    Senior Program Manager

    Overview

    • The Sr. Program manager will work hand in hand with the senior management team to provide oversight to program implementation.
    • This includes strategic, programmatic, technical, financial and grants management integrity of the MOMENTUM Country and Global Leadership (MCGL), Quality of Care (QoC) project to contribute to reduction of maternal and child morbidity and mortality in Nigeria, and to increase the capacity of health systems to sustainably support quality health care services.
    • It is anticipated that MCGL project will support five states to implement RMNCH onsite capacity building, Nutrition, Referral and quality improvement activities.
    • S/he will therefore support the operationalization the current MCGL workplan (July to March 2026) that aim to improve the maternal health and deaths in women of reproductive age at the national and State level. S/he will be responsible for oversight of work plan implementation, ensuring compliance with USG, other donors as appropriate and Jhpiego regulations, developing monitoring and early warning systems and supporting state offices in overall program management.
    • The Sr Program manager will coordinate with the project team and oversee staff in country to ensure consultants/vendors achieve program goals.
    • The Sr. Program manager will develop, maintain, strengthen and expand a collaborative approach and program documentation. He/she will serve as the primary point of contact on program management with donor and GoN stakeholders and will report to the Project lead. The role of the Sr Program Manager will extend to two or more projects as appropriate.

    Responsibilities

    • Supports senior management in providing management and technical oversight of program, ensuring that program activities are effectively and efficiently implemented.
    • Provides management and support to state and country teams to ensure optimum support to business performance management, work planning, project implementation, budget development and tracking, and sub award management within established policies and principles of Jhpiego the laws of host country and within the regulations and standards set by the donor.
    • Ensures that rigorous analytical management systems are in place and that senior staff are capable of enforcement of compliance of these systems to achieve financial administrative and programmatic goals.
    • Oversees work plan monitoring systems development and implementation.
    • Provide coordination of various administrative and finance support units to ensure projects receive the quality and quantity of services required in a timely manner.
    • Provides timely and accurate programmatic reports and other contractual deliverables to senior management, state officials, other stakeholders and donors as required.
    • Works with the Project leadership in communicating with donors, states and partners about the project.
    • Provides training, mentoring and coaching to program management and project staff
    • Supervise and manage the program team to ensure conformity to the project goals and deliverables.
    • Ensure that project activities are executed successfully, completed within time frames and project scope to meet program objectives.
    • Ensure timely writing of program reports for review and thereafter onward submission to Jhpiego and the donor as stipulated in sub contract agreement
    • Provide input to manuscripts for publication and presentations as necessary.
    • Assume other duties as assigned by the supervisor and Jhpiego management.

    Required Qualifications

    • Advanced degree in development studies, public health, health administration, international health or a related field
    • Strong understanding of the field of RMNCH with management experience in public health programs. S/he must be familiar with the reproductive, maternal, newborn and child health (RMNCH) community in Nigeria.
    • 10+ years’ experience in management, operational and technical expertise with a preference in RMNCH program implementation
    • 5+ years' experience managing large, multi-year international sector development projects (approximately $2 mil per year) that have implemented successful activities in areas of reproductive, maternal, newborn and child health services.
    • Understanding of the Nigerian (or similar) social and political context and developments in the health sector
    • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving program needs
    • Excellent diplomacy skills and a proven ability to establish and sustain interpersonal and professional relationships with host-country counterparts and representatives from other key stakeholders such as the FMoH, SMoH, SPHCDA, NGOs, Professional Associations, the private sector and other donors.
    • In-depth knowledge of USG-funded projects, UN funded projects, regulations, compliance and reporting
    • Demonstrated outstanding leadership, strategic thinking, organizational and team-building skills.

    Reproductive, Maternal, Newborn and Child Health (RMNCH) Adviser

    Overview

    • The Reproductive, Maternal, Newborn and Child Health (RMNCH) Adviser will be responsible for providing technical knowledge and input in strengthening the RMNCH quality service delivery for Momentum Country and Global Leadership (MCGL) Quality of Care (QoC) project in Nigeria.
    • He/She will provide technical support to the National and State/LGA RMNCAEH+N Quality of Care Technical Working Groups across Nigeria including USG Implementing Partners on quality of care activities and initiatives.
    • He/She will focus on the delivering the current MCGL workplan in five States for onsite CEmONC capacity building, Nutrition, Referral and Quality of care services.
    • This quality of care RMNCH health project aims to contribute to reductions in maternal and child morbidity and mortality in Nigeria, and to increase the capacity of health systems to sustainably support quality health care services. The project will operate for an approximately one-year period.

