    Medical Activity Manager

    Job Summary

    • We are looking to fill the Medical Activity Manager position in our Sokoto Noma & Emergency Response Project.

    Main Purpose of the position

    • Defining, coordinating and monitoring the medical activities under his/her responsibility according to MSF protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population.

    General Accountabilities

    • Coordinating, assessing and supervising the proper functioning of the medical activities (HIV, TB STIs, SGBV, etc.), according to MSF protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
    • Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service
    • Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers) are carried out correctly and according to MSF procedures.
    • Ensuring an efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)
    • Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves). Participating in shifts and replaces a doctor, if necessary
    • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required
    • Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.).

    MSF Specific Context Accountability:

    • Coordinating, assessing and supervising the functioning of medical activities – ITFC and Noma patients are gettening a proper service and making sure protocols, standards and procedures are maintaind.
    • Responsible in a team of medical doctors with bedside and systematic training in case management of patients.
    • ensuring rational prescription by the medical doctors and vigilant pharmacy management through monitoring of consumption.
    • Ensuring adequate follow-up and monitoring of patients referred to higher centers in collabration with the NAM and referral nurse.
    • ensuring all patient-related administrative tasks are complete including data completeness, discharges and referrals.
    • Manage the roster for medical doctors, lab technicians and mental health supervisor and ensuring they are in accordance with the MSF internal regulations
    • In collaboration with the MTL, NAM and nurse team supervisors, oversees the nursing teams activities in supported wards/departments.
    • Identifies training needs and organizes trainings in coordination with technical expats/medical staff.
    • Plans and maintains continuous on-the-job training, coaching and supervision of the medical staff
    • Manages, coaches and evaluates and preparing rosters for the MD in the project organogram
    • Adhering to IPC principles and leading by example adherence to infection prevention and control principles according to MSF standards
    • Flexible to accept any other unforeseen tasks as instructed by the line manager and/or as required by the project.
    • The MAM is also responsible to support the MTL for updating and follow up of the SLA ( with governmantal and non goivernmental health facilities ) if needed.
    • Ensures mortality meetings are arranged regularly at least once a month and recommends/plans improvement plan includes implementation of measures for improvement and standard protocols.
    • In collaboration with MTL, ensures mortality analysis tool is updated regularly and propose recommendations for improvement.
    • Participates in ward round together with MDs and nurses and ensures all medical, nursing care and IPC protocols are respected.
    • Plays active role in medical incident reporting in collaboration with NAM and MTL.

    Requirements

    Deputy Project Coordinator (NERU)

    Main Objective and Responsibility of the Position

    • The Deputy Project Coordinator will lead the Emergency Response Unit in planning its objectives and priorities, by identifying the population’s health needs, analyzing the context, risks and constraints, and by calculating human and financial resources needed.
    • He/she will contribute to the supervision, monitoring and follow-up together all aspects of the program in order to ensure it is efficient and functioning smoothly.

    General Accountabilities

    • Contribute to the analysis of the political, humanitarian, economic and social context in NW in order ensure that MSF's charter, policies and image are respected with regards to national employees, populations, authorities and partners.
    • Lead the planning, supervision, monitoring and follow-up, of all aspects of the NERU project, according to the laid down plan, MSF operational policy and main strategic lines.
    • Upon request, to represent MSF within the NW (local authorities, media, governmental and non-governmental bodies, etc.) and negotiate collaboration agreements. To plan and organize NERU project’s human resources, participate in their day-to-day management, in the induction of new staff, undertake evaluation of staff under his/her direct supervision and define training needs accordingly.
    • Lead and participate in exploratory missions according to EPREP, in order to better comprehend context, priorities, constraints and population needs.

