    Project Officer – Food Assistance

    Job Summary

    • As a member of the THRIVE project team, the Project Officer – Food Assistance will support the coordination and implementation of food assistance activities, in support of Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve. The Project Officer – Food Assistance will support the coordination and implementation of food assistance activities, including vendor coordination and support, price negotiations, redemption monitoring, and preparation of vendor payments. The role includes close field‑level coordination with community mobilizers and partners, participation in coordination meetings, support to registrations, retargeting, PDMs and other MEAL activities, as well as facilitation and interpretation during trainings and community engagements.
    • The Project Officer – Food Assistance will provide regular feedback to the Project Manager, collaborate closely with the Project Officer-CAT on vendor trainings, troubleshooting, and transaction reviews, and support reporting through review of partner reports and collection of human‑interest stories. Any other duties will be performed as assigned by the supervisor.


    Roles And Key Responsibilities
    Coordinate and clearly communicate food assistance activities

    • Support vendor procurement and price negotiations in collaboration with the CRS Supply Chain Management team and assist with bi‑monthly vendor payment preparation after each redemption
    • Act as the focal point for field‑level coordination with community mobilizers, including daily debriefs during redemptions and regular updates to the Food Security & Livelihoods Manager.
    • Support partner officers through capacity building, planning, and effective implementation of food assistance activities, including reviewing plans and reports and providing guidance.
    • Participate in field‑level coordination meetings (e.g., Area Based Committee and local food security meetings) and provide facilitation and interpretation support in local languages for trainings and community engagements.
    • Support Registration & Retargeting and MEAL teams with registrations, OSMs, PDMs, and other food assistance tasks as assigned by the supervisor.

    Provide support to project vendors and food assistance key stakeholders

    • Coordinate vendor support and communication, ensure shop signs are properly displayed, and organize meetings with project vendors (including monthly meetings) to discuss distributions.
    • Conduct regular vendor spot checks before and during redemptions to confirm vendor readiness and availability of quality food commodities for project participants.
    • In collaboration with the CAT Officer, organize and deliver vendor trainings as required.

    Provides feedback on project’s food assistance activities to PM

    • Provide troubleshooting support and updates to the CAT Officer and share feedback on program activities with the Project Manager (PM).
    • In collaboration with the CAT Officer, review vendor transactions and document good practices from project implementation related to food assistance activities.

    Reporting

    • Review partner officer reports, provide capacity building on reporting as needed, and prepare reports on project activities.
    • Collect and document three human‑interest stories (with photos) from project beneficiaries, including at least one story featuring a project vendor.
    • Any other task assigned by supervisor.

    Senior Project Officer - WASH

    Job Summary

    • This will be a hands-on field engineer position , with Hygiene Promotion and Community Mobilization experience . S/he will be accountable for the technical contributions to WASH Infrastructure programming and construction project activities within the framework of the Sokoto emergency response program in the North East.  The role will work with partners and locally recruited Community Mobilizers to lead the delivery of hygiene promotion messaging and create hygiene behaviour change. .

