    CRM Officer

    The Opportunity

    For the next 12 months, GPON with funding support from ECW-SCI, will be implementing an Education in Emergencies project in Zamfara and Kastina states, focusing on improving education in emergencies and protection outcomes for IDPs that involves timely and responsive protection monitoring, capacity building for government, education mainstreaming and stakeholders, awareness-raising on SGBV, case management, and child protection. 

    The intervention aims to guarantee that all individuals-men, women, boys, and girls, including internally displaced persons (IDPs) and persons with disabilities-receive life-saving integrated responses, ensuring their safety within their communities and timely support in case of harm. GPON will deliver comprehensive services encompassing education in emergencies, child protection, gender-based violence (GBV), and protection coordination, advocacy, and information for the affected populations under First Emergency Response to the Displaced Population in Zamfara, Sokoto, and Katsina States, Northwest Nigeria funded by Education Cannot Wait and jointly implemented under consortium led by SCI.     Job Overview/Summary

    The Complaint, Response and Feedback Mechanism (CRM) Officer reports to the MEAL Coordinator in and will be responsible for ensuring that feedback of beneficiaries are collected, recorded and responded to in timely manner through a robust and contextually appropriate system of feedback mechanisms. She/he will ensure that Beneficiaries Responsiveness in all phases of projects comply with GPON initiatives and commitments. The CRM Officer will be responsible for providing hands-on support in conducting assessments for designing and selection of feedback channels, prepare and implement proactive and reactive feedback channels plans and ensure that beneficiaries feedback (overall/as a trend) is taken into account during the program design phase, mid-term and end-line evaluation. She/he will be responsible to ensure that GPON beneficiaries are regularly consulted and informed about available feedback channels.

    Major Responsibilities

    Beneficiaries Responsiveness:

    •  Work with MEAL Coordinator to establish beneficiaries feedback mechanisms to ensure GPON is meeting its internal and external accountability commitments through the implementation of sound accountability, beneficiaries feedback, and response mechanisms
    •  Update/Review the SOPs and Feedback Plans together with the MEAL Coordinator
    •  Update/Review the feedback register and develop regular summaries to share with MEAL Coordinator.
    •  Lead and coordinate processes to collect, review and respond to beneficiaries feedback at field level.
    •  Set up feedback mechanisms to collect and respond to beneficiaries feedback – both proactive and reactive channels
    •  Conduct regular FGDs and meetings with different stakeholders including beneficiaries to solicit feedback on GPON’s work.
    •  During distributions, establish a help desk/information table for the community members to answer beneficiary comments/questions. After the distribution, prepare help desk reports on the distribution.
    •  Prepare CRM reports based on consolidated analysis of beneficiaries\' feedback recorded via proactive and reactive channels, to be discussed at field meetings, project review meetings for analysis and decision making at the provincial level.

    Data usage for Action

    •  Work with MEAL Coordinator to compile Beneficiaries feedback data summaries and its analysis is available for senior management, while considering the confidentiality and beneficiaries’ protection.
    • Ensure regular flow of BeneficiariesResponsiveness data from field to country MEAL, analyze and interpret the data to help program management in taking informed decisions.
    • Produce and submit high-quality reports on beneficiaries\' responsiveness within the agreed timelines clearly demonstrating trends and key lessons learnt.
    •  Lead documentation and sharing of knowledge and emerging practices on Beneficiaries Response  internally and externally with the wider stakeholder audience.
    •  Participate in program coordination meeting and progress against activities and budget

    Management and Coordination

    •  Provide oversight of Beneficiaries Response activities, team building and the creation of external partnerships
    •  Responsible for developing work plans as envisaged in the project proposal.
    •  Facilitate and document regular meetings between partner’s MEAL staff and other stakeholders to oversee and discuss project progress, client’s feedback.
    •  Manage the CRM staff at the provincial level as well as the hotline volunteers or assistant

    TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE 

    • Bachelor degree in Statistics, Social Sciences, Development Studies, Project Management or in any other relevant discipline.
    •  3 years of consistent proven and successful experience of monitoring, evaluation, accountability, and learning – specific experience in feedback management will be added advantage
    •  Demonstrated understanding of project management in a similar role/with similar responsibilities in a multi-sectoral and multi-donor environment.
    •  Good written and spoken English, Hausa skills.
    •  Good interpersonal and communication skills.
    •  Strong team management experience with sound capacities to work in a diversified team
    •  Willingness to work under pressure and stressful situations without minimal supervision and without compromising on deadlines or quality.

