    EH WASH Infrastructure Officer

    Job Overview/Summary

    The WASH Officer will support the planning, implementation, and monitoring of water, sanitation, and hygiene (WASH) activities in Borno State. The position will ensure effective management of water and sanitation infrastructure while promoting good hygiene practices among target communities to reduce morbidity and mortality associated with waterborne and fecal-oral diseases.

    The WASH Officer will ensure that all activities follow approved technical standards and contribute to maintaining high quality programs.

    Major Responsibilities

    Program Management, Technical Quality, and Strategy

    • Support the implementation of hygiene promotion and water/sanitation infrastructure activities in line with SPHERE standards.
    • Conduct rapid and detailed assessments to understand community hygiene knowledge, attitudes, and practices.
    • Assist the EH/WASH Manager in planning and implementing hygiene promotion, water supply, and sanitation activities.
    • Coordinate closely with other IRC sectors including Health, Nutrition, Protection, Women’s Protection and Empowerment (WPE), Child and Youth Protection and Development (CYPD), and Economic Recovery and Development (ERD).
    • Support the implementation and monitoring of Infection Prevention and Control (IPC) measures in supported health and nutrition facilities.
    • Ensure the availability and proper functionality of WASH facilities in health care settings, including safe water supply, handwashing stations, sanitation facilities, and waste management systems.
    • Support the construction, rehabilitation, and maintenance of WASH infrastructure in health facilities, including handwashing stations, incinerators, placenta pits, waste pits, and drainage systems.
    • Conduct regular IPC and WASH facility assessments using standard tools and checklists.
    • Promote adherence to minimum WASH in Health Care Facility standards and relevant national guidelines.
    • Provide technical support and training to health facility staff on hand hygiene, safe water handling, environmental cleaning, and healthcare waste management.
    • Monitor the functionality of hand hygiene stations and water supply systems in health and nutrition facilities.
    • Coordinate with Health and Nutrition teams to ensure integration of IPC measures within facility-based services.
    • Support routine water quality monitoring in health facilities to ensure safe water for patient care and hygiene practices.

    Program Development

    • Develop and regularly update detailed work plans to meet grant timelines and completion targets.
    • Guide and supervise staff to ensure quality and timely implementation of activities.
    • Support the EH Manager in designing hygiene promotion activities and related monitoring tools.
    • Participate in the design and execution of water supply infrastructure (e.g., boreholes, hand pumps, solar pumps, water tanks, piping systems, tap stands).
    • Engage in the design and construction of sanitation facilities (e.g., latrines, waste pits, handwashing stations, drainage systems, MHM facilities).
    • Ensure programs uphold accountability, gender sensitivity, protection, and inclusiveness.
    • Recommend technical approaches and methods for hygiene promotion activities.
    • Provide technical support and training for community hygiene promoters, water point attendants, pump technicians, and system operators.
    • Prepare regular reports and maintain detailed documentation of results and activities.
    • Oversee emergency water supply logistics, including water trucking and accurate record-keeping.
    • Supervise water delivery, chlorination, and quality monitoring, if needed.
    • Submit weekly progress reports on WASH facility construction to the EH Manager.
    • Share regular water quality reports with the EH Manager.
    • Obtain approval from the EH Manager for any design or supply-related changes.
    • Keep accurate records of materials, tools, and their quality.
    • Collaborate with EH staff and M&E on water-related issues and site planning.
    • Provide periodic and special reports as required.
    • Assist in onboarding new national staff when necessary.
    • Perform other duties as assigned by the supervisor.

    Grant Monitoring & Reporting

    • Conduct regular field monitoring visits to track progress and ensure technical quality.
    • Identify implementation challenges and recommend appropriate solutions.
    • Ensure accurate and timely data collection for program monitoring and evaluation.
    • Contribute to internal and donor reports (weekly, monthly, quarterly, and annual).

    Coordination & Representation

    • Work closely and coordinate with IRC logistics, finance and grant staff to ensure timely and complaint program activities and expenditures; including active participation in grant opening/closing and review meetings
    • Undertake/participate in liaison, coordination, and information sharing activities with national NGOs, international organizations, donors and government at field level.

