Job description

• The Lake Chad Basin (LCB), encompassing Chad, Cameroon, Niger, and Nigeria, has been profoundly affected by protracted conflict, insecurity, and the activities of non-state armed groups (NSAGs). In response, the International Organization for Migration (IOM), in collaboration with regional and national partners, has spearheaded a series of regional workshops since 2020 to advance Disengagement, Disassociation, Reintegration, and Reconciliation (DDRR) programming. These workshops have become a platforms for dialogue, experience sharing, and coordination among senior governmental stakeholders, facilitating the harmonization of approaches and strengthening regional cooperation.
• Despite progress in DDRR, socio-economic reintegration remains a critical and complex challenge. Former associates of NSAGs face significant barriers to sustainable economic inclusion, such as limited access to livelihoods, vocational skills development, financial services, and employment opportunities. These obstacles are compounded by persistent stigma and fragile local economies.
• The reintegration process is further complicated by the need to address not only the needs of former associates but also those of host communities, to promote acceptance, reduce tensions, and foster social cohesion. Supporting both individuals and communities is essential for stabilization, resilience, and long-term peacebuilding in conflict-affected areas.
• Recognizing these challenges, the Lake Chad Basin Commission (LCBC) adopted the Community-Based Reconciliation and Reintegration Policy (CBRRP) in January 2025. This policy provides a comprehensive framework for stakeholders and practitioners to harmonize national approaches and enhance the implementation of reintegration programming across the region. However, for the CBRRP to achieve its full potential, it must be effectively integrated into national strategies and operationalized at the community level.
• A key opportunity identified in recent years is the expansion of public-private partnerships (PPPs) within DDRR frameworks. Engaging the private sector can unlock new avenues for vocational training, job creation, and financial inclusion, while fostering innovation and sustainability in reintegration programming. By leveraging the expertise and resources of private sector actors, DDRR initiatives can become more responsive to market realities and better equipped to support the economic empowerment of former associates and their communities.
• This regional workshop will bring together senior DDRR government counterparts, IOM program managers, representatives from the LCBC, development partners, private sector entities, and civil society to develop harmonized regional approaches that promote inclusive, sustainable, and community-driven reintegration pathways.
• Through this initiative, the LCB region seeks to strengthen regional coordination, improve programmatic design for socio-economic assistance, expand PPPs, and ensure that reintegration programming is gender-sensitive and inclusive. The workshop’s outcomes are expected to inform future DDRR programming, donor engagement, and regional policy alignment, contributing to lasting peace and stability in the Lake Chad Basin.

Workshop Objectives:

Following the workshop concept note included in Annex 1, the objective of the workshop is to:

• Discuss socio-economic (SEC) assistance in DDRR programming across the LCB, focusing on how PPPs can enhance the effectiveness and sustainability of rehabilitation, reintegration, and reconciliation efforts.
• Identify strategies and practices to strengthen the sustainability of SEC assistance, including diversification of support, private sector engagement, market linkages, job matching, and gender considerations.
• Foster high-level engagement and commitment from senior government officials to integrate SEC assistance improvements, encourage cross-border collaboration, and ensure gender-responsive and inclusive programming.

RESPONSIBILITIES
Scope of Work:

Following the concept note included in Annex 1, under the direct supervision of the DDRR Project Manager, and in coordination and ONSA, the consultant will:

Workshop Design:

• Develop a detailed agenda and methodology for a 2.5 day regional workshop, including plenary sessions, breakout groups, and strategic planning.
• Coordinate with IOM, government counterparts, private sector, and other stakeholders to ensure the agenda reflects regional priorities and best practices.
• Prepare background materials, presentations, and facilitation guides.

Workshop Delivery:

• Facilitate all workshop sessions, including opening, plenary, breakout, and closing sessions.
• Guide thematic discussions on PPPs, vocational training, job matching, market linkages, business incubation, and gender inclusion.
• Ensure inclusive participation and effective knowledge exchange among all stakeholders.

Reporting:

• Produce a comprehensive workshop report summarizing key findings, recommendations, and action points.
• Develop a set of harmonized, actionable recommendations for SEC assistance in DDRR programming.
• Propose monitoring and follow-up mechanisms for implementation of workshop outcomes.

