    Master

    Job Description

    • The Master is responsible to and reports to the Company’s Operations manager(OM) and Technical Manager(TM) regarding respectively the operational and technical status of his ship. On matters of safety, pollution, and inspections such as PSC/Flag/Vetting he reports to the ISM_DPA. On matters of security he reports to the CSO.
    • The Master may add whatever duties to those listed below he believes are necessary for safety, security and environmental/energy policies.
    • He may appoint the ship’s Safety Officer, Navigation Officer, Medical Officer and Environmental Officer. However he the Master remains responsible for all the works performed by his appointees.
    • The Master works with the Company’s FM, OM, TM, ISM_DPA. CSO, SafeM, CrewM and the ship’s SupM, SupE as appropriate for the various tasks onboard.
    • He may report commercially to the time charterers and/or commercial operators but he must always copy the Company and if he has any doubts for any reason about these orders he is to immediately contact the Company which is available at any time.

    Responsibilities
    The Master:

    • Is always incharge of the vessel
    • Is the Company’s main representative onboard
    • Is the Charterer’s representative onboard advising the Company and charterer when instructions  cannot be followed or are uncertain
    • Implements Company policies onboard – trains and motivates the crew in their compliance.
    • Ensures voyage orders are understood and complied with checking, himself and with the Company, and signing cargo documents (e.g. B/Lading)
    • Ensures compliance with international, national and local laws
    • Ensures document format and filing are as per Company guidelines
    • Ensures all reports are submitted on time
    • Prepares, maintains and submits the vessel’s accounts
    • Prepares the monthly statement of wages and cash onboard signs on the last day of the month that the accounts were balanced
    • Controls medicines and alcohol and checks for illegal drugs
    • Maintains the vessel’s library.
    • IF (S)VDR ONBOARD ensures that he and Deck Officers are familiar with the freezing and recording of (S)VDR data in case of an incident

    Safety:

    • Advises the Chief Engineer and Chief Officer details of the intended voyage
    • Ensures SSMS is reviewed, implemented and uncertainties clarified
    • Appoints a Safety Officer and identifies him on the muster list
    • Ensures maintenance of safety, security and pollution equipment
    • Reports to the Company any matter of risk to safety or of pollution
    • Ensures safety equipment is tested and records maintained.
    • Ensures adherence to Safety and Environmental policies.
    • Appoints Environmental Compliance Officer(ECO) to monitor and also to raise awareness. Master’s discretion but usually Chief Officer with CE or 2E as assisting deputy. Any operational conflicts – e.g. schedules – to be resolved as needed by the Master shall be present at all Safety Committee meetings.
    • Ensure no third party damage due to unsafe operation of the vessel
    • Calls upon the CO when he feels his judgment is affected by fatigue

    Master’s Navigational Duties:

    • The safe navigation of the vessel.
    • The vessel is not allowed to sail from port unless the Master is satisfied with all stress and stability criteria for the voyage
    • A passage plan is prepared.
    • Watch keepers are prepared and fit for duty.
    • Master must personally observe and satisfy himself with each new(to him) deck officer’s personal ability and performance before delegating his responsibility to the officer as a sole watchkeeper.
    • Ensure that the Bridge is manned as conditions required.
    • Ensure that nautical publications needed for the voyage are up to date.
    • Issue standing orders for all crew.
    • Issue Bridge orders for navigation crew

    Master’s Cargo Duties:

    • Ensure the Company/Charterers are informed regarding cargo operations
    • Making sure that the cargo plan is prepared – checks and verifies the plans of the Chief Officer for delivery of cargo without loss or damage for completion of all cargo documents
    • Ensure Cargo is stowed and secured
    • Ensure no hazardous cargo is loaded without his consent
    • Ensure stress and stability during cargo operations and before sailing
    • Supervise all ballast and cargo operations
    • Ensure the vessel is seaworthy before sailing

    Master’S Crew Duties

    • The Master is the onboard MLC contact person.
    • Master passes information to crew regarding changes in legislation
    • Master passes information to crew regarding Company policies and procedures
    • Ensures improvement, discipline and motivation of the crew
    • Ensures STCW I MLC(resting) I OPA90 is followed for hours of work
    • Ensures crew certificates(Checklist_064) are up to date and valid for the position
    • Ensures the Company is notified of numbing problems
    • Ensures embarking crew is instructed on procedures/equipment
    • Ensures embarking crew has time to review procedures/equipment
    • Ensures the crew is drilled to respond to identified emergencies
    • Ensures reporting officers complete crew appraisal B per guidelines
    • The Master is aware of illnesses and injuries onboard.
    • Master maintains records of drug and alcohol testing

    Safety Officer (Safe Off):

    • An STCW qualified officer appointed at the Master’s sole discretion with notice to the Company including CSO.
    • He is responsible directly to the Master concerning all matters of safety onboard. Monitors drills and compliance with Company safety procedures.
    • Works closely with the SSO to ensure both safety and security and conformance with the SSMS. May chair the onboard safety/security meetings.

