    • Action Against Hunger Nigeria Mission is looking for a CASH Officer who will support the implementation of the cash transfer component and activities of the Jigawa State Maternal and Child Cash Grant programme through participatory involvement in the enrolment, verification, monitoring and cash transfer to beneficiaries of the programme.

    Key Responsibilities

    • Work with the assigned government office/unit/committee to standardise the enrolment and verification process of beneficiaries.
    • Guide the development of tools and templates to support the management and implementation of the operational aspects of cash transfer programmes in line with the JMCCG and project framework.  
    • Support the JMCCG in ensuring that targeting of beneficiaries to receive cash based social protection interventions are carried out in a transparent way, which guarantees protection and gender sensitivity in the field with the active participation of women, men and minority members of communities.
    • Ensure enrolees provide accurate, correct and concise data/ information to ensure accountability, fairness and transparency for the cash transfer.  
    • Contribute to developing and implementing a detailed work plan for the cash transfer programme. 
    • Ensure proper records are kept of all expenditure and usage of materials, and cash advances received from finance are  properly retired after each activity.
    • Compiles weekly and monthly reports and ensuring timely submission of such written reports to the Social Protection Program Manager for consolidation and sharing with the Multi-sectoral Project Manager.
    • Coordinate with JMCCG  to compile and submit monthly activity reports.

    Qualifications

    • Degree in Sociology, Social Development, Economics, Business Management or Accounting.
    • Minimum of 3 years’ relevant professional experience in managing SP interventions (i.e. cash based transfer, IGA, agriculture/livelihoods).
    • Operational experience in implementing cash transfer programmes, in particular in establishing and overseeing cash delivery mechanisms involving external finance service providers.
    • Cash Transfer Programme budget management experience
    • Experience in using internal controls systems to support CTP delivery in the areas of financial management, logistics, and security and programme delivery.
    • Demonstrable understanding of M&E and beneficiary accountability
    • Excellent planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities.
    • A high level of written and spoken English; Hausa and other local languages (Fulani and Kanuri)
    • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances, good attention to details.

    Key Responsibilities

    • Apply the common Behaviour Change communication strategy, guidelines and tools used by government of Nigeria/Jigawa State/the Project for training, implementation and in support of M&E.
    • Support to ensure that agreed technical guidelines and specifications for the implementation of all Social Behaviour Change communication and Training interventions are followed in the course of project execution.
    • Contribute in the development of work plans for the implementation of all project activities in collaboration and coordination with other team members; under supervision and guidance of the SPPM.
    • Contribute to documenting experiences, preparing reports, presentations, briefs and articles for publication.
    • Contribute to the Development of Monthly Technical Monthly and Quarterly Report.
    • Support the Coordination of CDGP’s action with other stakeholders working in the intervention area.
    • Support capacity building of AHH partners in the area of intervention and the community.
    • Produce reports, briefing papers and presentations for internal and external audiences, as directed as well as review and develop data tools.
    • Represent and act as a spokesperson for Action Against Hunger (Expanding Social Protection for Inclusive Development) on SBCC various policy forums and advocacy opportunities at national and international levels, as directed.

    Qualifications

    • Degree in Social Science or Psychology.
    • Minimum 3 years’ relevant professional experience with Social Behaviour Change Programming.
    • Fluent in English and Hausa.
    • Deep understanding of the guiding principles of SBCC and Adult Training strategies.
    • Ability to analyze and synthesize information.
    • Professional, motivated, open, creative, mature, responsible, flexible, culturally sensitive.
    • Human resource management experience, leadership and motivation/training skills.
    • Excellent organization, attention to detail, and time management.
    • Strong capacity to represent Action Against Hunger and sustain relations with state and local stakeholders. 
    • Interpersonal skills (team management, communication, reporting, autonomy, pedagogy, planning and organizational skills.

    • Action Against Hunger Nigeria Mission is looking for a Feedback and Compliant Mechanism Officer who will be responsible for coordinating the behaviour change component and activities of the Jigawa Maternal and Child Cash Grant programme.

    Key Responsibilities

    • Provide support to the review and development of feedback mechanism systems and tools, in collaboration with M&E DPM and coordination teams for MCCT.
    • Communicate and disseminate complaints handling procedures, policies and tools as appropriate to beneficiaries, project staff and other stakeholders. 
    • Train relevant staff to carry out regular community feedback functions, ensuring that all SOPs and core policies are respected.
    • Build staff awareness and commitment to a complaints mechanism.
    • Ensure regular maintenance of complaints and feedback database/information system, and ensure information is shared on a regular basis.
    • Create and submit monthly dashboards specific to program/project cases. The dashboards should represent the numbers and types of cases received, numbers and types of referrals if any. The numbers should be segregated by area, and progress status of the call. 
    • Accurately refer cases internally within the departments of the ministry with the support of the Director - following the standard operating procedures set for the referral system within the state. 
    • Follow-up and receive weekly feedback, and case status progress related to the internal cases referred to the programs/projects. Ensure all documents and actions taken are documented, and feedback is given back to the caller.

