    Project Coordinator

    Child Safeguarding

    • Level 3:  The role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

    Role Purpose

    • The Project Coordinator will generally be deployed in an emergency response at field level offices/programmes’ sites.
    • The role of the Project Coordinator is to manage the design and implementation of programme and operational activities in Borno state.
    • S/he may also be deployed to support the in-country coordination mechanisms in a large scale emergency response. 
    • In most circumstances, the post holder will be expected to mentor and/or capacity build existing country programme staff.

    Key Areas Of Accountability
    Programme Support (typically will be at field level):

    • Ensure quality delivery of programme activities, for example, monitoring against log frames, budget forecast and reporting and monitoring on the BvA.
    • Preparation of timely programme and donor reports for project activities in compliance with internal and external requirements.
    • In close collaboration with the Sector Leads and project focal points, manage project field activities, ensuring project objectives are being achieved and ensuring the efficiency and effectiveness of our field work.
    • Working closely with the Sector Leads and Project Focal Points, ensure that the project implementation strategy is clearly understood by the implementing teams, and ensure that project plans and strategies are adhered to during implementation.
    • Follow up and ensure all procurements are implemented in alignment with project procurement plans
    • Ensure all documentation, reports, and records are maintained per agreed procedure, and information is provided on community activities as required.
    • Facilitate regular project deep dive meetings with Sector Leads and project focal points to ensure project is implemented on time, budget and quality
    • Facilitate internal and external donor communications with Members and Country Office
    • Manage implementation of award portfolio, ensuring that projects and reports are delivered according to SC and donor contractual requirements, within the agreed timescale and budget.
    • Develop and manage relevant multi-sector and multi-site budgets, ensuring proper authorisation and monitoring expenditure in line with SC and donor budgets, award management and financial guidelines, preparing budget plans, supervising variance analysis reports, and managing all sub-budget holders.
    • Contribute relevant site level and operational input to the master budget
    • Prepare and oversee programme implementation to ensure timely delivery of programme activities (for example, monitoring against log frames, individual performance management work-plans, etc.).
    • Implement effective safety and security procedures for the project, ensuring staff compliance and that new programmes are built around security considerations
    • Manage logistics processes to procure, store and distribute stock, supplies and services for the timely delivery of project objectives within the field base
    • Develop and implement participatory assessment to contribute to programme planning and MEAL processes
    • Manage and motivate project staff to perform highly in their respective roles and responsibilities. This will include leading on staffing structure, recruitment, performance management and implementing staff welfare policy
    • To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter.
    • Must adhere to the child safeguarding and protection policies and reporting standards.
    • Other ad hoc tasks as requested by Line Manager.

    Capacity Building:

    • Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff.

    Representation & Advocacy & Organisational Learning:

    • Ensure that Save the Children's work is coordinated with efforts of other agencies and Government, and take a leadership role within Interagency Coordination forums, ensuring the specific needs of children are being addressed.
    • Contribute to communications and media work., representing the organisation at field level to media, local government and other fora as required

    • Significant relevant experience of working in the in-country humanitarian teams/programmes and/or being deployed to humanitarian responses in other countries

    • Minimum of 5 years’ relevant experience
    • Previous experience of managing a team
    • Previous experience of programme and project management
    • Demonstrable project budget management experience    
    • Management experience of single site and multi-sector programme
    • Experience of identifying advocacy issues at field level, or supporting efforts at national level
    • Ability to write clear and well-argued assessment and project reports
    • Excellent communication skills

    Shelter and Settlement Officer

    Child Safeguarding

    • Level 3.  The responsibilities of this post may require the post holder to have regular contact with children and young people. In the overseas context all posts are considered to be level 3.
    • As part of these responsibilities the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis. 
    • The post holder should report and respond to interventions as determined by position related responsibilities identified in the Child Safeguarding Policy.

