    Education Officer

    Job Description

    • The Project Officer Education will be responsible for the day to day implementation of GPE project activities in the respective State in the northeast Nigeria.
    • The Education Officer provides both operations and technical assistance relating to Education in Emergencies project.
    • The job holder provides coordination and engagement with relevant Education stakeholders including; SUBEBs, Local education Authorities (LEAs), State Ministries of Education and other relevant State Ministries.
    • The job holder will also be working closely with community leaders, religious leaders as well as community member.

    Responsibilities

    • Contribute to assessments (baseline, needs, market)
    • Ensure accurate project documentation, including collection of monitoring data and tracking of progress on output indicators; utilize data to contribute to reports as requested by management
    • Facilitate relationships with communities and community leaders to ensure buy-in and Do No Harm
    • Supervise and manage the teachers, including facilitation of teacher training
    • Provide support on youth / adolescent programming, including, life skills, basic literacy/numeracy, and alternative / accelerated education
    • Support identification of needs, and development and facilitation of training programmes for teachers, PTAs, SBMCs
    • Facilitate recruitment of volunteer teachers and learning facilitators in the project
    • Contribute to proposal and strategy development through input on needs/gaps
    • Any other task relevant to the position as requested by the line manager.

    Finance Officer

    Job Description

    • Managing all aspects of day-to-day operations of financial activity in the field office.
    • Submit expenditure worksheets to the Finance Head as required on a monthly basis
    • Review all payment documents for proper and adequate back up.
    • Review expenditure worksheets for accuracy and completeness.
    • Liaison with Logistics, and Administration, prepare commitment lists every month for financial obligations already entered into but not captured in financial reports.
    • Preparer a bank reconciliation for field office and send it to main office by 3rd of every month.
    • Liaison with field officer regarding any all banking issues.
    • Ensure that statutory deductions are paid on time to avoid any penalty
    • Forward to the payroll Administrator every month, an outstanding personnel advances and charges related to recovery.
    • Ensure that advances taken in a given month are liquidated appropriately.
    • Conduct a time sheet audit for field office from time to time.
    • Provide training to program staff on finance issues.
    • Produce monthly and quarterly reports to be reviewed by Roving Finance Controller.
    • Assist in budget preparation at the field level.
    • Report to the Finance Manager any irregularities that occur within any transaction or clarity within field office, staff compound and sites on policy and procedures.
    • Perform other duties as may be assigned by your supervisor.

    Administrative Officer

    Job Description

    • Ensure that all spaces are in good condition, cleaned and that the basic security standards put in place by GEPaDC for its premises are abided by.
    • Ensure that all facilities and equipment rented by GEPADC are used in compliance with the agreement between the owner and GEPADC, in compliance with security and safety standards;
    • Managing all contracted services concerning office cleaning, waste disposal, and janitorial supplies needed in the office.
    • Ensure offices, guest house and residences have all minimum required material for emergencies such as emergency signs indicators, maintained extinguishers, smoke detectors, alerts, etc.
    • Managing relations with utility agencies providing electricity, water, air-conditioning maintenance services. Assessing the quality of services and sharing analysis with the Administration Manager. Ensure that all related bills are paid on time and that all related contracts are renewed on time.
    • Ensure that all furniture and non-IT equipment used by GEPADC are in good condition, organizing repair and maintenance and being in charge of doing the furniture and non-IT equipment replacement plan in collaboration with the Logistics Department.
    • Managing the relations with Finance & Logistics on annual insurance cover for office furniture and fittings.
    • Ensure that the office and guest house are well maintained. When repair is needed, initiate the repair requests, once the service provider is chosen, manage the whole process up to the final payment of the invoice.
    • Support availability and suitability of options for new premises (i.e. office and homes for international staff), initiate the request, when the choice is done, ensure all required approval in compliance with GEPADC policy are in files, drafting the contract using the approved template. Once the contract is signed by both parties, managing the relations with the landlord.
    • After consulting Senior Managers and Project Managers, planning best allocation and utilization of space and resources of the office. Produce the monthly space allocation report before the 5th of the next month to submit Administration Manager.
    • Liaise with Relevant Admin staff to facilitate compliance with Government of Nigeria Immigration requirements for GEPADC/Nigeria International staff and families.
    • Ensure that the Country Office is covered by a Host Country Agreement. Informing the Administration Coordinator for starting new negotiations.
    • Ensure that all required reports by the Government in the application of the Country Host Agreement are prepared, accurate, and submitted to the Government on time. GEPADC annual plan should be submitted to the Government before the end of January, the mid-annual report submitted before the end of June, and the final annual report by the end of December, according to the host agreement signed with the Office of Budget & National Planning Commission.
    • In Collaboration with the Admin Coordinator, facilitate a joint annual evaluation and monitoring of GEPADC activities by the Government through the National Planning Commission and coordinate all efforts to respond to the Government operation queries.

