    Nutrition Manager

    Description

    • IRC entered Nigeria in October 2012 in response to a widespread flood disaster. IRC’s Emergency Response Team, with local partner CISCOPE (Civil Society Coalition for Poverty Eradication), implemented a project to support livelihoods and improve WASH in Kogi State from February to May 2013. This was followed by a 3-month nutrition and food security program in the same location from October 2013 to January 2014.
    • The IRC is now in the process of establishing long term presence in Nigeria. Offices were established in Adamawa, Borno and Yobe States, in North East Nigeria and are providing critical humanitarian assistance to conflict affected people.

    Job Overview / Summary

    • The Nutrition Manager is the focal point for IRC's primary Nutrition care services in MMC and Jere –Borno State and will supervise Nutrition officers and senior nutrition officers in the other areas of intervention; s/he reports to the Nutrition Coordinator.
    • The Nutrition Manager will directly supervise the implementation of HERON grant and ensure a quality Nutrition programming, in accordance with national and international standards.
    • The Nutrition Manager will identify gaps in Nutrition services and take the necessary steps to address those gaps.
    • S/he provides technical oversight/ assistance in planning, implementing and monitoring of high impact interventions and provides support in system strengthening and promotion of childhood nutrition, with special focus to the most vulnerable and unreached population groups.
    • In addition, provide coordinated support and technical assistance to Health Department and management of on-going programs statewide and establishing nutrition surveillance systems.
    • He/she will directly supervise all DFID (HERON) nutrition activities in the State region which will comprise of CMAM which include outreach activities, 24 hour stabilization center services and Robust Infant &Young child Feeding program and will directly supervise Nutrition staff working in Damaturu in Yobe and supervises other states via the respective nutrition managers.
    • He/she will coordinate nutrition program activities and report to the Nutrition coordinator.

    Key Roles and Responsibilities
    Program Management & Development:

    • Participate in the development of nutrition sector budgets and following up on their effective implementation.
    • Develop nutrition sector work plans for all the IRC nutrition grants. Supervise and coordinate the implementation and monitoring of nutrition project activities in the Borno states in line with proposal targets and work plan timelines.
    • Conduct nutritional surveillance in the program sites, including host community and internally displaced persons (IDPs)based on agreed methodologies including surveys, process monitoring, SMART, LQAS, SQUEAC and other rapid methods.
    • Work with the field-based nutrition staff and community health Volunteers to establish, implement and monitor community based management of acute malnutrition activities, coupled with patient follow up, referrals and education for their better management at community level.
    • Coordinate with other IRC departments and implementing partners to develop training curricula and implementation plans for community Health Volunteers (CHV’s).
    • Assist in response and management of any nutrition emergencies e.g. acute food shortages and participate in the development of disaster preparedness systems.
    • Promote mother infant and young child feeding best practices in various health facilities.
    • Oversee implementation and integration of comprehensive growth monitoring program/Mass MUAC screenings at community level and report accordingly.
    • Participate actively in execution of operational research and Documentation of Best Nutrition practices in various health facilities/Outreach sites if need be.
    • Participate actively in planned program Rapid Nutrition assessment, nutrition surveys and KAP Assessments.
    • Monitoring and supervising both IRC and MOH staff seconded to IRC to ensure work is performed efficiently.
    • Routinely monitor staff performance according to their job description and provide written feedback in a timely manner.
    • Oversee continuous training programs for the nutrition staff as well as organizing trainings with consultants as per the annual work-plan & budget.
    • Review personnel issues and concerns of nutrition staff and assist with determining and implementing solutions.
    • Participate in recruitment of nutrition staff as appropriate.
    • Participate in the development of proposals, budgets and concept notes in coordination with the Nutrition Coordinator, DDP, Grants team, and HQ Technical Unit
    • Monitor the purchase and use of materials, equipment and supplies
    • Monitor and evaluate appropriate implementation of  projects against program objectives and IRC’s Program Framework
    • Identify opportunities for program development

    Staff Management:

    • Recruit national staff in conjunction with the Human Resources Department
    • Maintain updated job descriptions, conduct interviews, orient new staff to the IRC and the Protection program
    • Supervise the nutrition staff directly, providing ongoing leadership to the project team and overseeing implementation and coordination of activity plans to ensure targets are met
    • Provide ongoing supervision, leadership, training and technical support and guidance to nutrition staff, and ensure all nutrition staff adhere to best-practice principles in all aspects of program implementation
    • Overall responsibility for Nutrition team’s timesheets, work plans, vacation schedules, and staff training/development activities
    • Ensure Performance Management System documentation for all staff is in place and followed up regularly
    • Build staff capacity in work plan development and reporting to ensure accurate monitoring and documentation of activities
    • Recommend and implement a capacity building/development plan for project staff based on documented capacity needs assessments exercise
    • Ensure nutrition staff understands and follows IRC and donor Policies and Procedures
    • Technical Monitoring and Program Quality
    • Provide technical supervision of and technical support to IRC nutrition programming activities.
    • Provide capacity building to MOH staffs in health facilities and support reporting on CMAM online report and DHIS
    • Ensure that nutrition programs utilize standardized protocols, policies and guidelines, as prescribed by the Ministry of Health and WHO/UNICEF
    • Ensure that all nutrition activities are consistent with established best practices
    • Oversee the collection and timely reporting of data and statistics for all nutrition programs in line with IRC guidelines and according to internal and donor requirements
    • Ensure appropriate follow-up and decision-making on data relevant to IRC nutrition programs
    • Ensure good coordination with the health and Nutrition teams at field level
    • Monitor evolving needs of the target communities and adjust the programmatic priorities as necessary
    • Attend internal and external sector coordination meetings (IRC, WFP, UNICEF, LGA, STATE and federal sector meetings and update the Nutrition coordinators and Heron Team lead from time to time on key discussions.
    • Conduct nutritional surveillance in the program sites, including host community and internally displaced persons (IDPs)based on agreed methodologies including surveys, process monitoring, SMART, LQAS, SQUEAC and KAP.

    Working Relationships:

    Qualifications

    • Bachelor's degree in Food, Nutrition and Dietetics or Registered nurse or Medical doctor with strong Nutrition Background from a recognized University.(Masters in Public Health (MPH)/Nutrition preferred)
    • A minimum of 7-10 years of professional experience in nutrition, public health, nutrition planning and management and/or in relevant areas of maternal, infant and child nutrition care at program management level is required.
    • Knowledge in computer statistical packages such as SMART and basic data analysis skills.
    • Experience in designing and implementing nutrition surveys and other methodologies.
    • MUST be registered by Nigeria Nutritionist and Dietitians Institute or other relevant Bodies;
    • Should be conversant with skills such as SQUEAC, SLEAC surveys techniques.
    • Experience in managing a nutrition program in emergencies or among refugee/ displaced populations is an added advantage

    Scope of work

    • The office Assistant will provide administration assistant to the nutrition team to ensure smooth running of its programs.
    • S/he reports to the Nutrition Coordinator and also works closely with the Operational departments.

    Roles and Responsibilities

    • Establish an office data management tool for HERON capturing the administrative tasks for monitoring of expenditures, procurements as well as recruitments.
    • Prepare procurement and spending plans together with the nutrition managers.
    • Raise purchase requests, payment requests and recruitment requests as directed by the nutrition managers and coordinator.
    • Follow up on PR’s raised with Supply Chain department throughout the procurement process.
    • Follow up on recruitment requests raised with Human Resources department throughout the recruitment process.
    • Assist in preparation of training/workshops as directed by the nutrition managers.

    Assistant Finance Controller

    Job Description

    • The Assistant Finance Controller assists the Deputy Director Finance by managing the day-to-day operations of the accounting unit.
    • At the discretion of the Country Director the Assistant Finance Controller will assume some or all of the Controller responsibilities when the DDF is absent.

    Specific Responsibilities

    • The incumbent is responsible for ensuring that the day-to-day accounting operations and financial management functions of Borno and Yobe States are performed in accordance with IRC and country office policy and procedures.
    • The incumbent is also responsible for the consortium and local partners’ financial management.
    • The AFC represents the DDF in Maiduguri and sits in all coordination meetings, BVA panel and work very closely with the DDFM & SPCs. Specific responsibilities within each functional area are as follows:

    Donor Reports:

    • Preparation of draft donor reports for review by the Deputy Director Finance
    • Analysis of actual to budget results to identify problems in accounting or compliance
    • Identification of procedural or training issues to be addressed to improve the quality of report data.
    • Preparation of the creation of detail level budgets in IRC SUN format to ensure required donor reports can be produced form the accounting system

    Field Office Training & Support:

    • Acting as the primary liaison for the Borno and Yobe office finance staff for policy or procedure questions
    • By frequent visits to the deep field offices providing training to finance staff on IRC accounting procedures and requirements, assists the Senior Area Managers and program staff in finance related issues and activities.
    • Ensure the review of financial data submitted by Borno and Yobe states offices to identify weaknesses or problems being encountered by Borno and Yobe states finance staff and recommend corrective action.
    • In conjunction with the Deputy Director Finance developing or revising policy and procedures and assists in the implementation.

