    Pharmacist

    Location: Maiduguri, Borno
    Start date: As Soon As Possible
    Direct Line Manager: Pharmacy Supervisor
    Job Type: Full Time

    Objective 1

    • Pharmacy management and monitoring the cold chain

    Tasks and Responsibilities:

    • Maintain an organized and clean pharmacy in the warehouse: the drugs must be tidied, organized in a hygienic and clear way according to Action Against Hunger’s rules of classification of drug, allowing easy access to the information (type of drugs, expiry date).
    • Organize weekly environmental cleaning in the pharmacy warehouse and environs
    • Monitor twice a day humidity of the warehouse and temperature of all refrigerators containing medications or any cold chain products and record it on the follow up sheet. And in all the rooms under controlled temperature.
    • Report immediately any deviation from the expected temperature and humidity ranges to the pharmacy supervisor, enquire the reasons of the dysfunctions and propose possible solutions.
    • Ensure that all medical supply is adequate:
    • Follow expiry dates of all pharmacy items and report items which need to be replaced and necessary follow up to ensure that items are replaced in a timely manner
    • Make arrangements for the proper disposal of expired drugs/material, a part from the rest of the supply
    • Collaborate when necessary to the destruction of the expired drugs.
    • Assist program team to amend the weekly/monthly request: control and monitor the quantity ordered
    • Ensure that the drugs supplied to the different centres are appropriate and necessary.
    • Ensure that appropriate storage of the drugs is occurring in the various centres
    • Prepare the solutions and medical items requested by the medical units and deliver them in timely manner.
    • Maintain an updated knowledge of best global practices

    Objective 2

    • Monitoring orders and supply

    Tasks and Responsibilities:
    Support the Pharmacy Supervisor to;

    • Ensure the reception of local / international orders:
    • Check that the number of box and their content match with the packing list and waybill.
    • Arrange in order the medical items as regards to their specificity and expiring date.
    • Record all entry of items on stock cards with the order number and expiring dates
    • Record the items either in terms of unit or box, according to Action Against Hunger’s specifications, in order to facilitate the process of orders.
    • Inform the program team of all problem or item missing in the reception of the order.
    • Ensure the quality (cold chain, packing, etc.) of the transport of medical items from the warehouse to HF
    • Regularly update the SFU based on SRO and incoming items.

    Objective 3

    • Stock inventory and consumption reporting

    Tasks and Responsibilities:

    • Record any medical item entry and exit in stock cards and SFU on a regular basis.
    • Do the weekly/monthly drugs inventory in collaboration with the pharmacy supervisor.
    • Report discrepancies and general consumption issues to the pharmacy supervisor.
    • Work with program team to amend drug request and stock quotas on a regular basis to prevent exceptional ordering.

    Qualifications

    • Bachelor's degree in Pharmacy or possess a Pharmacy Technician Diploma

    Skills & Experience
    Essential:

    • Minimum of 1 year experience as a Pharmacist
    • Experience in stock pharmacy management
    • Fluency in spoken and written English language. Hausa language is desirable
    • Computer skills (Microsoft office)
    • Strong work ethic: punctuality, responsibility and flexibility
    • Strong sense of organization and attention to details
    • Capacity to work in a team

    Preferred:

    • Previous experience with Action Against Hunger

    Logistics Manager


    Direct Line Manager: Field Coordinator
    Starting date: As Soon As Possible

    Tasks and Responsibilities
    Objective 1 - Supervise the Logistics team in the field base:

    • Organization and supervision of the logistics department in the base.
    • Perform evaluations of team members and follow-up on objectives as well as the performance of team members.
    • Plan staff development/training for the logistics team at the base level. Train staff and provide ad-hoc support on how to properly operate within and implement AAH-USA logistic policy and procedures.
    • Be the backup of any logistic team member in the base whenever on leave or sick.
    • Provide weekly/monthly planning for the team in the base; Prioritize tasks, set deadlines and follow up on tasks requested from team members.
    • Motivate the team through sound people management principles.
    • Contribute to or draft guidelines were needed to ensure tasks and responsibilities are well defined and known.

