    Project Coordinator (AT Scale Project)

    These are your responsibilities

    • The Programme Coordinator will be responsible for leading and managing the development of program activity and work plans to support the implementation and coordination of program activities in the 3 project supported states (Bayelsa, Imo and Kano) in line with donor requirements.
    • Support CBM Nigeria CO and project staff to implement and monitor a coherent, inclusive and qualitative eye, ear and hearing care project in Bayelsa, Imo and Kano including programmatic, logistic and financial monitoring of the entire intervention
    • Collect information about situation of persons with disabilities and support the supported states and project staff to develop operational mechanisms to mainstream disability in the project interventions.
    • Provide technical and programmatic support to the states on disability inclusion, sound communication, feedback and accountability principles.
    • Support the development of project implementation strategies based on appropriate context analysis, strengths and gaps existing to address the needs of affected populations especially school age children with eye, ear and hearing care in target communities.
    • Advocate and promote disability inclusive development at state as well as national level with government of Nigeria and development partners.
    • Provide technical support to project staff to ensure compliance to donor requirements, disability inclusion and implementation of agreed plans.
    • Work with the country Office and project specific Knowledge management/ M&E Officer to develop and ensure proper project monitoring system following CBM/donor format and requirements.
    • Support project team to ensure that narrative reports and communication materials are submitted in timely manner and are of high quality.
    • In close cooperation with line manager and Finance manager, ensure the logistic, admin and financial monitoring of the project (trainings, procurement of materials, utilisation of expenses and compliance with accountability principles.
    • Participate in coordination meetings at state and national level and support other developmental partners to include disability in mainstream services being provided to affected population.
    • Continuously assess situation and support project team to re-adjust activities as per need after discussion with line management.
    • Facilitate documentation of learnings and evaluation of the project.
    • Conduct field trips to monitor the implementation of project operations as specified in the work breakdown.
    • Ensure effective data collection of all activities implemented at the state level.
    • Provide timely reports on all activities of the project.
    • Carry out other task/responsibilities assigned by line manager or other senior colleagues.
    • Participate proactively in project review and planning process and budgeting ensuring programme quality and value for money.
    • Lead the project team in developing the annual and six monthly and quarterly reports.

    These are your qualifications

    • Bachelor’s Degree in public health, social sciences, or development studies or any other relevant area.
    • A Master's Degree/Relevant certifications will be an added advantage.
    • Experience with international development organizations, particularly programmes that have both national and community level engagement with at least five years experience in project management.
    • Experience in project budgeting and planning (minimum five years).
    • Experience working with with partners/organizations in a consortium.
    • Experience in advocacy and building collaborative relationships.
    • Strong knowledge and understanding of project cycle management.
    • Excellent writing skills and ability to communicate clearly and respectfully.

    Monitoring and Evaluation Officer EEHC (AT Scale Project)

    These are your responsibilities

    • The M&E officer will be responsible for leading the implementation of the monitoring and evaluation and learning strategy and systems for the programme, and project –specific M&E plans in lin with donoe requirements.
    • Support in the implementation of effective monitoring, evaluation and learning strategies.

    Programme Finance Officer (AT Scale Project)

    These are your responsibilities

    • The overall role of the Programme Finance Officer involves participating in the Country Office programme budget implementation, focusing on monitoring, reporting, evaluating and maintaining of programme budget related documents and ensuring their proper filing and timely submission to stakeholders.
    • Overseeing and coordinating the finance and accounting for project partners.
    • Providing timely project budget implementation feedback to PARTNERS’ senior management and support in the monitoring of programs, through:
    • Preparing financial documents (e.g., PARTNERS Financial & Procurement Checklists) for approval; by critically analyzing financial processes and procedures for compliance.
    • Documenting the key highlights noted in the financial monitoring reports and reporting on the progress of the implementation of recommendations by CBM, project auditors and other stakeholders through persistent follow ups.
    • Set-up PARTNERS’ financial system in line with CBM CO financial processes and procedures.
    • Review periodical programme funds reconciliation statements and financial reports of PARTNERS’ in coordination with the PARTNERS’ finance team to ensure completeness and accuracy of financial reports.
    • Assist in financial reviews and audits of PARTNERS, and suggest corrective action as appropriate on areas in PARTNERS’ financial systems and procedures that need improvement.
    • Contribute to the development of Terms of Reference for project audits and ensure that CBMs accountability requirements are incorporated in the TORs.
    • Identify red-flag in PARTNERS’s transactions and processes, compile the red-flag reports and checklists, provide regular updates to the team.
    • Coach PARTNERS’ staff to fully comply with all aspects of financial and management policies as outlined in the project contracts and General terms & conditions.
    • Assist in financial training of PARTNERS’ staff, contributing to training materials and resources, organizing and facilitating PARTNERS’ finance workshops and reflective meetings, and take responsibility for following up on participants’ action plans.
    • Liaising between project PARTNERS’, country office and the donor.
    • Proactively manage working relationships with PARTNERS’, project/programme Officers especially for a new organisation.

