, the Monguno Protection PM is in charge of developing and ensuring the good implementation of project activities.
    • The component under the Protection PM supervision, part of PUI holistic response to the Kukawa population needs, aims at setting up and managing a Protection program through a community approach in the area of intervention (Kukawa LGA) in order to contribute to community awareness, to set up a strong community network and to establish a good referral system between the different department.

    Responsabilities and Tasks
    Project planning and implementation:

    • Ensure that project action plan is prepared at the start of the project and reviewed periodically based on the feedback from the monitoring of the project. This also includes identification of support requirements from other sectors within the organization;
    • Develop the program monitoring tools with the FC and the MEAL Department.
    • Contribute to the definition of vulnerability criteria and assessment methodologies allowing more accurate targeting of PUI’s activities in the area of intervention;
    • Provide technical advice and training on protection to all other operational departments, ensuring that protection issues and aspects are always included in other operational departments’ activities
    • Ensure the coherence and the homogeneity of the activities under his/her responsibility (indicators and results follow up) and develop proper assessment mechanisms. Lead regular field reviews and ensuring best practices standards are met;
    • Inform his/her line manager of any relevant issue related to the project implementation.

    Information management, assessment and referral system:

    • Develop tools and strategies to ensure qualitative and timely data collection, communication and analysis
    • Develop referral pathways tailored to the type of cases identified, internally and externally. Develop the tools and processes to monitor the referrals
    • Develop tools pertaining to multi-sector rapid needs assessments responding to identified / emerging needs in the area of intervention
    • Formalize external referral pathways through MoUs with relevant partners
    • Contribute to the design and lead the management of the internal / external referral and follow up database system
    • Provide support to Other PUI teams in communicating with the community and targeting/tracking potential beneficiaries

    Capitalization, reporting and development:

    • Ensure internal and external qualitative reporting on all activities under his/her responsibility is done in relevance to PUI internal tools and requirements
    • Update and transmit on a monthly basis the PMT (Project Monitoring Tool) as a tool to follow up the implementation of the project
    • Write regular reports on all activities as requested by the FC;
    • Produce qualitative intermediary and final reports for donors
    • Capitalize lessons learnt and good practices throughout the project
    • Participate in the writing of comprehensive Activity Forms for all major operational aspects, in direct collaboration with the MEAL teams and with his/her supervisors
    • Participate in the development of comprehensive support documents for activities implementation by the protection teams
    • Create/review SOPs and propose relevant improvement, under Field Co and Technical Coordination’s management
    • Participate to the operational development of the mission through active participation to the mission annual programming process
    • Contribute to the design and drafting of new proposals and budgets in collaboration with the Field Co

    Team management and capacity building:

    • Prepare job profiles for members of his/her team, has them endorsed by the Field Coordinator and the HR Manager, and participate actively in the recruitment process (interviewing, testing, etc.), as well as in any decisions related to the termination of employment contracts of team members; Pro-actively propose HR changes within his/her department to FC and HR Manager
    • Familiarize himself/herself with all PUI internal HR regulations, and ensure that they are known and respected by his/her team
    • Ensure that the defined appraisal system is applied for all members of his/her team
    • Create coordination mechanisms specific to his/her team, and ensure proper supervision
    • Identify the training needs of the team and addresses them (organizational and technical support, methodology, organization of training sessions…) and interact with the HR manager in planning/conducting training
    • Follow the training received by the teams and gather contents for capitalization

    Representation and coordination:

    • In coordination with his/ her line manager, represent PUI in the project area with any relevant stakeholders, local, national and international partners, local community representatives in order to facilitate the implementation of the project’s activities;
    • Participate actively to the Protection Working Group, and other relevant Sub-Groups; participate to the elaboration of common tools and guidelines;
    • Set up a network, coordinate and communicate to the stakeholders acting in the same areas; ensure effective coordination and collaboration with key stakeholders and partners – NGOs, civil society organizations (CBOs), community groups
    • Work in close coordination with relevant staff in other PUI departments, including Food Security, Nutrition, Health, and MEAL to ensure the strong integration of other sectors and to promote the development of new concepts/approaches/collaborations for future programming
    • In the event of visits from Donors, participate actively in the preparation and the smooth organization of the visit.

    Logistics and Finance:

    • Ensure budgeted action plans are prepared at the beginning of the project and that they clearly reflect the activity plan of the project;
    • Be responsible for the budget lines under his/ her management, and provide forecasts on these budget lines on a monthly basis contributing to the monthly budget follow-up process;
    • Comply with all logistics rules, procedures and processes, ensuring the timely supply of all logistics needs for the successful implementation of his/ her activities;
    • Be responsible for the eligibility and good utilization of funds allocated to the activities under his/ her management;
    • Analyze and propose solutions of budgetary reallocation if needed, after receiving a monthly updated financial follow-up (FFU) from the Finance Department;
    • Fill the cash forecast according to his/her budget areas as per PUI internal procedures

    Safety and security:

    • Contribute to data collection on safety and security issues in his/her field of operations and disseminate them to the Field Coordinator regularly or on an ad-hoc basis if urgent.
    • Ensure that the safety and security rules are known and respected by his/her team
    • Ensure that projects, methodologies, or selection criteria do not place beneficiaries, PUI staff or any other persons in harm’s way. He/she alerts the Field Coordinator without delay, in case of impending danger to teams or beneficiaries.

    • Experience in project management and case management is required
    • Work experience: At least 3 years of experience as a manager in humanitarian projects in the protection sector, and a strong experience in community based protection activities and protection monitoring. Experience in liaising with governmental authorities is an added value.