    Objective 2 - Supervise the Supply Chain function at the Base:

    • Facilitate a supply planning mechanism between the Programs, Finance and supply team at the base;
    • Support the Project Procurement Plans (PPP) and Supply plans process and raise alert when they are not developed and implemented in the base.
    • Cross-checks PFUs with supply plans, discuss with Program managers discrepancies.
    • Follow up on requests believed to represent a financial risk for the organization.
    • Support procurements in fields where logistics expertise is required (vehicles, rehabilitation,…), provide support has requested by supply chain manager or HoD logistics ( participate in tender committees on request, back up,…), raise an alert in case of breach of AAH kit log procedures or donors rules and regulations.
    • Carry out spot checks all across the supply chain whenever needed.
    • Supervise stock management (storage conditions, stock reports, expiry dates…) and ensure that it follows laid down procedures and; that stock release orders, stock cards, SFU and other documents and/or tools are used and systematically updated.
    • To monitor the deliveries to the departments/bases/programs.
    • Ensure the monthly stock report is done on time.
    • Carry out spot check across the warehousing process every month.
    • Sit-in for the supply chain manager when he is on leave

    Objective 3 - Supervise Fleet & Transport Management:

    • Oversee the vehicle fleet weekly and monthly plan using AAH tools and ensure their actual implementation.
    • Support the logistics Head of the Department to identify the needs of vehicles.
    • Check that the rented vehicles are in line with the approved documents and approve the monthly payments.
    • Ensure base vehicles are serviced on time and that records are properly kept in appropriate fleet folders.
    • Follow-up the fuel consumption and approve the monthly payment.

    Objective 4 - Equipment Management:

    • Supervise equipment management (ensure IT Officer’s management of equipment follows Kit log, IT Policy and Mission guidelines) in liaison with the mission ICT manager.
    • Ensure by proper supervision of IT Officer that all communication means are working in the mission (Internet, HF/VHF, GSM, and Thuraya) and that licenses to use them are up to date.
    • Ensure by proper supervision of IT Officer that all users have signed a temporary allocation form for all equipment that they are receiving and that small asset register at the capital is properly used by IT Officer to track equipment movements.
    • Perform regular controls to ensure the accuracy of monthly equipment lists consolidated by IT Officer.

    Objective 5 - Management and planning:

    • Contribute with Logistic HoD to the development, implementation, and review of the mission Country Logistic Strategy.
    • Ensure that the PPP is prepared for each proposal on the base and that the supply plan is regularly updated.
    • Ensure good communication between the logistics team and all departments in the base, more especially the project implementation team.
    • Support Logistics HoD in preparing a spending plan for mission log related cost (fleet planning…).
    • As a senior staff member of Action Against Hunger, the Logistics manager is expected to have an overall knowledge of the base projects, setups, and their budgets follow up.
    • Contribute with Logistic HoD to the preparation of audits.
    • Prevent fraud, report and manage any fraud issue identified.

    Objective 6 - HR Management:

    • Hire (with support from the HR department) and manage the logistics team in the base.
    • Ensure all logistics staff have objectives, action plans, and training plans.
    • Ensure all logistics staff are appraised and the needs of support/training are identified and shared with Field Coordinator and Logistics Coordinator.
    • Ensure a good team dynamic within the logistics team.
    • Prevent and manage conflicts within the team and with other departments.

    Objective 7 - Operational Security and Communication Management at the Base:

    • Ensure daily communication systems (radio, phones…) are done.
    • Ensure standard AAH communication procedures are respected in the capital and on the bases
    • Report any incident to the Fieldco using the kit log format.
    • Ensure all logistic works are reported incorrect templates at the defined timelines, and Monthly Logistic Report is shared with HoD Log, Operation Support Coordinator, and Field Coordinator on a defined timeline.
    • Represent Base Logistic Team in the Base Coordination meeting and to other external stakeholders.

