Basic Function:
The Technical Advisor -Civil Engineering will be responsible for providing overall expert technical guidance and inputs in the Meeting Targets and Maintaining Epidemic Control (EpiC) Liquid Medical Oxygen (LOX) infrastructure expansion project work plan activities as relates to LOX infrastructure development, civil construction, stakeholder engagement, and capacity building,
S/he will also be specifically responsible for the civil engineering component of the project including development and use of a quality assurance and compliance plan for the LOX infrastructure expansion as well as supervision of oversight teams across all EpiC-supported sites for LOX
Duties and responsibilities:
- The Technical Advisor - Civil Engineering is responsible for the planning and supervision of the LOX civil construction projects working with EpiC’s team of Engineers.
- Oversee and manage construction activities at the site, ensuring adherence to project specifications, codes and safety regulations.
- Develop construction specifications and procedures.
- Conduct regular site inspections to monitor progress, identify potential issues and ensure compliance with engineering and design requirements.
- Establish and monitor construction work schedules.
- Evaluate and recommend appropriate building and construction materials.
- Review and approve civil Engineering designs and bills of quantities (BOQs) as required.
- Provide support to the procurement process for all LOX infrastructure work including the review and evaluation of tenders for construction projects.
- Monitor progress and compile reports in project status.
- Make recommendations and present alternative solutions to problems.
- Perform other related duties as requested by the immediate supervisor.
Knowledge, Skills & Attributes:
- Knowledge of LOX infrastructure including civil construction requirements.
- Ability to review, interpret and approve civil Engineering design submissions and ensure that executed works are in conformity with approved design,
- Working knowledge of the national oxygen ecosystem including policy and strategy and current investments in oxygen landscape for LOX.
- Working knowledge of major donor policies (USAID, Global Fund) as well as international not-for-profit organizations
- Proven ability to coordinate a multi-sectoral development project.
- Ability to manage tight deadlines and deliver high volumes of work with minimal supervision
- Excellent stakeholder engagement, community mobilization and advocacy skills
- Excellent interpersonal skills with ability to work as a team member.
- High degree of proficiency in written and spoken English communication

Qualifications and Requirements:
- Bachelor’s degree in civil engineering with 7 - 9 years relevant experience managing civil construction works of similar size and complexity. OR
- Master’s degree in civil engineering with 5 - 7 years relevant experience managing civil construction works of similar size and complexity.
- Must be registered with Council for the Regulation of Engineering in Nigeria (COREN)

Basic Function:
The Senior Technical Officer will be responsible for providing expert technical support and inputs in the Meeting Targets and Maintaining Epidemic Control (EpiC) LOX infrastructure project’s strategies, and work plan activities as relates oxygen ecosystem, COVID-19, mpox and Global Health Security including stakeholder engagement, resource mapping and strategic & operational planning,
S/he will also be specifically responsible for oxygen component to the TA support to the Federal Ministry of Health and the States Ministry of Health as well as the interventions implemented by EpiC as relates to the Global Health Security Agenda (GHSA).
Duties and responsibilities:
- Provide technical support to the teams in the implementation of LOX Infrastructure expansion project, Mpox and program activities related to the GHSA
- Provide technical support to the team on the design and implementation of Global Health Security Agenda (GHSA) program activities with the goal of ensuring that relevant EpiC program design and implementation will achieve planned results and goals.
- Contribute to all USAID reporting deliverables which include but are not limited to, quarterly reports, annual reports, and work plans as relates to LOX Infrastructure and GHS.
- Coordinates capacity development efforts in support of National, regional and state implementing agency staff, and other partners for Emerging Infectious Diseases.
- Participate in National/State technical working groups (TWG) pertaining to GHSA, such as on Antimicrobial Resistance, Infection Prevention and Control (IPC), the One Health Platform, SWAp, and the laboratory Technical Working groups.
- Provide technical support to the EpiC team to establish a mechanism that will support the sustainability of LOX systems after USAID support ends.
- Provide technical support to the EpiC team on Implementation science, Knowledge management including Research, publications etc.
- Maintain excellent Government, stakeholder, creative agencies, and partner relations.
- Perform other related duties as requested by the immediate supervisor.

- B.Sc./BA in Public Health, Business Administration, Medical Sciences, Behavioral Sciences or its recognized equivalent with 7-9 years relevant experience with international development programs including COVID-19 program planning and implementation at the community or state level working with public and NGO sectors.