    Introduction

    • Save the Children International is a 'dual mandate' organisation and as such equal priority will be given to both humanitarian and development work. 
    • This is the only way we will be able to ensure that some of the fundamental rights that we believe children have, such as survival, safety and constant access to protection and education can be guaranteed. As part of a commitment to work with children through humanitarian interventions Save the Children will support programmes in both sudden onset and chronic emergency situations.

    Role

    • The Shelter & Settlement Officer will directly assist the S&S coordinator while working closely with the BHA Shelter partner to implement the Shelter and Settlement/Shelter NFI components of the project.
    • The S&S officer will supervise the construction/repair and distribution of shelters and shelter NFIs in MMC and Jere LGAs of Borno state.

    Main Responsibilities
    With support from the S&S Coordinator:

    • Assist in sensitization of local government structures, communities, and traditional authorities on the targeting criteria and identification and registration of the beneficiaries;
    • Undertake regular field visits to project sites; work with the implementing partner to understand impacts, operational challenges, and continuously identify opportunities for learning and improvement; and ensure timely delivery of programme activities (for example, monitoring against log frames, individual performance management work plans).
    • Ensure that partner field staff are aware of and implementing with agreed M&E tools and the management team can monitor, review and evaluate the effectiveness and quality of programming
    • Work with the S&S Coordinator to ensure actions agreed by the response team are effectively tracked and followed up.
    • Work with Supply Chain to ensure procurement request are submitted and treated timely according to the procurement plan.
    • Assist in training of any Save the Children and partner staff on Shelter and Settlement programming.
    • Actively participate in relevant field assessments to identify the beneficiaries’ needs, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs
    • Conduct the implementation and monitoring of all Shelter and Settlement activities, at the field level, as laid out in the Detail Implementation Plan (DIP).
    • Assist in the registration of target HHs, ensuring that the data is collected and is recorded appropriately
    • Compile and submit regular project reports and updates Integrate community approaches, protection mainstreaming, gender sensitivity and capacity building into all activities as appropriate;
    • With support of the community mobilization team, Coordinate the sensitization of Shelter and Settlement beneficiaries.
    • Identify emerging issues related to the Shelter/Shelter NFI and make recommendation for further solution.

    Support the S&S Coordinator and other Sector colleagues to:

    • Conduct vulnerability mapping with community representatives to identify the most vulnerable new arrival IDP in communities of implementation.
    • Develop strategies to address the economic barriers impeding the IDPs’ access to their basic needs (WASH, Food, Shelter, etc) in collaboration with the community representatives.
    • Implement Shelter and Settlement programs for IDP new arrival HHs, to allow families to be able to settle in their new communities.

    Qualifications & Experience
    Essential:

    • B.Sc / HND in a relevant course –Architecture, Building Technology, Civil Engineering or related relevant discipline
    • At least 2 years post NYSC relevant experience implementing Shelter and Settlement in Humanitarian emergency
    • Excellent communication skills, calm, with a good sense of working in an intercultural environment;
    • Excellent Microsoft Office applications skills (Excel, Word, PowerPoint, Emails, Skype, Web researchers);
    • Ability to design and interpret Architectural working drawings and develop bill of quantities.

    Cash and Voucher Coordinator

    Child Safeguarding

    Role Purpose

    • The Cash and Voucher Coordinator is expected to work closely with the BHA program manager, she/he will lead and oversee the implementation of the Multi-Purpose Cash Assistance (MPCA) component of the BHA project in Borno State.
    • Ensuring that the cash and voucher component is delivered promptly and to a high quality.

    Key Areas of Responsibility / Deliverables
    Reporting:

    • The CVA Coordinator will oversee the planning and implementation to ensure the timely delivery of MPCA activities across BHA project locations. Oversee planning and implementation to ensure timely delivery of MPCA activities across BHA project locations.
    • Oversee delivery of MPCA throughout the programme, identifying and helping ensure the resolution of any problems
    • Supervise the MPCA team to strengthen the effectiveness and timely implementation of activities
    • Prepare timely program and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
    • With support from the Monitoring & Evaluation team put in place an M & E plan for the project, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work.
    • With support from the Accountability lead put in place accountability activities for the project, ensuring that feedback from children and their families and the community as a whole is considered in project design.
    • With support from the community mobilization, ensure effective and efficient information sharing to relevant stakeholders and continuous program sensitization.
    • Work closely with partners and their staff to ensure project activities are implemented on time and within the stipulated quality.
    • Keep an eye on ensuring how the cash transfers can best be taken up by the State government beyond the end of the project;
    • Contribute to regular and timeline monitoring and reporting as required and ensure that key programme lessons are captured and shared with colleagues
    • She/He will provide support to the field-based team on report writing, and develop the capacity of staff for donor-level writing.
    • Coordinate with the BHA Program Manager to ensure timely situational reports, in addition to the provision of a weekly update on programme activities.
    • Provide other communications and information materials on the response as requested
    • Ensure that budget-monitoring reports for the programmes are responded to in time and with the correct information.

    Budget Tracking:

    • The CVA Coordinator will take responsibility for consistent monitoring of sector budget and transaction listings to track project performance and flag challenges that impact burn rates
    • She/He will coordinate closely with the BHA Manager to ensure tracking of spending and pipelines at the supply chain and finance.
    • Support with identifying and communicating recharges and reclasses to the Finance team to ensure sector burn rates meet finance KPI and donor compliance.

    Support Proposal Development:

    • Work closely with the BHA program Manager and business development colleagues to identify, support and pursue funding opportunities that allow for both integrations into broader programs and standalone Cash and voucher programs/projects; engage with technical partners, donors and colleagues across Save the Children; and develop of high-quality concept notes and proposals.
    • Lead the technical scoping, planning, and design and proposal writing during new programme development, and ensure that we design and deliver high-quality Cash and Voucher programmes for children, building on global best practices. Ensure that gender, disability, and resilience considerations are reflected in our programme design and implementation
    • Programme Management Support
    • Provide oversight and guidance to the programme implementation teams to ensure that thematic programme components are technically sound, implementation methods are consistent with national and global strategies, acknowledged good practice (e.g. Save the Children Common Approaches); and are likely to achieve scale, as well as equitable and sustainable results.
    • Work with Monitoring, Evaluation, Accountability & Learning (MEAL) teams to establish a sector M & E plan, carry out the gender and power analysis, and conduct quality monitoring against international standards through participatory methodologies that promote gender equality and social justice (including child-friendly and gender-sensitive/transformative methodologies); ensure links to reporting requirements, contribute to communications and media work, and ensure that feedback from all relevant stakeholders is considered in programme design.
    • Undertake field visits to project sites; work with implementation teams to understand impacts, operational challenges, and continuously identify opportunities for learning and improvement; and ensure timely delivery of programme activities (for example, monitoring against log frames, individual performance management work plans).

    • Work with Child Rights Governance colleagues to ensure that a rights-based approach is reflected in our programme design and implementation (in line with our child rights programming approach), with a strong focus on child participation and safeguarding.
    • Working closely with the HR team, identifying CVA staffing needs for the BHA programme, and ensuring rapid recruitment, induction and training of all technical field staff in carrying out the work.
    • Work with Supply Chain to develop an appropriate phased procurement plan.
    • Contribute towards the creation of an organizational learning culture that promotes the use of disaggregated data, evidence and analysis (including gender and power analysis) and understands its link to quality and accountable programming; Contribute to strengthening the use of equality-focused programme principles and good practice across themes and sectors.
    • Knowledge Management
    • Support teams in developing accessible and usable documents to support future proposal developments or capacity building of teams.
    • Develop emergency preparedness plans and conduct sectoral assessments (including gender analysis and disability situation analysis using SC assessment processes and tools) and design and deliver an emergency response and recovery programmes. Monitor trends to ensure early action, and lead technical design and implementation and technical coordination of humanitarian responses. Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
    • Ensures effectiveness of how teams are sharing and storing documents so that documentation is compliant with donor requirements and internal guidance. Also, ensuring that teams are maintaining their team filing requirements.  
    • Conduct training for staff and partners in knowledge management
    • Provides oral and written responses and briefings for queries by staff and managers and by external stakeholders that are accurate and appropriate
    • Comply with Save the Children policies and practices concerning child safeguarding, code of conduct, health and safety, equal opportunities, and other relevant policies and procedures.
    • Contributes to knowledge management by supporting the documentation of best practices and sharing across field offices.
    • Representation and coordination within the organization and other stakeholders
    • Develop and maintain working relationships and coordinate with relevant international and local agencies active in the Cash and Voucher working group and related coordination platforms.