Duration and Timeframe:

• The consultancy will last for two months, including preparation, workshop delivery, and reporting.
• The workshop can take place from mid-January 2026 to Mid Feb 2026, with all deliverables to be completed by mid-March 2026 by the latest.

Logistics:

• IOM will be responsible for all logistical arrangements related to the workshop delivery, including sending invitations, booking local flights to the international delegations and hotel accommodations.
• The consultant will be responsible for arranging and covering the costs of their own airfare and accommodation in Abuja for the duration of the workshop delivery. The consultancy fee is all-inclusive and should cover all other expenses incurred by the consultant.

Performance Indicators for the Evaluation of Results:

• Timely submission of high-quality workshop materials and reports.
• Effective facilitation and participant engagement during the workshop.
• Positive feedback from participants and stakeholders.
• Delivery of actionable, context-specific recommendations.

QUALIFICATIONS
Education, Experience and/or Skills Required:

• Advanced university degree in social sciences, development studies, peacebuilding, or related field.
• Minimum five years of relevant professional experience in DDRR, socio-economic reintegration, or related areas.
• Proven experience in designing and facilitating multi-stakeholder workshops, preferably in the Lake Chad Basin or similar contexts.
• Experience working with government, private sector, and international organizations.

Responsibilities

• Assist in the planning, coordination, implementation and monitoring of project activities. 
• Compile, summarize, analyse, and present information/data on specific project topics, highlighting noteworthy issues for the consideration of appropriate parties.
• Monitor budget implementation and propose adjustments as necessary.   
• Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, follow-up on administrative actions, etc.
• Draft status reports; identify shortfalls in delivery, bring them to the attention of the supervisor and suggest corrective measures. 
• Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, and other forms of documentation.
• Organize meetings, workshops and training sessions; prepare training materials and participate in the delivering of capacity building workshops.
• Respond to complex information requests and inquiries; set up and maintain files/records.
• Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project. 
• Monitor work of implementing partners and report any non-compliance to the supervisor.
• Provide inputs for the development of Standard Operations Procedures (SOP) and concept papers and provide general support for the development of new projects.
• Provides guidance/training and assist in coordinating and monitoring work of other staff in the unit; may supervise other staff as assigned. 
• Perform other related duties as assigned.

Qualifications

Education

• University degree in Development, Social or Political Sciences, Management, or a related field from an accredited academic institution with 4 years of relevant experience or High School Diploma in the above fields with 6 years of relevant working experience.

Experience

• Experience in development oriented programmes monitoring, evaluation and reporting including demonstrable experience dealing with internal displacement and durable solutions. 
• Experience with working in the area of project development and/or implementation, and preferably with different project donors. 
• Experience working in a complex crisis environment or a post-conflict environment. 
• Familiarity with area-based approaches and multi-sectoral interventions (shelter, WASH, health, education, livelihoods, governance, etc.).
• Experience in liaising with government counterparts, UN agencies, NGOs, and community structures.
• Field experience in Nigeria, especially in Benue or the North-Central region, is an advantage.
• Experience with EU funded project implementation and reporting is desirable

Skills

• Demonstrated proficiency with Microsoft Office applications, including Excel, PowerPoint, Good knowledge of information technology and proficiency in Microsoft Office applications especially Excel, Word, PowerPoint, Publisher, and SharePoint. 
• Previous work experience in international organizations and companies would be an advantage. 
• Strong sense of details and accuracy in all matters.

• Knowledge about durable solutions and inter-agency collaborations

Job Description

• As part of its mandate to strengthen rehabilitation and community-based reintegration, the International Organization for Migration (IOM) is supporting Ministries, Departments, and Agencies (MDAs) and Civil Society Organizations (CSOs) in the BAY (Borno, Adamawa, Yobe) States. Recognizing the critical role of psychosocial well-being in reconciliation and reintegration, IOM seeks to strengthen institutional and community capacities to address mental health and psychosocial support (MHPSS) needs.
• The consultancy will focus on designing and implementing capacity-building workshops targeting personnel from selected MDAs and CSOs. These workshops will equip participants with the knowledge and skills to address psychosocial needs, promote emotional resilience, and apply gender-sensitive approaches in supporting the reintegration of former Non-State Armed Group (NSAG) associates and advancing community reconciliation. 
• This initiative will be implemented in close collaboration with the Office of the National Security Adviser (ONSA) and builds on prior CSO engagement, leveraging existing networks to enhance local capacity for sustainable, inclusive reintegration efforts.