    These are your qualifications

    • Degree in a Finance related field (such as Accounting, Business Management or Business Administration) with an academic background of at least BAC+4
    • A professional accounting qualification (such as ACA, CPA, ACCA, CNA) and Project Management knowledge is an asset.
    • Four years’ of experience.
    • Demonstrated experience in MS Office Packages.
    • Demonstrated experience in use of accounting software an asset.

    Programme Officer (D-RAPID)

    These are your responsibilities

    • Supporting detailed disability inclusive program planning with implementing partners and other key stakeholders.
    • Strong Advocacy and collaboration with relevant stakeholders, including the governments on disability inclusive development.

    • To facilitate documentation of learnings and evaluation of the project in collaboration with the Communications Officer and the MEAL Officer.
    • To monitoring the security situation on the ground and work with the Security Advisor support the partners to develop a framework for safety and security management.

    These are your qualifications

    • University Degree in Disability Studies, Rehabilitation Science, Psychology, Sociology, Development or other related Social Sciences field is required.
    • A Master’s Degree/Relevant certifications will be an added advantage.
    • Four (4) years specific professional experience working in the area of disability inclusion, experience in CBID programming is an advantage.
    • Experience in providing support to local partners or working with donor organizations.
    • Prior experience with international development organizations or programs that have both national and community-level engagement.
    • Experience in project management, budget development, work-plan development, climate change etc.
    • Fluency in oral and written communication skills; particularly in English language is a must.

    Senior Driver (D-RAPID)

    These are your responsibilities

    • Ensure all vehicles have all accessories, submission of status reports, maintenance, fuel, vehicle cleanliness and general observation of SOPs.
    • Ensure that the Licenses are up-to date and that vehicles are well maintained and serviced on time as the need arises.
    • Ensure that all vehicles are fitted with the necessary security apparatus.
    • Be responsible for the day-to-day maintenance of the assigned vehicle, checks oil, water, battery, brakes, tires, and perform minor repairs, arranges for other repairs, and ensures that the vehicle is kept clean.
    • Ensure availability of all the required documents/supplies including insurance, vehicle logs, first aid kit, necessary spare parts/assistive tools are in each CBM vehicle.
    • Ensure that all vehicles assigned are serviced and properly checked before undertaking a long drive.
    • Ensure that the vehicle is kept clean and tidy alwayss.
    • Drive staff members and official visitors for project-related trips, activities and assignments as requested.
    • Facilitate the transfer of project visitors to/from their respective hotels to the office as well as airport transfers upon request.
    • Maintain an up-date record of the logbook (mileage, destinations, times & passengers, maintenance, fuel) for each trip in the book provided.
    • Acts as interpreter when carrying passengers who do not understand the local languages and whenever required.
    • Uphold and abide by all relevant travel policy, vehicle policy and local traffic rules and standards.
    • Induct staff on vehicle SOPs before embarking on field mission.
    • Ensures that the steps required by rules and regulations are taken in case of involvement in an accident.
    • Follow all security and safety protocols to always ensure the protection of passengers and vehicles.
    • Present proper receipts on any expenditure incurred on their vehicle to the Officer in charge.
    • Ensure that the line manager is immediately informed of any incidents and that the incident report form is filled immediately and reported to the police where necessary.
    • Provide support to Admin Unit in area of asset listing and tagging.
    • Provide support in asset management/repairs supervision.
    • Liaise with vendors to ensure the CBM gets quality goods and services at best price possible.

