    Civil Society Engagement Analyst (NPSA9)

    Scope of Work

    Under the direct supervision of the Conflict & Political Economy Specialist, the Civil Society Engagement Analyst will be responsible for the following functions and tasks:

    Summary of Key Functions:

    • Serve as the focal point for civil society engagement in the NW programme and building the prevention capacity of nonprofit organizations in the North West;
    • Support the development and implementation of programme strategies, project activities and day-to-day field engagement;
    • Support knowledge management and information sharing, including monitoring and evaluation, reporting and communications with the interventions in the NW.

    Key Duties and Accountabilities

    Serve as the focal point for civil society engagement in the NW programme: 

    • Working with Civil Society groups, enhance the citizens’ ability to contribute to preventative responses to conflict;
    • Engage Civil Society to advance local innovative approaches to peacebuilding in a way that fosters collaboration and collaborative values, transforms attitudes and gives stronger voices to communities;
    • Ensure efficient coordination in the civil society engagement in UNDP’s NW programme;
    • Ensure inclusive participation as well as conflict and gender sensitivity in UNDP’s civil society engagement.

    Support the development and implementation of programme strategies, project activities and day-to-day field engagement:

    • Undertake thorough analysis and research of the political, social and economic situation in the country and in target communities; and provide substantive inputs to UNDP related projects regarding civil society engagement;
    • Support the civil society components in the implementation of the day-to-day activities of the NW intervention;
    • Consult regularly with other UNDP projects and programmes on related activities where synergies are possible;
    • Consult regularly with projects implemented by other UN agencies and INGO’s on related activities in the North West and other conflict prevention and peacebuilding related target states;
    • Identify and synthesize best practices and lessons learned with regards to civil society engagement.

     Support knowledge management and information sharing, including monitoring and evaluation, reporting and communications with the interventions in the NW:

    • Regularly contribute to contextual briefings and analysis and overall programme reporting with particular focus on CSO engagements and activities;
    • Facilitate and document human interest stories of beneficiaries and develop communication materials on the engagement with civil society.

    Institutional Arrangement

    The Civil Society Engagement Analyst would be reporting to the Conflict & Political Economy Specialist.

    Required Skills and Experience

    Education:

    Experience:

    • Minimum 2 years of relevant experience in peacebuilding and conflict prevention;
    • Experience in effectively engaging with civil society in prevention and peacebuilding;
    • Experience in effectively engaging in preventing violence and conflict is an asset;
    • Knowledge and experience of engaging with Civil Society actors and networks in Northern Nigeria is an asset;
    • Experience working in the context of Northern Nigeria is an asset;
    • Previous working experience with UNDP and other UN agencies strongly preferred.

    Monitoring and Evaluation Analyst (NPSA 8)

    Duties and Responsibilities

    Under the direct supervision of the Conflict & Political Economy Specialist, the Monitoring and Evaluation (M&E) Analyst will be responsible for the following functions and tasks:

    • Assist in developing and implementing individual and integrated M&E Plans including baseline and end line data to report against project indicators and targets as necessary;
    • Ensure that collection of data and analysis for monitoring the implementation of the complimentary peace building projects is gender sensitive;
    • Monitor progress in achieving project outcomes and provide reporting and evaluation guidance to respective project staff;
    • Provide quality assurance or guidance to the project staff for timely project (semi-annual/annual/final) reporting to the Programme Management Support Unit (PMSU) and donors;
    • Provide quality assurance on results-based reporting and review quarterly, half year, annual and final reports on project implementation and final project evaluation reports;
    • Coordinate tracking the implementation of achievement of the peacebuilding and conflict prevention project results; regularly collecting necessary information related to projects implementation (indicators, results, figures);
    • From an M&E perspective, provide written inputs to the reports which will be reviewed by PMSU before final submission;
    • Provide and coordinate training activities on M&E. Organize project impact monitoring and evaluation trainings and review including independent impact evaluations;
    • Organize and conduct joint field monitoring visits with relevant project staff and partners;
    • Accompany project evaluations and support the final external evaluation of project implementation.

    Institutional Arrangement

    The Monitoring and Evaluation Analyst would be reporting to the Conflict & Political Economy Specialist.

    • Two years (Bachelor's degree) relevant experience in M&E, Peacebuilding, Conflict Prevention or related fields;
    • Experience in post conflict environment with knowledge of socio-economic, culture, and community development issues in complex crisis situations is a strong advantage;
    • Experience with diverse projects in complex environments, involving multi-disciplinary teams, broad ranges of stakeholders, and within volatile security situations is strongly preferred;
    • Previous working experience with UNDP and other UN agencies 

    Languages:

    • Fluency in written and spoken English is required. The ability to communicate effectively in Hausa, or any other local language spoken in the NW region is an asset.

    Climate Security Specialist (NPSA10)

    Duties and Responsibilities

    Under the direct supervision of the Conflict & Political Economy Specialist, the Climate Security Specialist will be responsible for the following functions and tasks:

    Summary of Key Functions:

    • Coordinate the field office’s day-to-day activities on the North-west Climate-Peace Hubs project.
    • Support the development and implementation of programme strategies focusing on climate security related approaches.
    • Enhance collaboration and cooperation on climate security between Conflict Prevention and Environmental areas of work.

    Specific Functions/Results expected:

    Coordinate the field office’s day-to-day activities on the North-West Climate-Peace Hubs project: 

    • Coordinate and monitor the day-to-day implementation of project activities, providing technical support to ensure implementation in line with the planned timeline, objectives and results;
    • Design and formulate activity plans for the North-West Climate-Peace Hubs project;
    • Use primary and secondary data, case evidence and research findings to distill relevant lessons from projects and programmes to support strategy and project development and innovation in climate security;
    • Support regular monitoring of the implementation of the climate security activities;
    • Facilitate and document human interest stories of beneficiaries and develop various communication materials linked to livelihood and economic recovery.

    Support the development and implementation of programme strategies focusing on integration of a climate security approach:

    • Review analysis and research on climate security and provide substantive inputs to the North-West Climate-Peace Hubs project;
    • Support project formulation, including detailed activity plans, monitoring and evaluation, site selection and budget formulation with a climate security approach;
    • Support formulation of a detailed implementation plan of the identified interventions, including potential implementing partners, methodologies, and coordination mechanisms, in accordance with UNDP’s rules and regulations; 
    • Apply a conflict and gender sensitive approach to the project.

    Enhance collaboration and cooperation on climate security between Conflict Prevention and Environmental Areas of work:

    • Identify the latest trends and developments in climate security dynamics in the target communities/areas and other relevant target states and regularly update the analysis, results and data;
    • Collaborate with UN agencies and other actors, such as governments, private sector, and NGOs/CSOs, to create synergies and collaboration for greater impact of the UNDP interventions in the area of climate security;
    • Identify and synthesize best practices and lessons learned directly linked to the project;
    • Build convergence of the peace & security, climate & environment, gender, and data expertise in the project;
    • Disseminate analyses of the relevant data and research documents on a regular basis to relevant stakeholders.

    The Climate Security Specialist would be reporting to the Conflict & Political Economy Specialist.

    • Proven professional knowledge and experience on the intersection between climate/environmental issues and conflict;
    • Experience with diverse projects in complex environments, involving multi-disciplinary teams, broad ranges of stakeholders, and within volatile security situations is strongly preferred;
    • Previous working experience with UNDP, other UN agencies or an International Organization is desirable;
    • Experience in a conflict and post conflict environment with knowledge of socio-economic, cultural, and community development issues in complex crisis situations is a strong advantage.