    Responsibilities

    • Provide technical expertise on high impact reproductive, maternal, newborn and child health (RMNCAEH+N) services that is sound, evidence-based and responsive to the needs of project states and at the National level as identified.
    • Provide advice on the integration of these services into established service delivery systems at different levels of care in the State.
    • Collaborate with other stakeholders at the National and State level to apply lessons learned, innovations and quality methods to ensure evidence-based practices are translated to improved implementation of quality of care interventions.
    • Provide technical expertise to the building of national and local capacity using proven training approaches and quality improvement methodologies.
    • Provide trainings (providers and training of trainers) as well as follow-up support and clinical mentoring as necessary for RMNCH.
    • Provide technical support to States on basic maternal health (MH) continuum of care (including antenatal through postpartum care, FP integration, birth planning and birth preparedness) for the health facilities State sites.
    • Provide technical support to key stakeholders at the national and State level including review of technical documents and provide input to relevant policies and strategies.
    • Provide technical support to the FMoH and SWAp team on the implementation of the MAMII initiative and other QoC strategies that reduce maternal morbidity and mortality.
    • Supervise other officers as appropriate under the MCGL QoC project.
    • Coordinate closely with other development partner programs at the national and state level.
    • Contribute to and coordinate with the program’s monitoring and evaluation (M&E) team on activities to ensure that the program meets set targets in accordance with national and donor standards.
    • Represent program at national and state level stakeholder meetings and technical working groups in relation to RMNCAEH+N and related technical areas.

    Management

    • Contribute to annual work planning, training plans and quarterly reports and other required technical reports.
    • Provide technical input and support on the timely, accurate and appropriate reporting of program activities and results.
    • Advocate and ensure quality program implementation consistent with FMOH RMNCH and WHO Guidelines and strategic directions, global best practices including advice on relevant latest health developments & publications.
    • Support the evaluation of program progress against deliverables on a quarterly basis.
    • With the consortium partners, Project lead, SIOs and other program staff, oversee program design, implementation, quality assurance and monitoring of work plan.
    • Support with the other members of the technical team and partners to develop and implement feasible national and state-based approaches.
    • Perform other duties as assigned by the RMNCH Technical Director and Project lead which contribute to the achievement of program goals.

    Required Qualifications

    The RMNCH Advisor must be a proven expert in the field of international RMNCH with some management experience in public health programs.  S/he must be familiar with the reproductive, maternal, newborn and child health (RMNCH) community in Nigeria. The RMNCH Technical Advisor must be intimately familiar with the context in Nigeria and have in-country experience with donor programs. Additional qualifications include:

    • A Medical doctor or Experienced Nurse or Midwife or any other closely related health care professional; specialization in obstetrics and gynecology or Public Health and other health related courses (e.g. PhD, MPH, and MSc in international health, Social sciences or other relevant degree) will be an advantage.
    • Minimum of 4 years working experience in the areas of RMNCH, Nutrition, and family planning and 8 years cummulatively.
    • Previous experience working on an international donor funded project will be an added advantage.
    • Familiarity with the FMOH, SMOH structures and functions especially as it relates to MNCH is highly desirable.
    • Demonstrated expertise in working directly with host-country government officials and policy makers in maternal health.
    • Experience working with host-country partners, organizations, and institutions.
    • Strong skills in technical issues, design, implementation and monitoring of program components; e.g. services, training, quality improvement, advocacy and coordination.
    • Demonstrated capacity to work with partners in developing technical materials and providing training to improve service delivery, advocacy and resource mobilization for expanding RMNCH.
    • Strong verbal, listening, writing, and intrapersonal skills essential for effective coordination among several institutions and staff involved in a broad range of activities
    • Strong ability to multi-task will be highly desirable.
    • Fluent in English, (written and oral communication) and any local language.
    • Willingness to travel throughout Nigeria as necessary.

    Momentum Country and Global Leadership (MCGL) Reproductive Maternal, Newborn and Child Health plus Nutrition (RMNCH +N) Technical Director

    Overview

    • The Reproductive Maternal, Newborn and Child Health plus Nutrition (RMNCH +N) Technical Director will be responsible for providing leadership in strengthening the health systems including RMNCH quality service delivery for the Momentum Country and Global Leadership (MCGL) Quality of Care (QoC) project in Nigeria.
    • The RMNCH Technical Director will provide technical leadership and support for the State/LGA primary health care level activities in five States in Nigeria specifically focusing on onsite Comprehensive Emergency Obstetric and New born Care (CEmONC) capacity building, Quality of Care, Nutrition and Referral activities.
    • This integrated health project aims to contribute to reductions in child and maternal morbidity and mortality in target states, and to increase the capacity of health system to sustainably support quality health facility services. The project will operate for a period of one year.