    MSF Section / Context-Specific Accountabilities
    The Emergency Response Unit will be based in Sokoto with the ability to respond any place as per the mission EPREP. The Deputy PC will ensure effective implementation of the EPREP in the mission including providing support to the existing projects. Role involves the following:

    • Represent MSF within Emergency Response Unit project limits. Develop institutional contacts with national partners at project's level (civil society, civil and military authorities, local NGOs, Ministry of Health (MoH) representatives, etc.) in order to obtain all information and agreements necessary for the integration of MSF programs in the local context and improve the targeted population's awareness on them
    • Draw and implement capacity development, training of respective states ministries, local health institutions staff and other relevant stakeholders on emergency preparedness and response plans according to (EPREP) scenarios such as cholera, meningitis, and measles.
    • Together with NERU team, during the emergencies evaluate needs by identifying the population's health status, by analyzing the context (environment, actors involved, negotiations for access etc.) and associated risks and constraints in order to define priorities and project goals and to calculate material, human and financial resources needed
    • Lead the emergency response while steering and supervising the implementation, monitoring and evaluation of the emergency programs in collaboration with the team, by collecting information and comparing it with the objectives, schedules in order to monitor progression and early detect deviations and propose corrections.
    • Provide reporting to the coordination team on NERU evolution and propose corrections and direction as needed
    • Elaborate the NERU Project's institutional memory, maintain written records (and file them) on its development, in order to broadcast MSF achievements and improve awareness.
    • Responsible for providing leadership to the emergency response of the project and ensures effective functioning of the emergency response team
    • Proposes and organizes appropriate emergency response plans including remote management strategy and plans through involvement of community participation in case of lack of access for insecurity.
    • Effective scanning including remote and contextual analysis (of potential humanitarian Medical needs).
    • Responsible for drafting Adhoc project proposal and reporting in the control cycle, and timely preparation of draft (emergency) project proposals, other resources and budgets
    • Community engagement/participation: To stimulate and promote involvement of the community leadership and local authorities to be actively engaged in the intervention processes prior to and post and during MSF intervention phases.
    • Networking & collaboration with the Government & other stakeholders: in collaboration with government respective ministries of health and other agencies and humanitarian actors, to maintain close networking state and LGA authorities (particularly in Sokoto and Zamfara states), stimulate and promote partnerships and engagement of relevant actors in the implementation of humanitarian response plans in MSF operational areas.
    • In collaboration with other NW PCs, ensure that regular projects in NW have the capacity to conduct assessments, draft proposals, and respond to emergencies (initial response) within their project locations.

    Requirements Qualifications
    Education: 

    • Preferable Medical or Paramedical qualification or University studies.
    • Desirable degree in Project Management or HR Management.

    Experience:

    • Essential: previous working experience of at least two years experience in the field of humanitarian aid with MSF or other NGOs
    • Essential: Working experience in developing countries.

    Financial / HR Assistant

    Main Purpose

    • Execute administrative tasks and do follow up of project accountancy, according to administration manager’s indications and MSF procedures, in order to ensure legal compliance and keep a strict control over monetary resources.

    Job Description

    • Execute administrative and legal related tasks, under supervision of the Administrator Manager, checking payroll calculations and updating personal files in order to ensure accuracy, compliance and on time payments.
    • Implement cash management procedures in order to ensure the highest control and security, and ensure cash availability.
    • Prepare employment contracts in conformity with legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance.
    • Enter data into the HR database and personal files and keep them up-to-date in order to facilitate HR processes management.
    • Update Social security & Tax office employee files in order to meet legal requirements and duties.
    • Draw up monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll.
    • Draw up the final pay slip and employment certificate at the end of a contract in order to meet legal requirements while defending MSF ’s interests.
    • Follow up all expiring rental contract dates and inform the Administration Manager in order to leave enough time to arrange a renewal or look for some other alternative.
    • Assist the administration manager in the prevision of monthly treasury and planning in order to ensure the coverage of daily needs, advances on salaries, payroll, etc.
    • Process the payment to suppliers and keep strict on all documentation involved, informing the administration manager of any sort of disparity.
    • Carry out all accounting tasks and activities in order to ensure strict control of all expenditures and the reliability of statements and documentation.
    • Make all administrative information available to the staff (posting, meetings, etc.)
    • Classify and prepare all accounting pieces as requested by the Administration Manager.
    • File the accounting documents and enter the accounting pieces in the accounting software, with the support from the Administration Manager and/or the Accounting Manager (ACMA).
    • Support the Administration Manager in translating documents into local language. Assists the Administration Manager in meetings upon request.

