    Driver (Roster)

    Description of Duties

    Under the central coordination of the Transport / Operations Officer and direct supervision of the Transport Assistant or State Administrative Assistant and overall direction by the State Coordinator, the incumbent will carry out the following tasks:

    • Drives office vehicles to provide transportation of authorized personnel and delivery and collection of mail, documents and other items;
    • Meets official personnel at the airport and facilitates immigration and customs formalities as required;
    • Responsible for the day-to-day maintenance of the assigned vehicle, checks oil, water, battery, brakes, tires, etc., performs minor repairs and arranges for other repairs, regular servicing and ensures that the vehicle is kept clean;
    • Logs official trips, daily mileage, gas consumptions, oil changes, greasing, etc.;
    • Ensures that the steps required by the rules and regulations are taken in case of involvement in accident;
    • Performs other duties as required.

    Educational Qualifications

    • Essential: At least Secondary School education and a valid driver’s licence of the country.
    • Desirable: Knowledge of driving rules and regulations of the country and skills in minor vehicle repairs.

    Experience:

    • Essential: At least one year driving experience as a driver and a safe driving record
    • Desirable: UN experience would be an advantage.

    Functional Knowledge and Skills:

    • Knowledge of driving rules and regulations of the country and skills in minor vehicle repair;

    State Coordinator / Integrated Service Delivery

    OBJECTIVES OF THE PROGRAMME

    • The overall objective of the of the Field Presence Cluster is to support the States in Nigeria to establish appropriate governance structures and develop and implement policies, strategies and plans for strengthening health systems and for implementing the primary health care approach towards universal health coverage.
    • The programme supports development of costed state health policies, and strategies that enable effective implementation of the PHC approach and builds institutional capacities for effective health sector governance that contribute to improved access to quality health services and financial risk protection, and for reforming health institutions.
    • It also advocates for, and supports states in institutionalizing inclusive, participatory and whole-of-society approaches that are accountable and transparent, including strengthening the capacity of the private sector and enhancing community engagement.
    • The Programme also strengthens partnerships for the harmonization and alignment of actors and resources in the formulation and implementation of national action plans for national health strategies as well as health security and promotes and leads the coordination of strategic planning, reviews, and evaluations in collaboration with the Nigeria Country Office Clusters. Strengthen state processes and, where appropriate, effectiveness in line with the principles of the Universal Health Coverage.

    DESCRIPTION OF DUTIES

    The incumbent will have the following assigned responsibilities/duties:

    • Provide Technical support to the MOH in developing, implementing and evaluating national PHC revitalization, routine immunization programme (NIP) strategies at state level in updating and adapting relevant guidelines, materials and tools, and in performing training needs assessments, organizing and implementing training activities;
    • Support the Ministry of Health or other health related interlocutors in the country in planning and organizing risk communication activities and health campaigns;
    • Support the Field and Zonal Coordinator in implementing projects on vaccinations and other health campaigns, including support to capacity-building activities; Advocate for and participate in weekly coordination meetings of the State Technical Team to monitor implementation of priority PHC revitalization, routine immunization activities as articulately in the State activity/operational state plans; Advocate for and participate in monthly State Inter-Agency Coordination Committee or State Immunization Task Force meetings to review implementation of priority PHC/RI/PEI activities; Support timely
    • (a) collection of all RI/PEI/Public Health data (RI data, SIA dashboard data, Abuja commitments data, surveillance data, PEI accountability framework data....etc),
    • (b) use of EPI/PEI data for action and
    • (c) feed-forward to zonal and national level; Ensure regular updating of State RI/PEI plans to incorporate technical recommendations from ERC meetings, programme reviews including Rapid Surveillance Assessments (RSAs), national EOC...etc Collate monthly review reports from all clusters and compile a monthly state EPI/PEI review report; Ensure that all WHO staff workforce and affiliates (Cluster consultants, APHOs, PHOs, Emergency Deployment Personal, Consultants, prepare (a) weekly/monthly/quarterly work-plans in line with State work-plans and priorities and (b) weekly/monthly/quarterly reports of implementation of their work-plans at the end of each period; Conduct weekly in-house coordination meetings and follow up priority actions for follow up; Collaborate closely with other partners in the state (BMGF, GAVI, US CDC, UNICEF, Rotary, USAID...) through joint participation in meetings with State officials and other stake-holders (State team meetings, State Task Force meetings, State EOC or Operations Room meetings...etc) as well as in partner meetings as may be required; Ensure timely sharing of activity reports and or plans of activities to be supported by WHO with state authorities, partners and other relevant stake-holders in the state; Provide any support as requested by WHO Field and Zonal Coordinator, /or WHO Representative.

    REQUIRED QUALIFICATIONS

    Education

    • Essential: University degree in a health-related field medicine, public health or other related field from an accredited/recognized institute.
    • Desirable: Post Graduate training in public health or epidemiology from recognized academic institution.

    Experience

    Essential:

    • At least five (5) years of progressively responsible professional experience in reproductive health developing capacity and policies linked to high quality maternal, newborn, and reproductive health care programmes. Within this experience, demonstrated professional experience working at the country level providing technical advice and services to national counterparts, Ministry of Health, and other external partners on reproductive health programmes. Experience managing diverse teams.

    Desirable:

    • Relevant work experience with WHO and/or UN agencies, health cluster partners; experience working in relevant nongovernmental or humanitarian organizations

    Skills

    • Interpersonal skills using tact, patience and courtesy.
    • Excellent knowledge of Maternal, newborn and child health care systems and safety regulations.
    • Proven knowledge of technical aspects in the field of specialty.
    • Public speaking techniques.
    • Excellent drafting and communication skills.
    • Commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of work.
    • Team leadership, team spirit and time management skills