    Responsibilities

    • Provide leadership and technical expertise in high impact reproductive, maternal, newborn and child health (RMNCH) services that is sound, evidence-based and responsive to the needs of the five selected States and the US government.
    • Provide advice on the integration of these services into established service delivery systems at different levels of care in the State.
    • Collaborate with other state and other stakeholders to apply lessons learned, innovations and quality methods to ensure evidence-based practices are translated to improved implementation of interventions.
    • Provide technical leadership to the building of local capacity using proven training approaches and quality improvement methodologies.
    • Provide technical support to key stakeholders including review of technical documents and provide input to relevant policies and strategies.
    • Provide technical leadership in the development of strategies for increasing the percentage of pregnant women, including married adolescents, who deliver under the care of a skilled birth attendant leading to a reduction of maternal and newborn morbidity and mortality.
    • Supervise all RMNCH Advisors and others as needed.
    • Coordinate closely with other government and development partner programs in the State.
    • Contribute to and coordinate with the program’s monitoring and evaluation (M&E) team on activities to ensure that the program meets set targets in accordance with national and USG standards.
    • Represent program at national and state level stakeholder meetings and technical working groups in relation to RMNCH and related technical areas.

    Management

    • Contribute to annual work planning, training plans and quarterly reports and other required technical reports.
    • Provide leadership on the timely, accurate and appropriate reporting of program activities and results.
    • Advocate and ensure quality program implementation consistent with MOH Nigerian Guidelines, global best practices including advice on relevant latest health developments & publications.

    Required Qualifications

The Technical Director must be intimately familiar with the context in Nigeria and have in-country experience with USG programs. Additional qualifications include:

    • Demonstrated expertise in working directly with host-country senior government officials and policy makers in maternal health.
    • Experience working with host-country partners, organizations, and institutions.
    • Strong skills in leadership, design, implementation and monitoring of program components; e.g. services, training, quality improvement, advocacy and coordination.
    • Demonstrated capacity to work with African experts and partners in developing technical materials and providing training to improve service delivery, advocacy and resource mobilization for expanding RMNCH.
    • Experience with technical leadership for programs funded by US Government and/or other donor programs in developing countries, with significant Nigeria experience.
    • Strong verbal, listening, writing, and intrapersonal skills essential for effective coordination among several institutions and staff involved in a broad range of activities
    • Strong ability to multi-task will be highly desirable.
    • Fluent in English, (written and oral communication) and Hausa and/or Fulfulde.
    • Willingness to travel throughout Nigeria as necessary.

    Senior Program Officer

    Overview

    • The Senior Program Officer will support the implementation of the Momentum Country and Global Leadership (MCGL) Quality of Care (QoC) project being implemented at the national and state level.
    • This includes specifically assisting with the implementation of the MCGL workplan focusing on five states and providing onsite comprehensive emergency obstetric and new born care (CEmONC), nutrition, referral and quality of care services.
    • They will lead all logistics and procurement components of this project whilst contributing to the development of webinars and other learning events and draft quarterly reports to the donor. In addition, they will support development of work plans, liaising with FMOH, NPHCDA, SWAp Team and SMoH/SPHCDA staff, other partners and donors regarding implementation, development of success stories, monitoring and evaluation of programs.

    Responsibilities

    • Lead program coordination, specifically the operational logistics, procurement, quarterly report development, webinars and Learning events at the national and state level
    • Development, implementation and monitoring of work plan and budgets.
    • Coordinate technical assistance for program implementation of learning activities.
    • Assist the technical staff in the design implementation, monitoring and assessment of activities.
    • Write quarterly reports, annual work plans, project monitoring tracking matrices, target implementation plan and relevant reports as required.
    • Work closely with technical and program staff to ensure quality implementation of programs and monitor overall project level spending.
    • Assist in the development of new program approaches that are linked to related services
    • Represent Jhpiego at stakeholders meeting at the National and State level as appropriate.
    • Work with MCGL QoC project consultants to implement trainings, services and programs
    • Maintain partnerships on behalf of MCGL QoC project with FMOH, NPHCDA, WHO, UNICEF, CHAI, UNFPA, US government, the government SWAp team, the State governments, donors, and other partners.
    • Other duties as necessary or as assigned.

