    Lead Consultant (Quantitative Survey)

    Purpose of the Assignment

    • The purpose of this ToR is to engage highly experience research personnel that will carry out quantitative data collection for the Post MNCHW Endline Survey.
    • The Data Consultants must adhere to the Survey protocol and methodology and administered the structure data collection tools as expected.

    Scope of Work

    • The Post MNCHW Survey will be conducted across the 20 LGAs of Bauchi State supported by PF-SMC in collaboration with SMC+VAS. The process will involve identification, selection and training of Data Collectors in Bauchi State.

    State Lead Consultant (Quantitative):
    Specific Tasks for the State Lead Consultant (Quantitative):

    • Lead Consultant shall be responsible for the quantitative component of the baseline survey
    • Train data collectors for the quantitative survey
    • Coordinate field testing of the Survey-CTO
    • Liaise with Snr M&E for randomization/selection of health facilities and settlements
    • Conduct data analysis and report writing
    • Prepare and submit the report in MS word and a summary of key findings in MS Evaluation.

    Deliverables:

    • Cleaned data set submitted
    • Data analysis report submitted
    • Key findings in power point presentation
    • Timeliness and adherence to the timeline
    • PowerPoint slides.

    Qualifications and Experience

    • A post-graduate degree in social, behavioural or health sciences
    • At least 5-7 years’ experience in conduct and management of qualitative studies
    • Demonstrated expertise in research, data collection and data analysis techniques
    • Strong analytical skills and ability to clearly synthesize and present findings, draw practical conclusions, make recommendations and to prepare well-written reports in a timely manner
    • Experience in leading evaluations, surveys, and analysis is highly desirable.
    • Experience in the use of SurveyCTO, Kobocollect, and other statistical softwares
    • Demonstrable experience in data analysis
    • Ability to work within stipulated time frame
    • Demonstrate report writing skills for quantitative or mixed method study;
    • Experience, knowledge and clear understanding of Nigeria Northern context.
    • Hausa language is necessary.

    National Consultant (Graphic Designer)

    Purpose of the Assignment

    • The purpose of this term of reference (TOR) is to support the generation of easy to access high-level malaria technical resources for senior level government stakeholders.
    • This is to equip them with concise technical information and data for effective malaria related management, engagements and decision-making.

    Objectives

    • To assess the capacity needs of senior-level government stakeholders with respect to malaria control and programming.
    • To develop modules that would aid the understanding of senior-level government stakeholders of key malaria interventions and concepts including effective case management, vector control, chemoprevention, M&E, advocacy, communication and social mobilization, programme management, surveillance and use of data for decision making.
    • To build capacity of senior-level government officials on leadership and other soft skills e.g. mentorship, and empower them to serve as mentors and change agents with respect to malaria control in their respective states

    Scope of the Assignment

    • This technical assistance will involve the development of malaria-related high-level simplified technical resources following and quick capacity needs assessment.
    • These resources will include training curriculum, simplified modules on key malaria control thematic areas (case management, vector control, chemoprevention, M&E, advocacy, communication and social mobilization for malaria control etc) and a training plan - which will be used in training senior-level government stakeholders.
    • The TA will also support the orientation of strategic senior-level government stakeholders (Commissioners of Health, Permanent Secretaries, Executive Secretaries, Director-Generals etc) across 19 Malaria Consortium supported states on the malaria-related high-level technical resources.
    • In addition, the TA will support in the identification of selected senior-level government stakeholders that could serve as trainers in subsequent trainings.

    Specific tasks:

    • The development of high-level technical resources (training curriculum, simplified modules on malaria key thematic areas and training plan) will be led by a Regional Consultant and supported by a National Consultant (Graphic Design/Presentation). The training/orientation exercise will be led by the Regional Consultant.

    National Consultant – Graphic Design & Presentation:
    Specific Tasks:

    • Develop concepts, graphics and layouts, including making decisions about fonts, images, readability and readers’ needs in collaboration with the content writer and implementation team.
    • Determining size and arrangement of copy and illustrative material, as well as font style and size.
    • Preparing rough drafts of training material based on an agreed brief
    • Work with Regional consultant to finalize the graphic contents of training manual and other materials.

    Deliverables:

    • Graphic or visual presentation of the technical modules
    • Revise and refine the content of the technical modules after receiving feedback
    • Consultancy report

    Qualifications and Experience

    • Masters’ degree or equivalent experience in Graphic Design, Visual Arts, or related field is required.
    • Have at least 10 years’ proven experience as a Graphic Designer, preferably in a fast-paced environment.
    • Proficient in industry-standard design software (Adobe Creative Suite, Sketch, etc.).
    • Strong portfolio showcasing a diverse range of design projects.
    • Demonstrate extensive experience of working with Ministries of Health, SMEP, SPHCDA and/or other government sectors and partners;
    • Excellent knowledge of malaria prevention and control in endemic settings and National malaria elimination strategies.
    • Ability to work under tight deadlines and adapt to changing priorities.
    • Excellent IT skills, especially with design and photo-editing software.
    • Exceptional creativity and innovation.
    • Excellent time management and organizational skills.
    • Accuracy and attention to detail.
    • Self-motivated, team player but also able to work independently.
    • Meets tight deadlines and able to work under pressure.

    State Consultant (Qualitative Survey)

    Purpose of Assignment

    • The purpose of this Term of Reference (ToR) is to engage research consultant that will conduct endline qualitative survey (FGDs and KIIs).
    • The Consultant will oversee the entire qualitative aspect of the project, ensuring timely and high-quality delivery and providing technical guidance and leadership to the research team.

    Scope

    • The scope of the study will focus on evaluating the effectiveness (coverage and quality) of VAS co-implementation with SMC when implemented at scale. It will also assess if integrating VAS into SMC reduces the uptake of other key MNCHW interventions.
    • The endline evaluation will be conducted in Bauchi and Niger States where SMC+VAS integrated campaign was implemented.
    • The KII component of the qualitative research will be conducted among state level stakeholders in both States.
    • This will entail engaging and training of data collectors, who will conduct the data collection as well as transcribing. Data will be collected using paper-based FGD and KII guides, notes and voice recorders.

    Specific Tasks for the State Consultants

    • Attend training to understand the study and their roles as stated above.
    • Arrange for selection of participants, and venue for discussion and interviews
    • Participate in field testing of FGD and KII guides
    • Obtain Inform Consent from respondents before the interview
    • Facilitate focus group discussion and key informants’ interviews assigned
    • Note taking and recording of interviews
    • Transcription of FGDs and KII notes and recordings
    • Facilitate summarization of transcripts
    • Keep the survey data confidential and safe
    • Submit FGD/KII audio recordings and notes to Lead Consultant (LC)
    • Prepare brief field report for submission to Lead Consultant

    Evaluation Deliverables:

    • Completed Stakeholders Basic Information Sheets
    • Recorded discussions and interviews
    • Complete set of transcribed notes of KIIs and FGDs
    • Summarized transcripts
    • Process report
    • Timeliness and adherence to the timeline

    Qualifications and Experience

    • A Degree in sciences, social, behavioural or health sciences
    • Familiarity with qualitative data collection and experience in transcription
    • 3 - 5 years experience in conduct and management of qualitative studies
    • Ability to work within stipulated time frame
    • Demonstrate report writing skills for qualitative study
    • Understanding of the context and setting of interventions in the north
    • Must not be part of SMC/IMNCH personnel in whatever capacity (National, State, LGA, HFW, CHW, TA or LM)
    • Must not be a staff of Government at any level and in any Ministry at the time of engagement/activity.
    • Hausa language is compulsory

    Requirements

    • PhD or equivalent experience in Public/Global Health, Health Systems, Health Policy and Planning or related field is required.
    • Have at least 18 years’ experience in health policy and health system strengthening in public health-related projects, preferably in areas related to training or capacity building, programme implementation, data management and M&E
    • Demonstrate extensive experience of working with Ministries of Health, SMEP, SPHCDA and/or other government sectors and partners;
    • Excellent knowledge of malaria prevention and control in endemic settings and National malaria elimination strategies.
    • Excellent technical writing and adult-learning facilitation skills are highly desired
    • Availability for the period of this assignment.
    • Ability to give attention to details.
    • Self-motivated, team player but also able to work independently.
    • Meets tight deadlines and able to work under pressure.