    Roles and Key Responsibilities

    Project Design and Implementation

    • Lead elements of WASH programming, not limited to planning, designing, development, implementation, monitoring.  Take lead in identifying community water and sanitation requirements, including conducting needs assessments, and contributing to technical water and sanitation solutions.
    • Supervise field-level WASH infrastructure works related to the project (e.g., supervision of contractors, suppliers, Partner staff, local artisans, and construction supervisors
    • Oversee the drafting of technical specifications, which will include the drafting of technical documentation, designs, and drawings, as well as technical bills of engineering measurement and evaluation for all water and sanitation activities under the emergency program. 
    • Work closely with construction supervisors providing technical expertise related to the planned infrastructure works to be carried for WASH, including but not limited to construction best practices and construction administration, water quality testing and treatment, and technical assessments.
    • Support in trainings for ‘Community WASH Focal Points’ on WASH infrastructure monitoring, operations, and maintenance. 
    • Conduct hygiene promotion sessions and HH visits and plan all field activities in communities that reduce WASH-related health risks by training and supervising Community Mobilizers 
    • Create, train and organize together with Community Mobilizers, monitoring Latrine Maintenance Teams , including Water Management Committee.
    • Mentor LCCs and WMC on the operation and maintenance of sanitation and water infrastructure, ensuring the prudent management of user fees generated with the support of the field engineers. 
    • Set up monitoring systems for Community Mobilizers for daily inspection of community latrines, drainage, and solid waste collection points.   
    • Coordinate a once-a-week Hygiene Promotion session with children, plan child-to-child hygiene sessions and organize events every two weeks with children to raise hygiene and heath awareness. 
    • Liaise with partners , community leaders and other sectors and agencies working locally to coordinate within the WASH sector and between sectors such as health, nutrition and shelter. 
    • Organize data collected from Community Mobilisers and prepare regular activity reports for submission to the Emergency Coordinator. 
    • Document success stories, best practices and lessons learnt for sharing internally and externally. 
    • Review and highlight opportunities for Protection, safeguarding and Gender mainstreaming in the proposed sector activities and follow up to ensure, protection principles are integrated during activity design and implementation.

    Information Management/Reporting-

    • Report the daily progress of works to the Infrastructure PM.
    • Ensure that all WASH infrastructure data within the staff’s portfolio of sites is well managed and provides an accurate representation of the reality on the ground.
    • Submit regular reports related to the project’s WASH infrastructure to team lead.

    Security management responsibilities-

    • Responsible of the day-to-day security management as it relates to program implementation. 
    • Abide by the security procedures and policies and report any breaches.
    • Participate in personal safety training as required.
    • Perform other relevant tasks as assigned.

    Preferred Qualifications

    • Experience engaging with and providing capacity strengthening of partner organizations.
    • Knowledge of Sphere standards as relates to Shelter and WASH Sectors.

    • Minimum of five years’ experience in water supply and sanitation project supervision, or construction management, with a balanced awareness of how to effectively manage contractors’ performance, preference for work within humanitarian sector.

    Program Manager I - Nutrition

    Job Summary: 

    • You will manage and provide technical oversight for the implementation of the Northeast Nigeria nutrition emergency project, advancing Catholic Relief Services’ (CRS) mission to serve poor and vulnerable populations. You will ensure that appropriate systems and processes are in place to support high‑quality, standards‑compliant programming. The role requires close collaboration with internal departments, partners, and key stakeholders to strengthen coordination and effective delivery of the nutrition component. Reporting to the Emergency Coordinator, the position will also maintain functional accountability to the Food Assistance Officer, WASH Officer, partner Nutrition Officers, Community Nutrition Mobilizers, and Maternal, Infant and Young Child Nutrition (MIYCN) counselors.

    Roles and Key Responsibilities:

    • Under the supervision of the Emergency Coordinator, provide technical and management leadership for  the project throughout the project cycle to ensure project design, start-up, implementation and close-out are in line with CRS quality principles and standards, donor guidelines, and industry best practices.
    • Build and manage close relationships with the State and Locality level health departments, Nutrition Cluster Representatives and members, other implementers and local partners to ensure project activities are implemented as an integrated part of the National Community Management of Acute Malnutrition (CMAM) response and provided as part of a coordinated package of support.  Oversee the development and sustenance of strong referral and support linkages between communities, outreach workers, health and nutrition facilities and health management structures.
    • Lead project implementation, ensuring the appropriate targeting and technical quality of project-supported nutrition services, working closely with Government health staff and other implementing agencies to generate and use data, strengthen capacity of front-line workers and facilities, and implement a system of quality assurance. 
    • With the Emergency Coordinator, facilitate development and implementation of the project activities’ annual work plans , quarterly and annual reports, and other requests that may come in from the donor.
    • Contribute to and support in carrying out the situation analysis for the nutrition sector to ensure timely and current data on maternal and child nutrition are available for the designing, development, and management of nutrition projects.
    • With the wider project team and under the supervision of the Emergency Coordinator , ensure the financial, material and human resources for the quality implementation of the project are available at point and time of need. Facilitate timely and appropriate project expenditures, including procurement, in line with financial plans and efficient use and stewardship of project material sources.
    • Effectively manage and supervise the project officers. Manage team dynamics, staff well-being and a safe work environment. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports.   
    • Identify opportunities for learning, research and publications in the area of Food Security, Health and Nutrition, Environment and Social Safeguarding and implementation of MEAL policy in coordination with the MEAL unit. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda. Ensure integration of innovations and best practices.
    • Undertake regular site visits, review sessions, and technical assistance and capacity strengthening activities to enhance program quality and impact.