    Scope of work

    • The Education Specialist will be responsible for the overall strategy, management, coordination, and implementation of education activities across three states in northwest Nigeria.
    • S/he will be responsible for monitoring and assuring technical quality, overseeing budget and grants management, the creation and dissemination of training materials, and managing relationships with external actors including government authorities, humanitarian working groups, and project partners.
    • S/he will report to the Education Manager and will receive technical guidance from the Director of Programmes.

    Responsibilities

    Program Development and Design:

    • Provide strategic direction, leadership and overall technical and management support to education programs in Nigeria
    • Lead and/or contribute to project design processes for new or adapted education programming, including the development of budgets, proposal narratives, log frames, and other supporting documents
    • Coordinate closely and liaise regularly with the Education manager, Director of Programs, and grants unit to ensure quality grant management
    • Support the technical project team to produce high-quality reports and ensure timely submission.
    • Coordinate with the M&E unit to produce a robust M&E system for the sector.
    • Ensure that key learnings are extracted from education implementation, and incorporate them in program and staff development processes
    • Coordinate education program activities with other GPON sectors to ensure program integration

    Program Implementation and Management:

    • Lead the education team to implement timely, effective, and high-quality project activities in line with identified needs, donor requirements, and strategic objectives and indicators
    • In close coordination with the Education Manager, and Director of Programmes, ensure all education projects have detailed implementation plans, detailed spending plans, monitoring plans, and procurement plans which are reviewed and updated periodically.
    • Manage the projects budget in coordination with Education Manager and Finance Coordinator
    • Monitor and oversee project budgets and performance and ensure that projects implementation is on course as per the detailed implementation plans and phased budgets.
    • In coordination with the Education Manager, conduct budget monitoring, suggest necessary revisions and prepare draft reports.
    • Ensure that the budget monitoring reports are responded to in time and with accurate information.

    Technical Quality:

    • Ensure that all projects are implemented in accordance with global technical guidelines and best practices in the education sector
    • Liaise with Education Technical Advisors regularly and proactively, and pursue technical guidance as needed
    • Stay abreast of developments in the GPON Education Technical Unit and global working groups related to new tools and guidelines
    • Identify, monitor and report on unmet needs and make informed recommendations to senior management on the capacity of the GPON to address identified needs
    • Provide technical assistance including supportive supervision to GPON and partner education staff.
    • Contribute to the technical interpretation of M&E data and apply output and outcome indicator findings to improve program quality
    • Support the development and maintenance of a coherent education strategy across GPON’s areas of intervention in Nigeria

    HR & Team Management:

    • Supervise and provide technical support to Education Manager and,  and other education staff to implement GPON education programs to a high-quality standard
    • Ensure timely recruitment, comprehensive onboarding, and the general growth and wellbeing of team members
    • Maintain open and professional relations with colleagues, promoting a strong team spirit and providing oversight and guidance to enable staff to perform in their positions successfully
    • Ensure team members are aware of job expectations and have clear performance objectives; regularly review performance and initiate corrective action as needed
    • Identify training needs and develop specific capacity building plans for education staff to promote progressive levels of management responsibility
    • Adhere to and act in accordance with the GPON HR Policies and Procedures

    Coordination:

    • Regularly attend technical working group meetings and other relevant coordination structures to ensure harmonized implementation approaches
    • Represent GPON in relevant forums/clusters, including with national authorities and donors
    • Proactively collaborate with other sector technical leads to promote program integration and an outcome-based approach
    • Play an active role in the execution of the country Strategic Action Plan

    Other:

    • Any other duties as assigned by the supervisor to enable and develop GPON programs.