    Job Requirements

    • B. Sc. /High National Diploma in Civil, Water Resources, Building or Mechanical Engineering, Hydrogeology with hand on experience in developing and adopting emergency WASH technologies and designs experience in implementation of water and sanitation projects - relevant experience will supersede the formal qualification.
    • At least 2-4 years professional experience with NGOs (INGO experience preferred)
    • Previous experience leading teams in public awareness raising campaigns focused on water and sanitation related health issues.
    • Competent user of Microsoft Applications: Word, Excel; Auto CAD or similar, Google Earth
    • Working knowledge of SPHERE standards
    • Proven abilities in developing work plans, data collection and analysis and performance monitoring.
    • Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.

    Nutrition MEAL Officer, Sokoto

    Job Overview/Summary

    The purpose of the M&E Officer position is to coordinate the collection, compilation, consolidation, and analysis of data to track programs/ projects activities, conduct data validation, Post distribution monitoring, monitor progress and support impact measurement.  S/he will also conduct development research, engage in reflective practice, and generate lessons from projects/programs and prepare M&E plans for the sectors.  S/he is responsible for establishing and ensuring better field level data management systems for the core program s/he assigned to and coordinates the proper and timely evaluation of project objectives/impact.  S/he will contribute to the existing client response mechanisms and ensure program staff participation in M&E activities.  The position holder will closely work with sector manager(s), front line staff, and community/facility volunteers.  S/he also will work closely with the M&E unit on technical matters and reports to the MEAL Manager.

    Nutrition Nurse

    Job Overview/Summary

    Under the supervision of the Nutrition Manager, the OTP Nurse Assistant will be responsible for all OCHA projects in his/her Local Government Area and is expected to ensure integrity, high level transparency and commitment in the implementation of the project. He or she is responsible for overseeing all nutrition activities for IRC supported OTPs/stabilization center (SC) in assigned LGA of Sokoto and katsina state. The Nutrition OTP Nurse Assistant will oversee and supervise supported SMOH OTPs/SC staff/CNMs and reports to the Nutrition Manager.

    Major Responsibilities:

    • Support planning and implementing the project activities and outputs at the field level to ensure the project achieves its objective of improving access to quality Nutrition services.  
    • Track the performance of the project activities and against targeted expected results and advise on implementation process to ensure the project is progressing towards attaining its targets in each LGA.
    • Ensure quality and timely identification and treatment of medical complications associated with malnutrition in OTP/SC in liaison with the other clinical services. Give and advice on the referral these children to the nearest SC on good time after necessary first aid is given.
    • Supervise and coordinate the strict patient management of children in the OTP/SC and ensure the laid protocols are followed.
    • Participate in daily operations at the OTP/SC with the medical team at the PHC/SC.
    • Strictly monitor and record the vital signs as required and act on any deviation from the Normal and give all the support required.
    • Escort patients to other referral facilities when necessary.
    • improvement of the MIYCN program in the OTP/SC and ensure mothers establish breastfeeding well and counsel them at the OTP corners on best nutrition practices.

    • In line with the communication strategies of the consortium, ensure visibility of the project and project strategies at field level.
    • Support collection of stories and photographs that demonstrate the positive impact of the project.
    • Monitor the performance of each supported OTP facilities with regular visits to the LGA health office, health facilities and communities.
    • Create an enabling environment to promote information sharing, partnerships and cordial relationship between community, government structures and target communities where the project works
    • Collaborate with other relevant sectors especially Environmental Health, as well as Health, Women Protection & Empowerment, and Child Protection to ensure holistic service package is available in response to the needs.
    • Work with the field-based nutrition staff and community Nutrition Mobilizers to establish, implement and monitor community-based management of acute malnutrition activities, coupled with patient follow up, referrals and Health education for their better management at community level.
    • Routinely monitor staff performance according to their job description and provide written feedback in a timely manner.