Objectives

The primary objectives of this consultancy are to:

• Design and deliver comprehensive workshops on MHPSS approaches for reintegration and reconciliation processes.
• Equip personnel from MDAs and CSOs with practical skills to identify and respond to psychosocial needs, promote emotional resilience, and apply gender-sensitive methods in their reintegration efforts.
• Strengthen institutional and community capacities to provide psychosocial support within the broader DDRR and reconciliation framework.

Responsibilities

Under the direct supervision of the DDRR Project Manager and in coordination with the IOM MHPSS Officer, National Officer and ONSA, the consultant will:

Training Design

• Develop a tailored training curriculum on MHPSS for reintegration and reconciliation, incorporating gender-sensitive and culturally appropriate approaches.
• Prepare workshop materials, including training modules, slides, case studies, and pre- and post-assessment tools.
• Integrate strategies for building emotional resilience, community support mechanisms, and referral pathways.

Training Delivery

• Deliver three workshops in Borno, Adamawa, and Yobe States for selected personnel from MDAs and CSOs.
• Use interactive approaches, including role plays, group discussions, and practical exercises to enhance learning.
• Facilitate knowledge exchange between MDAs and CSOs to strengthen collaboration.

Evaluation and Reporting

• Conduct pre- and post-training assessments to measure knowledge and skills gained by participants.
• Submit a comprehensive training report, including participant feedback, assessment outcomes, lessons learned, and recommendations for further capacity building.

DELIVERABLES

• 1st Deliverable, Desk Review and Training Design: Within the first three weeks, submit a MHPSS training curriculum and materials, including slides, and assessment tools, developed and validated with the project team.
• 2nd Deliverable: By mid-second month, successfully deliver three three-day training workshops in Borno, Adamawa, and Yobe States with participation from relevant MDAs and CSOs.
• 3rd Deliverable: By the end of the consultancy, submit a detailed training report capturing outcomes, list of attendants with contact details, participant feedback, recommendations, and next steps for strengthening local MHPSS capacities.

PERFORMANCE INDICATORS FOR THE EVALUATION OF RESULTS:

The consultant’s performance will be evaluated based on:

• Quality and Relevance of Materials: Appropriateness, clarity, and practicality of the MHPSS curriculum and tools.
• Effectiveness of Training Delivery: Engagement, knowledge transfer, and facilitation skills.
• Timeliness of Deliverables: Adherence to timelines for workshop delivery and reporting.
• Feedback from Participants: Improvement in participants’ knowledge and confidence to apply MHPSS in reintegration and reconciliation.

DURATION AND TIMEFRAME

The consultancy is expected to be completed within two (2) Months.

THE CONSULTANT WILL BE RESPONSIBLE FOR:

• All the deliverables as set out in the ToR.
• Booking local flights to the BAY state. 
• Payment of hotels and other personal daily subsistence.

Qualifications

EDUCATION, EXPERIENCE AND/OR SKILLS REQUIRED 

• A university degree in Psychology, Psychiatry, Social Work, Mental Health, or related field; advanced degree preferred.
• Minimum of five years’ experience in MHPSS programming, capacity building, or psychosocial support delivery, preferably in conflict-affected or humanitarian settings.
• Proven experience in gender-sensitive programming and community-based psychosocial support.
• Familiarity with DDRR processes and reintegration efforts in Northeast Nigeria is a strong advantage.
• Experience working with government institutions (MDAs) and civil society organizations.
• Strong facilitation, communication, and report-writing skills.
• Ability to adapt MHPSS interventions to diverse cultural and social contexts.
• Demonstrated experience in managing complex programs that involve multiple stakeholders and partners.
• Other desirable qualifications include:
  • Relevant working experience in the Northeastern region is an advantage.
  • Strong analytical and problem-solving skills.
