    Chief of Party

    Roles and responsibilities:

    The Chief of Party will work closely with the Project Technical Leads and provide oversight and through other senior advisors to guide strategic country-level TB diagnostic network planning and implementation. The CoP will provide oversight, coordination and supervision of the project’s activities; provide conceptual development of programmatic designs/changes; assist in evaluation of program effectiveness in meeting stated objectives. S/He also provides overall management and coordination of activities of the project. Primary responsibilities include but are not limited to the following:

    • Oversee the implementation of the TB LON 1&2 project activities and provide high quality technical, strategic leadership, managerial oversight, and administration of the project.
    • Serve as primary project liaison from KNCV Nigeria to Department of State/US Government representatives, partners, non-governmental organizations, and officials from the Federal Ministry of Health and other line ministries and representatives from other donor and development agencies.
    • Accountable for the achievement of results, project objectives and deliverables.
    • Provide oversight into financial systems and reporting.
    • Collaborate with other network partners and stakeholder representatives, build and maintain productive relationships.
    • Facilitate the development of staff skills, knowledge, and professional development whenever possible.

    Reporting Channels 

    The Chief of Party TB LON Regions 1&2 reports to the Executive Director KNCV Nigeria

    Timeframe: Full-term assignment with an initial period from 1st November 2025 to 30th September 2027.

    Required Qualifications:

    • A minimum of a master’s degree with background in Medicine, Public Health or relevant field
    • Minimum of 15 years of demonstrated experience and expertise managing large and complex donor-funded programs of similar or related nature, size, and complexity
    • Demonstrated experience working in the health sector on TB and other disease programs
    • Knowledge and understanding of the legacy of USG and other donor-funded programs in Nigeria.
    • Strong working familiarity with USG regulations and policies.
    • Experience working with USG-funded local Partners.
    • At least five years of demonstrated experience in managing and supervising a technical team and in project design.
    • Experience in successfully establishing and managing collaborative relationships and partnerships with donors and government counterparts at the senior level.
    • Demonstrated leadership in strategic planning and thinking, management, supervision, and budgeting.
    • Possess strong project management, interpersonal skills, excellent oral and written communication skills.
    • Proven working knowledge and fluency in written and oral English required.
    • Fluent oral and strong analytical, written English communication skills are required.

    Senior Laboratory Advisor

    Purpose of the Job

    • The Senior Laboratory Advisor provides strategic and technical leadership for the design, implementation, and oversight of KNCV Nigeria’s diagnostic and laboratory strengthening activities under the LON Project. This role ensures that all laboratory interventions meet international quality standards, enhance diagnostic capacity, and align with national and donor priorities. The Advisor drives the development of diagnostic networks, quality management systems, and biosafety initiatives, while fostering cross-learning and innovation among laboratories. This position also provides mentorship and supervision to laboratory staff, supports performance and capacity development, and ensures continuous improvement through evidence-based practices. Ultimately, the role contributes to strengthening the national diagnostic infrastructure and improving timely, accurate, and quality-assured detection of tuberculosis and related diseases.

    Duties and Responsibilities

    • Plans, directs, and coordinates implementation of KNCV LON-supported laboratories and diagnostic strengthening activities to ensure that goals and objectives meet or exceed relevant quality standards and are accomplished within prescribed timeframes and funding parameters.
    • Establishes diagnostic and preparedness quality standards, ensuring those standards inform workplans and MEL activities.
    • Leads the development of KNCV LON-specific workplans and budgets for diagnostic network activities aligned with Activity goals and ensuring compliance with donor and organizational policies and procedures.
    • Leads development and implementation of technical support, diagnostic network and facility strengthening, and quality improvement interventions.
    • Leads implementation of diagnostic network enhancement activities, including specimen referral mechanisms, quality management systems, supply chain, laboratory management information systems, diagnostic standard operating procedures and tools, expansion of point-of-care molecular diagnostics and biosafety and biosecurity strengthening.
    • Leads cross-learning and networking of laboratories and diagnostic facilities across clusters.
    • Ensure new knowledge/evidence and best practices are shared with LON teams, partners, and all stakeholders and applied as appropriate.
    • Directs training and development process improvement initiatives to ensure compliance with technical standards.
    • Consults with KNCV senior/executive Management Team to improve Activity implementation and outcomes in the laboratory and diagnostic technical focus area.
    • Supervises and mentor’s laboratory/diagnostic staff at the HQ levels; provides matrixed support and supervision to cluster/state-based staff. Oversee recruitment, hiring, and onboarding processes as requested.
    • Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.
    • Prepares and disseminates lessons learned and best practices to improve program implementation.
    • Any other assigned duties in relation to the job position. 

