    UNHAS Aviation Officer, NOB

    Organizational Context

    • These jobs are found in Headquarters (HQ) or Country Offices (COs) and report to a more senior Aviation Officer. Job holders are likely to be involved in more complex and specialized analysis requirements and will be expected to operate with a high degree of independence.
    • Job holders may supervise junior staff to ensure that aviation operations and project objectives are achieved in accordance with appropriate operational risk management process.

    Job Purpose

    • Contribute to daily planning and coordination of global aviation initiatives or day-to-day aviation operations to ensure that operations and objectives are achieved safely, at optimum value and in full.

    Key Accountabilities (Not All-Inclusive)

    • Contribute to the planning and coordination or activities relating to the safe execution of aviation operations in accordance with WFP and UN AVSTADS (Aviation Standards).
    • Support or manage aviation projects or operational activities applying standard processes, including the appropriate operational risk management processes, to contribute to effective humanitarian air transportation.
    • Provide technical advice to country office to ensure safe aviation operations are incorporated into local program planning and transport arrangements.
    • Collect and analyze a wide range of data from diverse sources through research and networking with colleagues to formulate and recommend actions to senior staff to improve performance of aviation activities and operations.
    • Participate in the on-going review of internal processes and procedures and identify ways to increase the day-to-day efficiencies.
    • Support regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff to optimize use of available funds.
    • Guide and supervise a limited number of junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
    • Collate data and contribute to preparation of accurate and timely reporting, supporting a WFP-wide view of aviation activities that enables informed decision making and detailed reporting to donor representatives.
    • Support the capacity building of WFP staff and partners to safe aviation operations e.g. through the design and review of training materials.
    • Identify and build productive relationships with WFP colleagues and staff within the unit or area of assignment to align activities and enable a coordinated and coherent approach to humanitarian air transportation.
    • Follow emergency aviation preparedness practices to ensure WFP are able to quickly provide passenger services, relief supplies and emergency medical and security evacuations at the onset of a crisis.
    • Act in an assigned emergency response capacity as required to meet the required provision of service to the humanitarian community as needed.

    • Specialized Technical Knowledge in Aviation, Safety and Security: Demonstrates ability to contribute to advancements in air-based supply chain management through effective utilization of WFP’s extensive network of chartered and commercial airfreight and passenger transport service providers ensuring safety and security of effective delivery of services.

    Standard Minimum Qualifications

    • Education: Advanced University Degree in Aeronautics, Aviation Engineering, Airport Management or other relevant field, or First University Degree with additional years of relevant work experience and/or training/courses.
    • Holds or has held a Commercial Pilot License, Air Traffic Control License or Flight Operations Officer License (or equivalent), Aeronautical Engineer or Maintenance Engineer License.

    Desired Experiences for entry into the Role:

    • Experience in technical aircraft, flight operations, or air traffic management sectors.
    • Experience using aviation safety information systems to compile data and perform analyses on potential aviation risks.
    • Experience identifying Aviation Security threats.

    Language:

    • International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

    UNHAS Aviation Associate G6 - Safety & Security

    Organizational Context

    • This job is found in Country Offices (COs), Area Offices (AOs) or Field Offices (FOs) and report to the Aviation Officer. At this level, job holders operate in locations characterized by a complex security situation and/or a higher volume of flights generating additional number of processes and details that must be completed.
    • Job holders demonstrate personal responsibility and initiative to respond independently to queries and problems with only general guidance, using a strong understanding of the local context.
    • There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holders specialise in either air transport or air movement, and perform a specialised technical role, or in some situations may supervise and co-ordinate a team of staff.
    • Job holders can also be based in an AO or FO with no direct professional technical supervisor on the ground, and therefore expected to resolve routine issues and take decisions quite independently.

    Job Purpose

    • To provide and/or oversee a range of coordination, administrative and technical activities that support the delivery of a safe and effective air service to the humanitarian community.

    Key Accountabilities (not all-inclusive)

    • Provide operational coordination and technical support for air operations, ensuring compliance with WFP standards, including risk management processes, to support safe and effective air operations for humanitarian community.
    • Liaise with airport officials, other local authorities and external parties in order to obtain necessary clearances, documentation and authorisations required for air operations.
    • Carry out pre-flight actions to ensure that all registered passengers and cargo are duly carried on the flight in coordination with crew to ensure safe flights.Collate all post-flight documentation in order to confirm flights have taken place in compliance with established conditions and, occasionally, review and evaluate the performance of air operators.
    • Resolve or escalate operational problems, using initiative, liaising with all parties, and navigating complex security landscapes, to ensure their timely resolution in adherence with WFP standards.
    • Support negotiation of local service contracts in order to establish effective partnerships on optimal terms and conditions facilitating air operations.
    • Research and analyse data, and produce technical reports that enable decision-making and support planning, execution and reporting in order to ensure contractual performance.
    • Update and further develop existing databases and records, ensuring that relevant information is accurate, organised and available for others to access, and supports reporting requirements.
    • Respond to customer queries, following standard processes and obtaining guidance or escalating as required, to ensure timely resolution of all enquiries with a high standard of client service.

    Job Purpose

    • To handle receipt/dispatch and verification of commodities in order to maximise quality of warehouse operations and mitigate losses, and to support the best storage management practices in compliance with WFP warehouse standards and established guidelines.

    Key Accountabilities (not all-inclusive)

    • Effectively receive/dispatch commodities including transhipment (truck to truck) against official approved documentation (e.g. waybills and/or delivery notes) ensuring accuracy in physical count of commodities including the quality in compliance with the established standards.
    • Prepare, verify and sign off warehouse and transport documents, and maintain confidential files and accurate warehouse transaction records to ensure immediate reporting on commodity movements in line with the corporate requirements.
    • Conduct daily warehouse closing reconciliation and accurate inventory checks supporting internal control systems in compliance with the warehouse management requirements.
    • Perform daily inspections and prepare reports on the quantity and quality of the commodities received/dispatched and handled, detect promptly and analyse reasons for stock discrepancies/damages, investigate missing quantity and prepare warehouse loss reports recommending appropriate solutions, to enable informed decision-making.
    • Implement appropriate measures to safeguard food and non-food commodities, to ensure quality control using standard preventive measures in line with WFP established procedures and authorization received from the supervisor.
    • Monitor condition of the warehouse and commodities and take appropriate actions, to support efficient warehouse space-planning and well-organized commodity storage following WFP warehouse standards.
    • Provide guidance and on-the-job training to warehouse staff to contribute to their development and high performance.