    Qualifications

    • Degree in Management, Social Research, Development Studies or a related field.
    • Minimum 2 years relevant experience in developing and maintaining accountability and learning activities.
    • Demonstrated knowledge of accountability especially feedback mechanisms concepts and international humanitarian quality standards
    • Fluency in English and local languages especially Hausa and Kanuri (both written and spoken skills)
    • Strong understanding of HAP, Do No Harm and other relevant global standards
    • Experience of carrying out design and implementation of accountability and complaints reporting mechanisms in Nigeria.
    • Experience of developing and/or managing complaints reporting mechanisms for cash transfer programme.
    • Ethical, focused on treating complainants/ community fairly  and culturally sensitive.
    • Excellent computer skills especially developing databases 
    • Excellent communication skills and experience in report writing

    Key Responsibilities

    • Participate in the development of additional new databases, templates, guidelines and checklists for data collection, collation and analysis and reporting in liaison with partners, programme managers and coordinators when the need arises.
    • Support on-going MIS systems adjustment and adaptation as well as monitoring and evaluation, accountability and learning (MEAL) in coordination with the project management team and other partners.
    • Take a lead in data storage, processing, retrieval and reporting to project management team and key community stakeholders in consultation with the Technical Coordinators and Directors
    • Undertake regular visits to all JMCCG operational LGAs to support technical capacity in usage and management of MIS and its associated technology.
    • Generate MIS related reporting on trends in JMCCG context and progress (using graphs, pie charts, bar charts etc) for internal and external reporting in consultation the ministry.
    • Train local field staff, state government stakeholders and key community beneficiaries in how to establish and use simple MIS in coordination with the project management team. Also build capacity of JMCCG staff through on the job-training, mentoring, shadowing and technical support to ensure MIS compliance.
    • Where necessary represent ACF internally in community and state level MIS forums on issues related to information management system, MEAL and reporting (consortia, alliances and clusters).
    • In consultation with the FSL Program Manager, participate in FFP based technical discussion and sharing forums during the visit of other project stakeholders (SEMA, donor representative(s) etc) to the project sites.
    • Participate in Abuja-based MIS planning, training and sharing forums as appropriate.

    Qualifications

    • Degree in IT, MIS or related field. Higher level Degree preferred.
    • Minimum 3 years' experience  working with donor funded programming.

    • Action Against Hunger Nigeria Mission is looking for a MEAL Officer who will primarily be responsible for leading data gathering, collation and reporting activities to ensure the quality and accountability of the programs implemented by Child Development Grants Programme, Action Against Hunger in Northern Nigeria.

    Key Responsibilities

    • Develop and update/pre-test quality assurance checklist tools for M&E team in collaboration with M&E DPM and project staff.
    • Provide support to the review and development of M&E systems for new projects, in collaboration with M&E DPM and projects teams at the field level
    • Support teams to pilot data collection tools and integrate the findings into the final tools by providing feedback/error reports to the M&E DPM. 
    • Train and manage the M&E Field Staff to carry out regular M&E functions, ensuring that all HR procedures and policies are respected. 
    • Provide oversight of field monitoring activities and conduct data quality assurance.
    • Ensure timely and quality data collection, inclusive of needs assessments, household registration, baseline/end line surveys, PDMs, KAP surveys, and others. 
    • Ensure timely and quality data entry, analysis, and interpretation by working closely with the program, tech, and M&E teams.
    • Proactively identify good practices based on M&E findings and encourage utilization of data. 

    Qualifications

    • Degree in M & E, Economics, International Development, Statistics, Public Health, Demography or related subject, with previous experience working in humanitarian projects.
    • Minimum 3 years of proven experience in the Monitoring, Evaluation and Accountability of humanitarian or development programs.
    • Experience of data collection, collation, analysis, and report writing
    • Professional, motivated, open, creative, mature, responsible, flexible and, culturally sensitive
    • Strong organizational and analytical skills, and ability to work under pressure
    • Excellent team, budget and project management and representation competencies
    • Commitment to and understanding of ACF aims, values and principles
    • Excellent computer skills, particularly with Microsoft Excel, spreadsheets, Sphere standard, SPSS, SPHINX, or other statistical packages
    • Willing and able to be based and travel regularly within remote areas, where services are limited