    Qualifications

    • Must be a licensed officer.
    • Excellent familiarity with ISPS, ISM, SOLAS and other relevant regulations.
    • Age: 35-45, Minimum of 15 experience
    • Engineering / Bachelor’s degree in a related field (e.g. construction management, Mechanical engineering)
    • Must have worked within the Company at least two voyage.
    • CSO shall verify appropriately and report to the CrewM and MD prior to appointment
    • Possession of all valid certificates, including BOSEIT
    • Possession of all valid certificates under STCW and the Flag of the ship for the type of the ship and her trading.
    • Be internally promoted from within the Company or having a personal
    • Recommendation from his previous employer, who must be considered by the Company as a first-class operator. This recommendation and its verification by MD/OM/I’M will be kept in the Master’s file.  The CSO shall verify appropriately
    • AB per ISPS B 13.1, 13.2 and relevant USCG 33 CF 104.220 should have appropriate knowledge of:
      • Security administration;
      • Relevant international conventions, codes and recommendations;
      • Relevant Government legislation and regulations;
      • Responsibilities and functions of other security organizations;
      • Methodology of ship security assessment
      • Methods of ship security surveys and inspections
      • Ship and port operations and conditions;
      • Ship and port facility security measure;
      • Emergency preparedness and response and contingency planning;
      • Instruction techniques for security training and education, including security measures and Procedures handing sensitive security-related information and security-related communications;
      • Knowledge of current security threats and patterns;
      • Recognition and detection of weapons, dangerous substances and devices;
      • Recognition, on a non-discriminatory basis, of characteristics and behavioral patterns of persons who are likely to threaten security;
      • Techniques used to circumvent security measures, security equipment, and systems and their operational limitations;
      • Methods of conducting audits, inspections, control and monitoring;
      • Methods of physical searches and non-intrusive inspections;
      • Security drills and exercises, including drills and exercises with port facilities; and assessment of security drills and exercises.
      • The layout of the ship, the Ship Security Plan (SSP) and related procedures (including scenario-based training on how to respond);
      • Crowd management and control techniques;
      • Operations of security equipment and systems, and testing, calibration and whilst at sea maintenance of security equipment and systems.

    Chief Engineer (CE)

    Job Description

    • The CE is in charge of the Engine Department and all machinery onboard including the ship’s Cargo and Ballast related equipment.
    • He assists the Chief Officer in the operation of cargo equipment and advises the Chief Officer of any bunker, tub oil, sludge, etc. transfers that may affect the ship’s trim, stress and/or stability.
    • Responsible directly to the Master and also to the ship’s SupE and Technical Manager(TM)/FM regarding the status of all machinery, bunkers and related spares(CRITICAL and other), stores and consumables.
    • Responsible for the maintenance of all machinery and engine department personnel. Responsible for OWS operation and MARPOL compliance.

    CE Assuming Command Of The E/R:

    • The CE takes charge of Engine Department as per the Company procedures when joining the vessel.
    • Upon assuming command of the Engine Room, the CE makes a check of documents in his charge and examines machinery, assessing its condition and reports to the Company.
    • The CE inspects machinery spaces so that he is familiar with the machinery condition and operation.
    • He familiarizes himself with instruction manuals and machinery history.
    • The CE advises the Master on safety and seaworthiness/operation of the vessel and is in contact with the Master on these matters throughout the voyage.

    CE Standing Orders:
    The CE shall issue standing orders for:

    • The operation of machinery.
    • Taking over the Engine Room watch.
    • Watchkeeping & emergency procedures as per Company policy.
    • A copy of these orders is to be signed by each Engineer Officer. At night the CE shall issue sanding orders which will be signed by the Duty Engineer before watch.