    Monitoring Evaluation Accountability and Learning (MEAL) Assistant

    Job Description

    • Assist in programme updates for the response management and internal information sharing
    • Assist MEAL officer with data collection processes if needed
    • Conduct field monitoring visits (including the use of the Quality benchmark/monitoring checklist) and facilitating focus group discussions
    • Assist with implementation of programme evaluations (data collection)
    • Support MEAL in conducting assessments as needed
    • Responsible for handling, documenting, confidentiality and security of all informational resource related to feedback and complaints from beneficiaries
    • Support Complaints and Feedback Mechanism, including communicating responses to complainants; liaise with programmes and operations to ensure prompt follow-up on feedback and complaints received.

    Documentation and Dissemination:

    • Contribute to preparing weekly, monthly and quarterly reports on MEAL.
    • Prepare field visit report and do debriefing and action planning with the relevant staff.

    Quality Benchmarks:

    • To conduct quality monitoring of programme activities, measured against international standards and using participatory methodologies (including child-friendly methodologies) and the quality benchmarks.

    Coordination:

    • Coordinate and communicate with MEAL and relevant programme staff regarding feedback and complaints
    • Maintain liaison with MEAL unit and programme particularly field coordination/community mobilization team.

    Safety and Security Officer

    Job Description

    Assessment and Analysis:

    • Coordinate with the alternate Security Focal Points for the preparation & delivery of high-quality reports, analysis and security by gathering information from a variety of sources.
    • The Security Officer will submit written weekly Field security report to the Field Manager.
    • The Security Officer will coordinate field office weekly security briefing.
    • Ensure that incident reports are properly compiled in a timely manner by staff and shared with the Field Manager.
    • Monitor events, review incidents and coordinate analysis, follow up actions and recommendations
    • Provide security updates which include situational analysis, actions taken and actions recommended to GEPaDC Field management team

    Policies and Procedures:

    • Ensure that all staff understand the country-wide security plan and agree to abide by its policies and procedures.
    • Monitor the security environment and adjust security policies and procedures accordingly in consultation with the Field Managers.
    • Ensure quality and relevance of area security plans.
    • Undertake reviews of policies and procedures; identify opportunities to enhance security.

    Programme Implementation:

    • Advise on safe movement for staff e.g. proper vehicle fleet management policies, adequate safety and communication equipment in vehicles and training drivers in established procedures and requisite skills
    • Assist with proposal development to ensure adequate consideration of safety and security need and inclusion of security costs.
    • Undertake security assessments of and field missions to programme areas and potential programme areas; report on findings and design necessary improvements.
    • Provide safety and security support and advise to Field TAs Programme managers.

    Communication and Training:

    • Coordinate the gathering and flow of information with other relevant actors; classify security information according to its reliability and accuracy
    • Coordinate and manage the proper use of GEPADC communication equipment/systems and alert the Field Manager of any hardware failures
    • Develop security briefing material and provide orientation to incoming or newly appointed staff
    • Coordinate Safety and Security trainings to GEPADC staff and partners. Trainings will include medical, communications, guard force and driving but will also include other higher-level security trainings.
    • Provide timely security briefings for visitors to and from field missions
    • Develop and implement security training for all GEPaDC staff, develop and apply evaluation processes to determine whether training competencies are met.
    • The successful candidate will have a high degree of common sense and a genuine interest in people.

    Monitoring, Evaluation, Accountability and Learning Officer (MEAL)

    Role Purpose

    • Ensure implementation of the M&E plan for ECW project including monitoring progress against planned activities, critical milestones and targets as well as providing support and guidance to program officers and CSO/government counterparts to ensure that the data collection, data management and reporting, are of the highest possible quality.

    Key Areas of Accountability

    • Coordinate Data Collection, Data Quality Management, Analysis and State Level Reporting:
    • Participate in the design of programme monitoring and evaluation tools (registers, reporting templates, data bases, etc.) to track Education projects
    • In collaboration with MOE, SUBEB and relevant GEPaDC staff, ensure timely data collection, compilation and reporting according to programme M&E plan
    • Conduct monthly data analysis and prepare monthly programme IPTT monitoring reports
    • Ensure the programme database is updated regularly.
    • Support programme feedback meetings to communities, facilities and authorities.
    • Cconduct of data quality assessments according to the M&E plan.
    • Conducts analysis, surveys, evaluations and other research as required
    • Plan, forecast and facilitate the production and supply of M&E tools and materials the supported sites
    • Support the MEAL Coordinator to monitor Education and Child Protection projects across all target communities and communicate findings and progress to Program Managers
    • Participate in evaluation of Education, Livelihood, Resilience, Nutrition, Social Protection, and Child Protection projects, focusing on data management of evaluation datasets.
    • Support the dissemination and use of evaluation and research reports and propose Support coordination of Education, Livelihood, Resilience, Nutrition, Social Protection, and Child Protection projects monthly, quarterly, biannual and annual reviews and reports as required.
    • Participate in dissemination of program information to communities, children, and other stakeholders through a regular feedback mechanism

