    Chief of Party - Healthcare Financing and Human Resources for Health

    Job Summary

    • The Chief of Party (COP) will provide strategic leadership and operational oversight on the project. The COP will be primarily responsible for the achievement of the project’s objectives, ensuring technical and financial integrity, and coordinating project activities with USAID and relevant stakeholders including the Nigerian government, private sector partners, and other donors.

    Key Responsibilities

    • The Chief of Party will be responsible for the overall implementation and oversight of the Program, including managing the annual work plan and budgeting process; creating/maintaining an effective programme management team; providing technical direction, overseeing an effective monitoring and evaluation system, and coordinating activities and sub-grantees to achieve results.
    • Act as the primary liaison with USAID, Nigerian health authorities, and other stakeholders, ensuring strong partnerships and effective communication.
    • The COP will be expected to identify issues and risks related to program implementation promptly and suggest appropriate program adjustments.
    • S/he will supervise activity implementation and ensure activities meet stated goals and reporting requirements.
    • Strengthen institutional capacity in healthcare financing and human resources management within the Ministry of Health and partner institutions.
    • Lead initiatives to improve recruitment, training, and retention strategies for healthcare workers to address shortages and improve service delivery.
    • Lead the design of innovative healthcare financing models and strategies that increase resource availability and ensure sustainable health funding.
    • Support the development and implementation of policies related to healthcare financing and workforce management in collaboration with relevant stakeholders.
    • Oversee project staff and help partners establish reporting and tracking systems to provide key information in an efficient and timely manner.
    • The Chief of Party will have demonstrated ability to work in complex environments, manage diverse teams, and deliver results within agreed timelines.
    • Develop and implement comprehensive strategies for health systems strengthening, aligned with organizational goals and objectives.
    • Advocate for policies that promote equitable access to health services and ensure the effective utilization of resources.
    • Provide technical guidance on health financing mechanisms to improve resource allocation and sustainability of health services.

    Requirements
    Education:

    • MBBS / MD or similar degree with 10 years of relevant experience with international development programs which includes 5-6 years of relevant supervisory experience.
    • Or BS / BA in Social Science, Public Health, or related field, with a minimum of 11 years relevant experience with international development programs which includes 7 years of relevant supervisory experience.
    • Master’s Degree or higher Degree in Public Health, Health Economics, Health Management, or a related field, and a minimum of 7 years relevant experience with international development programs which includes 5 years relevant supervisory experience.

    Desired Competencies:

    • Knowledge of implementing USAID grants.
    • Considerable experience in designing and implementing Health Systems Strengthening (HSS) and support projects in developing countries.

    Deputy Chief of Party

    Job Summary

    • Will work closely with the Chief of Party to provide technical and managerial oversight for the program, including the development and implementation of the annual work plans, quarterly and annual reports, and other requests that may come in.

    Key Responsibilities

    • Lead initiatives to improve recruitment, training, and retention strategies for healthcare workers to address shortages and improve service delivery across the healthcare system.
    • Enhance the capacity of health sector human resource departments in strategic planning and management, including workforce planning, performance management, and professional development.
    • Engage with policymakers and stakeholders to support the development and implementation of policies that improve working conditions, benefits, and career development opportunities for healthcare workers.
    • Identify issues and risks related to project implementation on time and suggest appropriate adjustments to the Chief of Party.
    • Working closely with the Chief of Party to provide technical and managerial oversight for the Activity, including the development and implementation of the Activity’s annual work plans, quarterly and annual reports, and other requests that may come in.
    • Drafting, editing, and making material contributions to Activity documents, including but not limited to weekly snapshot reports, quarterly and PowerPoint presentations, annual reports, studies, papers, survey instruments, and other operational and MEL-related documentation.
    • Maintaining rigorous focus on the achievement of the Activity’s Key Performance Indicators (KPIs);
    • Assist the Chief of Party in overseeing all USAID technical implementation of health systems strengthening projects.
    • Facilitate planning, evaluation of results, and leveraging of resources to accelerate health systems strengthening impact in Nigeria.
    • Identify and develop priority partnerships to create synergies between health systems strengthening projects and other ongoing related activities in Nigeria, in close collaboration with the Chief of Party and other activity staff.
    • Working closely with COP, technical team, and M&E team to communicate the activity’s successes, best practices, and lessons learned.
    • Coordinate and develop effective relationships with key USAID stakeholders including donors, government officials, etc.
    • Ensure all compliance with USAID regulations and HSCL procedures.
    • Ensure that the quality of program outputs is fully aligned with Health systems strengthening projects and USAID requirements through mentoring, training, and monitoring of staff and partners.
    • Other duties as assigned by the Chief of Party.