    Duties
    CE'S Engine Room Watch Duties
    The CE:

    • Ensures officers are fit for watch duty.
    • Assigns/monitors duty watch when engines are in the manned mode.
    • Assigns Duty Engineer when in unmanned mode is in the Engine Room when the vessel is on 'stand by' may be relieved for long standby periods or for an emergency by 2E

    CE'S Safety Duties:
    The CE:

    • Ensures the specific spill contingency plan is enforced.
    • Ensures the Engine Department safety equipment is maintained.
    • Ensures the Engine Department weekly safety routines are carried out.
    • Ensures the Engine Department know location/use of safety equipment.
    • Ensures the crew use safe practices inthe Engine Room.
    • Ensures steps are taken to prevent smoke pollution
    • Can be appointed ECO – Environmental Compliance Officer or deputy - Master’s discretion.
    • Assists Master in detailing an incident where the vessel is damaged Checklist_043 Engine Dept Weekly Safety.

    CE'S General Duties:
    The CE:

    • Is responsible for bunkers and personally supervises bunkering operations.
    • Responsible for ensuring proper sounding/gauging at all times.
    • Meets with Master to decide bunkering needs for voyage planning.
    • Considers operating variables and CP stipulations when bunkering.
    • Reports to Master daily fuel and diesel oil consumption/quantities.
    • Reports to Master the amount of fresh water remaining onboard
    • Before departure from port, ensures Engine Department:
    • Has sufficient fuels, lubricating oils, stores, spares.
    • That the machinery is working efficiently
    • Ensures reports are completed on time.
    • Ensures Statutory and Class surveys are completed on time
    • Where authorized by Class, carries out machinery surveys.
    • May be appointed as ECO deputy by the Master – Master to be immediately informed of any conflicts in duties, schedules, etc.

    CE'S Maintenance Duties:
    The CE:

    • Monitors and evaluates propulsion plant and auxiliary machinery.
    • Reports to the Company any serious deviation in above.
    • Assists/carries out repairs and rectification of defects.
    • Advises Master when resources inadequate for dealing with a defect seeks Company help when dealing with above defect.
    • Supervises outside con1ractors if superintendents are not onboard.
    • Is responsible in the Engine Department for:
      • The condition of instruments
      • Manuals/drawings/documents/logbooks/defect list
      • Inventories
      • requisitions and correspondence
    • Directs maintenance on:
      • Hose cranes on deck
      • Air-conditioning.
      • Refrigeration plants
      • Oily water separators
      • The emergency generator and all emergency equipment
    • Ensures the PMS covers all critical equipment
    • Ensures Engineers and EO understand and use the PMS
    • Ensures maintenance is carried out/recorded as per PMS.
    • Ensures maker manuals and Company instructions are entered in PMS.
    • Ensures spare part & stores records kept per Company instructions
    • Before arrival, finds out the time in port for maintenance/surveys
    • Discusses needs with the Master while in port.
    • Informs Master of any repair that necessitates vessel immobilization.
    • Informs Master of the expected length of the immobilization.
    • Keeps the Master informed as above repairs etc progress

    CE Crew Duties
    The CE:
    Ensures Engine Department crew has read:

    • His standing orders
    • The Company’s manuals and circulars(if any)
    • The equipment maker’s operating instructions.
    • Maintains discipline & efficiency in the Engine Department.
    • Maintains discipline & efficiency in the Engine Department.
    • Guides crew working under him, pointing out breaches of regulations.
    • Assigns duties and ensures their completion.
    • Assigns duties , interchanging jobs/day work as required.
    • Ensures completion of above.
    • Ensures engine room crew are familiar with the water mist system
    • Completes Checklist_076 and Checkliist_077 assessing:
    • Conduct, ability, sobriety of the crew under him
    • Potential advancement of crew under him.
    • Supervises prescribed training routines for trainee engineers
    • Advises the Company on training needs of Engine Department.
    • Provides on board guidance and training for Engine Department.

    Qualifications
    The CE’s qualifications are:

    • Engineering Degree in a related field (e.g. Construction Management, Mechanical Engineering, Electrical).
    • Minimum of 10 experience.
    • Age: 35 - 45 years old.
    • Possession of all valid certificates under STCW and the Flag of the ship for the type of the ship and her trading including BOSEIT certificate.
    • Be  internally  promoted  from  within  the  Company  or  having  a  personal recommendation from his previous employer, who must be considered by the Company as a first class operator. This recommendation and its verification by MD/OM/I’M will be kept in the CE’s file. The CSO shall verify appropriately.

