    Supply Activity Supervisor

    Job Type : Indefinite
    Duty Station : MSF OCA, Benue Project

    Main Objective and Responsibility of the Position

    • Planning and supervising the execution of supply activities in the project for one or more areas of the supply programme (Warehouse, Procurement, Transport and Customs, etc.) according to MSF protocols and standards in order to ensure the optimal functioning of the mission.

    Accountabilities

    • Ensuring an effective running of the supply activities in the project on a day to day basis as specified by the line manager, ensuring compliance to MSF standards, protocols and procedures. The activities can include one or more of the following areas:
      • Warehouse: Planning and supervising the execution of the Warehouse and Stock Management activities in the project or capital ensuring sufficient stock for the effective functioning of the supply activity to avoid stock ruptures, losses and excess stocks in the mission, controlling and monitoring the medical and non-medical stocks and assets and ensures that storage is carried out under optimum conditions.
      • Procurement: Planning and supervising the procurement activities in the project or capital ensuring an efficient and on-time purchasing.
      • Transport and Customs: Planning and Supervising the execution of all activities related to an efficient clearance and shipment of goods in the mission ensuring the clearing and the transport of medical and non-medical goods of the mission
      • Other supply activities
    • Communicating with customers, keeping them up to date concerning their order status and prioritizing procurement and transport according to their needs
    • Supervising, in close coordination with the HR department, the associated processes (recruitment, training / induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required
    • Ensuring smooth running of administration and procedures related to his/her supply activity(ies)
    • Performing delegated tasks according to his/her speciality and as specified in his/her job description

    MSF Section / Context Specific Accountabilities

    • Lead the implementation of market assessment in the project at intervals indicated by Logistics Manager, to ensure our suppliers meet the minimum requirements for compliance.
    • Communicate status of internal requests to stakeholders on a regular basis, by sending outstanding order overviews with explanatory comments every month.
    • Back-up for Purchaser when needed.
    • Supervise and monitor performance of supervisees (Purchaser, Storekeeper). Ensure that they comply with MSF policies and ethical practices.
    • Takes a proactive approach to safety and security of stocks, assesses potential loopholes in hardware measures and systems, and communicates immediately to the Logistics Manager any concern in this regards.

    Requirements (Qualifications / Experience / Knowledge)
    Education:

    • Essential Technical Diploma in Supply Chain.

    Experience:

    • 1-2 years in MSF Logistics Department, previous experience in supply chain activities related jobs

    Knowledge:

    • Computer literacy.

    Storekeeper

    Main Duties and Responsibilities

    • Executing the stock management activities (receipt, storage, and issuance to projects or other departments of medical supplies, food items, spare parts, tools, equipment and/ or other logistics materials), according to the line manager’s instructions and MSF standards and protocols, in order to ensure the overall functioning of MSF activities

    Accountabilities

    • Supervising materials and goods orders and dispatch in order to ensure its rational use.
    • Receiving orders and deliveries, identifying and reporting potential discrepancies against cargo manifest or others. Stores materials in accordance with the system in force in order to ensure continuous availability.
    • Updating and/or creating stock cards for all stock items immediately after reception of goods. Checking the received cold boxes and controlling the cold chain-monitoring card
    • Storing materials in accordance with the system in force in order to ensure continuous availability ensuring that all items are well organised and correctly stored, well protected, fully identified and easily accessible (cleanliness, security, access, etc.).
    • Monitoring the store temperature and ensuring Cold Chain items are stored in an adequate temperature. Keeping a special control of “sensitive” goods: numbers of lots, expiry dates, packaging and special storage conditions
    • Preparing orders on time before sending goods, and packs (according to transport means) weighs and labels freight with corresponding shipping number, destination, number of shipping units, way bill number, weight and mode of transport in accordance with the line manager’s instructionsIn conjunction with the line manager, performing physical stock counts in accordance with the frequency previously defined. Following up stock levels with regards to alarms thresholds, stock out and expiry dates.
    • Controlling warehouse limited access to authorized personnel and ensuring doors and other exits are secured. Immediately informing the line manager of any problems arising in the course of the work, particularly with regard to damage, loss, attempted break-ins or theft in the warehouse
    • Assisting the line manager with preparation of the stock reports

    MSF Section / Context Specific Accountabilities

    • Supervision and management of the Storekeeper assistant as well as any additional daily workers required during workload peaks.
    • Ensuring timely delivery of reports (MSR) and monthly medical orders in the agreed timeframes.
    • Assist and manage in the loading/offloading processes of cargo flow in and out of the Warehouses, while ensuring security and safety of load and workers.
    • Backs up the Supply Activity Supervisor during holidays/sick leaves if required.

    • Literacy Essential: Desirable Secondary Education and Warehouse Management related studies
    • Previous experience as storekeeper desirable
    • Essential Basic Mathematics and use of measuring equipment
    • Desirable Computer Literacy (word, excel)

    Purchase Officer

    Main Duties and Responsibilities

    • Performing the day to day purchasing activities in a particular supply office (coordination or project level) according to MSF protocols and standards in order to ensure an optimal running of the mission/ project

    Accountabilities

    • Performing on a day to day basis the purchasing activities of a supply office, analyzing market sources and competitive pricing conditions among different suppliers in order to ensure an ongoing supply of goods, following the procurement procedures and according to MSF standards and protocols. Including the following activities:
      • Constantly assessing the local market, seeking products and suppliers that offer the best value for money and negotiating prices in order to guarantee the best quality and pricing for MSF goods and commodities. Regularly updating the supplier-item-price data on the supply office and informing the Supply (Activity) Supervisor / Logistics Supervisor of all information or modifications to the data i.e. price, address, items available
      • At the request of the line manager, obtaining different quotations from suppliers according to the MSF Purchasing policy and placing purchase orders to pre-selected suppliers with whom prices have been agreed
      • Requesting invoices or receipts, without delay, for all purchases, checking they are correctly filled and translating information written in local language before approval
      • Managing the administrative and accounting procedures related to purchases: completing purchase orders, checking delivery notes (against orders), managing advances issued by the Finance Department, etc. Updating information on purchase lists after purchases are made
      • Assisting in reception control process with the storekeeper
    • Performing delegated tasks according to his / her activity and as specified in his/her job description

    MSF Section / Context Specific Accountabilities

    • Along with the Supervisor, ensure the completion of full Market assessments at intervals specified by the Logistics Manager, ensure that the Supplier database is sufficient to create a healthy and transparent competition to obtain best prices at highest quality.