Basic Function:
The Technical Officer – biomedical Engineering will provide technical support in the implementation of Meeting Targets and Maintaining Epidemic Control (EpiC) LOX Infrastructure project activities in the Country Office with extensive role in oxygen infrastructure development, capacity strengthening and data management innovations including direct support to the Technical Lead - EpiC.
S/he will also be specifically responsible for Biomedical Engineering component of the LOX infrastructure scope, collaborating with other Biomedical Engineers in the Technical Assistance support to the Government of Nigeria.
Duties and responsibilities:
- Provide technical support to the Biomedical Engineering team in the implementation of LOX Infrastructure expansion project.
- Support procurement process and appropriate installation/ setting of medical oxygen infrastructure such as PSA plants and LOX system, equipment, and associated accessories, including cryogenic tanks, vaporizers, and other related equipment and accessories that support medical oxygen use in supported Health institutions.
- Develop guiding tools to support capacity strengthening for both BMEs responsible for running and maintaining PSA and LOX systems, and health care workers (HCWs) working in critical care services at all selected facilities.
- Mentorship and Training of Healthcare workers and biomedical engineers on proper use of Medical Oxygen infrastructures including SOPs
- Adopt a training package from the existing MoH training packages, especially for BMEs, to include the PSA and LOX system operations and routine maintenance
- Work closely with the facilities Medical Officer in charge and zonal Biomedical engineers to document and submit quarterly project success stories.
- Represent the project in relevant technical working groups with Government, stakeholders and implementing partners.

POSITION SUMMARY:
With guidance from the Technical Lead, the Associate Director – Technical will provide expert technical guidance to the Meeting Targets and Maintaining Epidemic Control (EpiC) Liquid Medical Oxygen (LOX) and Global Health Security program activities.
S/He forms part of the strategic team that directs technical operations of the overall FHI 360 EpiC project. S/he is responsible for program planning, implementation, monitoring, and reporting of the interventions implemented by EpiC as relates to the Global Health Security Agenda (GHSA).
KEY RESPONSIBILITIES:
- Provide technical support on EpiC project oversight, monitoring and evaluation.
- Provide technical guidance for the design and implementation of Global Health Security Agenda (GHSA) program activities with the goal of ensuring that relevant EpiC program design and implementation will achieve planned results and goals.
- Participate in technical working groups (TWG) pertaining to GHSA, such as on Antimicrobial Resistance, Infection Prevention and Control (IPC), the One Health Platform, SWAp, and the National laboratory Technical Working group.
- Provides technical support to the team on implementation of the Liquid Medical Oxygen (LOX) Infrastructure project including the development and follow up implementation of work plans for the supported health facilities.
- Provide technical support to the EpiC project mpox scope and relevant GHS program activities, providing guidance for the development of Templates and tools such as for community-based surveillance (CBS), including passive, active, events-based modules, outbreak simulation exercise toolkit for community-based organizations, training modules on epidemic preparedness and response, GHS job aid, templates and risk communication materials that can be adapted for outbreaks, etc.
- Prepare, analyze, and disseminate on a regular basis, reports to the Project Director – EpiC and donors on GHSA, One Health and infectious disease issues as well as EpiC project accomplishments as needed.
- Establish and maintain productive collaborative relationships with a wide range of partners and stakeholders, USAID, the MOH and relevant agencies, MOA, MOE, multi-lateral partners such as WHO, FAO and UNICEF, IFRC, and donors such as the World Bank, and civil society groups and local and iNGOs
- Contributes to the development and maintenance of systems that effectively respond to donor requirements regarding implementation procedures, reporting and evaluation.
- Coordinates capacity development efforts in support of National, regional and state implementing agency staff, and other partners.
- Ensures availability of technical resources and integrates their efforts into overall program management.
- Perform other duties as may be assigned by the Technical Lead and Project Director
KNOWLEDGE, SKILLS AND ATTRIBUTES:
- A multi-skilled person able to perform duties across different technical areas Knowledge of health and development programs in developing countries.
- Sound knowledge of ongoing and emerging issues in relation to TB/HIV/AIDS, COVID-19, Medical Oxygen, Mpox and GHS.
- Sensitivity to cultural differences and understanding of the political and ethical issues surrounding Global Health Security.

QUALIFICATION AND REQUIREMENTS:
- MBBS/MD/PhD or similar degree with 5-7 years relevant experience with international development programs which includes 2 years’ experience with COVID-19 program planning and implementation of Global Health Security program activities.
- Master’s in public health, or similar degrees with 7-9 years relevant experience public health programming with international development programs including at least four years specialized experience in TB/HIV/AIDS, COVID-19, Medical Oxygen, Mpox and GHS in developing country settings.
- Or B.Sc./BA in Public Health, Business Administration, Medical Sciences, Behavioral Sciences or its recognized equivalent with a minimum of 9-11 years relevant experience public health programming with international development programs including at least four years relevant experience in TB/HIV/AIDS, COVID-19, Medical Oxygen, Mpox and GHS in developing country settings.
- Familiarity with Nigerian public sector health systems, international donor organizations, NGOs and CBOs is required.
- Demonstrated success in multicultural environments is required
