Role Overview
The Head of Policy, Impact & Agricultural Economics will lead Riwe’s work at the intersection of agricultural economics, policy engagement, and impact measurement.
This person will design frameworks that connect our data and products to measurable economic and climate outcomes, shape Riwe’s contribution to national and global resilience goals, and support regulatory and donor alignment.
You will play a critical role in translating evidence into policy, partnerships, and profitability — ensuring Riwe’s work drives tangible value for farmers, financial institutions, and governments.
Key Responsibilities
1. Policy Strategy & Regulatory Intelligence
- Lead research and engagement on policies shaping agricultural insurance, fintech, and climate adaptation in Africa.
- Advise Riwe’s leadership on compliance with NAICOM, CBN, NIMET, and Ministry of Agriculture frameworks.
- Represent Riwe in stakeholder dialogues, working groups, and high-level policy forums.
- Develop policy briefs, position papers, and submissions that highlight Riwe’s role in advancing food security and resilience.
- Track international frameworks (SDGs, NDCs, ND-GAIN, African Risk Capacity, etc.) and align Riwe’s impact with them.
2. Monitoring, Evaluation & Learning (M&E)
- Design and operationalize Riwe’s Theory of Change and M&E frameworks.
- Define and track KPIs across insurance adoption, payout speed, yield improvement, and livelihood outcomes.
- Build real-time impact dashboards integrating field, economic, and satellite data.
- Lead baseline, midline, and endline studies for projects, ensuring data quality and partner reporting compliance.
- Translate M&E findings into actionable insights for product and operations teams.
3. Agricultural & Climate Economics
- Conduct economic modeling of farm productivity, income resilience, and loss mitigation under Riwe programs.
- Support actuarial and risk teams in setting data-driven premium thresholds and triggers.
- Analyze agricultural markets and value chains to guide product design and expansion priorities.
- Quantify return on resilience (economic and social ROI) for farmers, banks, and governments.
- Provide economic insights for funding proposals, ESG reporting, and policy advocacy.
4. Donor, Impact & Stakeholder Reporting
- Lead the development of impact reports for donors, investors, and regulators.
- Support proposal development, grant reporting, and partner logframes (FAO, UNDP, AGRA, etc.).
- Coordinate impact evaluations with third-party research or development partners.
- Communicate results through reports, policy briefs, and stakeholder presentations.
5. Cross-Functional Collaboration
- Work closely with:
- Finance: on project budgets, ROI, and cost-benefit models.
- Data Science: on integrating impact indicators with AI and satellite models.
- Partnerships: to frame data-driven narratives for partners and regulators.
- Operations: to ensure data from the field is standardized, gender-inclusive, and policy-relevant.
Qualifications
Education
- Bachelor's in Agricultural Economics, Development Policy, Impact Evaluation, or Climate Economics.
- Additional certifications in Monitoring & Evaluation (M&E), Public Policy, or Data Analytics are a plus.
Experience
- 1– 3 years in impact measurement, agricultural policy, or rural finance.
- Proven experience in designing M&E systems or economic evaluations for development or private-sector projects.
- Prior work with insurtech, ag-fintech, donor programs, or government agencies is highly preferred.
- Experience writing donor reports and policy briefs (FAO, UNDP, IFAD, etc.).
- Strong knowledge of the African agricultural policy landscape and climate adaptation frameworks.
Skills
- Strong grasp of econometrics, data analytics, and visualization tools (Excel, PowerBI, R, or Python).
- Excellent writing and presentation skills for technical and policy audiences.
- Ability to interpret geospatial or climate datasets for economic analysis.
- Strategic thinker, collaborative communicator, and capable of managing multiple complex projects.
