    Banyan Global is the prime recipient of the Nigeria Health Workforce Management (HWM) Activity in Nigeria. The HWM Activity is a five-year task order to support the establishment of a cost-effective, well-trained, and motivated health workforce, particularly in targeted rural and remote areas of Bauchi, Ebonyi, Kebbi, and Sokoto States and the Federal Capital Territory (FCT). By its conclusion, HWM is expected to increase the production of new health workers competent to respond to current and future population health needs in these locations by 100,000; improve the distribution and skill mix of front-line workers to meet specific local demands; and strengthen the capacity of pre-service institutions to adopt and apply innovative education approaches. Targeted interventions will contribute to 1) improved management of maternal, child, and newborn health conditions and 2) increased responsiveness to community health needs. USAID will support the Government of Nigeria’s (GON’s) commitment to plan, recruit, train, manage, and retain its primary health care (PHC) workforce. This activity will contribute to the achievement of USAID/Nigeria’s Country Development Cooperation Strategy (CDCS) Development Objective 2 “a healthier, more educated population in targeted states” and Intermediate Result (IR) 2.1 “Utilization of quality health services in targeted areas and population groups increased.”

    The Workload Indicators of Staffing Needs (WISN) Consultant reports to the HWM Technical Director. The Consultant will utilize WISN, the World Health Organization’s (WHO’s) human resource management tool, to assist in determining staffing requirements of health facilities based on existing workloads.

    Qualifications

    • Minimum of a master’s degree in sciences, Social Sciences or any other related field 
    • Demonstrated experience of work in the field of Human Resources for Health ( HRH)
    • At least 10 years’ experience using WISN tool in health care facilities at the international and local levels
    • Excellent communication skills
    • Past work experience with governments at international level and the World Health Organization will be an added advantage

    Timing and Level of Effort The WISN Consultant will require ten working days (seven on-site days and three remote working days) between the Month of April and May 2022

    The Scholarship Program Management Consultancy will be based in Abuja and four other states and will report to the HWM Technical Director. The consultant will collaborate with stakeholders in the four target States and FCT to support young women in entering the health care workforce through:
    Scholarships to support the cost of training (including tuition and fees, books, uniforms, exam costs, a monthly stipend, and other items as needed)
    Social support (by connecting female students with peers and mentors to provide encouragement and assistance as needed)

    With the guidance of the HWM Technical team, develop criteria for the evaluation and selection of students to receive a scholarship. 
    Collaborate with the State MoH, PSHTIs and HWM to:

    • Develop and promote an application process that is appropriate for the targeted beneficiaries
    • Collect and reviews applications against the set criteria
    • Identify and share shortlist of eligible applications with HWM for validation and approval 
    • Develop set of data to be collected from the beneficiaries including 
    • Create an electronic database of the scholarship beneficiaries     5 days 

    Quality assurance and safeguard
    Work with the HWM team to:

    • Develop processes and quality assurance measures to guide and safeguard the disbursement of scholarship funds
    • Collect bank account or other appropriate disbursement information from selected scholarship recipients
    • Facilitate the disbursement of scholarship funds
    • Follow up with scholarship recipients and health training institutions to ensure that HWM funds reached the intended beneficiary
    • Capture appropriate data to report to HWM on all scholarships awarded    5 days 
    • Work with the HWM staff and other stakeholders as appropriate to design, coordinate, and execute state-specific scholarship award ceremonies.    5 days
    • Work with HWM State HRH Coordinators, TAG, and health training institutions, on innovative strategies for private sector institutions to provide future funding in support of the scholarship program.    5 days
    • Develop a final report on behalf of HWM summarizing the scholarship program and its impact, including (but not limited to):
    • The number of women who received a scholarship in each State
    • The details of the funds disbursed

    Deliverables/Activities 

    By the conclusion of the consultancy, the consultant will submit the following deliverables: 

    • Database of identified potential beneficiaries from rural communities, and accredited schools of Nursing and Health Technology
    • Application evaluation and selection criteria
    • List of selected students and associated awards
    • Confirmation of the delivery of all scholarship funds to the appropriate beneficiary
    • Comprehensive report of work done, including a database of students who have received scholarships, and all documents pertaining to the implementation process

