    Staff Health Field Officer

    Under the direct supervision of the Staff Health Manager, the Staff Health Field officer is the focal person for all matters relating to the health of ICRC staff in the Delegation. In line with ICRC staff health policies and in collaboration with the medical experts in the HQ, s/he promotes and maintains the physical and mental health of the ICRC staff.
    Main duties and responsibilities

    • Carries out context-specific health briefing for all new ICRC staff and debriefing for departing staff.
    • Ensures all ICRC Staff Health protocol in place (i.e. vaccinations of ICRC staff are complete as determined in the staff health policy and depending on the local available vaccines, First Aid kit & safety precautions, etc)
    • Counsels for medical screening at the recruitment stage and for specific professional categories within the
    • employment life cycle to ensure the fitness of Staff.
    • Assesses referral facilities for ICRC staff, identifies national reference structures for vertical health programs and vaccination centres.
    • Develops and implements the Medical Contingency Plan for the delegation
    • Ensures support in the implementation of the ICRC Institutional Staff Health Strategy including the Stress &
    • Resilience Policy.
    • Provides individual medical follow-up and counsel for ICRC staff when advice is sought.
    • Organizes peer support sessions in case of critical incidents.
    • Contributes and supports on all issues related to Staff Health/Self-insurance
    • Creates confidential database/patient file in the delegation.

    Education and Experience Required

    • MBBS, with minimum 3 years of clinical experience with medical license to practice
    • Fluency in English;
    • Experience in mental health, stress management;
    • Experience in medical evacuation and transportation;
    • Knowledge of tropical health and public health systems
    • ICRC experience an asset
    • Proficiency with MS-Office and internet tools;

    • Good rigor, method and analytical skills
    • Management skills.
    • Willing to travel up to 50% of her/his time, as per needs (domestic as well as international)

    Premises Maintenance Supervisor (Premises Engineer)

    Under the supervision of the Finance and Administration Manager, the Premises engineer oversees all construction and rehabilitation works related to ICRC premises (residences, offices, warehouses) in Maiduguri Sub Delegation, Damboa and Monguno Offices.
    Main Responsibilities:

    • Contributes to the analysis of the security, water and habitat, cultural and political environment relevant to the ICRC and proposes adapted interventions.
    • Draws up engineering documents (designs and bills of quantities) for engineering projects using approved formats;
    • Prepare Internal Request, Supply Request, call for tender, contracts, selection table and other technical, administrative and logistic documents as required, in consultation with the concerned departments
    • Monitors project implementation for compliance with project documents, ICRC standards, and local building codes/standards, ensuring corrective action is taken where necessary.
    • Supervises small numbers of contractors working on project sites and conducts quality control of infrastructure installed by the ICRC.

    • Manages project purchasing on labor and materials according to the delegation's financial rules.

    • Keeps records of the key information of all projects in a dedicated data base and update it on a regular basis.

    Education and Experience Required

    • Bachelor’s Degree or equivalent higher education degree in water supply and sanitation engineering, Civil Engineering or any related technical field
    • Additional vocational training in water supply, sanitation, construction, engineering or any related technical field
    • 3-5 years’ professional experience
    • Skilled with AutoCAD, Epanet 2.0 or any other related softwares
    • Experience in assessing, surveying, calculating and preparing estimates and technical drawings of building and water related projects.
    • Good command of written and spoken English
    • Expert level in computer skills

    • Organized and autonomous to be able to manage and follow up on several projects at the same time and independantly.
    • Perfectionist to ensure the completed work are up to ICRC standards
    • Diplomatic but firm with contractors/technicians to safeguard the interests of the ICRC at all time.

    Legal Adviser 1

    Under the supervision of the Operational Legal Coordinator, the Legal Adviser 1 advises on national implementation of international humanitarian law (IHL) in Nigeria as well as maintaining an extensive and effective network among the Government of the Federation, Nigerian authorities, the National Assembly, and other relevant actors (CSO, etc.) for that purpose. S/He initiates, formulates and implements strategies to advance ratification of relevant treaties and national implementation of the law. S/He guides research on related issues as well as analysis of the national legal system, including repression of violations of IHL.
    Main Duties and Responsibilities

    • Analyses the situation, advises and provides guidance on the national implementation of IHL and international human rights law (IHRL) and related political developments
    • Monitors developments in the national implementation of IHL and relevant international human rights law (IHRL) norms.
    • Sets and follows up on objectives, strategies and plans of action to address identified legal issues related to national implementation of IHL.
    • Represents the delegation in meetings with external partners and contacts. In particular, maintains close relationship with and interacts with the National IHL Committee and key members of that Committee.
    • Establishes and maintains an effective network of actors of influence within the civil society and the Government of Nigeria, notably the Ministry of Justice, Ministry of Foreign Affairs, the Presidency, the Vice-Presidency, the National Assembly.
    • Is responsible for the implementation of strategies, programmes and action plans related to IHL treaty participation, the development of relevant domestic legal and policy frameworks and mechanisms for their implementation.
    • Provides legal advice and technical assistance to national authorities.
    • Supports IHL dissemination activities directed at specialized audiences.
    • Coordinates and supervises external consultancies on legal issues.
    • Ensures coordination and flow of information to the Regional Legal Adviser as well as other relevant departments within the ICRC.

    Education and Experience Required

    • Degree in law
    • Called to the Nigerian Bar an asset
    • Studied international law with a strong understanding of international humanitarian, human rights and criminal law
    • 3-5 years relevant work experience, preferably in international humanitarian law, international human rights law, and Nigerian criminal law
    • Relevant work experience in international organisations, Nigerian organisations or Government

    Desired profile and Skills

    • Proven research and analytical skills; able to think critically and articulate legal arguments in a structured and professional manner
    • Excellent spoken and written English; passive understanding of French as asset
    • Excellent writing and oral communication skills
    • Computer literacy (competency in Microsoft Office and legal research databases)
    • Understanding of the work and role of the ICRC in Nigeria
