    Officer, Finance

    JOB SUMMARY:  

    • A Finance Officer is responsible for maintaining sound financial and accounting systems and controls for the Country office.
    • The role entails performing day to day finance and accounting tasks including, reviewing and processing payments, filing and document retrieval, providing all transactional financial services, including but not limited to pipeline analysis, preparation of financial reports, payroll, reconciliations, accounts payable and receivable.

    MAIN TASKS AND RESPONSIBILITIES

    • Work on daily program-wide finance and accounting functions including timely recording of transactions, cash management, banking, payroll, inventory, receivables and payables. 
    • Implement financial policies to guarantee operational efficiency
    • Implement systems for financial operations in the country office and in area program offices in accordance with the International Finance Manual and donor regulations, including systems for cash flow management, budgeting, consolidation of accounting information, internal controls, financial reporting, financial record-keeping, grant management and compliance. 
    • Contribute to the continuous improvement of financial/ accounting systems, transactional processing, procedures and processes
    • Process incoming invoices and vouchers, ensuring that these are properly approved, stamped and coded, after being submitted to the Finance Department.
    • Review Purchase Requisitions ’s and procurements steps (offers, bid summary, Purchase Orders) and collects necessary signatures. Review applicable agreements backup documentation and ensure that necessary signatures are obtained 
    • Ensure that transactions are complete, accurate and within the timeframe set.
    • Review estimated expenses prepared by the program team and make sure all needed supporting documentation is provided. Consolidate and provide input to monthly pipelines and ensure balances and allocations are realistic and are matching the accounting records. 
    • Follows up on TM1 system entries on a monthly basis in collaboration with program team, makes sure budgets and budget amendments are duly entered and available in the system. Ensure that Variance analysis is reviewed, correct and updated and that monthly pipeline reports are completed and submitted to HQ timely. 
    • Assist in preparation and planning of budgets and budget amendments. 
    • Work on preparation of various supporting audit schedules to facilitate annual audit. Provide support for annual audit and designated project audits. Implement audit recommendations and work on resolving audit findings, as applicable
    • Prepare internal and external financial reports, ensure that reports are reconciled with accounting records and in line with internal and external policies and rules. This includes, but is not limited to: donor financial reports, applicable reports for the submission to government bodies, internal IMC schedules and reports. 
    • Work on preparation of weekly and monthly cash flow. Plans and requests cash disbursements.
    • Provide support in recording employee salaries and taxes and other tax reporting.
    • Responsible for VAT claims.
    • Works on in the month closure on a monthly basis, and fiscal year closure in coordination with the finance team.
    • Updates and reconciles analysis of Accounts Receivables and Accounts Payables on a monthly basis. Keeps track on all Accounts Receivable and Accounts Payable balances, address all necessary adjustments with the supervisor before month close end.
    • Works with the team on the accounting entries into Costpoint-Deltek. Ensures there is proper supporting documentation for all payments and other accounting entries. Preparee Monthly Cash on Hand and Bank Reconciliations, and Cash/Bank transaction journals (CTJ/BTJ) in addition to the Average Exchange Rate Calculation
    • Assists senior finance staff in the preparation of monthly financial reports, and respond to any other finance related task requested by country office and/or HQ offices e.g. International Finance.
    • Ensures stored finance files are listed physically and electronically and are kept up to date.

    Job Requirements

    MINIMUM QUALIFICATIONS

    • Typically, a 4-year University Degree in Accounting, Finance or Business Administration. Equivalent combination of relevant education and experience may be substituted as appropriate;
    • Typically, 3+ years of relevant and progressive experience working in finance/accounting
    • Knowledge of varied donor financial regulations such as USAID, DFID, ECHO, UN donors is preferred
    • Knowledge of accounting principles
    • Demonstrated understanding of and experience using accountability and accounting practices;
    • Experience in working with computerized accounting systems, experience with ERP systems preferred;
    • Experience working with INGOs preferred 
    • Must be able to carry out responsibilities independently with minimal technical support from within the organization;
    • Committed to continuous learning; willingness to keep abreast of new developments. 
    • Excellent communication and customer relations skills.
    • Ability to coordinate work with others, work under pressure of tight and conflicting deadlines and handle concurrent activities.
    • Excellent interpersonal skills, including ability to operate effectively across organizational boundaries; ability to establish and maintain effective partnership and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

    • Fluency in English, written and oral is required. Additional ability to read, write and interpret, technical and non-technical in another language may be required according to post position and official country language, such as French and Arabic.

    Community Mobilizer, Health

    JOB SUMMARY  

    • The Community Mobilizer will be responsible for providing knowledge and awareness to the local community about health and hygiene, promote health and inform community members on available services, mobilize community members, and support implementation of community-based health project activities.

    MAIN TASKS AND RESPONSIBILITIES

    • Community Mobilizers will provide awareness-raising sessions in their community/refugee/IDP locations covering topics such as prevention, sign and symptoms of common illnesses, health and hygiene promotion, provide information on available services (vaccination, ANC/PNC, FP... etc.), as well as disasters prevention and preparedness.
    • Conduct individual and group awareness sessions for men, women, adolescent boys, and girls at health facilities and through outreach activities at community schools, markets ...etc.
    • Actively participate in related community meetings and community major events.
    • The CMs will be connected to the nearest health facility for coordination, information, and referrals.
    • Collaborate with and support community health workers/volunteers and midwife activities in the catchment area, including health promotion, pregnancy related care and referrals, and distribution of supplies, vaccination activities in the community and vaccination campaigns.
    • Assist in the identification of active community volunteers for training to increase community capacity to provide first aid and properly handle and transport the injured.
    • Identify and report success stories, best practices, and lessons learned.
    • Monitor any disease trends and information of diseases in the community and report to IMC health senior focal point.
    • Provide assistance to field team in conducting awareness sessions, community mobilization, meetings, events, training, and assessment activities at field.
    • Support outreach activities and services through mobile health teams, crowd control and assist in patient registration where required.
    • Help the communities to develop a sense of ownership of the activities in and around their area and encourage self-reliance whenever possible.
    • Regularly coordinate with communities and act as a link between the community and organization in smooth implementation of projects.
    • Liaise and work with community groups and projects to ensure accountability and best use of project resources.
    • Facilitate the community to make them aware of the feedback mechanism and pass their complaints to the management through CBFRM in a transparent manner.
    • Act in a respectful and culturally sensitive manner towards the community.

    Manager, Health Field Site, Lebanon

    JOB SUMMARY:  

    • S/he will be responsible for managing and running the daily activities of IMC health project in the area. Will oversee and manage the field team and health education team working in the area.

    MAIN TASKS AND RESPONSIBILITIES

    Program Management

    • Work with the health senior management team to develop Health sector strategy for health programs in the area through identification of program/sector needs. 
    • Assist the health senior management team in planning for proposals, conducting assessments. 
    • Oversight of the health and community field team, PHCCs, and other service providers for the implementation of the assigned health activities to ensure that set goals and objectives are met.  
    • Guide the health team to ensure regular collection of the data and documentation as per grant and reporting requirements. 
    • Work with the central health team to ensure that all clinics are regularly reporting into the HIS, receiving appropriate training on humanitarian response including detection of Malnutrition, GBV/CMR, Vaccination, health education, outreach activities and health facilities needs are met 
    • Work closely with the Community Health team to ensure that the community health program is well integrated with the health program at PHCCs and that community outreach activities are being conducted as planned 
    • Conduct need assessments on a regular basis, upon requested and in direct coordination with health senior management. 
    • Work closely with medical team to ensure that diagnostic pre-approvals are compliant with the IMC medical guidelines  
    • Follow up on all referrals from other stakeholders 
    • Coordinate with the Logistics team to identify procurement and supply issues related to the health programs and support the identification of corrective actions  
    • Follow up with pharmacists to ensure that clinic needs in terms of medication, medical supplies, and medical equipment’s, trainings and ventilation system for the pharmacy are met. 

    Administrative & Financial Responsibilities 

    • Ensure proper documentation for all contracts and payments for service providers in coordination with health senior management team. 
    • Prepare expenditure projections for each project activity along with expected targets making sure to update them on a regular basis 
    • Review Budget vs. Actual expenditure for the health program at his/her respective area on a monthly basis with health senior management team and with finance team if needed 
    • Provide recommendations and interventions to correct any identified deviations (related to compliance, over and under expenditure) that impact budget adherence 

    Staff Management

    • Organize daily work schedule for the field team according to the agreed work plan, and assign task according the priorities in implementation 
    • Monitor the health team performance according to their assigned tasks and provide regular feed back to the senior health management team 
    • Responsible for authorization of recruitment of field health staff and conduct the annual performance evaluation of the field team 
    • Coordination and Representation
    • Work closely with central health team in updating, and coordinating the health activities 
    • At the regional level, represent IMC to UNHCR, other UN agencies, civil society organizations, and governmental authorities, as well as external visitors to IMC Lebanon, according to the request and guidance of the health senior management team 
    • Attend working group meetings and coordination meetings where requested 

    Reporting  

    • Provide accurate regular reports, statistics, and documented results and maintain detailed records of the overall health program activities in the Area to the MEAL unit 

    General  

    • Adhere to all of IMC’s policies and procedures, including Code of Conduct and Security SOPs 

    Capacity Building  

    • Responsible for planning, implementing, and overseeing training initiatives to improve the capacity of the field team in coordination with both field and central technical staff

    Job Requirements