    Pediatrician

    Main Purpose

    • Providing outpatient and/or inpatient paediatric care to patients/beneficiaries according to adapted and updated medical knowledge, MSF protocols, values and universal hygiene standards to improve the new-born and child/beneficiaries’ health conditions.

    Job Description

    • Applying medical knowledge and skills to prevention, diagnosis and treatment of children, ensuring integrated new-born and paediatric care through Emergency, OPD, and IPD services in New-borns and cases of malnutrition. Prescribing the necessary treatment, respecting MSF protocols.
    • Collaborating closely with the different department of the hospital (e.g. Maternity), Knowing and ensuring all updated MSF medical protocols and universal precautions are followed and implemented, reducing bio-hazard risks and improving infection control.
    • As an expert in paediatrics, proposing strategy (modification on current new-born and paediatric care management) and implementing them after validation of Operation and Paediatric Advisor.
    • Ensuring on-going new-born and paediatric training (formal and bedside) of the medical/paramedical multidisciplinary team in order to optimize the new-born and paediatric quality of care. Reviewing and discussing selected complicated cases or mistakes and giving technical input.
    • Keeping patients and their families informed of the illness and the treatment to follow, checking that they have been understood. Ensuring professional autonomy and confidentiality are respected and a good attitude and proper bedside manner towards the patient and their care takers and the rest of the medical team.
    • Following up the evolution of the hospitalized/IDP patients through daily visits, consultations and examinations, prescribing the necessary treatment following MSF protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other doctors- and informing their family about the patient’s evolution.
    • Monitoring the proper functioning of the department, equipment or material and addresses the list of the missing item for new-born and paediatric activities. Providing inputs about general organization of the different paediatric wards, including the admission, transfer and discharge criteria + referral procedure from Maternity and post-delivery wards
    • Checking and controlling the rational distribution of medicines and equipment under his/her responsibility and taking care the quality, disinfection and sterilization of the medical material. Assuring general compliance with standing hygiene standards.
    • Participating in the introduction / improvement of the collection and analysis of epidemiological new-born and paediatric data, checking its validity and informing the line manager or project coordinator about any problems or complications of the patient’s illness and medical errors. Collecting Clinical cases for further trainings and list a series of comments to improve the current MSF protocols
    • Managing the team under his/her direct responsibility according to MSF HR policies and procedures, supervising their performance, organizing and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary.
    • Designing and providing training to staff as required.
    • Debriefing with coordination, headquarter (including Paediatric Advisor) and providing written     report on main findings, activities, conclusions and further recommendations.
    • Clinical management of children admitted to ITFC according to MSF medical protocols and standards by conducting daily ward rounds in the ICU, ICU-step down and other wards alone or with medical doctors and reviewing critical and complex cases in other units when needed. This includes rational use utilization of investigations and therapeutic interventions including prescription of drugs.
    • Participation with the medical doctors in the management of critically ill children in Triage/ER.
    • Ensures that ITFC admission and discharge criteria are maintained according to the updated MSF medical protocols.
    • Provide guidance to the team on cases that need a referral to the non-MSF facility for a higher level of care and approval, with MAM or MTL support, the transfers.
    • Be part of the technical team (MDs in the ward, Head Nurse, MAM, MTL) in the multidisciplinary management of complicated cases that need team decisions.
    • Ensure proper and complete documentation of medical information in the relevant patients’ records with respect to patients’ confidentiality.
    • Ensure regular updating cases on telemedicine and given feedback to the team.
    • Provide technical support for the medical/paramedical teams to ensure a good understanding of the medical protocols and treatment guidelines to assure a good quality of patient care in pediatric ITFC/IPD.
    • Work on building the capacity of the staff, especially medical doctors, through regular training through bedside, hands-on teaching, and didactic training. This includes malaria peak training.
    • Support and collaborate with the MAM in charge of the activity to develop the relevant SOPs and ensure that the staffs follow the available SOPs.
    • Facilitate the quality improvement process concerning patient management; regularly inform the line manager or MTL about any problems or complications of the patients’ illness, or medical error and monitor the proper follow-up and resolution and, in collaborating with the MAM, strengthen regular weekly mortality reports, mortality reviews, and case discussions.  This includes participation in malaria peak training.
    • Participate in the elaboration of monthly/quarterly reporting.
    • Be part of activities of hospital management for the definition of activities, strategies, and activities necessary for project objectives and adaptation to changes in the context. Also, participate in general project meetings when needed.
    • Together with MAM and MTL, contributes to the review and analysis of project data trends and indicators and proposes strategies to adapt support according to the needs of the patients when needed.
    • Participate in meetings including weekly medical team meetings, and other meetings as required or requested by the MAM/MTL or PC.
    • Participate in scaling down of activities during the exit from malnutrition peak seas.

