    Human Resources Officer (National Position)

    LOCATION: Maiduguri, Borno State, Nigeria (with frequent visits to field locations)

    REPORTING TO: Human Resources Coordinator

    JOB PURPOSE

    Under the technical guidance of the HR Coordinator, role holder provides hands on support to all field bases within Borno State through ensuring the consistent implementation of HR standards, policies, procedures and processes. The role holder supports in the capacity building of field-based Office Assistants. S/he is responsible for the implementation of Human Resources policies and procedures, and the correct administrative management of all staffs working in the project according to HR Manager’s indications and INTERSOS procedures, in order to ensure legal compliance to local laws.

    JOB RESPONSIBILITIES

    • Guides and support managers and staffs on HR policies and procedures and monitor the implementation of the rules in line with the Internal Regulation and Labor Law.
    • Under supervision of the HR Manager executes administrative, legal related tasks and payroll procedures ensuring that all data related to monthly salary calculation of national employees of the project are correctly collected (days off, unpaid leaves, sick leaves, overtime, etc.).
    • Ensures that all staffs in the project (National, international, visits, etc.) are properly briefed and/or inducted.
    • Supports the bases with performance management, capacity building, disciplinary measures and other HR matters.
    • Conducts interviews and select applicants who meet the specified criteria for the position as per the recruitment process and in close coordination with the line managers.
    • Ensures hiring, carry out amendments and contract termination formalities for employees at project level, according to labour local laws, preparing all mandatory tax declarations in order to ensure legal compliance.
    • Assists the managers to draw up annual holiday planning and staff shifts in order to forecast HR needs and to ensure HR availability for the project activities.
    • Enters data into the HR database and personal files and keep them up-to-date in order to facilitate HR processes management. Archive the personnel documentation and keep it in order
    • Updates national health insurance, GLA/GPA schedules, employee pension information and local indigene reports in order to meet legal requirements and duties.
    • Under the supervision of the HR Manager, update regularly the project’s organizational chart and Job Descriptions in consultation with relevant staffs (i.e. Head of Mission, Heads of Base, Project Managers, Programme Coordinator, CFC, etc.)
    • Follows up on the implementation of the staffs performance appraisal system (probationary & annual performance reviews).
    • Ensures induction, debriefs and all exit processes are done as per INTERSOS Nigeria procedures.
    • Ensures the timely production of HR reports from the field including attendance, payroll input, turnover, leave tracker and nominal rolls.
    • Plans and conducts internal HR workshops, induction and trainings for national staffs according to organizational needs.
    • Supports, in close coordination with the HR Manager, the managers in detecting training needs through consolidating staffs performance result, in properly evaluating people performance and in potential identification, and follow up on action plans to improve people capabilities.
    • Prepares the final pay slip and employment certificate at the end of a contract in order to meet legal requirements while defending INTERSOS ’s interests and based on Internal Regulation.
    • Ensures all administrative information available to the staffs (posting, meetings, etc.)
    • In close collaboration with the Project Manager and HR Manager, looks for the best options to avoid and/or solve possible labour conflicts.
    • Supports the HR Manager in translating documents into local language. Assists the HR Manager in meetings upon request.
    • Prepares and share statistical HR reports as requested
    • Collaborates with Logistics department for movements and/or accommodation of staffs in the project Maintain and care for all equipment

    POSITION REQUIREMENTS

    • Minimum of B.Sc./HND in Human Resource Management, Personnel Administration, or related field.
    • A Certifications in Human Resources management is desirable.
    • Minimum 3-5 years’ of HR experience
    • Minimum 3-year experience working with INGO
    • Act as an ambassador for INTERSOS Nigeria, through professionalism and conduct.
    • Adhere to all INTERSOS policies and procedures both technical and administrational.
    • Undertake and apply learning from appropriate training and development programmes.

    Psycho-Social Support Team leader (National Position)

    LOCATION: Dikwa LGA (Borno State)

    REPORTING TO: (Hierarchical): Protection Officer (Technical): PSS-GBV Specialist

    JOB PURPOSE

    The PSS Team Lead will help the organisation and coordination of all PSS activities implemented in the WGFS/CC at field level. Activities include information, individual and group counselling, vocational training, and recreational activities. Other activities may be added to this list over the course of a given project. Providing referral to case management services where pertinent and with the consent of the survivor. Liaise and coordinate with the Case Management team with a view to providing seamless and holistic service to beneficiaries. Provide technical support and supervision for the implementation of PSS activities in-line with current best practices