    Key Areas of Accountability
    Projects Coordination & Management:

    • Oversee the coordination and implementation of the ECW-MYRP across Northeast in line with the design of the project and donor requirements.
    • Establish, maintain and strengthen linkages in the management and implementation of the project.
    • Create and sustain positive working relationships with the partners and other stakeholders.
    • Plan and coordinate LGEA, and State level engagements with partners and key stakeholders.
    • Monitor and ensure timely and quality reports are submitted as per the reporting requirements.
    • Working closely with Education Field officers Biu, Hawul, Damboa, Meal Officers Head of, Supply Chain, Finance and MEAL to ensure quality program delivery, documentation and reporting of progress.

    Operational Planning and implementation:

    • Project Manager Education, provide ensure planning, development of detailed implementation plans, phased budgets, implementation, monitoring, documentation and reporting.
    • Overseeing the implementation and budget performance in line with the project plans and budgets.
    • Effectively support the projects staff in developing weekly, monthly and annual plans, in line with ECW Project design and GEPaDC planning guidelines and ensure compliance with the agreed work plans and that programme objectives and targets are being realized in line with the funding proposals.
    • Support staff to ensure that ECW implementation is to the desired standards and on time.
    • Provide guidance to the partners through the planning processes to develop plans that are cost effective and in line with ECW funding.
    • Maintain high standard of transparency and accountability in the course of programme implementation while ensuring integrity and timeliness of activities implementation in meeting programme objectives, compliance with donors & GEPaDC policies.
    • Provision of regular operations and implementation updates on project progress and challenges to allow for timely interventions and corrective actions by management.
    • Ensure the timely reviews and adjustments for the project operational and implementation plans and budgets as may be required from time to time.

    Finance and Budget Management:

    • Manage the Projects budget in coordination with Field Manager and Field Finance Manager.
    • Overseeing the budget performance to ensure that projects implementation is on course as per the detailed implementation plans and phased budgets.
    • Programme Manager will conduct budget monitoring, suggest necessary revisions and prepare draft reports.
    • Ensure that the budget monitoring reports are responded to in time and with accurate information.
    • Working closely with Education team to ensure that partners are well guided, supported and their capacity built in sound management procedures.

    Program and Financial Reporting:

    • Preparation of timely and high-quality progress and end of projects narrative and financial reports which are in accordance to the donor reporting schedule and formats.
    • Review all program financial reports ensuring that donor guidelines have been followed and high standard met, prior to submission to management.
    • Organize and facilitate quarterly follow ups and progress review meetings to address key performance issues from the reports.
    • Overall Budget Vs Actual expenditure analysis and variance explanations.

    Internal and external engagements:

    • Ensuring that the program experience is represented and given recognition at stakeholder meetings, workshops, donor, networks and any other engagements.
    • Develop and maintain regular channels of communication with partners and key stakeholders at all levels (Community, LGEA and State).

    MEAL:

    • Effectively manage projects design and study processes which include assessments, baseline and evaluation studies, putting in place a functional Activity Tracking Table.
    • Ensure that the projects quality bench marks are followed.
    • Collecting and managing complaints and feedback in close coordination with MEAL team and Projects Officers.
    • Ensure regular monitoring of projects results, documentation of projects case studies, lessons learnt, significant changes and best practices and coordinating learning and reflection meetings/sessions.
    • Ensure an effective programs/ projects monitoring and evaluation systems is in place.
    • Monitor programs/ projects activities to ensure quality, timeliness and adherence to GEPaDC policies and procedures.

    Human Resources Management and Development:

    • Working together with the Project Team to identify learning and development needs of the project teams and develop specific plans to address the learning needs.
    • Capacity building of Officers through trainings, coaching, performance management, implementation as well as in learning and reflection events.
    • Setting and managing staffing targets, performance and priorities for Officers.
    • Participate in monthly/weekly project management meetings to enable adequate staff support.

    Technical Oversight:

    • In liaison with Executive director, Head of Education and Senior management team provide guidance and support to projects team, partners and stakeholders.