    Procurement Accounting:

    • The review of and accounting for procurement transactions to ensure adequate supporting documentation, accuracy of amounts and control over payments
    • Providing input to Purchase Request approvals to ensure commitments are considered before further purchases approved
    • Primary responsibility for liaison with logistics/procurement.

    Cash/Bank – Processing:

    • Supervision of the processing of bank and cash transactions of Borno and Yobe states
    • Ensuring internal control procedures are followed for all cash disbursements, receipts and transfers

    Cash Forecasting:

    • Ensure preparation of cash forecasts for Borno and Yobe states
    • Monitoring cash usage and requirements and advises the Deputy Director Finance of possible unusual activity or requirements
    • Working with field and program coordinators to help them develop more accurate cash forecasts

    Cost Accounting.

    • Providing recommendations for cost allocation systems in accordance with donor regulations
    • Assisting in or reviewing physical inventory counts and ensuring proper valuation and accounting for inventory or supply items.

    National Payroll:

    • Supervise the processing of the national payroll for Borno and Yobe state ensuring standard financial controls are maintained
    • Supervise the preparation of the necessary related accounting entries including salary allocations for Borno and Yobe states
    • Ensure all statutory deductions are remitted on time to Borno and Yobe state governments

    Internal Audit:

    • Internal audit activities as required by the Deputy Director Finance
    • Reviews of controls and monitoring of compliance with established procedures.
    • Preparation of written reports for review by the DDF which identify key issues and provide recommendations for improving control processes or procedures

    Budgets:

    • Assisting in the preparation and maintenance of the country’s Operating Budget to ensure data is complete and maintained on a timely basis.
    • Assisting in the development and preparation of cost allocation processes for overarching costs that comply with donor regulations on allowable costs.
    • Working with program staff to prepare grant budgets to support new proposals or realignments to ensure adequate coverage of country operating costs and NY direct and indirect costs.
    • Review of actual vs. budget results to ensure maximum utilization of budgeted amounts and to provide recommendations for realignments as required.
    • Supervise and review proposal budgets, financial reports prepared by direct reports (or as assigned by DDF through grant allocation)

    Consortium and partnership finance management:

    • Oversee the consortium and partners financial management
    • Ensure budget and budget revisions prepared in accordance with donor and IRC templates
    • Ensure consortium and local partners monthly and quarterly forecast are aligned with the approved budget and donor flexibility is respected
    • Ensures consortium financial reports are accurate, reviewed by UK office and submitted to the donor on time
    • Ensure all feedback from UK and NY are addressed by the consortium finance staffs

    Qualifications
    Education:

    • Bachelor's degree in Accounting, Business Administration, Commerce or Finance with a recognized professional certificate in accounting (CPA or equivalent certification would be preferred).

    Experience:

    • Minimum of five (5) years of relevant experience and three (3) years managerial experience.
    • Experienced with various PC and financial related software (spreadsheets, accounting packages).

Currently, IRC Nigeria implements programs primary health care, nutrition, environmental health, women’s protection and empowerment, protection, child protection, education, food security & livelihoods.

    Job Overview / Summary

    • The Health Clinical Officer services is responsible for overseeing health care activities for IRC supported health facilities in Damaturu and Gujba LGAs of Yobe State.
    • Responsibilities will include day to day support to health facilities, monitoring of activities, report making, coordination with other sectors and government authorities as well as close collaboration with health facility staff and managers.

    Major Responsibilities
    Program Management, Technical Quality, and Strategy:

    • In collaboration with the Health Manager, ensure that health programs utilize standardized protocols, policies and guidelines, as outlined by the Nigeria Federal Ministry of Health (FMOH) and WHO. Ensure that all health activities are consistent with established best practices.
    • In collaboration with the other health program staff in Nigeria, oversee the implementation of health projects implemented by IRC Nigeria.
    • Promote the quality of the IRC’s health programs by following the measures put in place in collaboration with other staff and the IRC health unit.
    • Ensure sound data collection and information management systems are in place for ongoing monitoring of health programme activities
    • Participate in the design of robust M&E plans and design/adapt health information systems including surveillance systems for the IRC health programs in Nigeria
    • Contribute to the growth of the IRC health programme in Nigeria through quality implementation of project activities, adequate monitoring and timely reporting as needed, working in conjunction with other colleagues in the IRC Nigeria program.
    • Conduct regular supportive supervision to all supported health facilities, provide mentoring and technical support and appropriate feedback as needed.

    Qualifications

    • Additional formal training in reproductive health, health and/or community Mobilization is added advantage.

    Education:

    Work Experience:
