    Organizational Setting and Work Relationships

    • Head of a UNHCR Field Office (HoFO) is a senior managerial position within a given country operation.
    • The incumbent carries the full delegated authority of the UNHCR Representative (or the country Manager or Head of Sub-Office) of the country, who will exercise entire supervisory managerial responsibility over the position.
    • The position, on the other hand, provides all information on developments in relation to the protection (legal protection issues relating to the persons of concern to UNHCR), security (Physical security in relation to the UNCR staff and the persons of concern to UNHCR) and operational matters (programme and office management / administration) within the domain of its geographical area of responsibility to the UNHCR Representative (or the country manager) on a regular and timely manner.
    • Subject to the specific legal or socio economic or security developments in the Area of Responsibility (AOR), Representative will direct and guide the Head of Field Office to take the most appropriate course of action.
    • Concerning overall physical security concerns, HoFO will liaise directly with the competent UN security coordinator while keeping the UNHCR Representative fully informed.
    • While the functional responsibility of a Head of Field Office will always remain the same despite its grade level, the other parameters (therefore the depth and breadth of the competencies) such as the size of the population of concern to UNHCR, their specific legal/security concerns, volume of assistance, Number of operational / Implementing partners and the size of the Office (i.e. number of UNHCR staff and their grade levels) will determine the appropriate grade level.
    • The operational autonomy also depends upon the same parameters/competencies.
    • As the most senior UNHCR staff member within the given geographical area, he/she is required to liaise with all the relevant senior government officials, security organs in the area, the Head of various Non-Governmental Organisations (both national and internationals based in the area), Civilian / tribal leaders/elders, local opinion makers and the local media net-work to ensure his/her assigned responsibilities are effectively and efficiently discharged.
    • As the extended field representative of UNHCR at the front line of High Commissioner¿s operations, he/she remain as the effective advocate and assistant to the local authorities to ensure that the respective government authorities in the area implement their conventional responsibilities in favour of refugees and others of concern to UNHCR.
    • All UNHCR staff members are accountable to perform their duties as reflected in their job description.     Duties

    • Monitor and report on the implementation of refugee conventional responsibilities and international obligations of the local authorities Vis a Vis the population of concern to UNHCR within the given geographical area; based on local situations / developments make appropriate recommendation to the UNHCR Representative / HoSO.
    • Advocate and promote UNHCR standards concerning the treatment of asylum seekers, refugees and returnees as well as IDPs, where applicable; Advocate, promote and encourage the concerned authorities and local opinion makers to uphold established UNHCR standards that have become the international norms.
    • Ensure that the basic needs of the concerned population are properly assessed with the participation of the beneficiaries themselves, the host governments and/or the competent Implementing partners and / or UNHCR itself.
    • Subject to the needs, ensure that the planning, formulation and budgeting of identified assistance projects are done as per UNHCR programme cycle; upon approval of assistance project, ensure the timely implementation and rigorous monitoring  of identified assistance activities
    • Ensure through the subordinate staff that all deadlines for monitoring and reporting of UNHCR operational activities (i.e. include assistance as well as Administrative) are met on a regular basis.
    • Manage all UNHCR resources, both human, financial / material, at an optimum level for the wellbeing of the concerned population and the UNHCR staff.
    • Ensure that all security measures of UNHCR office (and residential, where ever applicable) compounds are always up to date; any security breaches and/or potential security threat should be reported immediately to competent UN security coordinator in the country.
    • Ensure that staff welfare, both in terms of working and living conditions, are maintained at a satisfactory level within the constraints in the operational area; this requires remaining current in health and medical facilities locally available and evacuation options available in a moment of medical urgency.
    • Guide, coach and advocate the subordinate staff to maintain highest standards of conduct and behaviour thorough one¿s own practice and deeds.
    • Prepare and submit regular reports, both verbally and written, to the UNHCR Representative/HoSO. In the event of substantial telephone conversation that leads to specific action or non-action, it should be recorded and share with the other party.
    • Any other responsibilities / functions deemed necessary or as delegated by the UNHCR Representative of the country in order to meet the level of the services in the organization.
    • Represent UNHCR in inter-agency fora and with local authorities in the AOR.
    • Enforce compliance with UNHCR¿s global protection, programme, finance, human resources and security policies and standards.
    • Submit project proposals for assistance to refugees and other persons of concern to UNHCR Representation or Sub-Office in coordination with local authorities and NGOs.
    • Perform other related duties as required.

    Field Security Officer

    Organizational Setting and Work Relationships

    • The Field Security Officer reports to the manager, who may be, according to context, the Representative/Chief of Mission or Head of Office within a country operation, the Senior Field Security Officer; the Bureau Director in a Regional Directorate; the Chief, Security Operations Section at Headquarters, or the regional Senior Security Coordinator.
    • The incumbent acts as an adviser to the manager on field security, providing sound, well- reasoned advice followed by support in implementation of agreed measures or steps.
    • The incumbent may directly supervise security personnel at the international or national level. The incumbent may, depending on the context, be expected to monitor, coach, guide and support security personnel.

    Duties

    • Advise and support the manager on all aspects of security risk management, crisis readiness and preparedness with regard to maintaining the safety and security of UNHCR personnel, operations, and facilities.
    • Undertake security risk assessments / ad hoc Security Risk Managements (SRM) analysing security factors and levels of risk related to UNHCR activities and programmes.
    • Participate in the development or update of the SRM process for designated areas.
    • Evaluate existing Security Risk Management Measures (SRMMs) to determine their appropriateness and identify areas needing improvement. Follow up with actions to oversee or implement those improvements.
    • Monitor compliance with standards established through the Security Risk Management process.
    • Ensure gender considerations are included in the SRM processes and that SRMMs are appropriate. At a minimum these must include security briefings, travel advisories and the development and update of the Aide Memoire for Response to Gender-Based Security Incidents
    • Develop specific UNHCR plans as well as contributing to the UNSMS plans and planning for relocation/evacuation, medical evacuation and other contingencies test plans in exercises or drills. to ensure that personnel are familiar with contingency plans and can implement them effectively in an emergency.

    • Coordinate and assist in management of critical incidents and post-incident processes reporting to manager, regional security coordinator and FSS.

    • As a member of a multi-functional team, contribute to efforts to ensure the physical protection and security of refugees and other persons of concern by providing security assessments, analysis and advice in developing and implementing effective strategies which underpin the responsibilities of the host state.
    • Develop and maintain relationships with security-related actors, including Host Government law enforcement authorities and other stakeholders to ensure effective information sharing.
    • Maintain and enhance lines of communication with the UN Department of Safety and Security (UNDSS), and other UNSMS Security personnel ensuring UNHCR mandate and program activities are understood. Actively contribute to the Security cell and support the UNSMS.
    • Support UNHCR personnel serving as members of the country Security Management Team (SMT), or Area Security Management Team (ASMT), Area Security Coordinators (ASC) and Wardens.

    • Prepare periodic analytical reports on security issues in accordance with UN and UNHCR standard operating procedures, sharing with managers in the country of assignment and as relevant the regional Senior Security Coordinator and FSS.

    IT Service Delivery Management Officer

    Organizational Setting and Work Relationships

    • The IT Service Delivery Management Officer is responsible for ensuring that IT systems and services are available and delivered consistently, reliably, and effectively.  
    • The incumbent oversees day-to-day operations and coordinates the work of multiple support groups, both internal to UNHCR, as well as, Managed Service Providers (MSPs).  
    • The incumbent ensures the various MSPs (both local and corporate) and UNHCR IT staff under their supervision deliver efficient and effective systems and services in accordance to contractual obligations and best practices.  
    • Understanding the current and future needs, the incumbent ensures that the IT requirements are understood and that offices within their respective area of responsibility (AoR) have adequate IT Services to maintain communications across the organization, and have the IT tools necessary to support their work.
    • The incumbent has regular contact with MSPs (globally and locally within the AoR), with other Service Delivery Managers (SDMs), with Solution Engineers, with vendors, and all Services of DIST.
    • S/he understands and communicates the UNHCR IT strategy and vision, policies, and decisions throughout the AoR in a positive manner and leads by example in the adherence and adoption.
    • S/he establishes and sustains relationships with respective business leaders & management in order to achieve technical and business strategic alignment.

    Duties
    Within the Area of Responsibilities:

    • Oversee daily Business-As-Usual operational decisions, including; incident, problem, change, service request, and asset management.
    • With leadership, prepare an IT Operations Plan and forecast annual IT budget needs; including lifecycle management, application licensing, maintenance, recurring and capital expenditures providing input to the Annual Programme Review.
    • Ensure compliance with Service Management and IT security policies and standards, technical architecture, and service level agreements - reporting non-compliance as appropriate.
    • Monitor Service Level performance targets (internal and external); including, follow up, validation, and audit of results.
    • Serve as primary escalation point for end-user and operational issues (Incidents & Service Requests) not resolved within established SLA's; coordinate with MSPs to expedite resolution including prioritization and escalation of SLA performance breaches to supervisor or responsible service tower owner.
    • Work closely with UNHCR SDMs and MSPs to carry out problem management and root cause analysis, and prevent recurrence of critical problems by executing approved changes.
    • Review and validate that Change Management processes are adhered to by both staff and MSPs.  Ensure that change, test, and release processes are properly planned and executed.  Approve installation of new or upgraded systems and services.  Support deployments and testing of new IT components.
    • Recommend, and implement approved, service delivery process improvements. Define support processes in accordance with ITIL best-practices.
    • Maintain accurate inventory of all IT equipment for all sites, and ensure relevant Asset Management policies and guidelines are followed and the ITSM databases are up-to-date.
    • Maintain accurate inventory of all locally developed applications and systems and report in the central registry.
    • Leverage the broader IT community (UNHCR, UN agencies, partners and external providers) to deliver the most efficient and cost-effective solutions to the business. Represent UNHCR IT in inter-agency and other external meetings.
    • Ensure solutions are of high-quality from a technical perspective and that end-user support is responsive and effective.
    • Monitor, analyse, and report on system and infrastructure performance and capacity in a timely manner and ensure that service owner take appropriate action.
    • Track expenditures against budgets, prepare forecasts, and verify invoices from service providers and suppliers against SLA performance targets before payment is approved.  Conduct/participate in periodic performance review meetings with partners.
    • Provide accurate and timely information on operational status and reports to management.
    • Ensure Audit recommendations and actions are completed in a timely manner.
    • Assist in drafting requests for proposals and reviewing support contracts including SLAs, SOPs, and OGs.
    • Assist in the recruitment and development of IT staff in accordance with business needs, budget, and personnel policies.  Coordinate work of IT staff under direct or functional (dotted) reporting lines.  Identify further skills needed for field staff and end-users and relevant training activities.
    • Promote a competent and motivated workforce trained to understand and use IT facilities and who implement the correct procedures and practices.

    Additional duties for Country Operations positions

    • Liaise and negotiate, when necessary, with relevant regulatory bodies to ensure all required permissions to operate UNHCR networks are granted.
    • Promote partnership with sister Agencies, Implementing Partners, NGOs and other operational partners in consultation with Regional Bureau/Country Representative / DIST, Headquarters.
    • Report on regular basis to the Regional Bureau, Senior IT Service Delivery Management Officer.
    • Coordinate with UNHCR offices for logistic support to clear IT equipment and accessories for speedy deployment.
