    Commissioning, Operation and Maintenance Manager

    Mission

    • Ensure the execution of the head office activities concerning pre-commissioning, commissioning, start-up, test run, training, maintenance engineering, operation, and handing over of the plant to the Client according to contractual requirements and project objectives in terms of safety, quality, budget, and schedule.
    • Ensure compliance of the site activities for which is responsible with the established process and HSE requirements, while respecting the relative time and cost targets.
    • Have overall responsibility and accountability for the efficient Commissioning/Operations/Maintenance.

    Tasks
    Commissioning and Start-up phase:

    • Ensure HSE procedures required for each activities/work phases are available and applied
    • Contribute to Safety Walkdowns. In case of incidents contribute to investigations
    • Participate to Pre Start-up Safety Reviews (PSSR)
    • Issue Pre-Comm, Comm and Start-up progress reports
    • Manage Pre-Comm, Comm, Start-up & Oper activities, coordinating different parties
    • Ensure respect of schedule/budget, either during home office activity or at site
    • Participate to risk/opportunity meetings
    • Responsible for competency assurance/development of team
    • Participate to plant handover process including preparation of Comm Dossiers
    • Ensure transferring of the lesson learned to home office

    Operation Phase:

    • Responsible/Accountable for Prod Safe/efficient operations
    • Maintain Client relationships
    • Implement/maintain SMS, a Planned Maint System on Prod Equip according to Company SMS
    • Arrange through Company for periodic internal/external SMS audits
    • Ensure classification/statutory surveys are planned/conducted
    • Ensure that the project under requirements of the national, international Laws (Classification society, IMO, Solas, ISPS code, MARPOL etc.) comply with the relevant regulation
    • Ensure proper verification by the ISM overriding authority onboard of the vessels on the works relating to and affecting safety and pollution prevention
    • Consult with/advise Client on operating costs. Responsible for operating costs recovery
    • Prepare/obtain annual approval for local operating budgets. Review monthly financial forecasts/local expenses, take corrective action when potential budget overruns are identified
    • Maintain continuous review of performance of Prod Equip and take corrective actions where performance falls below required/agreed standards
    • Review/appraisal of staff perform
    • Obtain all necessary technical/professional support for Operations in liaison with BL functions, Client, Local technical support, Consultants, Manufacturers, Vendors, Contractors
    • Supervise performances of all Local subcontractors/Local agents
    • Supervise all materials/personnel logistics related to prod equip operations
    • Periodically review sub-contracts suppliers/sub-contractor performances
    • Manage/approve subcontracting of local staff according to Company procedures
    • Participate in definition/approval of office/vessel manning, staff remuneration and service conditions
    • Coordinate/support Prod Facilities emergency situations together with corporate dept/Client
    • Supervise compliance with class rules and flag regulations

    Field Instrumentation / Automation and Telecom Lead

    Mission

    • Lead the Instrumentation Engineering activities in accordance with Project requirements within the assigned budget, time schedule and quality standards. Ensure compliance with all Project interfaces and supervise in/out information flow
    • Contribute to the capitalisation of Project experience in order to improve and harmonize work methodologies through continuous improvement and best practices
    • Implement the Company guidelines and KPI monitoring within the Project

    Tasks

    • The PSL ensures the execution of the engineering activities within his area of responsibility, works following the TM guidelines, cooperates with the other Project positions and ensures the compliance with the QA/QC and HSE requir ements.

    Tasks include:

    • Development of Technology know how and Commercial support

    Feasibility:

    • Provide technical support to other Project positions for specialist aspects

    Bidding phase/Commercial proposal:

    • Analyse and under stand Tender documentation
    • Define Discipline list of activities and deliverables and coordinate activities in accordance with Project schedule
    • Identify technical queries, deviations and alternatives to be submitted
    • Implement bidding methodologies, design criterias and guidelines
    • Define and issue Request for quotation for not estimated in-house items
    • Coordinate material quantities and weight estimation
    • Prepare engineering manhour and material cost estimations
    • Support the Proposal Manager during technical clarification meetings with the Client

    Project Execution:

    • Ensure the achievement of the assigned goal and the fulfillment of the Project quality and contractual requirements. Take the necessary corrective actions within the Discipline Project Team to meet the assigned goal. Report to the TM for more extensive problems
    • Define list of activities and deliverables, setup time schedule, coordinate activities in accordance with contractual requirements
    • Ensure Discipline Project progress, monitor and control manhour consumption
    • Prepare technical annexes for engineering activities to be subcontracted
    • Ensure subcontractor coordination and monitoring/reporting to PM of the Discipline budget costs
    • Ensure proper Discipline workflow, interfaces, quality checks and ap proval of all Discipline Project documents, including Vendor ones
    • Track and report to TM Discipline scope of work changes updating manhour and cost estimates
    • Provide technical support to Project functions including Procurement and Construction
    • Support PM in technical interfacing with the Client (according to TM)
    • Define and issue Purchase Requisitions
    • Ensure Technical Bid Evaluations
    • Ensure Vendor follow-up activities
    • Provide technical support for the definition of the Discipline construction inspection plan
    • Manage Vendor inspection test plan approval and support post order activities

    Construction and start up:

    • Support the construction team in implementing the engineering solutions at site

    Home office activities (master):

    • Verifiy manhour and cost estimates
    • Check key Project documents according to internal procedures
    • Support Project teams to solve non standard technical issues
    • Update Discipline workflows and technical standards
    • Support execution plan definition
    • Monitor Discipline Project KPIs
    • Participate to Vendor technical qualification and to procurement strategy definition
