Purpose of Job

• The Transport and Logistics Officer will support Africa CDC’s Supply Chain Division in ensuring the efficient and timely delivery of health commodities across Member States.
• Reporting to the Warehouse and Logistics Team Lead, the officer will manage transport operations, coordinate shipments during public health emergencies, and ensure compliance with AU logistics procedures.
• This role is critical to Africa CDC’s ability to respond swiftly to health crises and support health system resilience across the continent.

Main Functions

• Develop and implement transport and logistics strategies to support the timely and cost-effective delivery of public health supplies and equipment. Plan routes, assess transport modalities, and coordinate shipment schedules across regional and continental operations
• Ensure the smooth execution of day-to-day logistics operations, including inbound and outbound shipments, customs clearance, and last-mile delivery, in collaboration with internal teams, Member States, and logistics service providers.
• Oversee the management of vehicles and related logistics assets, ensuring operational readiness, proper documentation, maintenance scheduling, and usage tracking in line with AU regulations.
• Ensure that all logistics and transport operations adhere to Africa CDC, AU, and international standards, including safety, security, and regulatory compliance. Identify and mitigate logistical risks, especially in emergency response settings.
• Maintain accurate records and documentation of all transport and logistics activities. Provide regular reports and dashboards to inform decision-making and performance monitoring

Specific Responsibilities

• Organize and monitor the movement of medical and emergency supplies across Africa CDC’s logistical corridors.
• Coordinate international and domestic freight (air, road, sea) with logistics providers and customs authorities.
• Prepare shipping instructions and ensure timely dispatch and receipt of consignments.
• Participate in rapid deployment teams to support public health emergencies by managing logistics support for Africa CDC missions.
• Pre-position critical logistics assets and supplies in coordination with regional warehouse hubs and emergency operations centers
• Facilitate customs clearance procedures for humanitarian shipments.
• Maintain relationships with national authorities and border agencies to expedite clearance and reduce bottlenecks
• Liaise with pre-qualified transport service providers and monitor their performance against SLAs.
• Provide inputs for procurement processes for transport and logistics services, including TORs, technical evaluations, and performance reviews
• Coordinate the movement of supplies between central and regional warehouses and field sites.
• Assist in stock replenishment planning and timely distribution of goods based on programmatic needs.
• Track logistics KPIs (delivery lead times, transport cost efficiency, fleet availability) and provide analytical insights.
• Document lessons learned and contribute to the development of logistics SOPs and best practices
• Support Member States in strengthening their national logistics and transport capacities, particularly during PHEs.
• Organize training sessions on logistics management, fleet safety, and emergency transport procedure

Academic Requirements and Relevant Experience

• Master’s Degree in Supply Chain Management, Logistics, Business Administration, or a related field with a minimum of 2 years of relevant experience in logistics, transport management, or supply chain operations, preferably in an international organization or a complex emergency environment.

• A Bachelor’s degree in Supply Chain Management, Logistics, Business Administration, or a related field with a minimum of 5 years of relevant experience in logistics, transport management, or supply chain operations, preferably in an international organization or a complex emergency environment.

Specific Responsibilities

• Conduct comprehensive market research and analysis to identify trends, risks, and opportunities in the procurement of medical products, health commodities, and related services.

• The Quality Assurance Officer will ensure the implementation of quality assurance policies, procedures, and systems to support the effective and efficient operation of the supply chain within Africa CDC.
• The role involves monitoring and evaluating the quality of goods and services procured, stored, and distributed to ensure compliance with international standards, regulations, and Africa CDC guidelines.

Specific Responsibilities

• Develop and implement quality assurance policies, procedures, and standards to uphold product quality and regulatory compliance.

Purpose of Job

• The Partnership for African Vaccine Manufacturing (PAVM) was launched by the African Union in 2021 under the Africa CDC to boost Africa’s vaccine manufacturing capacity from 1% to 60% by 2040. PAVM’s mission is to foster a thriving private sector manufacturing base by creating a supportive environment and coordinating a continental strategy that ensures scalability, cost-efficiency, and equitable access during demand surges.
• The strategy, outlined in the PAVM Framework for Action (FFA), includes six key enabler categories and eight bold programs, such as: Regulatory strengthening, Market design and demand certainty, Access to finance, Technology and intellectual property, Infrastructure hubs, Talent development
• PAVM acts as a convener, orchestrator, and advocate, identifying gaps and proposing solutions to support the ecosystem over the next two decades.
• In February 2024, at the 37th African Union Assembly, PAVM’s mandate expanded to include therapeutics, diagnostics, and other health products, evolving into the Platform for Harmonized African Health Products Manufacturing (PHAHM).
• To support this expanded mandate, Africa CDC is recruiting a Senior Quantification and Data Visibility Officer to contribute to the strategic development and implementation of initiatives that enhance local manufacturing of health commodities across the continent