    Requirements
    Education:

    • MBBS / MD or similar Degree with 9 years relevant experience with international development programs which includes 5 years of relevant supervisory experience.
    • Or BS/BA in Social Science, Public Health, or related field, with a minimum of 11 years relevant experience with international development programs which includes 7 years of relevant supervisory experience.
    • Master's Degree in Public Health, Health Administration, Management, or related field and a minimum of 7 years relevant experience with international development programs which includes 5 years relevant supervisory experience. 
    • Familiarity with Nigerian public sector health systems, international donor organizations, NGOs, and CBOs is required.
    • Demonstrated success in multicultural environments is required.

    Director of Monitoring and Evaluation

    Job Summary

    • The Director of Monitoring and Evaluation provides leadership in all monitoring and evaluation (M&E) and research activities for HSCL.
    • S/he will be responsible for developing and implementing a comprehensive monitoring and evaluation framework that aligns with program objectives and USAID Health Systems Strengthening (HSS) requirements.

    Key Responsibilities

    • Design and oversee the implementation of an M&E framework tailored to healthcare financing and human resources for health that aligns with USAID and project objectives.
    • Conduct regular assessments and impact evaluations to measure the effectiveness of healthcare financing reforms and human resources initiatives.
    • Use data and feedback from M&E activities to recommend improvements in project strategies and operations.
    • Facilitate learning and knowledge sharing across project teams and stakeholders.
    • Provide data-driven support and recommendations for policy development and strategic decision-making related to healthcare financing and human resource policies.
    • Ensure timely reporting from partners regarding health financing activities.
    • Compile and disseminate information on best practices and lessons learned in health systems strengthening management.

    Requirements
    Education:

    • MBBS / MD or similar Degree with 7 to 9 years relevant experience with at least 5 years progressive experience in project-level or state/national-level Monitoring and Evaluation in large health systems strengthening programs at the national or international level.
    • MS / MA in Demography, Economics and an MPH or similar degree with 7 years of relevant experience in project-level or state/national-level Monitoring and Evaluation in large Health Systems Strengthening (HSS) programs at national or international level.
    • Familiarity with Nigerian public sector health systems and NGOs is required.
    • Sound practical knowledge of statistics and the use of statistical software.
    • Proven experience in project development, planning and facilitating technical training.

    Desired Competencies:

    Director of Finance & Administration

    Job Summary

    • Under the direction of the Chief of Party, the position holder oversees overall financial management including budget management and monitoring, forecasting needs, procurements, management of financial systems and enforcing controls.
    • He/she will also ensure the smooth operation of the organization’s facilities, fleet, and travel management by developing, implementing, and evaluating maintenance and improvement programs as they relate to the continuous operation of the organization’s fleet, facilities, and buildings.
    • He/she will be responsible for the effective utilization of resources including staff with a diverse range of capabilities.

    Key Responsibilities

    • Supervising the activities of other members of the Finance and Admin team including the Senior Finance and Admin Officer, Finance Assistant and Intern(s) and provision of on-the-job coaching to build their capacity to administer the company’s financial system.
    • Provide overall direction and leadership in the execution of tasks within the Finance, Human Resources and Admin units.
    • Develop and implement a capacity-building plan for members of the finance team to address identified capacity gaps.
    • Implement financial and budgeting policies and procedures that meet project (USAID or other donors) needs and requirements.
    • Oversee the timely preparation of the organizational financial statements, management and other accounts ensuring that all inflow and outflow reflect HSCL’s financial position in compliance with all statutory and regulatory requirements.
    • Ensure timely completion of month-end and year-end accounting closes, with appropriate supporting documentation for all accounting transactions uploaded to the accounting system.
    • Prepares budgets for annual work plans and financial reports for USAID/Nigeria.
    • Champion the development and execution of HSCL's OPEX and CAPEX budgets.
    • Approve material reconciliations and ensure entries are properly posted to correct discrepancies and errors.
    • Advise and communicate with the COP, Board and Management on project financial status, availability of funds for project activities, and other financial and compliance-related matters.
    • Provide a leadership role in ensuring strict compliance with USAID’s rules and regulations & within contract terms.
    • Work in close collaboration with field-based Technical Leads and other technical staff to develop a culture of budget and financial management that is commensurate with the project.
    • Maintain financial reporting and tracking systems that provide data measurements on the financial performance of USAID project objectives and activities.
    • Provide ongoing financial administrative oversight to the project, including approval of financial transactions (payroll, vendor invoices, vouchers, etc.), and client invoices.
    • Monitor financial transactions, ensure accountability and transparency, and assess unusual transactions.
    • Work closely with the Chief of the Party and other management teams to support statutory USAID audits and financial control reviews.
    • Perform any other duties as assigned by the Chief of Party.

