    Technical Assistant, Clinical Services

    Location: Uyo, Akwa-Ibom

    Project Description

    • The Strengthening Integrated Delivery of HIV/AIDS Services (SIDHAS) project is a five-year PEPFAR program to provide high quality HIV/AIDS services, and to build the capacity of the public and private sectors in Nigeria in order to provide these services in a sustainable manner.
    • The SIDHAS project is funded by the United States Agency for International Development (USAID).

    Job Summary

    • With the State coordinator and the TO from the coordinating team, the Technical Assistant- clinical Services will provide technical and programmatic support to implement high quality L.G.A. level  (both at health facility and Community level) HIV/AIDS, PMTCT, RH/HIV, TB, HCT and other services at the state level.

    Duties and Responsibilities
    Community Level:

    • Support the coordination, implementation of LGA scale up and daily monitoring of the operational teams to achieve on the 90:90:90 assigned targets in the priority LGAs.
    • Facilitate the efficient cART drive, ensuring quantitative, qualitative and retentive deliverables are achieved
    • Saturate assigned wards in LGAs with HIV service interventions through household coverage and population access
    • Strengthening effective referrals and linkages between facility and priority LGAs in the target drive
    • Conduct same day evaluation and enrollment of all patients who test HIV positive
    • Ensure same day ART initiation for eligible pregnant women and general populations
    • Work with field case managers and community structures to strengthening referrals and linkages for health facility and community level services.
    • Ensure timely daily ART/PMTCT updates are provided to the state cART coordinating team including success stories, reports, logistics supply, commodities and community daily service summaries.
    • Attend to other duties assigned by supervising leads.

    Health Facility Level:

    • Support the optimization of comprehensive HIV & PMTCT services in the facility by instituting 80% PITC and maximized initiation, retention and VL suppression rates
    • Support the QI capacity of providers in utilizing data analysis for program improvement

    Qualifications

    • MBBS with a minimum of 1 year post national youth service experience in clinical care,

    Technical Assistant, Monitoring & Evaluation

    Job Summary

    • With the supervision of the State Senior Technical Officer M&E ensures oversight on all Monitoring & evaluation needs, implementation & emerging issues within the scope of the outreach & community ART drive.
    • The Technical Assistant (M&E) will work with others in the State Coordinating, LGA operating teams , the state office and local implementing partners to ensure that state monitoring and evaluation activities within the scope of the outreach & community ART drive are appropriate and meet the donor and project’s M&E needs.
    • S/He will supervise & enter(if need be) program data into the FHI 360 data management software for subsequent analysis; identifies and follows up missing data; undertakes basic validation checks, and stores and disseminates data and hardcopy files as appropriate.
    • Support the realization of SIDHAS vision, mission and goals especially as it relates to high quality data and the strengthening of M&E systems at the mobile/ outreach & community ART site level.

    Duties and Responsibilities

    • Contribute to the successful implementation of Outreach & community ART linkage & integration to the facility (Hub) PMM system. Supervising the accuracy, completeness & validity of service statistics generated & aggregated during such.
    • Conducting routine monitoring visits to mobile/ outreach & community ART sites and facility hubs, including the conduct of on the spot quality checks of documentation & daily aggregation, assist in the preparation of daily .weekly & monthly reports, and provide supportive supervision to the DSOs & LGA operating teams on M&E activities
    • With guidance from STO M&E work with the SCT lead to ensure that the quality of community ART program/project activities adheres to SOPs by supporting the development and implementation of appropriate mechanisms to ensure quality.
    • Provide support to Hub sites in the state, including interacting with site coordinators, M&E focal points, M&E officers of SACA/SASCP, other Implementing Agencies and local research groups on needs and ensuring that these parties understand and can support these requirements.
    • Prepares and sorts source documents, and identifies and interprets data to be entered and Keeps track of received data and source documents for mobile/ outreach & community ART
    • Liaises with the State coordinating Team to ensure effective mobile/ outreach & community ART tools inventory management system.
    • Work with the SCT lead with technical guidance from the STO M&E to ensure that the quality of mobile/ outreach & community ART program/project activities adheres to SOPs by supporting the development and implementation of appropriatemechanisms to ensure quality.
    • Work with the SCT lead to document lessons learned and best practices in mobile/ outreach & community ART monitoring and evaluation, according to USAID and PEPFAR guidelines.
    • Facilitate retrieval and validation of data from the LGA teams on a daily basis and collate and provide feedback to the teams as appropriate.
    • Disseminate weekly collated LGA data to the SCT, state coordinating team and STO M&E
    • Perform other M&E-related duties as assigned.

    Qualifications

    • BS/BA in Statistics, Pharmacy, Microbiology, Monitoring and Evaluation or in relevant degree with 1 year relevant experience in Monitoring and Evaluation or data management.
    • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.

    • FHI 360 has been working in Nigeria for over 30 years and is now expanding activities in Borno state to respond to the IDP crisis.

    Job Summary

    • The Senior Field Program Officer as member of the Program Management Team, S/He will support the Field Coordinator in providing oversight, coordination, monitoring and reporting of all project activities in the assigned field
    • S/He will also ensure all reports (program narrative, M&E datasheets, financials) as captured in the grant agreement are submitted on time by the field office. and facilitates review and timely submission.

    • Or MS/MA/MPH or its equivalent with 3 – 5 years’ relevant experience with humanitarian programs.
    • Demonstrated success in multicultural environments is required.

    Knowledge, Skills & Attributes:

    • Knowledge of health, protection and WASH humanitarian programs in emergency situations.
    • Knowledge of Nigerian clinical setting, including government and non-government settings.
    • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants and recipients of assistance.
    • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
    • Record keeping, report preparation, filing methods and records management techniques.
    • High degree of proficiency in written and spoken English & Hausa communication.
