Description and Objectives
- The Program Analyst will provide technical and operational support for the execution of assigned SCIDaR programs. This will involve day-to-day execution of all program workflows.
Technical Responsibilities – Program Support
Program implementation
- Support day-to-day execution of the program activities;
- Contribute to a program workstream and escalate program challenges to Program Associate;
- Gathering and analyzing information, formulating and testing hypotheses, and developing and communicating recommendations;
- Ensure close collaboration and coordination with cooperating partners to guarantee smooth implementation of activities and achievement of results;

- The Facility and Administrative Assistant plays a critical role in supporting the facility and administrative functions of SCIDaR at the state office level. S/He is responsible for providing efficient and effective facility and administrative support to ensure the smooth operation of the organization’s office activities and programs. The Facility and Administrative Assistant will work closely with the administrative team and other departments to assist in various tasks and projects in line with SCIDaR policy and objectives. The role holder will also be responsible for Technical Facility Support at the state offices and for providing reports that facilitate the smooth state office operation in Borno State.
- Emergency Response Coordination: Act as the first point of contact during infrastructure failures, such as power outages, HVAC system breakdowns, or plumbing issues, and provide immediate solutions to minimize downtime and operational disruptions.

- Strengthen routine reporting and build data use capacity in facilities and among field staff.
Roles and Responsibilities
The M&E focal persons will be responsible for the following activities:
Data Collection and Analysis
- Manage deployment of data collection tools (quantitative and qualitative) across facilities.
- Collaborate with implementation officers and LGA focal persons for routine data collection.
- Clean and validate service delivery and other relevant data in ODK, Excel, DHIS2, etc.
Performance Monitoring
- Track progress of KPIs and outcomes (e.g., mCPR, PAC uptake) against baselines and targets.
- Generate monthly dashboard reports for use in management meetings and adaptation planning.
- Attend and present state-level data in regular technical review meetings.
Capacity Building and Support
- Train and mentor facility data focal persons, program officers, and enumerators on data tools/protocols.
- Develop and execute corrective action plans for data quality concerns arising from field reviews.
Reporting and Documentation
- Prepare regular state reports on the program indicators, progress, and outcomes.
- Contribute to the development of comprehensive project reports.
- Ensure timely and accurate reporting to internal and external stakeholders.
Deliverables include:
- Regular performance reports and dashboard summaries.
- Data quality assurance reports with validation findings and resolution actions.
- Endline and final data reports with trend analyses and disaggregation summaries.
Required skills and competencies
- Compelling evidence of interest in and commitment to the mission of SCIDaR.
- Familiarity with data collection platforms such as ODK, KoboToolbox, SurveyCTO, REDCap, etc.
- Strong presentation/reporting skills for translating analysis into usable insights.
- Good understanding of result-based management principles, including setting SMART objectives, tracking progress against indicators, and conducting evaluations to assess program effectiveness and impact.
- Computer usage skills with proficiency in Microsoft® Word, Excel, and PowerPoint.
- Strong data collection and analytical skills with proficiency in at least one of STATA, SPSS, R, and/or Excel (advanced functions).
- Fast learner, open to learning from peers, subordinates, and supervisors collaboratively and at a rapid pace.
- Excellent written and verbal communication skills, with the ability to present complex information clearly and concisely.
- Strong interpersonal skills to build relationships, facilitate discussions, and manage stakeholder expectations.
- Strong analytical and problem-solving skills and an ability to think critically, apply logical reasoning, and propose data-driven recommendations for program improvements.
Education and Experience
- Academic training: A Bachelor’s degree in Statistics, Epidemiology, Public Health, Data Science, or a related field (Master’s preferred)
Experience:
- 3-5 years of M&E experience in a health or development context
- Experience with different data collection methods (surveys, interviews, focus groups) and proficiency in data analysis software (Excel, SPSS, or qualitative analysis tools)
- Experience with DHIS2 and LMIS is highly desirable.