    Requirements  

    • An MPH or MSc degree in laboratory science
    • Should have at least training in public health or infectious diseases, preferably with an emphasis in TB and knowledge of current WHO policy recommendations in the use of new TB diagnostics, TB laboratory biosafety, SOPs for TB laboratory methods, and specifications for TB laboratory equipment.
    • Experience in working in the field of TB, MDR-TB, and TB/HIV and USG projects or any development partner.
    • Proven experience in a mycobacteriology laboratory with knowledge of laboratory quality management systems and the function of national and TB programs will serve as an asset
    • Competent with laboratory operational plan development, implementation, and evaluation of results
    • Minimum 8 years of experience in TB laboratory services at all levels, field experience in Nigerian health systems.
    • Strong coordination, planning, and supervisory skills, willingness to travel across the country, and if required at short notice
    • Self-motivated with strong ability to identify and develop relevant areas of work
    • Able to communicate complex issues in a concise, accessible, and engaging manner.
    • Knowledge of relevant software applications
    • Advanced verbal and written communication skills in English
    • Good numerical skills
    • Strong analytical and problem-solving skills

    Compliance Assistant

    Purpose of the Job

    • The Compliance Assistant works in collaboration with all departments to ensure that procedures are respected and in compliance with KNCV Nigeria system and policies. The Compliance Assistant will support in monitoring the performance of all financial and operational functions within the TB LON 1&2 Project. S/He will contribute to the implementation, monitors key deliverables of the approved work plans and concept notes, and assist in the follow-up of a strong internal control system and compliance with donor rules and Regulations well as organization policies.

    Duties and Responsibilities

    • Ensures adherence and compliance to KNCV and donor rules and regulations.
    • Reviews KNCV’s procedures, manuals, and SOPs to assess compatibility with KNCV and donor regulations and provide input as required to the revision of the manuals.
    • Under the supervision of the compliance manager, follows up and ensures that all external/internal audit recommendations are implemented and cleared up within the stipulated timeline.
    • Ensure retirement of field activities including review of documents from all field activities.
    • Supports in developing, revising, finalizing, and submitting concept notes.
    • Support the preparation and ensure reliability of the financial reports to the donor and to KNCV central Office.
    • Support in the carrying out of periodic oversights to the states to ensure compliance to financial policies for all expenditures.
    • Support in the archiving of relevant project documentations as directed by the supervisor.
    • Provides administrative support during preparation of annual planning and other project activities as needed.
    • Review third-party payment invoices against invoice review checklists and standard operating procedures (SOPs); ensure invoices are supported by backup documentation and aligned with contractual terms and conditions.
    • Confirm the presence of contractual deliverables for all invoiced charges and flag noncompliance for follow-up by the Compliance Manager.
    • Ensure that all procurement checklists are followed meticulously and adhered to, and observations shared with the supervisor.
    • Under the directives of the Compliance attend all procurement committee meetings
    • Communicates mis-applied rates and/or a lack of supporting documentation/deliverables to the Compliance officer/Manager for appropriate follow-up.
    • Flags, instances of ingenuine invoices and contract misalignments.
    • Follow-up with responsible persons for missing support documents/deliverables.
    • Assist in the conducting of Spot checks in all departments and clusters.
    • Assist in the pre-reviewing of payment vouchers/retirements.
    • Support in ensuring proper follow-up on audit and compliance findings as directed by the compliance Manager.
    • Carry out any other related duties by the supervisor. 

    Requirements

    • Bachelor’s degree in Accounting, Finance and Business Administration or a relevant field.
    • At least 2-3 years’ relevant work experience.
    • Possession of ICAN or ACCA is an added advantage
    • Ability to travel across the 14 states of implementation is desirable.
    • Proficiency in the use of computer applications (Microsoft Office etc.)
    • Excellent written and verbal English language skills.
    • Must be self-starter with the ability to work in a team, dynamic, solid, and open.
    • Must be flexible with absolute integrity, organizational awareness and understanding of cultural differences.
    • Have a high sense of integrity and transparency.
    • Ability to manage official information in a confidential manner.
    • Ability to use multi-task and work well under pressure to meet deadlines.

    Finance Assistant

    Purpose of the Job

    Support the unit to develop and support the financial management system by operating effective and efficient planning and control cycle, by designing and maintaining the administrative workflows and internal control procedures and by implementing and maintaining relevant IT applications. To keep accurate, complete and up-to-date office records for KNCV Nigeria, as well as to provide general support to the cluster. 

    Duties and Responsibilities

    • Assist in checking and assigning codes to all financial documents
    • Enter all financial documents into the accounting system.
    • Assist in assured that all project incurred expenses are timely paid, documented and filed
    • Assist in the annual audit process and related activities.
    • Maintains inventory list of all KNCV Nigeria Assets.
    • Assist in maintaining the petty cash accounts
    • Develops and maintains an effective professional relationship with banking institutions.
    • Ensure adherence to all major financial rules and regulations which are described in the KNCV Finance Manual and other appropriate policies.
    • Perform other additional duties as assigned 

    Requirements

    • Bachelor’s degree in Accounting, Finance and Business Administration or a relevant field.