    Requirements
    Education:

    • BS / BA in Business Administration, Social Sciences or related field and a minimum of 11 years relevant experience with international development programs which includes 5 years of relevant supervisory experience. 
    • or MS / MA in Business Administration, Social Sciences or related field and a minimum of 9 years relevant experience with international development programs which includes 5 years relevant supervisory experience.
    • CPA, ACA, ICAN, CIMA, CFE or any other relevant professional qualification is required.
    • Experience and good working knowledge of USAID rules and regulations are required.
    • Experience in accounting and accounting principles sufficient to prepare complex and detailed financial and budgetary analyses is required.
    • Demonstrated success in multicultural environments is required.

    Director of Compliance

    Job Summary

    • Under the direction of the Board Members, Managing Partner and Chief of Party, the position holder ensures compliance with HSCL policies and procedures, USAID regulations, and local legislation.
    • S/he will carry out independent appraisals of the effectiveness of policies, procedures, and standards by which HSCL’s financial resources are managed.
    • S/he will review and evaluate the effectiveness and efficiency of operations, reliability of financial reporting, compliance with applicable laws and the safeguard of assets.
    • S/he will plan, perform and report back on compliance reviews to ensure that financial controls, financial guidelines of funder organizations and other control procedures in purchasing, procurement and contracting are in place and are being properly implemented and managed within HSCL offices.

    Key Responsibilities

    • Provide objective and professional advice to the board members and managing partner on risk management and the operationalization of strategic plans.
    • Share accurate and timely information with the board members and managing partner on compliance matters that relate to the organizational policies and procedures, donors’ requirements, and local legislations.
    • Work collaboratively with other leadership teams, senior management teams, and other stakeholders toward achieving the organization’s strategic objectives.
    • Design and review organization policies and procedures to align with relevant local legislations, donor compliance requirements, and best organizational practices.
    • Develop financial and grants management tools for efficient and effective operations.
    • Provide leadership in the identification and reporting of key strategic and operational risks and making recommendations on ways to achieve greater efficiency across the organization.
    • Coordinate the engagement of an external auditor for statutory audits and follow up with responsible units for the closure of audit findings.

    • Lead the compliance unit in the development of the scope of work and carrying out investigations on allegations of violations of organization policies and procedures, donor requirements, and local legislations.
    • Submit reports of compliance reviews to the Board of Members outlining the review findings in the internal control system and recommend corrective/preventive actions required to address the gaps identified to strengthen the organization's financial management systems.
    • Monitor the implementation of project budget and work plan.
    • Build the capacity of the entire organization staff on financial management, grants management, internal controls, fraud detection and prevention, USG rules and regulations, and local legislation.
    • Lead the filing of statutory returns on taxes, etc.

    Requirements
    Education:

    • B.Sc in Accounting or Finance with over 10 years of relevant experience with international development programs that include 3-5 years of supervisory experience in internal control and internal audit functions.
    • M.Sc / MA in Accounting or Finance or related field with 7-9 years relevant experience with international development programs and includes 3-5 years of supervisory experience in internal control and internal audit functions.
    • CPA. ACA, ICAN, CIMA, CFE or any other relevant professional qualification is required.
    • Experience in accounting and accounting principles sufficient to prepare complex and detailed financial and budgetary analyses.
    • Experience in financial reporting, and financial management systems applications.
    • Overseas internal control experience is an advantage.
