    Overview

    Banyan Global is the prime recipient of the Nigeria Health Workforce Management (HWM) Activity in Nigeria. The HWM Activity is a five-year task order to support the establishment of a cost-effective, well-trained, and motivated health workforce, particularly in targeted rural and remote areas of Bauchi, Ebonyi, Kebbi, and Sokoto States and the Federal Capital Territory (FCT). By its conclusion, HWM is expected to increase the production of new health workers competent to respond to current and future population health needs in these locations by 100,000; improve the distribution and skill mix of front-line workers to meet specific local demands; and strengthen the capacity of pre-service institutions to adopt and apply innovative education approaches. Targeted interventions will contribute to 1) improved management of maternal, child, and newborn health conditions and 2) increased responsiveness to community health needs. USAID will support the Government of Nigeria’s (GON’s) commitment to plan, recruit, train, manage, and retain its primary health care (PHC) workforce. This activity will contribute to the achievement of USAID/Nigeria’s Country Development Cooperation Strategy (CDCS) Development Objective 2 “a healthier, more educated population in targeted states” and Intermediate Result (IR) 2.1 “Utilization of quality health services in targeted areas and population groups increased.”

    The Workload Indicators of Staffing Needs (WISN) Consultant reports to the HWM Technical Director. The Consultant will utilize WISN, the World Health Organization’s (WHO’s) human resource management tool, to assist in determining staffing requirements of health facilities based on existing workloads.

    • Design and submit training agenda for review by HWM Technical Director    0.5 day
    • Conduct a Training of Trainers (TOT) on the WISN methodology and software, develop a WISN implementation strategy, and establish WISN committees    2 days 
    • Develop WISN workload components and activity standards for the cadres selected working with the established committees    3 days 
    • Validate the workload components and activity standards and refine the WISN data collection tools    1 day
    • Conduct a training for data collectors by leading a practical exercise in a health facility on collecting the required data for the WISN methodology.    1 day 
    • Provide remote support on data collection, analysis, and report writing     1 day 
    • Remotely support HWM team for a policy dialogue to share results of implementation with key HRH stakeholders      1.5 day

        Total LOE    10 days
    Deliverables

    • By the conclusion of the consultancy, the consultant will submit the following deliverables: 
    • WISN final implementation strategy 
    • Reports of task 2 and 5 under activities
    • Copies of validated data collection tools
    • List of participants trained and certified for WISN

    Qualifications

    • Minimum of a master’s degree in sciences, Social Sciences or any other related field 
    • Demonstrated experience of work in the field of Human Resources for Health ( HRH)
    • At least 10 years’ experience using WISN tool in health care facilities at the international and local levels
    • Excellent communication skills
    • Past work experience with governments at international level and the World Health Organization will be an added advantage

    Timing and Level of Effort The WISN Consultant will require ten working days (seven on-site days and three remote working days) between the Month of April and May 2022