    Approach and Reporting Line
    The HWM Scholarship Consultant will report directly to the Technical Director, while working closely with the IR 1 Technical Lead and the Director of Finance & Administration. The consultant must be based in Abuja and willing to work as needed from the HWM office in Abuja. The consultant may be expected to travel to the target States and throughout the FCT to perform their duties as described above. The consultant is expected to work closely with the HWM project team to determine if travel is necessary. HWM will make all travel arrangements and cover appropriate costs of approved travel only. HWM will provide the consultant with a communication stipend and access to HWM virtual meeting platforms to facilitate their work. 
    Qualifications

    • Five to seven (5-7) years of demonstrated professional experience working in the health care, public health, or tertiary education sector in Nigeria. Experience in health education is a plus.
    • Strong knowledge of and commitment to gender equity principles.
    • Demonstrated professional experience developing and implementing complex logistical processes. Must be able to describe detailed processes clearly and confidently.
    • Strong organizational skills. Familiarity and comfort working with, maintaining high quality data, and utilizing data to support decision-making.
    • Fluency in English and strong writing skills. Demonstrated capacity to analyze complex issues, draw relevant conclusions, and produce a comprehensive technical report. (May be asked to provide a writing sample)
    • Effective communication and people skills. Must be comfortable and able to consult with the pre-service health training institutions within the locations, NMCN, CHPRBN, and other external stakeholders and represent HWM in such a way that maintains our positive and effective reputation.
    • Cultural sensitivity, particularly in multi-ethnic and multi-religious contexts.

    The HRH Consultant will be based in Abuja and Sokoto and will reports to the HWM Country Director. The Consultant will strengthen the ongoing technical assistance provided by HWM to the Sokoto State Government in its health workforce cadre conversion effort, which is designed to increase the number of health workers trained as skilled birth attendants (SBAs) and enhance the quality of services offered in its PHC facilities. 
    Activities

    • Facilitate four cadre conversion workshops in Abuja and Sokoto State (two in each) with stakeholders drawn from the Sokoto State Government, Federal Minister of Health (FMOH), National Primary Healthcare Development Agency (NPHCDA), four professional regulatory boards USAID Implementing Partners (IPs), and HWM 
    • The first Abuja workshop will focus on stakeholder engagement, curriculum adaptation, planning, and design. The second Abuja workshop will consist of an evaluation to review the progress of implementation. The audience for these workshops will include:
    • 2 Representatives of the Community Health Practitioners Registration Board of Nigeria (CHPRBN), Sokoto State MOH, FMOH, NPHCDA, NMCN, USAID IPs, and HWM
    • The Sokoto workshops will include identification of suitable Pre-service Health Training Institutions (PSHTIs) for training programs, review of State Government commitments to the program, and a kickoff of the training program. The audience for these workshops will include representatives from:
    • PSHTIs, Sokoto State MOH, Office of the Head of Service, State PHCDA; NMCN, and CHPRBN    18 days 
    • Provide support to the Sokoto State Government and relevant regulatory boards to identify objectively and systematically: 
    • Lists of qualified individuals to be enrolled for the first cadre conversion training
    • Suitable PSHTIs to host the trainings, and work with the selected ones
    • Suitable resource persons from the schools to be involved in the program    7 Days 
    • Conduct a five-day training workshop on strategies for publication in a national or international journal for 20 participants drawn from FMOH, HWM (8), 1 each from the 4 + 1 States, USAID IPs (IHP and BAN) and NPHCDA.    5 days 
    • Identify a local or international journal and provide technical support for the development of at least two manuscripts for publication in any of the identified public health journal.    5 days

    Reporting Line and Deliverables

    • The consultant reports to the HWM Country Director but is expected to work collaboratively with the Sokoto State Ministry of Health and the Office of the State Head of Service, NMCN, CHPRBN, the HWM Training Technical Lead, HWM State Coordinator in Sokoto and other HWM Technical Team to achieve the key deliverables listed below: 
    • Provide a technical report of each of the four workshops conducted    
    • Submit a database of participants enrolled for the first batch of cadre conversion intervention in Sokoto State, and all supporting documents
    • Draft completed manuscripts of at least two articles for publication in an identified national or international journal

