    Urban Planner

    Job Description
    The Aba Industrial Layout Component will comprise the following:

    • A detailed plan for the Abia State Industrial Layout spanning Osisioma and Isiala Ngwa South LGAs produced at adequate scale to facilitate coordinated planning and development of the axis.
    • The Industrial Layout will lay down coordinated land uses and infrastructure proposals, in areas where substantial development is taking place. It will prescribe dimensionally accurate land use zones. within +/- 10m and be legally enforceable.

    Responsibilities
    Within delegated authority and working in close collaboration with other thematic Consultants, the Project Team, especially the Greater Aba Development Authority (GADA), the Ministry of Lands and Survey as well as other stakeholders, the Urban Planner: Aba Industrial Layout will be an integral member of the Project Team, working under the supervision of UN-Habitat Urban Lab, the Project Lead and International Consultant to deliver the following:

    • Establish and designate appropriate locations for industrial, residential, educational, recreational and other land uses in the local plan area as well as required and permissible plot sizes and densities;
    • Establish and current and propose future road networks and circulation systems including pedestrian, walkways;
    • Propose the appropriate levels of infrastructure and utility services requirements, including sanitation and their distribution systems for the local plan area;
    • Propose basic social services requirements (with state levels) for the local plan area
    • Establish regulations as to mix of plot sizes that is supposed to be provided in the local plan area
    • Determine heights, densities and ancillary services that must be provided on each site of the local plan area
    • Establish the permissible built area to non-built area per plot (floor space index)
    • Establish other conditions and development guidelines to ensure functionality and livability in the area is created or preserved.

    Qualifications

    • The consultant will be a Specialist in Urban Planning with a Local Economics background and GIS experience, as well as relevant experience in planning and development of related projects at the national or international level, is required.
    • He / she has also strong conceptual, analytical, technical skills and experience, including:
      • Advanced Degree in Urban Planning and strong background in related fields (e.g., Infrastructure Planning, Engineering)

    Work Experience:

    • At least five (5) years of progressive experience in research and policy analysis at the local, national and international levels is required.
    • Experience of networking; experience of project and program management; experience of conducting policy reviews and preparation of policy recommendations for decision-makers; demonstrable analytical, drafting, reporting and presentation experience; experience of analyzing, summarizing and presenting large quantities of statistics on urban issues using relevant computer software; experience in the coordination of multiple contributors to major reports is desirable; and experience in coordinating trainings, technical, fundraising and capacity building workshops.

    Competencies:

    Urban Infrastructure / Drainage Expert

    Job Description
    The Aba Urban Infrastructure/Drainage Component will comprise the following:

    • Conduct comprehensive assessment on the status of principal urban infrastructure in Aba City and adjoining areas, with a view to establishing infrastructure gaps, limitations, estimating future needs and preparation of an Infrastructure Masterplan that will be adequate to meet projected growth trajectories;
    • Conducting an evaluation of the Aba Drainage Profile, based on secondary data from available surveys as well as physical assessment of Aba City topography and erosion sites towards preparation of a General Existing Drainage Layout for Aba City and adjoining areas,

    Responsibilities / Deliverables
    Within delegated authority and working in close collaboration with other thematic Consultants, the Project Team, especially the Greater Aba Development Authority (GADA), the Ministry of Lands and Survey, Ministry of Environment and Urban Renewal, Abia State Environmental Protection Agency as well as related Ministries, Departments and Agencies (MDAs) and other stakeholders, the Urban Infrastructure/Drainage Expert will be an integral member of the Project Team, working under the supervision of UN-Habitat Urban Lab and other specialized units, the Project Lead and International Consultant to deliver the following:

    • Assessment and Planning:
      • Evaluate existing drainage systems, identifying vulnerabilities, bottlenecks, and areas prone to flooding.
      • Collaborate with local authorities, stakeholders, and communities to understand drainage needs and priorities.
      • Collaborate with the GIS consultant to undertake spatial analysis on drainage issues.
      • Develop a comprehensive drainage assessment report, highlighting critical areas for intervention.
    • Sustainable Drainage Design:
      • Propose innovative and sustainable drainage solutions, considering green infrastructure elements (e.g., permeable pavements, rain gardens, bioswales).
      • Integrate climate resilience, water quality improvement, and recreational amenities into drainage designs.
      • Ensure compliance with relevant regulations and standards.
      • Prepare, with input from other team members and the Technical Adviser, projected Drainage/Infrastructure proposals to cater for future growth and development for Aba City and adjoining areas;
      • Proffer general recommendations/technical guidance on Drainage Master Plan for Aba City.
    • Capacity Building and Training:
      • Conduct capacity-building workshops for municipal staff, engineers, and community members on sustainable drainage practices.
      • Promote awareness of green infrastructure benefits and encourage community participation.