    Education:

    • BNSC or Diploma in Nursing/ Midwifery with strong nutrition background.
    • Registration with the Nursing and Midwifery Council of Nigeria

    Work Experience:

    Job Overview/Summary

    • Conduct periodic analysis of progress of the project at the LGA level and promote learning and sharing of best practices and lessons learnt through documentation.
    • Identifying program gaps in the supported SC/OTP services with immediate solution for further necessary steps to address those gaps with support from Nutrition Manager.
    • ·         Provide capacity building and on-the-job coaching to Facility staff in CMAM services including IYCF best practices in supported facilities.
    • Oversee the implementation of quality Nutrition program activities at all IRC supported health facilities in the targeted areas.
    • Design and lead assessments to ensure the voices of women and girls inform Nutrition program design.
    • Support proper Nutrition data collection and recording in the IRC supported OTP units and support the compilation of data and generation of quality Nutrition reports on a regular and timely manner.
    • Support health facility-level reporting to SMOHs through LGA health authorities especially the HMIS.

    • Collaborate with other relevant sectors especially Environmental Health, as well as Health, Women Protection & Empowerment, and Child Protection to ensure holistic service package is available in response to the needs.
    • Develop nutrition sector work plans for all the IRC nutrition grants assigned to him/her by the nutrition coordinator. Supervise and coordinate the implementation and monitoring of nutrition project activities in line with proposal targets and work plan timelines.
    • Support routine project reporting, including mid-term and end of grant reports to the donor.
    • Conduct nutritional surveillance in the program sites, including host community and internally displaced persons (IDPs)based on agreed methodologies including surveys, process monitoring, SMART, LQAS, SQUEAC and other rapid methods.
    • Work with the field-based nutrition staff and community health Volunteers to establish, implement and monitor community-based management of acute malnutrition activities, coupled with patient follow up, referrals and education for their better management at community level.
    • Coordinate with other IRC departments and implementing partners to develop training curricula and implementation plans for community Health Volunteers (CHV’s).
    • Assist in response and management of any nutrition emergencies e.g. acute food shortages and participate in the development of disaster preparedness systems.
    • Promote mother infant and young child feeding best practices in various health facilities.
    • Oversee implementation and integration of comprehensive growth monitoring program/Mass MUAC screenings at community level and report accordingly.
    • Participate actively in execution of operational research and Documentation of Best Nutrition practices in various health facilities/Outreach sites if need be.
    • Participate actively in planned program Rapid Nutrition assessment, nutrition surveys and KAP Assessments.
    • Monitoring and supervising both IRC and MOH staff seconded to IRC to ensure work is performed efficiently.
    • Routinely monitor staff performance according to their job description and provide written feedback in a timely manner.
    • Oversee continuous training programs for the nutrition staff as well as organizing trainings with consultants as per the annual work-plan & budget.
    • Review personnel issues and concerns of nutrition staff and assist with determining and implementing solutions.
    • Participate in recruitment of nutrition staff as appropriate.

    Key Deliverables

    • Regular communication to provide updates on projects using various forms of communication relevant for the message and audience; these include the security situation, monthly field visit reports and reports on workshops/trainings conducted.
    • Updates on outcomes of reviews needs assessments and capacity building plans.
    • Draft success stories on key project impacts in the assigned LGAs.
    • Notify the Nutrition Managers on changes in security context in the assigned LGA as and when they occur to inform implementation, security and safety of staff and other related partners.
    • Support the implementation of an appropriate visibility strategy.
    • Report challenges and/or solutions and gaps if any.
    • Facilitate the data flow of all reporting.

    Program Development / Grant Management

    • Contribute to design, planning, and drafting new proposals.
    • Contribute to donors’ reporting whenever necessary.
    • In collaboration with Nutrition Managers, develop an expenditure plan, review budget vs. actual expenditure for Nutrition grants monthly and take necessary actions.
    • Ensuring budgets are used appropriately and efficiently and spending is in line with the IRC financial procedures and donor requirements.
    • Ensure data collection, data compilation, timely preparation and submission of all internal reports including weekly and other associated monthly, quarterly, donor and special reports.

    Education:

    • Health professional (Nutrition and dietetics, MD or RN ) with strong Nutrition background.
    • A mature person of high professional discipline and moral integrity, able to work independently and under stress as the situation may dictate.

    Work Experience:

    • At least 3 years’ experience in managing and implementing Nutrition programs.
    • Able to lead a team and experience in staff management.
    • Experience in outbreak response interventions
    • Ability to work with displaced communities with diverse cultural and ethnic backgrounds.