    • Minimum of five years of professional experience in the management of education programs in emergencies
    • Masters degree in Education or other relevant areas
    • Strong knowledge of technical tools, resources, and standards related to education in emergencies and post-conflict settings
    • Competency in literacy, numeracy, and social and emotional learning methods for children affected by crisis, familiarity with the Healing Classrooms model an advantage
    • Demonstrated experience developing training materials and facilitating workshops and training for adult learners
    • Excellent budget planning and management skills, previous experience developing and effectively managing multi-million, multi-donor grants required
    • Previous experience managing diverse teams to deliver results on short timelines, including the development of spending plans, procurement plans, and work plans
    • Strong verbal communication skills and effective in representation and liaison with external actors
    • Proven technical writing ability in English including skills in proposal and report writing
    • Capable of applying skills and knowledge in a range of capacities, including direct implementation, advisory functions, training and the transfer of technical knowledge and management skills to others
    • Promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle stress and pressure with professional grace
    • Previous experience in an insecure or conflict-affected setting preferred
    • Experience with remote management preferred

    Working Environment:

    • The position will be based in Kastina, Nigeria with frequent travel throughout Zamafara. The situation in northwest Nigeria continues to be volatile, and the security phase is orange or red depending on location. The Education Specialist will be provided shared housing in a comfortable guesthouse with electricity and internet. This is a non-accompanied position.

    Advocacy Coordinator

    Scope of work

    Reporting to the Partnership Manager, this role will focus on developing and implementing GPON’s communications and advocacy strategy, ensuring consistent messaging to support high-quality external relations and to enable every staff member to be an effective ambassador for the mission. This role will hold responsibility for the development of content and materials suitable for dissemination to donors, stakeholders, potential partners, and sharing via GPON’s website and other channels, in the context of the broader strategy. The post-holder will also coordinate closely with the Programmes, MEAL, and Grants Units and the SMT in order to inform and advance advocacy messaging to donors.

    Communications

    • Develop an initial strategy for GPON’s NE/NW mission communications, including core and sector-specific messaging.
    • In coordination with relevant programme staff, develop a content calendar for the year to highlight GPON successes on GPON’s social media
    • Develop a draft budget outlining different scenario, and the associated costs, for potential iterations of the communications strategy (basic outputs, medium-level outputs, and a large-scale strategy).
    • Develop factsheets (Hausa/English) suitable for external dissemination, and for sharing on GPON’s website, outlining the mission aims and sectors of intervention. Factsheets should outline intervention locations, intervention strategy, key activities, and ideally a human interest or success story.
    • Develop a core body of communications materials (Hausa/English) suitable for use with donors and other external stakeholders to demonstrate the history and impact of GPONs mission in NE/NW.
    • As required, develop situation reports (sitreps) to demonstrate the progress and impact of GPON’s emergency interventions in NW.
    • Collect and develop human interest and success stories related to GPON’s interventions in Nigeria for use in donor reports, social media posts, and other communications materials.
    • Identify appropriate stories, or, as relevant, GPON staff and/or beneficiary for inclusion in external communications by third parties (such as donors or journalists). As needed, accompany donor or press visits for this purpose.
    • Develop a photo library for use in communications material and project teams.
    • Develop project communications strategies, if required.
    • Support the design and layout of other visual materials required within the mission, such as IEC or safeguarding materials.
    • Build the capacity of the programme teams in topics related to effective communications, such as identifying appropriate success stories and informed consent for visual content collection.

     Advocacy

    • In coordination with the SMT, elaborate GPON’s top-level advocacy messaging and ensure that it is contextualized to NW/NE response
    • Maintain a sound understanding of changes to the NE/NW, regional and global political context, and adjust messaging as necessary
    • Maintain a sound understanding of changes to GPON’s operating environment, and adjust messaging as necessary
    • Regularly gather information from programmes and MEAL teams to ensure that messaging is supported by relevant, recent evidence from GPON’s work
    • Act in an advisory role to senior staff participating in external events, ensuring that they are well-briefed on GPON’s mission and relevant messages to be shared
    • Draft or edit, as required, advocacy documents such as press releases, reports, position papers and contributions to external advocacy actions
    • Identify strategic opportunities to advance GPON’s messaging, both on a regular and issue-specific basis
    • Ensure strong coordination of advocacy messages throughout communications content

    • Demonstrated experience designing and implementing similar strategies within the NE/NW context is required
    • Demonstrated understanding of the NE/NW operating context and its opportunities and challenges
    • Familiarity with international standards for key program areas.
    • Familiarity with the humanitarian and cluster system, including advocacy and accountability mechanisms
    • Familiarity with graphic design software such as InDesign will be an advantage
    • Ability to support in development of visual (photo/video) content will be an advantage
