    Health Field Officer 2 (Nutrition)

    Location: Jos, Plateau.

    Job Description

    • Under the direct supervision of the Health Field Officer 3, the Health Field Officer 2 (Nutrition) is the focal point for all matters related to the ICRC supported nutrition component in Primary Health Care program in Benue state including Community Management of Acute Malnutrition (CMAM), Growth Monitoring Promotion (GMP), Family MUAC program and Infant and Young Child Feeding (IYCF) program

    Main Duties and Responsibilities

    • Works with JOS Health Team, Nutrition delegate and Ecosec teams to identify nutrition needs.
    • Supports multi-disciplinary assessments, identifies needs and contributes to planning new programs and ongoing monitoring of existing programs.
    • Develops and maintains a dialogue with health staff/LGA nutrition authorities in catchment areas of ICRC PHC programs
    • Identifies training needs with JOS Health Team, Nutrition Delegate, prepares plan/budget and implements training programs including on-site training  
    • Ensures that appropriate supervision/monitoring plans are in place considering the limited access in most program sites
    • Monitor and analyse consumption of therapeutic feeds and report any issues to JOS Health Team Leader, Nutrition delegate and contribute to identifying stock inconsistencies/response to same.
    • In liaison with Economic Security (ECOSEC) team, ensure coordination and proper linkages are established between ICRC Infant and Young Child Feeding (IYCF) activities at community level and routine health and nutrition activities in the facilities.
    • Liaise with health authorities – State Primary Health Care Board (SPHCB), State Ministry of Health (SMoH), Local Government Authorities (LGAs) and humanitarian organisations – working in nutrition and health as required by his/her supervisor

    Education and Experience Required

    • Degree in Nursing, Midwifery, or other related Health Sciences with relevant experience.
    • Minimum of 3 years’ experience managing emergency health and nutrition programs.
    • Familiarity with Nigerian public health sector systems, primary health care and first aid program is highly desirable.

    Desired Profile and Skills:

    • Previous experience in Emergency health and nutrition programs.
    • Conversant with Nigerian National CMAM, IYCF and GMP technical protocols.
    • Previous experience in humanitarian context in Northeast and/or North-Central Nigeria.
    • Understanding of humanitarian cluster/sector systems.
    • Fluent in local language e.g Hausa.
    • Good reporting and analytical skills.   
    • Works well within the team.  
    • Well-developed computer skills.
    • Ability to travel within Nigeria at least 25% time.

    Restoring Family Links (RFL) Field Officer 1

    Under the direct supervision of the RFL Delegate, the RFL field officer is in charge of implementing the RFL activities in his/her area of responsibilities under the supervision of the RFL delegate, and in collaboration with NRCS volunteers. RFL activities include dissemination and needs assessment in host communities, active tracing in the field, follow-up with enquirers and UAMs cases, collection of new cases, and any new RFL activity. In addition, the FO actively participate to training and coaching of RFL volunteers to develop sustainable capacity.
    Main Duties and Responsibilities

    • New tracing requests are collected, according to Delegation criteria.
    • Contact with families of missing/enquires is maintained, cases systematically followed up on, and updates/feedback provided
    • Prepare monthly plan of action, in collaboration with NRCS Focal Point, as relevant:
    • Depending on the situation and the movements of IDPs, identify host communities for dissemination and needs assessment activities;
    • Organise field trips in accordance with set priorities and strategy, by making all necessary arrangements;
    • Manage monthly debriefing of Yola volunteers and Gombe Focal point, organizing the debriefing, leading the discussions and ensuring timely reporting of the debriefing capturing the activities carried out by the national society;
    • Develop prevention messages and prevention sessions with relevant interlocutors in IDP camps;
    • Explore all possible means to search for the missing and support the introduction and implementation of new tools;
    • Respond to the needs of families according to particularities of individual cases, making referrals to relevant ICRC departments and/or other organisations, as pertinent.
    • Organize family reunifications;
    • Register unaccompanied children and vulnerable persons, ensure they are regularly re-visited, and families are traced;
    • Collect and distribute Red Cross Messages;
    • Provide feedback to Focal points and volunteers on the work conducted, and on quality of data collected;
    • Prepare and deliver trainings (refreshers, trainings for new volunteers, etc.) in collaboration with the RFL team;
    • Identify needs and gaps in terms of the number of active volunteers for the area of responsibility.

    Education and Experience Required

    • University degree or professional diploma in a relevant field
    • Excellent written and spoken English and Hausa (Kanuri an asset)
    • Previous experience as a social worker or in similar field an asset

    • Very good computer skills
    • Very good analytical skills and Knowledge of the North-East of Nigeria
    • Good communication skills, able to represent the organization properly with different level of interlocutors

    Buyer 1

    Under the direct supervision of the Buyer 2, the Buyer 1 is responsible for the procurement of requested goods and services for the ICRC Sub Delegation in Maiduguri as well as for the ICRC Office in Maiduguri, s/he is responsible to secure the best correlation of quality, price and delivery time. The Purchaser/Buyer is the owner of his/her procurement files from reception of
    the request until final submission for archiving. The Purchaser must understand well the work and needs of all the departments.
    Main Duties and Responsibilities

    • Acts as a focal point for attributed SR according to categories assigned by direct supervisor or CSD. Analyses them and communicates with the requester for quality if needed.
    • Provides the status feedback to CSD, line managers and/or customers. Ensures orders are delivered on time and items meet the specifications required.
    • Checks invoices from the suppliers and ensures all supporting documents are attached to the relevant signatories for
    • approval and payment. Any reasons for delays or its justification, penalty application is well communicated and documented.
    • Ensures that all paperwork related to the procurement files are followed-up with administration and other departments.
    • In case of petty cash purchases, physically visits the local markets in order to procure goods.
    • Ensures that all quality assurance criteria for purchase of goods and services are met in conformity to terms and
    • conditions of contracts and POs, with support of warehouse manager and other relevant technical staff. Reverts back to the supplier with regards to potential quantity or quality issues.
    • Conduct and carries out regular market surveys and analysis together with requester department’s representative. For
    • prices and quality benchmarking submits reports to the line manager.
    • Ensures that purchasing is carried out in accordance with ICRC standards, is auditable and fully transparent and is
    • carried out to the satisfaction of the requesters’ departments.
    • Keeping abreast of market trends and evolutions and checks the market for potential new suppliers together with requester departments.
    • Ensures ICRC General Conditions of Purchasing are signed by the suppliers.

    Education and Experience Required

    • Bachelor’s degree or higher education in Procurement, Logistics or similar field.
    • Additional vocational training in Purchasing or Logistics. CIPS is preferred.
    • Minimum 2 years of experience in Procurement, Logistics or similar position in Private or Humanitarian sector.
    • Advanced conversational and written skills in English and Hausa.
    • Computer literate: Microsoft office package & MRP based software