    • Act as the focal point for CVA specific member and VIP visits, ensuring that schedules are drafted and shared to maximize the time available during high profile visits and ensure that coordination and detail sharing are completed

    Qualifications and Experience
    Essential:

    • Post-graduate qualification in Social Policy, Social Science, International Development, Economics or related relevant discipline
    • At least a First Degree / HND in a relevant course
    • Minimum of 3 years post NYSC relevant work experience.
    • Prior experience in helping deliver cash transfer programmes at scale;
    • Good knowledge of cash and voucher assistance, the key principles, and debates.
    • Fluency in written and spoken English;
    • Ability to write clear and well-argued project and assessment reports
    • Excellent time management skills, and ability to organize multiple and competing priorities

    Shelter and Settlement Coordinator

    Child Safeguarding

    Role Purpose

    • The Shelter & Settlement Coordinator will be responsible for ensuring that Shelter responses in Northeast Nigeria are supported with quality technical inputs, in accordance with SCI Strategic priorities.
    • The Shelter & Settlement Coordinator will lead the SCI BHA programme on sectoral assessment, program design and master budgeting, coordination, and support fundraising, recruitment and procurement. Shelter & Settlement Coordinator will support local partner in implementing shelter activities in IDP and host communities.
    • The role supports national advocacy and influencing, while driving strategic partnerships for new business development.
    • The role will also link with national Shelter capacities where they exist, and contribute to national learning, evidence generation and knowledge management where appropriate.
    • This position will be expected to engage with the Northeast shelter sector and coordination mechanisms ensuring that SCI’s shelter activities align with national as well as global best practices, in close coordination with stakeholders such as the relevant line Ministries, Clusters, UN agencies, and key INGO.
    • The role is expected to support development, emergency preparedness, DRR and support the assessment, design and implementation of humanitarian responses with other Shelter staff in the Northeast setting. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

    Key Areas of Responsibilities / Deliverables
    Programme Management Support:

    • Provide oversight and guidance to the programme implementation teams to ensure that thematic programme components are technically sound, implementation methods are consistent with national and global strategies, acknowledged good practice (e.g. Save the Children Common Approaches); and are likely to achieve scale, as well as equitable and sustainable results.
    • Provide technical support to the partner and internal construction team, advising on the infrastructure component and supporting through capacity building. 
    • Work with Monitoring, Evaluation, Accountability & Learning (MEAL) teams to establish a sector M & E plan, carry out gender and power analysis, and conduct quality monitoring against international standards through participatory methodologies that promote gender equality and social justice (including child-friendly and gender sensitive/transformative methodologies); ensure links to reporting requirements, contribute to communications and media work, and ensure that feedback from all relevant stakeholders is considered in programme design.
    • Undertake field visits to project sites; work with implementation teams to understand impacts, operational challenges, and continuously identify opportunities for learning and improvement; and ensure timely delivery of programme activities (for example, monitoring against log frames, individual performance management work plans).
    • Work with the Program Manager to ensure actions agreed by the response team are effectively tracked and followed up. 
    • Work with Child Rights Governance colleagues to ensure that a rights-based approach is reflected in our programme design and implementation (in line with our child rights programming approach), with a strong focus on child participation and safeguarding.
    • Working closely with the HR team, identify Shelter & Settlement-NFI staffing needs for the BHA programme, and ensure rapid recruitment, induction and training of all technical field staff in carrying out the work.
    • Work with Supply Chain to develop appropriate phased procurement plan.
    • Contribute towards the creation of an organisational learning culture that promotes the use of disaggregated data, evidence and analysis (including gender and power analysis) and understands its link to quality and accountable programming; Contribute to strengthening the use of equality-focused programme principles and good practice across themes and sectors.