    Storekeeper Assistant

    Main Duties and Responsibilities

    • Carrying out tasks of checking, recording and storing as well as preparing goods to be sent, according MSF standards and procedures and the storekeeper's instructions, in order to ensure proper orders' reception and dispatch.

    Accountabilities

    • Performing tasks as per the Storekeeper's instructions. This includes but are not limited to the following:
      • Receiving goods arriving to the store, checking its status/condition and amounts in the waybill
      • Preparing outgoing items in a clean and optimized way by appropriately packing, sealing and labeling goods, assisting with recording the exits on stock cards and project form, and ensuring good quality of cold chain when needed
      • Ensuring that goods are well organized and stored in a clean area to be visible and traceable i.e. assisting in the stock inventory, storing items according to nature and use, and ensuring that the temperature in the store is appropriate and items that require cold chain are correctly stored
      • Carrying out basic maintenance of the store, ensuring security conditions (keeping unauthorized staff out, locking, etc....)
    • Ensuring cleanliness of common working areas
    • Ensuring proper use, storage and maintenance of the equipment and tools provided
    • Informing superiors of any incident that may occur in the course of his/her work
    • Helping MSF staff carry heavy items, if necessary

    MSF Section / Context Specific Accountabilities

    • Manage and supervise daily workers when required at the Storekeepers instructions.
    • Ensuring cleaning and maintenance of stocks and spaces are observed at the agreed intervals as instructed by Storekeeper, observe and immediately report issues if any tools, spaces or systems deviate from MSF standards.

    Education:

    Nurse Team Supervisor - (CTC/CTU Toro)

    Location: Toro, Bauchi

    Scope of Responsibilities and Accountabilities

    • Plan, organize and evaluate the activities concerning nursing and the team associated, according to MSF values, policies and protocols and universal health standards, in order to warrant the quality and continuity of the health care and the development of the plan of action
    • Carry out the functions and tasks associated with nursing i.e. perform as a nurse or anesthetist, whenever required or needed, to optimize the resources, contributing with his/her knowledge and experience.
    • Implement all the protocols and hygiene procedures, and supervise his/her team follow the same standards, to warrant the quality of the care and service in his/her specialty.
    • Organize and coordinate the activities of his/her team (week’s schedule, annual leave, absences, etc.), evaluate their performance and define and ensure the needs for training of staff, to ensure the coverage of the human resources needs and maintain high standards of quality.
    • Carry out and/or supervise the ( decentralized) pharmacy and medical equipment management (drugs orders, follow-up of the stock, storage conditions, inventories, follow-up of expired drugs and their destruction, drugs consumption, etc.)in his or her department, in order to satisfy the needs of material with efficiency and effectiveness.
    • Ensuring that all staff using medical devices are qualified and trained. Ensuring that cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service.
    • Carry out and/or coordinate administrative (exit-paper, transfer-paper, etc.), information and data collection (patient files, forms, statistics, etc.) tasks, and elaborate regular reporting, in order to have updated and reliable information about the day-to-day activity in the project, output/ outcome and support decision-making.
    • Give feedback/ reports to a medical focal point.

    Minimum Requirements

    • Specialty (Nurse or Anesthetist) Diploma essential with a valid practicing license.
    • Essential 2 years of previous experience. Having worked in MSF or other NGO’s and in developing countries is desirable.
    • Mission and local language essential.
    • Essential computer literacy (word, excel, and internet).

    Salary
    N400,000 / month

    Head of Skilled Labourer - (CTC/CTU)

    Location: Toro, Bauchi

    Scope of Responsibilities and Accountabilities

    • Supervising a group of skilled workers, ensuring proper planning and administrative follow up, monitoring the quality of the work and performing hands on tasks as part of the team, according to MSF protocols, standards and procedures in order to ensure smooth functioning of the mission
    • Supervising the team under his/her responsibility, passing on management directives, adapting the number of workers per team according to the work and needs. If relevant and with approval of the line manager, recruiting daily workers according to the needs. Managing daily workers, applying same criteria as managing unskilled workers
    • Monitoring the quality of work of his team, checking that the instructions guidelines to be used by the workers are systematically followed and applied and that the tasks are completed in a given period of time. Asking the work to be redone and giving a helping hand, if necessary
    • Responsible for the planning and administrative follow up, filling in and following the schedules according to activities and needs and the daily worker forms and handing them over to the line manager. Paying daily worker teams, depending on the circumstances and informing the line manager of any HR problems
    • Responsible for the tools and equipment placed at his disposal, carrying out its monthly inventory with the workers and ensuring its replacement when needed
    • Reporting to the Logistics Manager about the progress of the work and eventual incidents
    • Performing hands on tasks as part of the team

    Minimum Requirements

    • Essential Diploma in related field and formal technical training.
    • Minimum two years of experience as a skilled worker in this field
    • Essential computer literacy (word, excel and internet)
    • Commitment, Flexibility, Stress Management, Results, Teamwork, Service.

    Salary
    N150,000 Monthly.