    These are your qualifications

    • Minimum Secondary School Leaving certificate or equivalent.
    • A valid driving license (class B, C, E preferable)/ certification to operate assigned vehicle following local rules and regulations.
    • At least four (4) years of related work experience, with minimum of one (1) year working with international NGO preferred and at least three (3) years being in the operating state.
    • Basic Computer appreciation skill and knowledge of Microsoft office packages will be an advantage.
    • Excellent knowledge of local driving rules and regulations, traffic laws, a good knowledge of the city and alternate routes to enable quick access.
    • Knowledge of safety standards and safety equipment (e.g., fire extinguisher).
    • Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals.
    • Basic skills to assist in case of emergency, knowledge of basic first aid methods.
    • Experience working in insecure areas and adhering to strict safety, security and safeguarding policies required.
    • Fluency in spoken and written English. Understanding of local language is an added advantage.
    • Ability to cope under pressure and meet deadlines and efficiently manage a range of tasks concurrently to meet diverse needs.

    State Project Officer Bayelsa (AT Scale Project)

    These are your responsibilities

    • The State Project Officer (SPO) – EEHC will be responsible for project coordination and implementation of ATScale projects in Bayelsa State. S/he will work in close collaboration with stakeholders, local partners who are implementing IEH &EHC programmes in Nigeria. S/he will work with the Project Coordinator -EEHC to support the smooth implementation of EEHC project activities in  the CBM- AT scale project state in Nigeria.
    • Support the Programme Coordinator CBID in providing effective management and coordination of Eye, Ear and Hearing Care (EHC) component of AT scale project to ensure delivery of set targets.
    • Coordinate AT scale stakeholders and partners related activities through working with different implementing partners to ensure adherence to project plans, work plans and budgets for the achievement of planned project outputs.
    • Review project objectives to ensure that they are in line with donor strategy.
    • Support partner teams to identify and develop innovative approaches for the delivery of AT scale programming in Nigeria.
    • Coordinate the preparation of activity-related reports as well as quarterly and annual reports to CBM/ donors as may be required.
    • Maintain data and reports on routine project activities and report back to Project Coordinator on a frequent basis.
    • Support reporting requirements from donors and other stakeholders.
    • Support the project team in maintaining accurate information for reporting to donors and supporting other day-to-day operational needs.

    These are your qualifications

    • Relevant academic degree in Public Health, Project management, Sciences, or related disciplines (post-graduate degree will be an advantage).
    • At least 5 years' experience in Programme/ project management, ideally in the INGO sector.
    • Technical knowledge of Public and Community health in Nigeria.

    These are your responsibilities

    • The State Project Officer (SPO) – EEHC will be responsible for project coordination and implementation of ATScale projects in Bayelsa State. S/he will work in close collaboration with stakeholders, local partners who are implementing IEH &EHC programmes in Nigeria. S/he will work with the Project Coordinator -EEHC to support the smooth implementation of EEHC project activities in  the CBM- AT scale project state in Nigeria.
    • Support the Programme Coordinator CBID in providing effective management and coordination of Eye, Ear and Hearing Care (EHC) component of AT scale project to ensure delivery of set targets.
    • Coordinate AT scale stakeholders and partners related activities through working with different implementing partners to ensure adherence to project plans, work plans and budgets for the achievement of planned project outputs.
    • Review project objectives to ensure that they are in line with donor strategy.
    • Support partner teams to identify and develop innovative approaches for the delivery of AT scale programming in Nigeria.
    • Coordinate the preparation of activity-related reports as well as quarterly and annual reports to CBM/ donors as may be required.
    • Maintain data and reports on routine project activities and report back to Project Coordinator on a frequent basis.
    • Support reporting requirements from donors and other stakeholders.
    • Support the project team in maintaining accurate information for reporting to donors and supporting other day-to-day operational needs.
    • Support routine budget monitoring and periodic budget reviews (annual, quarterly, etc.).
    • Support the project team in organizing workshops, training programmes, and related project events at the state or national level, as needs arise.
    • Provide support to partners in ensuring good understanding of CBM’s CBID standards.
    • Provide support to the Programme Coordinator in planning capacity building for partners to ensure quality.
    • Ensure sharing of lessons learnt and promote best practices with CBM and partner organizations.
    • Support CBM partners to produce quality reports and review them before submission to CBM offices and the government.
    • Provide administration and communications support to the team, under the guidance of the Project Coordinator.
    • Ensure that the project abides by CBM procedures and requirements of CBM and donor.
    • Ensure timely submission of project briefs, and quarterly and annual narrative reports as required.
    • Be responsible for updating information for the project in CBM’s Project Management Information System (ProMIS).

