Independent Technical Adviser (ITA) for Proprietary Software Platform Development at Songhai Health Trust Limited - HMO

Introduction

Songhai Health Trust Limited is implementing a hybrid custom–modular Proprietary Software platform to automate vital Health Maintenance Organization (HMO) operations including but not limited to enrollee management, provider management, claims processing, call-centre workflows, and financial integrations.

To ensure technical quality assurance, architectural integrity, rigorous vendor oversight, and compliance with NHIA and cybersecurity standards, Songhai Health Trust Limited hereby invites qualified individuals or firms to submit quotations for the role of Independent Technical Adviser (ITA).

This RFQ outlines the required qualifications, scope, deliverables, submission instructions, and evaluation criteria for this engagement. The full Terms of Reference (TOR) are appended for detailed scope and expectations and also the general requirement.

Scope of Engagement

The ITA will provide independent technical oversight and advisory throughout the Proprietary Software lifecycle, including but not limited to:

• Architecture design and validation
• Review of system specifications, API frameworks, data flows, and security models
• Vendor proposal evaluation and scoring
• Assessment of prototypes, modules, system integrations, and testing outputs
• Cybersecurity and regulatory compliance assurance
• Risk identification, analysis, and mitigation advisory
• Regular reporting to Songhai Management and the Finance & General-Purpose Committee

Eligibility & Qualification Requirements

Technical Qualifications

• Proven cogent experience in enterprise Proprietary Software platforms, digital health, health-tech, and architecture oversight.
• Proven track record in regulated environments and complex software projects.
• Expertise in microservices, API-driven architectures, cloud infrastructure, cybersecurity, and healthcare IT is highly desirable.

Corporate and Professional Documentation

Applicants must submit the following:

• Technical Proposal detailing understanding and methodology.
• CVs of key personnel or Company Profile (for firms).
• Financial Proposal.
• Evidence of a minimum of three similar projects completed.
• Corporate registration/incorporation documents (for firms).
• Two professional references.
• Declarations of non-conflict of interest.

Deliverables

Key deliverables include:

• Inception Report describing initial assessment and detailed work plan.
• Architecture Validation Report ensuring design robustness and scalability.
• Vendor Evaluation Reports with scored assessments and recommendations.
• Monthly Advisory Briefings to Songhai’s Managing Director.
• Quarterly reports to the Finance & General-Purpose Committee.
• Technical Risk Register updated regularly.
• Final Technical Evaluation Report delivered at project close.

Duration of Assignment

The assignment is expected to span 12 - 15 months depending on project progress and specific milestones.

Proposal Structure & Submission Requirements

Technical Proposal

Must outline:

• Understanding of the assignment.
• Detailed methodology and work plan.
• Description of tools, frameworks, and governance approach.
• Project timelines and milestones.
• Team composition and qualifications (if firm).

Financial Proposal

Must comprise:

• Detailed fee breakdown (milestone-based).
• Financial proposal must be submitted separately from the technical proposal.

Evaluation Criteria

Proposals will be assessed using the following weighted criteria:

Only proposals scoring a technical grade of 70% and above will have their financial proposals considered.

Additional Conditions

• Songhai Health Trust Limited reserves the right to accept or reject any or all proposals without obligation.
• Submission of a proposal does not ensure contract award.
• Only shortlisted candidates will be contacted for further discussions or presentations.
• The successful ITA shall sign a Non-Disclosure Agreement (NDA) prior to commencement of work.