    Qualifications

    • The consultant will be a specialist in basic urban infrastructure facilities/services and relevant research projects and programmes at national level and at least five (5) years of similar experience on planning and development related projects at national or international level is required. He/she must also have strong conceptual, analytical, technical skills and experience, including:
    • Advanced Degree in related fields (e.g. Engineering, Urban Infrastructure Planning / Engineering, Environmental Sciences, Surveying, Landscape Architecture) and also strong background in participatory environmental planning.
    • Facility skills and knowledge of Nigeria’s urban sector and stakeholders as well as Nigeria’s economy, especially infrastructure delivery in the State of Abia.

    Work Experience:

    • At least five (5) years of progressive experience in research and policy analysis at the local, national and international levels is required.

    Urban Planner / Technical Advisor - Aba Masterplan

    Job Description
    The Aba Master Plan will comprise the following:

    • Text and maps which illustrate the designated land use zoning in measurable areas using the established definitions for urban and rural functions scale (1:30,000)
    • Definitions of the relevant land use concrete guidelines to be followed concerning existing and future land use, and protection of the land resource. These development goals and guidelines will identify other existing planning activities (from neighboring LGAs, states and national development plans) that will be relevant for the future development of the project area
    • Definitions of the planning standards to be used in the project area, deriving from state and national planning standards complemented with standards related to Greater Aba Development Authority (GADA) decisions and visions for the development of the Master Plan area
    • Proposals for actions and management/organizational structures to ensure that the Master Plan will be implemented, action plans to be prepared including initiatives needed for joint development with community and investor participation
    • Preliminary draft budget for the municipal investments needed and indicators of the role of private sector and other funding agencies that may be involved in the Plan implementation
    • Specification of the Master Planning monitoring and evaluation methodology and designation of the monitoring and evaluation body. This includes definition of clear targets and key performance indicators for the planning process. Long term impact monitoring and evaluation will be part of the MTDP planning process.

    Responsibilities
    Within delegated authority, the Urban Planner / Technical Advisor Aba Masterplan will be responsible for the following duties:

    • Liaison with relevant stakeholders
    • Liaise with key officials of the Ministry of Lands and Survey as well as other relevant state ministries to ensure prompt and efficient completion of the project and strengthen their institutional capacities.
    • Liaise with the project team that will be involved in data collection processes and facilitate enggement other key stakeholder such as traditional institutions, community associatins and civil society organizations, etc.
    • Coordinate the outputs of the Technical Team
    • Ensure quality control of outputs / time management
    • Support to Fundraising at the state Level:
    • Under the supervision of UN-Habitat, work in close collaboration with the Greater Aba Development Authority (GADA) and Ministry of Lands and Survey to define content and structure of the Master Plan report, criteria for maps and agree on guidelines for data collection.
    • Meet frequently with the Technical Team and the GIS expert to be adequately informed about project progress; oversee establishment and work of GIS lab; control quality of data and maps produced in GIS lab; review desk studies, drafted city profiles, consultation reports and draft Master plan with Land Use and Transportation proposals; and, review the final report including all documentation of the Team Leaders;
    • Ensure that the Master Plan is developed through real participatory processes by facilitating stakeholders' involvement and compliance with the adopted Work Plan.
    • Provide technical support for the preparation of the draft report (analysis, visualization, conceptual designs, formulation of development, and review of the draft, and the integration of comments/corrections. The Technical Adviser will provide backstopping to the Technical team, supporting the organization of city consultations and attending those in all nine cities.
    • Assist the coordination of fund raising support for priority projects, city consultations (consensus on city vision, development plans & strategies, and priority projects, and consensus on implementation plan and fast track infrastructure plnning), capacity building, and other workshops.
    • Provide technical support for the preparation of the final project reports and support the final review/approval/legislation of report by the Abia State Government.
    • Performs other duties as required, to ensure that:
    • The relationship with various relevant stakeholders is harmoniously maintained..
    • Key technical capacities (Ministry of of Lands and Survey, local governments and other key institutions) have been reinforced.
    • The Master Plan is shared with and responded to by all relevant key stakeholders.

