    Communication Officer II

    The Purpose

    • Under the supervision of the Head of Office, the Communication Officer 2 contributes to designing, planning and implementing communication projects and activities in coordination with the Head of Office in Biu and the Communication Coordinator in Abuja.
    • S/he contributes to representing the ICRC externally and building the necessary understanding and acceptance of and support for the ICRC among key stakeholders and communities.

    Your Role

    • In consultation with the Head of Office and the Communication Coordinator, contributes to defining communication/prevention objectives, strategies and plans of action for the Biu Office, in line with the field sub-structure's priorities and the delegation’s communication/prevention strategy.
    • With minimum supervision, implements relevant activities and develops tools for: operational communication, community engagement, promoting international humanitarian law (IHL), the International Red Cross and Red Crescent Movement and the ICRC, building National Red Cross/Red Crescent Society communication capacity, public and digital communication, and information analysis/environment scanning. Works on content gathering such as human touch stories, pictures and videos of ICRC field activities, pictures to use on web sites, social media.
    • Supports the Biu Office in networking with relevant stakeholders (local authorities, weapon bearers, traditional authorities, religious leaders, representatives of displaced communities, civil society actors, academic circles, youth movements, local media) and represents the ICRC to various audiences. Maintains a close relationship with local media and contributes to raise public awareness on the ICRC and its activities through media channels
    • Follows political, security, military and humanitarian developments, as well as other issues relevant to the ICRC's reputation/perception and capacity to operate in the geographic area covered, contributing to their analysis. In this regard, performs daily local media monitoring and reports to the Head of Office on any important events.
    • Interprets and translates from and into the local languages to support communication or any other programmes when required.
    • Provides technical and administrative support to the communication team (e.g. filing, stock management, event organization) when required.
    • Supports communication-related training and coaching for field-structure staff and/or other departments when needed, as well as the Nigerian Red Cross Society.
    • Supports the joint planning and execution of joint communication production and media relations with the Nigerian Red Cross Society.
    • Contributes human-centered content and products for the delegation’s social media channels, Bulletin Interne and other internal and external communication tools and platforms.

    Your Profile
    Certification & Experience:

    • University Degree or equivalent in Communication, Journalism, International relations, political sciences or in any related fields
    • A minimum of a two-year experience in a similar field
    • Very good communications and versatile presentation skills
    • Very good computer and internet skills, including skills in MS office: familiarity with online and social media communication tools
    • Good understanding of the humanitarian context in the northeast of Nigeria.
    • Excellent written and spoken English, Hausa and Babur an asset.
    • Applies very strong report-writing and editing skills to produce clear, concise, and operationally relevant reports
    • You must have a valid working permit to work in Nigeria

    Desired Profile and Skills:

    • Strong networking (community based) and relationship management skills to engage diverse actors including the media while demonstrating a deep awareness of cultural sensitivities
    • Experience in an ICRC operation an asset

    Generalist Field Officer 2

    Who we are

    • The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence.
    • We take action in response to emergencies and at the same time promote respect for international humanitarian law.
    • We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence.
    • We direct and coordinate the international activities conducted in these situations.

    The Purpose

    • Under the supervision of the Field Team Leader, the Generalist Field Officer is responsible for developing new and maintaining existing networks to facilitate the ICRC Operations in Askira Uba LGA while providing support elsewhere as need be.
    • The staff assists the management with tasks related to security management, analysis and follow up of the humanitarian context and protection needs/concerns in the AoR.
    • He/she shall participate in networking and dialogue with relevant interlocutors. He/she represents the ICRC with beneficiaries and external actors.