Main Functions

• The Senior Quantification and Data Visibility Officer plays a critical role in strengthening Africa CDC’s capacity to make data-driven decisions for health commodity planning and emergency response.
• The officer leads quantification exercises, enhances data visibility systems, and supports member states in improving their supply chain analytics.
• This position supports the organization’s strategic goal of building resilient public health systems through improved forecasting, transparency, and digital health integration

Specific Responsibilities

• Conduct regular quantification exercises using historical consumption, morbidity, and demographic data.
• Develop and update quantification tools and SOPs for Africa CDC programs.

• Africa CDC plays a pivotal role in strengthening the continent’s health security, particularly through effective preparedness and response to public health emergencies.
• Timely and efficient delivery of medical and emergency supplies is critical to this mandate.
• The Warehouse and Logistics Team Lead will provide strategic and operational leadership to Africa CDC’s warehousing and distribution functions, ensuring that health commodities are stored, managed, and delivered to Member States and partners with speed, accuracy, and compliance.
• This role is instrumental in enhancing Africa CDC’s supply chain capabilities, especially in the context of emergency response, pandemic preparedness, and cross-border coordination

Main Functions

• Provide technical and managerial leadership for warehouse and logistics functions, ensuring alignment with Africa CDC’s strategic public health emergency response framework and supply chain framework, and timely delivery of supplies to Member States and partners.
• Oversee the effective and efficient storage, inventory control, handling, and distribution of medical and non-medical supplies. Ensure optimal warehouse layout, safe storage conditions, and quality control mechanisms.
• Lead and mentor a multidisciplinary team comprising warehouse officers, logistics coordinators, and support staff. Develop capacity-building plans and ensure a high-performing and motivated team.
• Coordinate end-to-end logistics, including demand forecasting, requisition processing, transportation, and last-mile delivery during routine operations and public health emergencies.
• Ensure compliance with AU and Africa CDC warehousing policy. Oversee risk mitigation strategies, and generate regular performance and audit reports

Specific Responsibilities

• Manage storage, inventory, and distribution using best practices and digital systems to ensure efficiency and accuracy.
• Develop and implement SOPs for warehouse and logistics operations.
• Maintain real-time inventory tracking and reporting using tools such as WMS and ERP.
• Monitor KPIs and use data analytics to assess performance, identify bottlenecks, and support strategic decision-making.
• Lead logistics operations during health emergencies, coordinating with Africa CDC’s IMS and AU organs for rapid deployment of critical supplies.
• Collaborate with internal units (procurement, finance, programs) and external partners (Member States, WHO, UN agencies, Gavi, donors).
• Facilitate partnerships with 3PLs and regional hubs to enhance last-mile delivery.
• Ensure compliance with safety and regulatory standards, including cold chain requirements.
• Oversee warehouse audits, inspections, and ensure traceability and accountability of assets.
• Conduct training needs assessments and promote a learning culture through tailored capacity-building programs.
• Prepare logistics reports covering stock status, delivery timelines, and operational challenges.
• Participate in logistics and warehouse budgeting and manage related contracts and expenses.

Academic Requirements and Relevant Experience

• Master’s Degree in Health Supply Chain Management or a related field with a minimum of 10 years of experience in supply chain management, warehouse operations, distribution logistics, or a closely related field.
• At least 3 years of this experience should be at the supervisory or managerial level, with direct oversight of warehouse teams and/or logistics units

• Bachelor’s Degree in Health Supply Chain Management, or a related field with a minimum of 12 years of experience in supply chain management, warehouse operations, distribution logistics, or a closely related field.

Required Skills:

• Excellent verbal and written communication skills in any of the AU working languages (Arabic, English, French, Portuguese, Kiswahili, and Spanish); working knowledge of other AU languages is an added advantage.

Purpose of Job

• The ERP Officer will be responsible for supporting the implementation, maintenance, and optimization of the Material Management (MM) module within the SAP ERP system at Africa CDC.
• The officer will provide technical and functional support to supply chain, procurement, travel, and warehouse functions to enhance operational efficiency and data-driven decision-making across the supply chain division.

Specific Responsibilities

• Support the deployment, configuration, and ongoing management of the Material Management module in the SAP ERP system.
• Ensure seamless functioning of the SAP MM module with procurement, travel, and warehouse functions.
• Provide technical assistance for SAP ERP-related issues, troubleshooting, and resolving system errors.