    Qualifications / Education

    • Advanced University Degree (Masters Degree or equivalent) in Urban Planning / Urban Development / Urban Geography / Economics / Social Sciences / Development Studies / Urban Governance / Regional Planning / Civil Engineering / Architecture, or any other related field. A first-level university degree in combination with five additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience:

    • At least five (5) years of progressive experience urban planning, research and policy analysis at the local, national and international levels is required.
    • Experience of networking; experience of project and programme management; experience of conducting policy reviews and preparation of policy recommendations for decision makers; demonstrable analytical, drafting, reporting and presentation experience; experience of analyzing, summarizing and presenting large quantities of statistics on urban issue.

    Urban Management Expert, Aba Masterplan / Urban Profile

    Job Description
    The Aba City Urban Profile Component will comprise the following:

    • Mapping and description/analysis of the existing situation and dominant development trends which influence spatial development in the project area;
    • Summary of socio-economic data and characteristics of Aba City and adjoining areas;
    • Description / analysis of land use development opportunities and challenges for Aba City and adjoining areas as generated from Base Maps;

    Responsibilities
    Within delegated authority and working in close collaboration with other thematic Consultants, the Project Team, especially the Greater Aba Development Authority (GADA), the Ministry of Lands and Survey as well as other stakeholders, the Urban Management Expert will be an integral member of the Project Team and will be primarily responsible for the Aba Urban Profile component of the project, implementing the following activities:

    • Conduct desk study to answer as many questions as possible related to urban management in Aba and environs, utilizing secondary sources such as existing documentation on laws, policies, statistical data, etc. as .
    • Identify preliminary urban issues based on the desk study and analyse results of PSPA land use and socio-economic data from questionnaires and tools used, to formulate an accurate urban management profile of Aba within the local context.
    • Identify local key stakeholders. Introduce the study approach to and liaise with focal persons in key departments in all local governments comprising the city and contiguous areas as well as other relevant local partners and stakeholders including civil society.
    • Assess and highlight main urban management issues of concern, using UN-Habitat's profile interview guidelines and formats; engage with local universities and other appropriate institutions for data collection and analysis; in close collaboration with the GIS consultant to undertake spatial analysis on Urban Management issues and develop the section for the city draft profile, which includes an assessment of priority and capacity building needs. Visualize challenges and opportunities for future growth through thematic maps and satellite images.
    • Collaborate with local universities and other appropriate institutions for data collection, train and supervise them during the collection process. In close collaboration with the GIS consultant undertake spatial analysis of the themes if appropriate and develop the section for urban management for the city draft profile, which includes an assessment of priority and capacity building needs.
    • In collaboration with the project team, plan and conduct a City Consultation with key stakeholders interviewed during the city assessment as well as others to agree on a vision for the city’s future development and on priority issues for urban development. At City Consultation, review profiles on Key urban issues, priorities, develop SWOTs translate agreed upon priorities into visions and strategies for the Master Plan.
    • Compile chapters about urban management for the city profile summarizing agreed priorities and priority interventions. In collaboration with the team, transform the visions and strategies, developed for these themes at the consultation, into a Master Plan for the city (including reports and maps).

    Qualifications

    • The consultant will be an expert in Urban Management and have relevant experience in research projects and programs at national level and similar experience on planning and development of related projects at national or international level is required.
    • He / she must have strong conceptual, analytical, and technical skills and/experience, including:
      • Substantive and relevant experience in developing countries, especially in Nigeria.
      • Advanced degree in related fields (e.g Master's degree in Urban Management, Urban Planning, Urban Design, Landscape Architecture or other Urban Development Studies.).
      • Ability to drive the consultative process to understand needs and emerging issues in the urban sectors.
      • Experience in dealing with various stakeholders (national and local governments, civil society organizations, grassroots, practitioners).
      • Coordination among different stakeholders and/or engagement in international conferences are preferred.
      • Working experience in international organization and/or African countries is an asset.

    Work Experience:

    • At least five years of progressive experience at the local, national and international levels is required.