    Requirements

    • Education: Consultant Pediatrician with a Medical Degree from a recognized university
    • Experience: Minimum of 3 years experience as a pediatrician in a hospital
    • Languages: Hausa/ Fulani language essential /Mission language desirable

    Deputy Head Nurse

    Main Purpose

    • Supporting the Head Nurse through delegated tasks and responsibilities and ensuring the provision of quality patient care by providing clinical supervision and training in the competencies related to their practice according to MSF Health standards and protocols in order to guarantee the security, continuity and quality of health care in the project. 
    • Fully assume the responsibilities of the head nurse in case of absence.

    Job Description

    • Providing support in the clinical supervision and training (e.g. triage, workflow, stock keeping, effective assistance and own regular ward rounds, proper documentation, adherence to MSF policies and protocols, health education, support to staff during procedures, etc.) based on identified needs.
    • Managing the Nurse supervisors and report to Head Nurse following the right communication line.
    • Collaborating closely with the team in order to provide continuous quality of care in the projects, upholding and respecting the charter of MSF and ensuring that patient interest and autonomy are always respected.
    • Covering weekend duties according to need and supporting weekend supervisors to provide appropriate supervision for all wards. Attending ward meetings and the weekly medical and security meetings
    • Providing support in ensuring appropriate infection prevention and control in the hospital.
    • Providing support in maintaining an efficient ward administration i.e. good follow up of the bed status, patients’ movements, ward registers, feeding and safety of patients
    • Providing support in checking, reviewing or providing new training on staff safety and hygiene e.g. standard infection control precautions, procedures in case of accidental blood exposure, waste disposal system, etc.
    • Collaborating with the Logistics Hospital Manager in ensuring that the infrastructure is maintained in good condition, non-food items are tracked and kept and transfer systems in the hospital are organized.
    • Supporting the supervisors in the associated HR processes for their team under their responsibility (recruitment, training/induction, evaluation, potential detection, coaching, development and communication) and in planning and organizing their work (rosters, replacement for absences, etc.) and in writing incident reports, disciplinary proceedings as appropriate
    • Providing support in ensuring proper and timely collection and registration of data for inpatient and outpatient departments and participating in monthly reporting according to management guidelines.
    • Ensure high quality nursing care, proper functioning of the ITFC and the continuity of general medical care provided for patients according to MSF Nursing Guidelines, standards and protocols.
    • Ensure respect of MSF admission and discharge criteria, in collaboration with MAM.
    • Analyze in collaboration with HN and MAM, any issue related to the re-spect of protocols and procedures (including admissions/exit criteria) and suggest adjustments/corrective actions, trainings etc…
    • Responsible to ensure proper patient file documentation and that all procedures regarding patient consent, medical confidentiality etc. are properly followed.
    • Appropriately track, document, analyze and manage medical errors and share the report with HN and MAM.
    • Regularly audit and ensure the maintenance and adherence to infection control standards. Keep a safe hospital environment, intervene and alert the Head Nurse in case of security incidents and hygiene concerns in the hospital.
    • Ensure the proper IPC and Hygiene practices (including Diphteria) in the hospital, in collaboration with IPC nurse and other appropriate actors.
    • Together with the HN defines the HR needs of his/her activities and review regularly based on constant assessment of level of activities in the hospital. Propose chang-es/adjustments according to his/her analysis of the activities (malaria/nutrition peak/off-peak, permanent/seasonal changes…) and Good and proper follow up of staffs on duty on daily bases and reporting to HR in case of any discrepancies
    • Define nursing objectives; develop/amend nursing guidelines and protocols and Implementation of clinical Audit assessment with Support of team (MAM, Pediatrician, MDs, Nurses, Nut and NTS
    • Carry out the regular Patients file review and Nursing chart audit in collaboration with HN/ MAM
    • Define NTS objective and ensure the good follow up and build their capacity.
    • Mainten regular meeting/ General meeting with Staff( Nurse/ Nut Ass) monthly and weekly or biweekly meeting with NTS,
    • Daily briefing should be maintain and proper handing over beteween teams.
    • Ensure the patients foods order/delivery process is online with the internal SOPs
    • Under delegation of HN, organize the referrals movements to FMC with Nurse assigned and visit to ensure patients are receiving good quality care and Food and NFI over there.
    •  Work closely with NTS to Ensure the proper collect and compiling of wards data (BoR, patients movements, pharmacy items consumption and tracking system…) daily and weekly basis.
    • Make the monthly and weekly Sitrep of Nursing activities and RUTF cunsumption analysis report
    • Good follow up of IPC related activity including IPC pillar and Development and implementation of IPC daily check list.