    Third Engineer (3E)

    General

    • The 3E is responsible to CE/2E. The 3E shall take over the duties of the 2E in his absence.

    General Duties

    • Carries out Watch/Duty Engineer responsibilities
    • Assists in the Engine Room during maneuvering incineration
    • Performs any other duties as requested

    3E’S Maintenance Duties
    The 3E ensures the maintenance and repair of:

    • Auxiliary engines
    • Auxiliary boiler and exhaust gas economizer
    • Incinerator.
    • Fresh water generator

    Emergency equipment such as:

    • Lifeboat motors
    • Emergency compressor & emergency fire pumps
    • Fire fighting/safety equipment in the Engine Room
    • Fuel tank valve trips

    The 3E maintains machinery records and maintenance plans for above:

    • The 3E ensures that the feed water of the boiler(s) and main engine is tested. Testing is done daily on turbine vessels and at least weekly on motor vessels.
    • The CE monitors and ensures the test readings are recorded in the water chemical maker’s data sheets.

    3E’S Crew Duties
    The 3E:

    • Supervises Engine Room staff
    • Instructs and supervises the engine ratings
    • Ensure workers under his supervision comply with safety requirements
    • Ensures above comply with environmental protection requirements
    • Develops crew under him through personal contact, guidance and example

    Engine Cadet (EC)

    • The EC reports to the 2E.  The EC is trained as a future engineer. The EC is following the training programme.

    The EC:

    • Assists watches in the Engine Control Room
    • Performs any other duties as assigned
    • Is responsible for updating his logbook signed by Duty Engineer

    Qualifications
    The 3E’s qualifications are:

    • Engineering / Bachelor's Degree in a related field (e.g. Construction Management, Mechanical Engineering)
    • Possession of all valid certificates under STCW and the Flag of the ship for the type of the ship and her trading.
    • Good general knowledge of all ship’s engineering activities.
    • Age: 35-45, Minimum of 5 experience

    The EC’s qualifications are:

    • Graduate of a recognized Marine Academy or Technical College.
    • Possession of all valid certificates under STCW and the Flag of the ship for the type of the ship and her trading

    Electrician Technical Officer

    Job Description

    • The EO serves as a day man. He is responsible to the CE and 2E. There may be an trainee EO (TE) onboard. The TE has the same theoretical knowledge as EO but are onboard to gain practical experience and will work directly with the EO.
    • If there is no EO onboard then the CE will monitor the works and responsibilities of the TE more closely to ensure that the TE’s works and responsibilities are within the TE’s capabilities.   See the Duties of the TE below (own section).

    Duties
    EO'S Maintenance Duties
    The EO is responsible for:

    • Maintenance of the electrical and electronic equipment onboard.
    • Adoption of safe working practices onboard.
    • UMS test schedules, alarm test etc.
    • Assistance with any other maintenance as required.
    • Assistance in maintaining navigational and communication equipment.
    • Maintains Megger test records, updates the PMS & records his work.
    • Inspects the machinery in his charge daily for safety & efficiency.
    • Reports any abnormalities in above to the 2E.
    • Performs other mechanical/electrical maintenance and repair as asked

    EO'S Safety / General Duties:
    The EO:

    • Ensures safety requirements are met for electrical equipment.
    • Ensures PPE for electrical hazards is available in good condition.
    • Ensures the crew knows how to use electrical PPE.
    • Ensures no hazardous electrical appliances are in cabins.
    • Checks any temporary electrical circuits, power points or wiring
    • Ensures prominent signs are displayed for dangers such as: High voltage inadvertent start of a machinery under repair, any other electrical hazards.
    • Ensures electrical stores and workshop are maintained.
    • Maintains inventory records for electrical spares & stores.
    • Submits requisitions for electrical spare parts & stores to 2E.
    • Signs for above items & ensures items are delivered as ordered.
    • Submits monthly works, spares and stores consumption reports to 2E.
    • Attends in the Engine Room during stand by as required.
    • Attends windlass/deck mooring equipment during stand by as required.

    EO'S Crew Duties:
    The EO:

    • Instructs and supervises the engine ratings as ordered by 2E.
    • Ensure workers under his supervision comply with safety requirements.
    • Ensures above comply with environmental protection requirements.
    • Develops crew under him through personal contact, guidance and example.

