    Early Warning and Response Advisor

    Description:

    FHI 360 is currently recruiting for the position of Early Warning and Response Advisorfor the USAID West Africa Reacting to Early Warning and Response (REWARD) project. The purpose of the 4.5 year, $11.5 million project is to enhance early warning and response systems to reduce the risk of violence in the region.  The Advisor will work principally with the head of the Early Warning Directorate within CPAPS and its staff, including analysts, systems managers, IT/GIS specialists, and communications experts. The adviser will also work closely with appropriate staff from within the CPAPS Directorate for Political Affairs. It is expected the Advisor will be embedded within ECOWAS Headquarters in Abuja, Nigeria. The position is contingent on funding. 

     
     
    Job Summary / Responsibilities:
    • Undertaking and producing regular analysis, policy briefs and knowledge products on key topical issues of strategic value relating to conflict early warning and response within ECOWAS and, where requested, in ECOWAS member countries.
    • Assisting ECOWAS in developing policies and programs that improve and enhance the collection and analysis of early warning data, and the development of response recommendations.
    • Providing technical advisory services to the COP and the ECOWAS Commission for Political Affairs, Peace and Security (CPAPS).
    • Managing REWARD institutional support activities and training programs for CPAPS staff and affiliated actors such as field monitors and staff of the ECOWAS Permanent Representatives Offices.
    • Manage and maintain strong working relationships with all project stakeholders, REWARD short-term technical experts, and REWARD project management based in Accra, Ghana.
    • Draft sections of project performance reports, and ensure effective monitoring and evaluation of relevant activities.
    Qualifications:
    • A graduate degree in a relevant field such as information technology, political science, international relations, or related areas of study to early warning technology, conflict prevention, and peacebuilding.
    • At least ten years of experience in early warning and response activities, including relevant field experience in crisis or post-crisis settings, and in direct conflict programming or conflict sensitive programming;
    • Specific experience in building capacities for conflict prevention is preferred;
    • Experience in West Africa is an asset, particularly in conflict and post-conflict settings;
    • Experience solving complex management problems;
    • Demonstrated ability to work in a multi-national team environment, and to strengthen team cohesion through collective action and individual initiative involving facilitation of multi-stakeholder consensus, preferably in crisis situations;
    • Proven training and facilitation skills;
    • Excellent writing skills;
    • Fluent spoken, written and reading abilities in English required; French language skills preferred.

    Technical Officer - Mitigation

    Description:
    The Strengthening Integrated Delivery of HIV/AIDS Services (SIDHAS) project is a five-year PEPFAR program to provide high quality HIV/AIDS services, and to build the capacity of the public and private sectors in Nigeria in order to provide these services in a sustainable manner. The SIDHAS project is funded by the United States Agency for International Development (USAID).

    Job Summary / Responsibilities:

    The TO, Mitigation provides technical assistance and support in the implementation of   testing and counseling, home based care, orphans and vulnerable children and other community mobilization activities within the HIV/AIDS Prevention, Care & Treatment Department, ensuring the appropriate application of sound technical strategies.

    • Assist in the development of strategies for the design and implementation of HIV/AIDS mitigation interventions. This includes orphans and vulnerable children programming; home based care and other care and support activities at the community level.
    • Support the development and implementation of interventions focusing on nutrition, food security, education and skills development; psychosocial/spiritual support and shelter; household economic strengthening, legislative support and child protection.
    • Assist in the provision of technical support to build the capacity of local implementing agencies and state counterparts to carry out orphans and vulnerable children and other mitigation activities and create effective linkages with facility based services.
    • Support HIV testing and counseling (HTC) services at multiple entry points at the facility and community level and ensuring access to most at risk populations and couples.
    • Assist in the development of strategies for the design and implementation of HIV/AIDS mitigation and behavior change intervention among most at risk populations i.e. PLHIV, MARPs to reduce sexual transmission.
    • Support the implementation of Abstinence, Be faithful, Condom (ABC) and Other Mitigation (OM) activities as well as guide the provision of technical assistance to implementing partners on SBC activities.
    • Assist in the development of SBC/ IEC/media materials for the program.
    • Collaborate with the lab team on design and strengthening injection and blood safety practices across SIDHAS supported facilities.
    • Perform other duties as assigned.

     

    Qualifications:

     

    • MB.BS/MD/PHD or similar degree with 1 to 3 years public health experience at the state or community level or in the private health sector. 
    • Or MPH or MS/MA in relevant degree with 3 to 5 years public health experience at the state or community level or in the private health sector. 
    • Or BS/BA in pharmacy, microbiology, health sciences, monitoring and evaluation, public health or in relevant degree with 5 to 7 years public health experience at the state or community level or in the private health sector. 
    • Demonstrable experience in large and complex SBC/BCC mobilization activities in a donor (USAID, DFID, CIDA, etc.) funded national health-focused project. 
    • HCT experience and ability to understand full range of issues around HCT. 
    • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.

    Technical Officer - RMNCH

    With the Senior Technical Officer, theTechnical Officer will provide technical and programmatic support primarily focusing on reproductive, maternal, newborn and child health (RMNCH).

    • With the Senior Technical Officer, coordinate the implementation of components related to RMNCH in FHI 360 Nigeria’s programs.
    • Contribute to the development of program strategies, subproject documents, work plans and budgets.
    • Provide ongoing technical assistance in RMNCH for FHI 360 Nigeria programs.
    • Work with technical staff at the state offices and other relevant FHI 360 staff to adapt and disseminate guidelines, tools and procedures that will support the achievement of quality service delivery.
    • Contribute to the development of lessons learned from programs and projects related to RMNCH and apply these lessons to modify existing programs and improve the design of new programs.
    • Assist in strengthening reporting systems to ensure reporting of program progress against stated objectives and monitoring & evaluation frameworks.
    • Assist in the provision of programmatic assistance to local partners in programming RMNCH activities.
    • Remain informed on current programs in the field of RMNCH and related developments by reviewing current literature and stay alert to any implication of such experience and research to the project implementation.
    • Perform other duties as assigned.

     

    Qualifications:

     

    • MB.BS/MD/PHD or similar degree with 1 to 3 years relevant experience in clinical care with a sound understanding of RMNCH programmes in resource constrained settings. 
    • Possession of an MPH or post graduate degree in a related field is an advantage. 
    • Familiarity with Nigerian public sector health systems, NGOs and CBOs is highly desirable.