    Requirements

    • Education: BSc in Nursing
    • Languages: Hausa and English languages essential. Mission language is desirable
    • Knowledge: Computer literate (Word, excel, internet).

    Experience:

    • 3 years Nursing and systems-level experience (either supervisory or managerial)
    • Pediatric program experience three years
    • 2 years’ Experience as a nurse supervisor in MSF, Experience in both medical and surgical nursing considered a plus.

    Supply Chain Officer

    Main Objective and Responsibilities of the position

    • Organizing and supervising the daily supply chain activities and the teams associated, in the coordination or project level, according to MSF protocols and standards in order to ensure the optimal running of the mission

    General Accountabilities

    • Supervising and organizing the daily activities of the Supply Chain team, including Supply Supervisors, and ensuring they perform the tasks linked to their role
    • Being responsible for the order, purchase, stock and freight management in the coordination or in the project level, monitoring and ensuring an efficient implementation of the overall daily supply chain activities
    • Monitoring and ensuring a smooth running supply administration and the respect of the implemented supply procedures, proposing adjustments where needed.
    • Being responsible for the supply database and the correct filing and archiving of the supply documentation in order to guarantee the availability and the coherence of supply data
    • Communicating with customers, keeping them up to date concerning their orders status (BO confirmation) and prioritizing procurement and transport according to their needs
    • Collecting claims from the field, analysing causes and making corrective actions.
    • In collaboration with the Supply Supervisor (if any) and in coordination with the HR department, supervising the associated processes (recruitment, training/induction, briefing/debriefing, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required
    • Informing the Logistics / Supply Manager in case of any major issue and draws-up all required reporting, in order to keep updated and reliable information that will help in decision-making
    • Performing any other tasks within the scope of his role, as directed by supervision and according to the needs of the mission

    MSF Section/Context Specific Accountabilities

    • Act as backup to the other Supply Chain Officer during holidays, sick leave, etc. as well as support each other at times of high workload.
    • Follow-up on UNIFIELD cleaning and produce monthly stock as well as other reports requested by Supply Chain Manager and Supply Coordinator.
    • Analyse data, create databases, monitor and track KPIs and share it with Supply Chain Manager and Supply Coordinator on a regular basis.
    • On a regular basis, update the order tracker and request overview for requestors and projects.
    • Responsible for the preparation of montly supply reports & data analysis.