    Bosun (BO), The BO reports to the CO:
    BO'S Navigational Duties:
    The BO:

    • Is part of the Bridge Watch in port, is on Deck Watch reporting to OOW or on Cargo Watch per CO on watch, reports to the OOW unless instructed otherwise by CO.

    BO'S Maintenance / Crew Duties:
    The BO is to supervise deck ratings in the following maintenance works:
    Cleaning, rustscaling and painting of:

    • Inside/enclosed spaces
    • Hull/decks/masts/superstructure.
    • Maintenance of running gear & mooring/anchoring equipment.
    • Maintenance and rustscaling of the cargo tanks or holds.
    • Maintenance of tanks/holds, cleaning gear & associated equipment.
    • Maintenance of safety & lifesaving equipment.
    • Maintenance & repairs of the cargo loading/discharging gear.
    • Maintenance & repairs of associated equipment to above.

    Qualifications
    The EO's qualifications are:

    • Engineering / Bachelor's Degree in a related field.
    • Possession of all valid certificates under STCW and the Flag of the ship for the type of the ship and her trading.
    • Minimum of 8 experience.
    • Age: 35-45 years

    Second Engineer (2E)

    General

    • The 2E reports to the CE on a daily basis. 
    • He assumes charge of Engine Room and machinery in the absence of the CE.
    • He assumes watch as directed by CE.
    • The 2E supports the CE in supervising the daily works of the engine department personnel.
    • The 2E may be appointed as the ship’s ECO (Environmental Compliance Officer) by the Master.

    2E’S General Duties
    The2E:

    • Liaisons with the CO.
    • Supervises work and maintain engine logbooks.
    • Attends stand-by duties at arrival/departure ports
    • Carries out Duty Engineer responsibility as directed
    • Ensures Engine Department complies with safety requirements
    • Ensures compliance with environmental protection requirements
    • Maintains inventory of spare parts & consumables on hand/on order
    • Prepares/scrutinizes machinery spare part/stores requisition s
    • Prepares/scrutinizes electrical spare part/stores requisitions
    • Receives and signs for spare parts and stores
    • Ensures above are delivered as ordered
    • Ensures delivered spare parts & consumables are inventoried & stowed
    • Notifies the Company of any quantity/quality deficiency of above
    • Performs any other duties as directed by CE
    • May be appointed as ECO deputy by the Master – Master and CE to be immediately informed of any conflicts in duties, schedules, etc.

    2E’S Maintenance Duties
    The 2E:

    • Directs maintenance and repairs of:
      • Main Engine
      • Cargo Machinery, Hatch Hydraulic Machinery & Steering Gear
      • Windlass and mooring equipment
    • Maintains machinery records and maintenance plans for above
    • Organizes maintenance as per the CE’s orders
    • Assigns duties to other engineer officers for daily maintenance
    • Assigns duties to other engineer officers overhaul and repair work
    • Ensures record keeping of preventative maintenance
    • Ensures that the Engine Department maintains a clean Engine Room that is free of oily residues on tank tops, floor plates etc

    2E’S Crew Duties
    The 2E:

    • Assigns crew under him full employment within normal working hours
    • Distributes overtime assignments
    • Prepares evaluations for ratings working under him (Checklist_077)
    • Advises the CE about functioning of the Engine Department
    • Is the designated ‘On-Board Training Officer’ for training JE/EC-AE
    • Assigns tasks to above per the training record book guidelines
    • Monitors the progress of above
    • Responsible for reports for the trainees regarding training
    • Develops crew under him through personal contact, guidance and example

    Qualification
    The 2E’s qualifications are:

    • Engineering / Bachelor’s Degree in a related field (e.g. Construction Management, Mechanical Engineering)
    • Minimum of 8 experience
    • Possession of all valid certificates under STCW and the Flag of the ship for the type of the ship and her trading.
    • Be internally promoted from within the Company or having a personal recommendation from his previous employer, who must be considered by the Company as a first class operator. This recommendation and its verification by MD/OM/TM will be kept in the 2E’s file. The CSO shall verify appropriately.
    • A new to Company 2E must be carefully supervised by a Company CE or SupE for 0.5 to 1 month prior to the completion of his probation. It is expected that the overlap with the prior 2E will be approximately 1 week.
    • Age: 35-45