    JOB RESPONSIBILITIES

    • Conduct individual assessments for the diagnosis of possible psychological disorders and the identification of a therapeutic intervention plan for people identified and referred by the case management team following the opening of a CM case file;
    • Conduct individual counselling as part of a therapeutic intervention plan for with people identified and referred by the case
    • Conducts individual assessments and counselling (individuals/group) for the diagnosis of possible psychological disorders and the identification of a therapeutic intervention plan for people identified and referred by the case management team following the opening of a CM case file; carries out a PSS intervention plan for each client after receiving their consent.
    • Provides continuous psycho-social support via regular follow-up meetings, establishing a relationship built on trust and respecting confidentiality protocols; ensure that any progress on the individual therapeutic intervention plan and any significant change in the client’s psychosocial well-being and overall situation is duly recorded in a timely fashion;
    • Closes cases when the objectives in the PSS intervention plan have been met and no further needs have been identified;
    • Participates in individual supervision sessions on a weekly basis with the PSS-GBV Specialist, bringing immediate attention to any case of special/emergency needs; identifying gaps and PSS training needs and develops training tools and materials.
    • Participates in internal and external (partners& stakeholders) case conferences (when relevant), team meetings, trainings and workshops as scheduled by the supervisory and management team;
    • Supports the planning, implementation and reporting on all protection activities via weekly workplans, schedules and people management;
    • Supports positive team dynamics and a healthy work environment where case workers feel comfortable and supported in sharing experiences, challenges and feelings;
    • Documents all reporting on PSS activities as per INTERSOS and donor reporting regulations and transmit these on a weekly basis to the Protection Officer for further handling. Engages in regular feedback and dialogue with the Protection Officer on the quantitative reporting;
    • Oversees the proper and safe filing and archiving of PSS client files and activity reports files to maintain data confidentiality as per INTERSOS and international standards;
    • Carries out all tasks respecting key protection principles, including but not limited to; do no harm; non-discrimination; confidentiality, accountability, and; need-to-know principles.
    • Contributes to regular service mapping, updates to the service directory and support the development of referral systems with different service providers and the local NGO/CSO partner; ensuring good relationships and coordination.
    • Identifies and assists in the analysis of PSS trends in the overall caseload; flagging PSS and security issues and contribute to the identification of appropriate responses;
    • Oversees the planning and implementation of vocational training/life skills acquisition, recreational activities, focus group discussions, and training workshops as instructed by the supervisory/managerial team;
    • Coordinates and supervises all activities in the CC/WGFS, ensuring that schedules and workplans are in-line with SOPs and that activities are carried out as per project guidelines;
    • Strengthens existing community-based PSS and peer support group activities, where such exist and help to develop them where none currently exist;
    • Collaborates and coordinates with INTERSOS teams from other departments (WASH, Health & Nutrition, Livelihoods, etc…) in order to ensure holistic solutions to beneficiaries’ needs

    JOB REQUIREMENTS

    • Minimum 3-years of relevant work experience in psychology, social work, counselling, etc…;
    • Minimum 1-year of relevant experience with an INGO, NGOs and/or local authorities in Nigeria;
    • University degree in a related field (e.g. Psychology, Social Work, etc…);
    • Essential computer literacy (Microsoft Office Suite, e-mail, internet, etc…);
    • Excellent interpersonal and communication skills;

    Protection Officer (National Position)

    LOCATION: Gusau & Anka inclusive, Zamfara State, Nigeria (with frequent visits between sites)

    REPORTING TO: Senior Protection Officer

    JOB PURPOSE

    Protection function

    Ensure rapid protection assessment and monitoring, protection mainstreaming, capacity building of staff and varying stakeholders including, among others, local authorities, community volunteers, community & IDP leadership and partners. General protection monitoring thus ensuring equal access to assistance to the most vulnerable families. He/she will ensure coordination of all protection monitoring related activities under the supervision of the Senior Protection Officer, who will remotely supervise him from INTERSOS Maiduguri Office.

    HoFO – as supporting function

    Manages HR, logistics, admin functions and project support functions, keeping direct contact with Maiduguri office. The incumbent will work closely with all the Support Departments (Administration [Finance], Logistics, Security, and Human Resources), and the sector leads to ensure organization policies, processes, and procedures are followed. He/she will be the focal point for the field office & security to the rest of the organization. He/she will also create and maintain close relationships with local government, IDPs & host community representatives, local and international NGOs and international organizations, and other stakeholders.