    Requirements
    Educational Qualification:

    • Essential Degree and Specialisation in Logistics/Supply Chain Management

    Experience:

    • Essential: Minimum 2 years in Supply Chain Management & in the organisation of Supply Administration & procedures.

    • Leading and directing all support activities in the hospital, in close collaboration with the clinical and nursing leadership, and developing, assessing, and implementing the logistics strategy, policies, tools and procedures specifically in the areas of Biomedical, Mechanical, Construction, Energy, Transport, Hospital Supply Applied Security and EPREP.
    • Assisting the hospital management and logistics team leader in defining the yearly planning, budget, and the hospital activities in order to identify and respond to the needs of the population. When required, bidding and managing the hospital improvements, maintenance and construction budget and directing construction requirements in collaboration with Construction Log (if available).
    • Responsible for the implementation and ensuring the proper functioning of the hospital facilities and structures whether linked to development, installation, maintenance, and improvement (e.g., structure, energy, WHS, medical and non-medical materials, communication, cold chain, biomedical equipment, portering and transfer systems, laundry system, etc.) in accordance with MSF standards and development protocols.
    • Ensuring that hospital occupational health and safety systems are in place, maintained and updated when needed (e.g., fire safety including emergency planning, hospital access and security).
    • Responsible for hospital hygiene through good management of cleaning teams, engagement with the nursing director and regular audit. Responsible for safe and efficient waste management and managing hospital WHS in partnership with the responsible WHS specialist and together delivering a comprehensive hospital vector control mechanism.
    • Supporting the project and hospital logistician in the implementation of the Hospital Logistics Tool Kit (HLT) and provide training for its efficient implementation. Ensuring that all staff in the project are informed of the proper use of the hospital's infrastructure, equipment, and communication tools.
    • Ensuring that the installation and maintenance of the functional spaces of medical offices are in adequate condition and that the HR structures are in place to support the management of medical facilities.
    • Planning and supervising in collaboration with the Hospital/Project Coordination Team, the HR processes (recruitment, training, performance evaluation and internal, external communication) of the logistics personnel of the project in order to ensure both the sizing and the amount of knowledge required for the activity. Providing technical reference to all logistical/technical problems and providing guidance to the logistics staff under his/her responsibility. When applicable, supervising the LOG (Biomed, Mechanic and Electrician) and WHS specialist teams.
    • In coordination with the Logistics Team Leader, reviewing the current hospital logistical management strategies, tools and procedures and recommending possible amendments or revisions in order to achieve effectiveness and efficiency of the hospital support structures.
    • Defining and monitoring the technical aspects of the reduction of political risk of the project, transportation, communication, protection, identification, and preparation of the technical aspects of security policy and guidelines, evacuation plans and contingency, monitoring daily the application of safety rules and report to the Logistics Team Leader and/or Project Coordinator any problem that may arise.
    • Participating in the writing of the monthly reports according to guidelines

    Requirements
    Education:

    • Essential Diploma in a Technical / Logistics-related field
    • A Degree in engineering is an asset.

    Experience:

    • At least 3 years of work experience in logistics related to activities, supply chain, WHS, or facilities management.
    • Essential thorough understanding of logistics issues in developing countries (e.g., communications, energy, building maintenance) and management of a multi-skilled and diverse team.
    • Previous experience with MSF or other NGOs working in developing countries.
    • Previous experience living in an isolated context

    Languages:      

    • Written and spoken English language essential; local language desirable

    Knowledge:

    • Essential computer literacy with proficiency in MS Office and all relevant software, as well as all office appliances (word, excel, internet)
    • A working knowledge of networked computer systems, modems, routers, UPS’, and Shared External Drives an asset.

    Remuneration

    • According to MSF salary scale plus 13th month allowance equivalent to 1 month of gross salary.