    Required Qualifications

    • Advanced degree or equivalent experience in public health, sociology, or related health, medical, or social science discipline.
    • Demonstrated experience working with US Government RMNCH programs and strong familiarity with US government and Jhpiego compliance and reporting requirements.
    • 6+ years’ experience in management, operational and technical expertise with a preference in RMNCH and Quality of Care program implementation

    Required Abilities/Skills:

    • Experience in RMNCH and quality of care programs
    • Familiarity with Nigeria’s health systems and reporting structure and demonstrated ability to collaborate with government level officials to strengthen program implementation
    • Demonstrated ability in working and collaborating with a wide range of local and international partner organizations
    • Demonstrated experience in maintaining donor relations
    • Excellent skills in facilitation, team building and coordination
    • Excellent writing and communications skills, including demonstrated technical writing skills for publication and development of PowerPoint presentations.
    • Ability to work effectively with diverse international teams and willingness to learn and empower others
    • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
    • Ability to travel frequently across the states in Nigeria.

    Senior Strategic Information Advisor (MERL)

    Overview

    • The Senior Strategic Information Advisor (MERL) will lead the Momentum Country and Global Leadership (MCGL), Quality of Care (QoC) project extension and any other RMNCH project as appropriate - on all SI related implementation, research and data management.
    • S/he will provide technical assistance and capacity building to the PRS department of the FMoH,  the Governmnet SWAp office and counterparts at the State level and its stakeholders in the development of and implementation of RMNCAEH+N data analysis, use, and dissemination strategy.
    • S/he will additionally design strategy and activities to improve capacity on triangulating data from multiple data sources to inform policy and decision-making.
    • S/he will contribute to the design of robust, user-friendly, high-quality interfaces for data visualization and data dissemination to enhance state-led and nationally supported evidence-based programming for improved understanding of RMNCH quality of care interventions.
    • S/he will additionally provide technical assistance to design of implementation research and implement strategy to build capacity of M&E systems to oversee data quality and data use for decision making (including capacity building of M&E staff). S/he will also contribute to the Jhpiego MERL efforts linking to HQs MERL systems.

    Responsibilities

    • Lead the technical support for the collection, analysis, triangulation and interpretation of RMNCH and MPDSR data and the calculation of programmatic, surveillance, demographic and epidemiological indicators;
    • Oversee real-time data use including weekly, monthly and quarterly data review meetings; implement remediation efforts that address identified gaps and challenges for project overall and at national and state level.
    • Lead the development of learning questions for research implementation including protocol development and IRB process in partnership with stakeholders.
    • Lead the development of indicators, baseline and targets for the MCGL Extension and other RMNCH projects as appropriate.
    • Lead on development of Project MEL plans with agreed indicators and targets
    • Strengthen the use of data at the national and state level for program monitoring and improvement.
    • Support the process of validation and triangulation of data between multiple data sources.
    • Manage and mentor M&E officers as appropriate.
    • Participates in the organization and facilitation of national M&E subcommittee, MPDSR committee and other appropriate national M&E committees.
    • Support the provision of training, supervision and mentorship to strengthen for M&E/SI and data quality improvement at national and State level in partnership with the FMoH, PRS department.
    • Participate in the organization and facilitation of seminars, brainstorming workshops and workshops within their field of competence, whenever this is required;
    • Prepares quarterly and periodic reports of activities including progress on agreed indicators, donor reports, etc.; and
    • Performs other duties as assigned.

    Required Qualifications

    • Master’s degree in Public Health, Statistics, Epidemiology and other related fields with 10 years of experience in monitoring and evaluation in international development.
    • Familiarity with US Government and UN RMNCH programs, Nigerian public sector health system and RMNCH response programs.
    • Core Strategic Information experience, conversant with MER indicators, data collection, analysis and data visualization using DHIS, NDR, LAMIS, PowerBI etc.
    • Demonstrated ability to be the technical specialist and as the lead subject matter expert in monitoring and evaluation.
    • Demonstrated ability to perform complex data analytics utilizing Microsoft Excel, SPSS, STATA, Epi Info and/or other analytic software and to provide evidence-based recommendations accordingly.
    • Demonstrated knowledge and experience in the use of GIS and other tools to support geo-spatial display of data to target program interventions and resources. 

    Required Abilities/Skills:

    • Demonstrated ability to perform robust data extraction from internal and external information systems and involvement in research implementation.
    • Familiarity with Nigerian public health sector, non-governmental organizations (NGOs) is highly desirable.
    • Demonstrated ability to portray complex data sets in easy to understand formats including visualizations.
    • Demonstrated working knowledge of Nigerian health and social service information systems and monitoring and evaluation processes as it relates to data collection for performance-based reporting and use of data.
    • Previous experience in building capacity for generation and use of SI.
    • Demonstrated ability to lead and manage meetings with International partners (NGOs), consultants and Government partners etc.
    • Demonstrated written, presentation, communication and organizational skills in English
    • Ability and willingness to travel within Nigeria.