    Your Role

    • Carries out regular collection of information of the on-going security situation, including variety of factors susceptible to impact on ICRC operations, thereby contributing to the sub delegation’s security management in the area of responsibility (AoR).
    • Develops and maintains regular situational update of a wide security network in Askira Uba LGA and possibly Chibok LGA.
    • Maintains, develops and expands a network of interlocutors relevant for ICRC activities in Askira Uba LGA and possibly Chibok LGA.
    • S/he contributes to the analysis of the security, socio-economic, cultural and political environment in the AoR.
    • Collects and carries out analysis and documentation of protection concerns and trends (including but not limited to international humanitarian law and Healthcare in Danger initiative of the ICRC) and their humanitarian consequences for the civilian population.
    • S/he assists in identification of new areas of potential humanitarian concern and support assessments to verify and quantify those needs.
    • Leads/supports activities (including with Protection, Economic and Security, Water and Habitat, and Health departments) and produces timely, detailed and accurate reports thereafter.
    • Contributes to timely reporting (sitrep, field trip reports, incident reports, minutes of meetings, priority and operational areas reports, etc.) as direct by his/her line manager.
    • Collaborates with the Nigerian Red Cross Society (NRCS) division in Askira Uba LGA and possibly Chibok LGA.
    • Carries out dissemination on ICRC activities to audiences and interlocutors and thus contributing to further positioning and acceptance of the ICRC in the AoR.
    • Participates in internal and external meetings or briefing sessions on ICRC field activities.

    Your Profile

    • University Degree in International Relations, Social Sciences, Law or another related field.
    • Minimum of 3 years of working experience with a humanitarian organisation and/or NGO/CSO.
    • Excellent knowledge of the political, security and socio-cultural dynamics of Borno State in general and South Borno/Askira Uba LGA in specific. Knowledge of Chibok LGA is an advantage.
    • Good communication skills with excellent knowledge of written and oral English and advanced reporting skills (writing reports) and fluently speaking Hausa. Knowledge of Marghi local language will be considered an asset.
    • Good public speaking skills and proven ability to effectively engage and introduce the ICRC to multi-level stakeholders (beneficiaries, security personnel, politicians, community leaders, religious groups, other humanitarian actors).
    • Advanced computer skills (Word, Excel, PowerPoint).
    • You must have a valid working permit to work in Nigeria.

    Health Field Officer 3

    • Under the supervision of the Head Coordinator, The Health Field Officer 3 is part of health management team based in Abuja. S/he maintains an overview of country wide health environment and infrastructure, the MoH structure, epidemics/outbreaks, disease patterns.
    • S/he maintains a network of interlocutors related to health i.e. FMoH, SMoH, NCDC, UN, NGOs, NRCS/PNS.
    • Responsible for administrative issues related to health programs i.e. professional correspondence, statistical data management. Overall responsibility for the MCIT/ERTC/BEC/FAT capacity building activities.

    Your Role

    • The Health Field Officer 3 is responsible for capacity building program first aid training, basic emergency care, emergency room trauma course, mass casualty incidence(FAT/BEC/ERTC/MCI) in the delegation.
    • Maintains an overview of the ongoing health situation country wide, alerts outbreaks/epidemics, public health issues and advises health management.
    • Maintains an updated understanding of the Nigerian health structure, including national health budget/funding structures, relevant interlocutors and humanitarian actors present in Nigeria.
    • Maintains a network of interlocutors related to the health structure particularly at central level.
    • Works within the health team to develop/strengthen the health strategy, support revision of current programs and preparation of new proposals for health projects,
    • Supports health assessments and reviews and prepares reports and projects proposals as necessary.
    • Supports the development of other Emergency department program in collaboration with Health Coordinator and Deputy Health Coordinator.
    • Supports Health Care in Danger initiative and focal person for the collaboration with national health authorities, health related education institutions.
    • Supports data collection and collaborates with health team in analysis of Monthly Activity Database, District Health Information Software 2 (MAD/DHIS) data and recommendations for action.
    • Supports the implementation of the PAM with the health team in close collaboration with the Health Co Dep Health Co.
    • Represents the health department and participates in external/internal meetings, as required.
    • Supports implementation of the ER program i.e. participates in assessments, project proposal and plan of action.
    • Supports the preparation of Partnership agreements (PA) and process for signature by all parties.
    • Supports development of communication materials including Health Care in Danger (HCiD), overall responsibility for preparation of Quarterly Facts & Figures.

    Your Profile: Certifications & experience

    • University degree in medicine (qualified medical doctor).
    • Minimum of 5 years clinical experience with minimum of 1 year working in Public Health Sector, preferably with the ICRC or with good knowledge of ICRC activities.
    • Certification and experience as Master Trainer in Basic Emergency Care, ERTC/ATLS is a strong asset
    • Previous experience working within Nigerian Ministry of Health (MoH) system an advantage.
    • Good computer skills with Microsoft office packages eg Excel, Word, Power Point.
    • Fluent speaking and written English
    • You must have a valid working permit to work in Nigeria