    Qualifications

    • Degree in Medicine, Nursing, Public Health, or another relevant field 
    • Minimum of 15 years of experience in a Pre-Service Health Institution (PSHTI)
    • Experience in writing and review of manuscripts for publication in a national or international public health journal with at least eighteen national or international publications.
    • Experience working with professional health regulatory boards and associations, government officials, civil society partners, and other stakeholders
    • Experience facilitating workshops and trainings 
    • Strong familiarity with the Nigerian academic institutions; particularly PSHTI
    • Demonstrated skills in quantitative and qualitative research methods 
    • Demonstrated capacity to analyze complex issues, draw relevant conclusions, and produce comprehensive technical reports
    • Cultural sensitivity, particularly in multi-ethnic and multi-religious contexts

    Timing and Level of Effort

This position will provide technical expertise to design and deploy the integrated Human Resources Information System (iHRIS) for four states including the FCT. The iHRIS design and deployment must be interoperable with the Federal Ministry of Health managed National Health Workforce Registry (NHWR).

    Approach 
    The Consultant reports to the HWM Technical Director but works primarily with the HWM HRIS Advisor, HWM State staff, and the Departments of Planning, Research and Statistics (DPRSs) in the State Ministries of Health (SMOHs) and the FCT Health Secretariat. 
    Qualifications

    • Minimum of a degree in sciences, social sciences, engineering, or related field though master’s degree more preferable. 
    • Past work experience on national or state registries involving iHRIS

    Timing and Level of Effort 
    The expected period of performance for this assignment is 60 days between April and end before the month of August 31, 2022.

    The HRH Policy and Strategic plan Consultant will be based in Nigeria and will report to the HWM Country Director. The Consultant will build on the HRH work of the Ebonyi State Ministry of Health (ESMOH) by supporting the development of an HRH situational analysis report, a State HRH Policy, and a costed five-year HRH Strategic Plan with a monitoring and evaluation (M&E) framework that is aligned and integrated with the National HRH Policy, the HRH priority area of the Ebonyi State Strategic Health Development Plan (SSHDP), and Ebonyi State’s planning and budgeting cycles. The HRH Policy, situational analysis report and costed HRH Strategic Plan (SP) will enable the State to define and cost its HRH interventions and integrate these with the existing NHSDP 2021-2025 for the remaining implementation period.

    Work with the ESMOH HRH Focal Person and HWM Ebonyi State HRH Coordinator to revise the Terms of Reference (TORs) for the current TWG to align with the prevailing HRH priorities of the state. 
    Work with the Ebonyi State HRH TWG to agree and finalize the structure and format of the HRH Strategic Plan and its alignment with the Ebonyi State Strategic Health Development Plan - 2018 to 2022 
    Identify HRH issues and challenges and work with the ESMOH and Ebonyi State HRH TWG to develop strategies and activities to resolve them    17 days

    Approach
    Th consultant is expected to consult with the stakeholder throughout the process of the consultancy assignment. The consultant is also expected to share relevant information with the key stakeholders, work through consensus building and apply principles that will facilitate ownership of the processes and products. The consultant will also present the key deliverables to the ESMOH leadership for its review and endorsement at predefined stages of the process. This is in addition to provide feedback promptly and submit monthly progress reports to both the ESMOH and HWM Activity

    Qualifications

    • At least 7 years’ experience providing technical guidance in HRH planning and development in Nigeria
    • Experience in supporting PHC strengthening reforms related to Human Resources for Health situational analysis, policy, and strategic plans
    • Understanding of the Nigerian health system, National and State-level policies and guidelines related to HRH, and the PHC system, including the challenges and barriers facing the country around HRH planning and implementation
    • Understanding of the nature and functioning of public-sector organizations, especially in the health sector
    • Knowledgeable on HR information and database management systems and processes 
    • A degree in public health management and administration, HR, medicine, program management or experience in specialized training in areas such as HRH, health financing, data management is preferred 

    Timing and Level of Effort 
    The expected period of performance for this assignment is 35 days between April and June 2022. Expected number of travel days will not exceed twenty.
