    Technical Manager, Tower Maintenance

    ESSENTIAL DUTIES:

    • Monitor tower maintenance works and deliverables to ensure that maintenance contractors execute their duties in accordance the terms of the Tower Maintenance Agreement, for both owned and managed sites.
    • Review inspection reports and photographs for completeness, accuracy and consistency. Maintenance reports should indicate that all tower components, structural and non-structural, are present, properly installed, in good condition and functional or otherwise provide Bills of Quantities or recommendations to rectify any deficiencies.
    • Identify, and escalate, major risks associated with tower structures and provide risk mitigation solutions, including tower replacement.
    • Manage the tower painting program and ensure that painting meets regulatory requirements.
    • Monitor functionality of Aircraft Warning Lights, using the remote monitoring system, and ensure that all non- functioning lights are rectified in a timely manner.
    • Monitor tower maintenance and rectification works to ensure that they are completed in a timely manner.
    • Review and Bills of quantities, acceptance requests and invoices for all tower maintenance and rectification works and ensure that works are completed within approved budgets.
    • Provide technical direction to maintenance contractors during execution of works.
    • Work with ATC Nigeria Field Supervisors to perform periodic audits of maintenance activities and ensure that works are completed in accordance with ATC Nigeria requirements and quality standards.
    • Ensure that antenna inventory databases are up to date, and that all unauthorized installations are escalated for appropriate actions.
    • Ensure that all maintenance documents are properly filed and uploaded to approved document management tools.
    • Track all tower maintenance works and provide regular status reports to Manager, Engineering.
    • Foster and manage relationships with both internal and external customers.

    General Responsibilities

    • The employee shall comply with the provisions of health, safety and environment legislation in Nigeria, and shall also comply with ATC Nigeria’s policies and procedures including occupational health and safety and wellness policies, and any modifications to any policy that may be introduced from time to time.
    • All employees must live ATCs Core Principles and work proactively in a customer-related way in accordance with adopted procedures and best practice.
    • To work co-operatively with colleagues and external stakeholders to promote ATC Nigeria’s overall business objectives.
    • To ensure that confidentiality is respected and maintained always.
    • To perform any other duty as directed by line management.

    Supervisory Responsibilities

    • Supervise and manage the performance of Direct Reports.
    • Proactively identify and resolve personnel issues in conjunction with Human Resources.
    • Recruit, develop and retain staff, partnering with Sr. Management, Recruiting and Human Resources. This includes on-boarding and orientation for new hires.
    • Provide disciplined performance management for team. Define and communicate annual goals, perform formal and informal performance reviews, and ensure changes and updates are communicated in a timely and professional manner.
    • Create strong collaborative team environment.

    Qualifications

    EDUCATION AND EXPERIENCE:

    • HND or Bachelor’s degree in Civil Engineering or a related field required.
    • Preferred experience includes at least one of the following:
    • Minimum of 5 years in quality assurance and field supervision of wireless communication structures.
    • Minimum of 5 years in construction, field engineering or rectification of wireless communications structures.
    • Certified to climb towers.
    • Active member of a professional organization or technical society preferred.

    Competencies

    • Experienced in installation and rectification works for tower structures.
    • Sound knowledge in general construction and safety practices.
    • Sound knowledge in product and materials quality.
    • Ability to climb tower and perform inspections.
    • Experience in interfacing and managing contractors and customers.
    • Knowledge of customer’s site development and equipment installation practices.
    • Ability to drive effective negotiations in establishing agreements with contractors and customers.
    • Ability to think creatively to generate solutions by utilizing technical background to conceptualize solutions and proposals in line with customer requirements.
    • Focus on accuracy and high attention to detail.
    • Strong organizational and follow-up skills; ability to accomplish multiple tasks within agreed timeframes through effective prioritization of duties in a fast-paced environment.
    • Ability to work with functional groups and different levels of employees to effectively and professionally achieve results.
    • Strong written and oral communication skills, including the ability to present ideas and suggestions clearly and effectively.

    Supr Service Delivery

    Responsibilities

    ESSENTIAL FUNCTIONS:

    • To maintain operational requirements of all mechanical and electrical/air conditioning equipment in the region.
    • To carry out on-site liaison with regional mechanical and electrical/air conditioning maintenance contractors.
    • To prepare maintenance order/job instructions for regional mechanical and electrical/air-conditioning maintenance contractors.
    • To carry out routine inspections of the entire mechanical and electrical air conditioning infrastructure installed in the region and take corrective actions to ensure effective and timely maintenance is done and that the equipment can last for recommended lifetime.
    • As and when required attend to any network impacting issues and outage.
    • Closely work with contractors to minimize interruption of services offered by ATC due to mechanical and electrical/air conditioning equipment failures.
    • To constantly research, identify and implement processes as well as recommend tools required to enhance efficiencies of the regional mechanical and electrical/air conditioning equipment maintenance operations.
    • Ensure that Opex saving solutions comply to operation objective, within designated region.
    • To monitor, measure, report and manage the Service Level Agreements (SLAs) KPIs with external mechanical and electrical/air conditioning suppliers/contractors and ensure value for money.
    • To participate in the designing and revision of efficient & effective preventive maintenance routines and procedures within the mechanical and electrical/air conditioning maintenance function.
    • Develop and maintain accurate records of all installed mechanical and electrical/air conditioning equipment.
    • Routinely review the installed mechanical and electrical/air conditioning equipment and timely produce input to the swap-out plan for equipment that has outlived its usefulness.
    • Compile and send through all the necessary operational and management reports for mechanical and electrical/air conditioning equipment contractor activities.
    • To routinely check/review & verify all contractor invoices so that payments are made correctly against works executed.
    • Other duties as assigned.

    Supervisory Responsibilities

    • Will supervise all mechanical and electrical/air conditioning equipment contractor activities and any other assigned contractors/personnel.

    • Ability to Work independently with very minimal supervision.
    • Ability to drive long distances and must have a valid driving license.
    • Ability to work long hours.
    • Should have advanced spreadsheet/excel skills.
    • EHS certificate and training.
    • Operations& Maintenance training in Mechanical and Electrical power (AC & DC) systems.
    • Operations and maintenance Training in Air conditioning systems.
    • Very Good Incident detection and problem-solving skills.

    Qualifications

    • Degree Certificate in Mechanical or Electrical Engineering from a recognized Institution preferred
    • At least 3 years’ experience Mechanical or Electrical/Air conditioning activities.
    • At least 2 years’ experience in contractor supervision in a telecommunication or related industry preferred
    • Role holder must have a qualification in HSE or at a minimum under Hazard identification and risk controls.
