    Company Overview / Job Description

    • Action Against Hunger (Action Contre la Faim – ACF) began operations in Nigeria in 2010 in response to the high rate of chronic malnutrition in Northern Nigeria, focusing on integrated programming and looking at the Nutrition for children, pregnant and lactating mothers. In 2011, we expanded our work to begin implementing nutrition development projects in Jigawa and Yobe. Following the crises in Northeast Nigeria, we further expanded our operations in Borno State in 2014 in response to the crisis to address the Nutrition, Health, Food security & livelihoods, WASH, and shelter needs of conflict-affected communities. We are operational in 11 Local Government Areas of Borno, 12 in Yobe, and 3 in Jigawa.
    • The mission has over 600 staff including over 40 international employees. There are four base offices: Damaturu, Maiduguri, Monguno, and Dutse, and three sub-bases including Potiskum, Bade, and Damasak.
    • Action Against Hunger Nigeria Mission is looking for a CASH Officer who will support the implementation of the cash transfer component and activities of the Jigawa State Maternal and Child Cash Grant programme through participatory involvement in the enrolment, verification, monitoring and cash transfer to beneficiaries of the programme.

    Key Responsibilities

    • Work with the assigned government office/unit/committee to standardise the enrolment and verification process of beneficiaries.
    • Guide the development of tools and templates to support the management and implementation of the operational aspects of cash transfer programmes in line with the JMCCG and project framework.  
    • Support the JMCCG in ensuring that targeting of beneficiaries to receive cash based social protection interventions are carried out in a transparent way, which guarantees protection and gender sensitivity in the field with the active participation of women, men and minority members of communities.
    • Ensure enrolees provide accurate, correct and concise data/ information to ensure accountability, fairness and transparency for the cash transfer.  
    • Contribute to developing and implementing a detailed work plan for the cash transfer programme. 
    • Ensure proper records are kept of all expenditure and usage of materials, and cash advances received from finance are  properly retired after each activity.
    • Compiles weekly and monthly reports and ensuring timely submission of such written reports to the Social Protection Program Manager for consolidation and sharing with the Multi-sectoral Project Manager.
    • Coordinate with JMCCG  to compile and submit monthly activity reports.

    Qualifications

    • Degree in Sociology, Social Development, Economics, Business Management or Accounting.
    • Minimum of 3 years’ relevant professional experience in managing SP interventions (i.e. cash based transfer, IGA, agriculture/livelihoods).
    • Operational experience in implementing cash transfer programmes, in particular in establishing and overseeing cash delivery mechanisms involving external finance service providers.
    • Cash Transfer Programme budget management experience
    • Experience in using internal controls systems to support CTP delivery in the areas of financial management, logistics, and security and programme delivery.
    • Demonstrable understanding of M&E and beneficiary accountability
    • Excellent planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities.
    • A high level of written and spoken English; Hausa and other local languages (Fulani and Kanuri)
    • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances, good attention to details.

    Minimum Basic Salary & Other Benefits

    • NGN260,244 per month (excluding other benefits).