    Required Languages - Fluent written and spoken English required.

    Project Officer-Cash and Asset Transfer (CAT)

    Job Summary

    • As a member of the THRIVE project team, the Project Officer- Cash and Asset Transfer (CAT) will be responsible for the effective implementation and management of CAT and ICT4D-related activities in support of Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.  The Project Officer- Cash and Asset Transfer (CAT) will be responsible for the effective implementation and management of CAT and ICT4D-related activities including but not limited to: deployment, configuration, and maintenance of CAT/Red Rose devices, applications, networks, and databases; provision of field‑level and remote technical support to staff, vendors, partners, and end‑users; user access management and liaison with CAT platform service providers; support to CAT strategy implementation, including campaign data exports and coordination with relevant teams; capacity building through user trainings and development of training materials; inventory management of ICT4D equipment and documentation; and preparation of reports, budgets, and performance metrics related to CAT operations.   

    Roles and Key Responsibilities:

    • Deploy, configure, and maintain Red Rose devices and monitor databases, including networks, servers, and telecommunications. 
    • Provide field-level technical support to vendors and staff on the CAT platform and CAT devices. 
    • Troubleshoot and address any issues to ensure optimal performance of the networks, servers and devices. 
    • Configure and maintain applications and CAT devices as per the CAT Strategy. 
    • Responsible to provide and withdraw CAT access to staff to ensure CAT access is limited to current team. 
    • Communication with CAT platform service provider.
    • Provide timely and quality service delivery, technical support, and advice to user requests to ensure proper user access to agency business data and information.
    • In collaboration with relevant staff, maintain inventory of ICT4D equipment, hardware, and software and ensure adequate supply and functionality, both in the office and in the field. 
    • Provide input to budget for ICT4D related expenses.
    • Coordinate relationships with suppliers to facilitate delivery of ICT4D-related services that meet CRS business requirements and needs.
    • Support capacity building initiatives, remotely or on-site, to staff, partners and end-users to ensure efficient and consistent adoption and use of ICT4D applications.
    • Prepare statistical reports on ICT4D-related data and metrics. As needed, implement measures to ensure required standards are met. 
    • Export of campaigns data from CAT platform to Vector control team.
    • Planning, development, implementation and management of CAT Strategy Component Trainings and ICT4D.
    • Directly provide user training and training support.
    • Create materials and presentations for trainings and reports.
    • Create and maintain inventory on training document versions, software, applications and reports.
    • Maintaining documentation of processes, procedures and troubleshooting guides.
    • Assess user capacity and suggest trainings on areas in need of improvement.

    Project Officer-MEAL

    Job Summary:

    • Under the direction of the MEAL coordinator, the Project Officer MEAL will be responsible for all MEAL related activities including, but not limited to: monitoring progress on project indicators, elaboration of M&E tools, conducting needs/market/post activity assessments, beneficiary database management, recalibration of beneficiary targeting at project mid-point, development and implementation of accountability mechanism as well as compilation of monthly, bi-monthly, and quarterly reports. The MEAL officer will be based in Maiduguri with frequent trips to the project area and will report to the MEAL Coordinator, but will also work closely with the Project Manager and Emergency Coordinator   for technical support 

    Roles and Key Responsibilities:

    • With technical assistance from the CP MEAL Coordinator and the MEAL RTA, facilitate the SMILER workshop at the project start
    • Lead nutrition pre and post assessment surveys for MAMI and CMAM cohorts 
    • Track the project performance vs. project indicators 
    • Create and manage databases to ensure the traceability of the project beneficiaries and assistance provided
    • Conduct a household level baseline study at the start of the project
    • Regularly conducting on site monitoring and post distribution monitoring surveys
    • Carryout market assessments for new and existing project sites
    • Regularly collect and analyze market price data.
    • Review, clean and analyze all project data, including but not limited to beneficiary registration, baseline study, onsite monitoring, post activity monitoring, price data, final evaluation.
    • Ensure that the project mid-term evaluation and project’s Real Time Evaluation are conducted in a timely manner and as per donor’s regulations.
    • Ensure the project final evaluation is timely conducted.
    • Elaborate, review, and test all M&E tools.
    • Promote the use of Information Communication Technology for Development (ICT4D) solutions throughout the project including for the registration of beneficiaries, the registration of traders/vendors, the monitoring of the project activities, the post distribution household surveys, the post distribution market surveys, the baseline study, and the mid-term and final evaluations.
    • Collaborate with the Accountability Officer to establish and manage a system to track beneficiary and non-beneficiary’s feedback and complaints management.
    • Ensure a timely submission of the baseline study report, post distribution monitoring reports, market monitoring reports, feedback and complaints management reports, and evaluations reports.
    • Support the development and testing of electronic data entry questionnaires using Commcare, Red Rose collect, Kobo collect, (or other software as needed) during periodic surveys and data analysis using appropriate statistical package.
    • Train enumerators and daily workers on data collection tools and on the utilization of iPads and/or android devices.
    • Supervise data collection exercises.
    • In coordination with the ICT4D Specialist, maintain the project’s stock of IT equipment (including vendor phones, program phones, solar panels, Bluetooth printers, etc.).
    • Collect and share lessons learned, best practices, success stories and innovations stemming from program implementation.
    • Formulate and share clear recommendations for improved programming implementation. 
    • Compile yearly beneficiary data.

    Senior Procurement Officer

    Job Summary:

    • The ACROSS project aims to combat destabilization, radicalization and violent extremism in border areas of Benin, Niger and Nigeria while focusing on enhancing social cohesion, conflict resolution and improving socio-economic infrastructure access. The Senior Procurement Officer will plan, manage, and provide technical and operational expertise to ensure the effective and efficient delivery of goods to the poor and vulnerable according to CRS and PATRIP requirements. Your knowledge and experience will allow you to anticipate and manage procurement needs and challenges, and introduce improvement solutions, as you apply the principles of stewardship, integrity, transparency, and accountability. This position is based in Birnin Kebbi, Kebbi State

    Roles and Key Responsibilities:

    • Coordinate fully compliant procurement systems and operating procedures. Assess effectiveness and efficiency and recommend improvements. Contribute to ensuring compliance with CRS procurement principles, standards, and policies, PATRiP and KfW regulations, and local statutory requirements, including those related to VAT, duty and tax exemption.
    • Absolute mastery of PATRiP foundation and KfW Procurement Guidelines and the procurement-related elements of the donor’s contract documentation and approvals (i.e., the Separate Agreement and Financing Agreement). 
    • Coordinate with the program team to develop and maintain an up-to-date procurement plan with all quantities, quality and delivery requirements for goods and services. Provide pricing information to assist budget holders with budget preparation.
    • Coordinate the sourcing process and perform various activities to assist with ensuring the best value for money: market research, cost estimates, solicitation documents, bidding process facilitation, supplier identification and research, quality and availability of goods assessment, negotiation, contract/purchase order and other documents preparation.
    • Accountable transparency of all processes handled through ensuring a complete, accurate and up-to-date document trail of all procurement processes, vendor files, procurement and inventory database to assist with control and accountability. Prepare reports and facilitate document retrieval.
    • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailored individual development plans, and complete performance management for direct reports. Monitor and assess performance to ensure adequate capacity for successful support of high-quality programming.
