    Director of Physical Planning

    Duties

    • The Director of Physical Planning shall be the Chief Physical Planning Officer of the University and shall be responsible to the Vice-Chancellor and the University Governing Council for strategic physical development planning and development control.

    Duties shall include

    • Preparation, review, and implementation of the University Campus Master Plan and physical development policies.
    • Conceptual planning, feasibility studies, space planning, and development appraisal of proposed capital projects.
    • Development control, including vetting of drawings, compliance with planning standards, and coordination of approvals.
    • Advising Management on land use, zoning, expansion proposals, sustainability, and long-term infrastructure planning.
    • Liaising with relevant government agencies and professional bodies on physical planning matters.
    • Monitoring conformity of executed projects with approved plans and specifications (without undertaking routine maintenance).
    • Performing such other duties as may be assigned by the Vice-Chancellor in liaison with the University Governing Council from time to time.

    Qualifications
    Candidates must:

    • Possess a good honours Degree in any of the following courses: Architecture, Urban and Regional Planning, Quantity Surveying, Estate Management, Building, or Engineering from a recognized institution.
    • Have at least fifteen (15) years post-qualification cognate experience, with demonstrable experience in campus or large-estate physical planning and development control.
    • Not be below the rank of Deputy Director of Physical Planning in a University or similar institution.
    • Not be more than 59 years of age as at the time of application.
    • Be registered with relevant professional bodies such as ARCON, NITP, NIQS, NIOB, NIESV, COREN, as applicable.
    • Possession of a postgraduate degree in a relevant discipline shall be an added advantage.

    Tenure

    • The post is a tenured appointment for a single term of five (5) years.

    Conditions of Service:

    • The appointment shall be on CONTISS 15 and subject to conditions of service applicable to Federal Universities in Nigeria.
    • Candidates must not exceed the statutory retirement age before the end of the five-year tenure.

    Director of Works and Services

    Duties

    • The Director of Works and Services shall be the Chief Works, Maintenance, and Utilities Officer of the University and shall be responsible to the Vice- Chancellor and the University Governing Council for execution, operations, and maintenance.

    Duties shall include

    • Execution, supervision, and maintenance of University buildings, roads, drainage systems, and civil infrastructure.
    • Operation and maintenance of electrical, mechanical, water supply (including boreholes), sewage, and waste management systems.
    • Management of workshops, plant, equipment, vehicles, and maintenance schedules.
    • Implementation of approved projects in line with specifications provided by the Directorate of Physical Planning and other approving authorities. Ensuring safety standards, preventive maintenance, and efficient service delivery across the campus.
    • Preparation of maintenance budgets, work programmes, and technical reports.
    • Performing such other duties as may be assigned by the Vice-Chancellor in liaison with the University Governing Council from time to time.

    Qualifications
    Candidates must:

    • Possess a good honours Degree in any of Civil / Structural Engineering, Mechanical Engineering, Electrical Engineering, Building, or related Engineering disciplines from a recognized institution.
    • Have at least fifteen (15) years post-qualification cognate experience, with strong hands-on experience in works, utilities, and facilities maintenance in a tertiary or comparable institution.
    • Not be below the rank of Deputy Director of Works and Services/Works and Maintenance in a University or similar institution.
    • Not be more than 59 years of age as at the time of application.
    • Be registered with relevant professional bodies such as COREN, NSE, NIOB, as applicable.
    • Possession of a postgraduate degree in a relevant discipline shall be an added advantage.

    Tenure

    Director of Procurement

    Duties

    • The Director of Procurement shall be the Chief Procurement Officer of the University and shall be responsible to the Vice-Chancellor and the University Governing Council for the effective coordination, regulation, and administration of all procurement activities of the University.

    Duties shall include

    • Serving as Secretary to the Procurement Planning Committee and the University's Tenders Board.
    • Providing strategic leadership for the University's procurement system in compliance with the Public Procurement Act and other extant regulations governing procurement in Federal Institutions.
    • Coordinating the preparation, implementation, and monitoring of the University Procurement Plan in line with approved budgets.
    • Advising Management on procurement policies, procedures, and best practices to ensure transparency, competitiveness, value for money, and accountability.
    • Supervising the preparation of bidding documents, evaluation of tenders, and award processes in accordance with due process requirements.
    • Ensuring proper documentation, record keeping, and reporting of procurement transactions.
    • Overseeing contract administration, vendor performance monitoring, and compliance with contractual obligations.
    • Liaising with relevant regulatory bodies and ensuring adherence to audit requirements and procurement guidelines.
    • Managing the Directorate of Procurement, including staff supervision, capacity building, and performance management.
    • Performing such other duties as may be assigned by the Vice-Chancellor in liaison with the University Governing Council from time to time.n liaison with the University Governing Council from time to time.

    Qualifications
    Candidates must:

    • Possess a good Bachelor's Degree in any of Purchasing and Supply, Procurement and Supply Chain Management, Business Administration, Economics, Accounting, Law, Engineering, Quantity Surveying, Architecture, Statistics, Financial Studies, Computer Science, Building, Building Technology, regional and Urban Planning, or other relevant disciplines from a recognised institution.
    • Be a certified procurement officer with evidence of professional certification and license.
    • Be professionally registered with relevant bodies such as the Chartered Institute of Purchasing and Supply Management of Nigeria (CIPSMN) or other recognised procurement/supply chain professional bodies.
    • Demonstrate sound knowledge of public procurement laws, contract negotiation, bid analysis, financial regulations, and e-procurement systems.
    • Possess strong analytical, managerial, and leadership skills, with proven integrity and ability to uphold transparency and accountability in procurement processes.
    • Be proficient in computer applications and relevant procurement management systems.
    • Not be more than 59 years of age at the time of application.
    • Possession of a postgraduate degree and/or additional professional certifications shall be an added advantage.