    Budget Tracking:

    • The Shelter & Settlement Coordinator will take responsibility for consistent monitoring of sector budget and transaction listings to track project performance and flag challenges that impact burn rates
    • He/She will coordinate closely with the BHA Manager to ensure tracking of spending and pipelines at the supply chain and finance.
    • Support with identifying and communicating recharges and reclasses to Finance team to ensure sector burn rates meets finance KPI and donor compliance.

    Reporting:

    • The Shelter & Settlement Coordinator will ensure that all construction programming for Shelter, and other sector response activities, are undertaken in compliance with the SCI Construction Policy and Benchmark Standards. S/he will provide technical support to program involving Construction through review of proposals, advising on quality assurance processes, staffing requirements and safe programming for construction.
    • He/She will support the Program Manager in providing input on the BHA monthly and Semi-annual and Annual donor report.
    • He/She will provide support to field-based team on report writing, and develop the capacity of staff for donor-level writing. 
    • Coordinate with the BHA Program Manager to ensure timely situational reports, in addition to the provision of a weekly update on programme activities.
    • Provide other communications and information materials on the response as requested
    • Ensure that budget-monitoring reports for the programmes are responded to in time and with the correct information. 

    Support Proposal Development:

    • Work closely with the BHA program Manager and business development colleagues to identify, support and pursue funding opportunities that allow for both integrations into broader programs and standalone shelter & settlement-NFI programs/projects; engage with technical partners, donors and colleagues across Save the Children; and develop of high quality concept notes and proposals.
    • Lead the technical scoping, planning, and design and proposal writing during new programme development, and ensure that we design and deliver high quality Shelter programmes for children, building on global best practice. Ensure that gender, disability and resilience considerations are reflected in our programme design and implementation
    • Contributes to knowledge management by supporting the documentation of best practices and sharing across field offices.

    Partnership:

    • Support local partner implementing Shelter & Setttlement and ensure programming is in line with approved cluster and  organizational policies
    • Develop and maintain working relationships and coordinate with relevant international and local agencies active in the Shelter working group and related coordination platforms.
    • Document and communicate program implementation experience and lessons learned to support coordination and learning efforts. 
    • Act as the focal point for Sector specific member and VIP visits, ensuring that schedules are drafted and shared to maximize time available during high profile visits and ensure that coordination and detail sharing is completed 
    • Provide other support to other BHA sectors as directed by line manager

    Qualifications and Experience
    Essential:

    • Master's Degree in Construction Engineering (Architectural, Building and Civil) or related field or equivalent experience, or Undergraduate Degree in Construction Engineering (Architectural, Building and Civil) or related built environment qualification.
    • Three - Five years’ experience working with a International Non-Governmental Organization in a humanitarian shelter and settlement setting
    • Ability to write clear and well-argued project and assessment reports
    • Excellent time management skills, and ability to organize multiple and competing priorities
    • Excellent project management skills including very good budget management skills
    • Demonstrated monitoring and evaluation skills
    • Ability to work both in an advisory and a hands-on implementation capacity
    • Experience in preparing successful funding proposals for donors
    • Excellent communication skills with a high level of written and spoken English
    • Politically and culturally sensitive with qualities of patience, tact and diplomacy
    • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
    • Commitment to the aims and principles of SC. A good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
    • Proficiency in AutoCAD or similar drafting software and a high level of computer literacy (word, excel, ppt etc)
    • Ability to design and interpret architectural working drawings and develop bill of quantities. 

    Desirable:

    • Experience or knowledge of working and living in Northeast region/context.
    • Experience in WASH or Health programmes.
    • Excellent project management skills, especially in managing integrated and multisectoral projects
    • Proven capacity to supervise, train and coach staff
    • Specific experience of working in consortia projects.