    These are your qualifications

    • Relevant academic degree in Public Health, Project management, Sciences, or related disciplines (post-graduate degree will be an advantage).
    • At least 5 years' experience in Programme/ project management, ideally in the INGO sector.
    • Technical knowledge of Public and Community health in Nigeria.
    • Understanding of Disability Inclusive Development.
    • Experience in working with partner groups will be an added advantage.
    • Understanding of the health system in Nigeria.
    • Experience in monitoring, evaluation and research.
    • Ability to work in a fast-paced, team-oriented environment while juggling and coordinating multiple/conflicting priorities and deadlines.
    • Ability to integrate into a multi-cultural environment.

    Technical Project Manager EEHC (AT Scale Project)

    These are your responsibilities

    • The Technical Project Manager, EHC will be responsible for leading and managing the development of program activity and work plans to support the implementation and coordination of program activities in the 9 project supported states (Bayelsa, Imo, Kano, Kaduna, Katsina, Kogi, Plateau, Gombe and Lagos) in line with donor requirements.
    • Provide technical advice and input into all ear and hearing  care, EHC projects & budgets that are developed in Nigeria, ensuring that project design is in line with good practice and CBM technical guidelines.
    • Assist the Nigeria Country Director and country staff in identifying suitable partners in EHC and actively participating in partner assessments, in particular technical assessments.
    • Provide technical guidance in the development & implementation of the Nigeria EHC-plan by:
    • Leading the development of comprehensive EHC - programmes and projects including the EHC Concept Note development and the full proposal development to ensure their technical quality
    • Defining, together with the CBM’s Team Nigeria, the SMART objectives and indicators in the area of inclusive eye health for new projects.
    • Contributing to the alignment of CBM Nigeria EHC plan to national priorities and CBM’s Inclusive Health Initiative plan.
    • Strategic Partnership Development and Networking.
    • Support CBM Nigeria in conducting a mapping exercise and in identifying potential partnership and joint venture for CBM in Nigeria.
    • Identify the development of the new partnership opportunities with national and international stakeholders to ensure harmonization of interventions with national and international standards and guidelines.
    • Represent CBM Nigeria in national Ear and Hearing Care Health Professional bodies.
    • Consolidate CBM Nigeria participation in national EHC networks Staff Development.
    • Train Country Office program staff and consortium staff members in all relevant aspects in Ear Health, preparing and implementation of ear health programmes and standards as agreed with the CO and Inclusive Health Initiative.
    • Main work package with regard to implementing eye health partners.
    • Quality Management in Ear and Hearing Care (EHC).
    • Lead the introduction, implementation and follow-up of CBMs Quality Management Strategy in Nigeria; this includes.After introduction of the project strategy by the consortium members, together with the responsible project team, introduce the Strategy, in particular training for Quality EHC standards, follow-up on the partners’ observations and support the implementation of the action plans.
    • Conduct technical visits as recommended in the project approach, in collaboration with the project teams; this includes observations of procedures in outreach centers (schools and communities), the primary healthcare facilities, etc.
    • Bi-annually, review the reports of the hearing screening and fitting of hearing aid  outcome monitoring, give feedback and provide capacity development & hands-on trainings where needed.
    • Ensure sharing of lessons learned and promote best practices with CBM, partners and other key stakeholders.
    • Support CBM's EHC-partners to produce quality reports and review them before submission to CBM offices and the government.

    These are your qualifications

    • Bachelor’s Degree in public health, social sciences, or development studies or any other relevant area.
    • A Master's Degree/Relevant certifications will be an added advantage.
    • Experience with international development organizations, particularly programmes that have both national and community level engagement with at least five years experience in project management.
    • Experience in project budgeting and planning (minimum five years).
    • Experience working with with partners/organizations in a consortium.
    • Experience in advocacy and building collaborative relationships.
    • Strong knowledge and understanding of project cycle management.
    • Excellent writing skills and ability to communicate clearly and respectfully.
    • Good networking and communication skills.
    • Knowledge on disabilities or other at risk groups and experience on mainstreaming issues (Gender, age, disability).
    • English fluency, both written and verbal, is a requirement.
    • Good analytic and project proposal development skills for institutional donors.
    • Good partnership management skills.