    JOB RESPONSIBILITIES

    Protection

    • Conduct rapid protection assessment and monitoring to identify protection risks, trend and produce regular protection reports/information on the situation the intervention areas;
    • Ensure protection mainstreaming in all the sites to ensure that implementation and services adhere to protection standards;
    • Regularly visit sites to carry out protection monitoring of IDPs, returnees to assess their living conditions to inform program planning, design, referrals, and informed advocacy;
    • Ensure constant communication with the community and community-based structures in their own language while respecting culture/traditions to identify potential protection problems, formulate recommendations, solutions, and report;
    • Conduct capacity building training/workshop on protection topics among varying stakeholders (SEMA, LEMA, community & IDP leaders, volunteers, and partners) to increase protection knowledge and outcomes;
    • With support from the Senior Protection Officer guided by the Protection Coordinator, develop and operate appropriate protection tools to assess and document vulnerable cases among the beneficiaries;
    • Collect protection data through Key Informant Interviews, Focus Groups Discussions, Direct Observation and Safety Audits;
    • Review data and information collected during protection monitoring and compile regular protection reports highlighting gaps, concerns, and trends to inform future programming, advocacy, and referrals;
    • Establish and maintain collaborative relationship with stakeholders, particularly protection actors, to ensure synergy between INTERSOS and the protection actors’ activities enhancing the protective environment;
    • Attend the Protection Working Group and other regular meetings to discuss protection concerns of the affected population, identify gaps, and discuss way forward to address those concerns/issues and gaps;
    • Ensure data protection for both hard and soft copies and maintain records to ensure appropriate means of verification for each of the activity conducted as per work plan;
    • Conduct awareness raising/sensitization on protection topics (such as human rights, GBV prevention and response, child protection, PSEA, etc.) among affected population in the intervention locations;
    • Carry out all tasks respecting key protection principles, including Child Protection, Child Safeguarding and PSEA policy;
    • Provide protection input for the preparation of internal and external reports highlighting key protection concerns and suggested recommendations for Northwest (Zamfara)
    • Manage, including coaching, mentoring and guidance) Protection Monitors to ensure proper implementation of protection activities in the intervention locations;
    • Performs any additional task as assigned by the supervisor.
    • Administration/Logistics/Finance
    • Supervises the payment of volunteers and other support staff
    • Monitors the fields staff pending aging and liaises with them to close the pending in accordance to the specified maximum aging in INTERSOS Control Model
    • Collects and checks field financial documents (invoices, receipts, attendance sheets, etc) and forward to Maiduguri finance office to ensure timely processing and payment of vendors
    • Ensure regular performance appraisal and career management of staff under supervision
    • Ensure a positive working environment and good team dynamics
    • Contribute to the development of project procurement plans and gather needs of the base and channel them to Logistics in Maiduguri office
    • Coordination with logistics department, ensuring INTERSOS and Donor requirements are met, and proper documentation is collected and maintained for all procurements
    • In close collaboration with Finance Department and PMs, manage office cash in the field office, including distribution of cash payments;
    • Organize fleet management, ensuring there are enough vehicles available for all project activities;
    • Ensure that drivers operate and maintain their vehicles according to the contract, including maintaining vehicle logbooks
    • HR Support
    • Be the focal point to explain and enforce HR policies and tasks – such as : timely collection of timesheets and staff leave forms and forwarding them to the HR Department;
    • Liaising with project managers for the payment of volunteers and daily workers;
    • Conduct regular meetings with staff and liaise with the HR Department to solve HR-related issues, if any;
    • Facilitate the recruitment process of staff in the specific work location, if necessary;
    • Liaise with HR Department to arrange the arrival of a new staff;
    • Liaise with HR Department, Head of Base, and Security Department in case of medical evacuation
    • MEAL
    • Provides support to MEAL team as they conduct assessments of community needs, by providing input into the assessment, arranging the logistics of the visit, and support analysis of the assessment results
    • Provides input in development of concept notes, proposals, intervention strategies and budgets taking in consideration community needs, cultural and environmental appropriateness, and feasibility.
    • Consolidate from both centers and submit weekly, monthly, and quarterly narrative reports on field interventions.
    • And any other task as assigned.
    • Office Management
    • Daily maintain office premises to a high standard (maintenance, cleaning, etc.). Work closely with Logistics, Security, and Head of Base to address all identified needs;
    • Supervise cleaners to ensure they complete their jobs thoroughly and professionally;
    • Security
    • Serve as Security Focal point, working closely with Security Coordinator and Head of Base;
    • Regularly update context and analysis or area’s security;
    • Secures INTERSOS premises and personnel and ensure monitoring surveillance equipment; inspecting office compound, equipment, and access points and entry gates;
    • Ensure all staff know, practice, and follow all security standard operating procedures;
    • Ensure Security guards are aware of their responsibilities and present 24/7 on duty; ensure the guards have equipment necessary to perform their responsibilities;
    • Ensure INTERSOS offices and GHs are well equipped with fire extinguishers, first aid kits and emergency contact list.

    JOB REQUIREMENTS

    • Minimum 3-years of work experience with an INGO, NGOs and/or local authorities in Nigeria in the protection sector;
    • Minimum 2-year of supervisory experience with an INGO, NGOs and/or local authorities in Nigeria;
    • University degree in a related field (e.g. Social Work, Psychology, Law, etc…);
    • Strong technical knowledge of general protection (protection monitoring, community mapping and assessment, protection mainstreaming, design and delivery of trainings, etc…)
    • Advanced computer literacy (Microsoft Office Suite, e-mail, internet, etc…);
    • Excellent interpersonal and communication skills;
    • Excellent writing and reporting skills;
    • Excellent leadership, planning, organisation, people management and time management skills;
    • Ability to work both independently and as part of a team;
    • Ability and motivation to work well with local authorities, local leaders and local community;
    • Willing to work extra hours and available at the weekend for emergency cases;