    • Field / Operations Support Coordinator: Supervisory Hierarchical relationship– exchange of information and collaboration on team management issues

    Position Requirement
    Qualifications:

    • A Bachelor's degree in Logistics, Business Administration or Purchasing and Supply.
    • Certification in CIPS, Supply or Logistics desirable

    Skills and Experience

    • Minimum of 3 years’ extensive experience in logistics management, preferably in humanitarian or development work
    • High level of Integrity and Transparency

    Grants and Compliance Deputy Head of Department

    Objective 1

    • Grants and Compliance support

    Tasks and Responsibilities:

    • Ensure high quality and timely grant reporting from technical support staff and programme managers for submission to the HOD Grants and Compliance.
    • Develop and support the use of grant management tools and systems; including reporting tracker, grants table, project management tool updates, and archive.
    • Coordinate responses to any donor feedback and ensure compliance and quick submission of additional and/or revised information required in collaboration with the Coordination Team.
    • Archive and distribute project documents and related grant documents to the project team, ACF staff, and auditors.
    • Develop external communication tools to track stakeholder engagements and resource mobilization efforts.
    • Support internal checks and strengthen compliance systems within the Action Against Hunger Nigeria mission
    • Facilitate grant events including kick-off, review and closing meetings to ensure project objectives are being met and identify and challenges, delays or deviations from the project plan.
    • Under the supervision of the HOD, Grants develop grant revisions, cost extensions, budget realignments and modifications
    • The focal point for DFID grants and ensure that all grant files are complete, accurate, and up-to-date.

    Objective 2

    • Training and capacity building

    Tasks and Responsibilities:

    • Build the capacity of field staff to write and incorporate feedback on donor reports and develop proposals; this includes undertaking visits to field sites to work directly with program staff
    • Facilitate training and capacity building for field teams on the project management cycle to strengthen the capture of evidence-based results.
    • Conduct after-action reviews and develop lessons learned products to document and improve future efforts.
    • Improve the linkages and knowledge exchange between departments
    • Train staff to use reporting and monitoring tools (Activity progress reports, budget follow up, Progress on Logframe frameworks, etc)

    Objective 3

    • Proposal Development

    Tasks and Responsibilities:

    • Support the development of concept notes and proposals; visit field sites to work directly with program staff on the development of proposals.
    • Support teams to improve proposal competitiveness through cross-sector engagement and integration of industry tools.

    Objective 4

    • Partnerships

    Tasks and Responsibilities:

    • Communicate with donors, support on any internal or external realignments as appropriate.
    • Facilitate training and capacity building for field teams, in particular Program Managers and Field Coordinators on the Project Cycle Management Tools and internal reporting tools.
    • Support the development of MOUs and teaming agreements for partnerships in compliance with AAH HQ Guidelines.
    • Identifies funding opportunities, prepares and processes grant applications, and oversees grant management and implementation for all public-sector opportunities.

    Internal and External Relationship
    Internal:

    • Work in close collaboration with MEAL staff of the mission on gender-sensitive data collection, management and quality for reporting and story-telling.
    • Ensuring high‐quality and timely grant reporting with support from DCD Program and technical coordinators and proving technical support to staff on donor regulations and compliance.
    • Support high‐quality and timely grant reporting with support from Area Director and Coordinator, technical staff and programme managers and provide technical support to staff on donor regulations and compliance.
    • Support  field coordinator and project managers for grant and internal project and programe coordination meetings; grant opening, review, and closing meetings

    External:

    • Participating in donor engagement in close collaboration with Area Director and Coordinator
    • Represent ACF and support the development of visibility materials for the presentation of the project portfolio with relevant stakeholders

    Qualifications

    • Fluency in English and an additional advantage if fluent in Hausa and Kanuri
    • Graduate Degree in International Development or Social Science field.
    • Five years of work experience in international development, humanitarian assistance or related sector.

    Skills and Experience
    Essential:

    • Fluency in English and an additional advantage if fluenct in Hausa and Kanuri
    • Experience in program design, proposal writing, and partner relationship development
    • Knowledge of Project Management cycle and tools
    • Work well independently and within teams
