    Child Protection Program Coordinator

    Responsibilities
    Program Development:

    • Provide ongoing leadership, training, and guidance to staff and local partners to ensure programming meets best practice standards and prioritizes the security of beneficiaries and staff.
    • Participate in program design and proposal writing.
    • Conduct or participate in assessments to ensure appropriate interventions are implemented.
    • Implement the psychosocial strategy to meet the needs of targeted clients.
    • Ensure that CP programming is community-driven and that community leaders fully understand and participate in the design of the project.
    • Developing the Child Protection strategy, and partnerships and providing oversight on day-to-day project implementation and reporting.
    • Work with the teams at the different filed sites to ensure sustained programming.

    Staff and Community Capacity Building:

    • Collaborate with the GBV Coordinator to implement the staff training plan for Program team members.
    • Oversee and when necessary conduct trainings for other CATAI staff, community and service providers.
    • Collaborate with the Protection and Education Sectors to organize training for Protection staff, as needed
    • Collaborate with the other CATAI Program Managers to maintain an ongoing training program to ensure program integration.
    • Liaise with the GBV Coordinator and Field officers as needed for difficult or complex cases.

    Inter-Agency Coordination:

    • Develop and maintain effective working relationships with all stakeholders – including community leaders(Camp chairman, National Emergency Management Agency, State Emergency Management Agency) NGOs, UN agencies, Local Partners and other CATAI sectors to enhance multi-agency and multi-sectoral cooperation and coordination.
    • Ensure that information from the coordination meetings is shared, as appropriate.
    • Attend internal and external coordination meetings at the different sites.

    Monitoring and Evaluation:

    • Ensure monitoring and evaluation systems, especially for child protection monitoring are in place which can be used for informed programming.
    • Ensure monthly data cleanup and review meetings with the CPIMS focal person at location before they are shared to the sub sector for consolidation.
    • Provide weekly and monthly reports to the relevant reviewers.
    • Carry out field visits to all program sites on a regular basis.

    Requirements

    • Bachelor’s Degree in Social Work, Education, International Development, or related fields is required; Masters could be an added advantage.
    • Minimum five years of relevant experience designing, implementing, and managing large, complex projects that work to protect vulnerable children and youth.
    • Minimum four years of project management experience in emergency context.
    • Experience in overseeing a child protection projects including supporting the delivery of psychosocial activities, emergency response, child protection case management including family tracing and reunification, and setting up child friendly and community based mechanisms.
    • Experience in developing and implementing organizational child safeguarding policies and procedures, including for NNGO partners.
    • Experience developing monitoring, evaluation, accountability, and learning processes for child protection within the education context.
    • Demonstrated ability to liaise and build networks with government officials, community leaders, civil society representatives, and, preferably, protection actors within the context of safety and protection promotion.
    • Demonstrated success incorporating innovation and participatory, flexible, and gender-sensitive programming into implementation.
    • Significant previous experience working in conflict or crisis situations in Northeast Nigeria.
    • Availability to travel to other CATAI implementing location.
    • The candidate must be fluent in English.

    GBV Programs Coordinator

    Job Summary

    • The GBV Coordinator’s duties include promoting synergy during implementation with other models e.g., VSLA, SASA and Menstrual Hygiene Management (MHM) through national/ local partner support.
    • Liaise and coordinate with other organizations, capacity building, analysis of risks and priorities, including protection analysis, strategic planning, monitoring and evaluation.
    • The coordinator will use the IASC Guidelines for Integrating GBV Interventions in Humanitarian Settings and companion materials to support sectors in the integration of GBV interventions in their work and the Handbook for Coordinating Interventions in Humanitarian Settings to facilitate planning, coordination, monitoring and evaluation of GBV initiatives.
    • In close collaboration with Protection Manager, provide technical guidance and advices to protection staffs ensuring that specific GBV components of the programme are delivered according to internal guidelines and in line with international standards and principles, in order to achieve the mission’s goals effectively.
    • Develop the GBV Response framework for the mission in line with the Mission Protection Strategy and the Global Protection Framework
    • Identify program gaps, areas of growth, and strategies and support in adapting program design to effectively meet beneficiary needs, the changing context, and other factors.
    • Provide required information, and facilitate community consultation meetings when required, to support development of concept notes and proposals relating to protection/GBV activities.
    • Ensure that all activities implemented in the Women and Girls Safe Spaces (WGSS) promote safety and dignity of women and girls.
    • Develop and implement GBV capacity building plans for partners and conduct regular capacity assessments to bridge skills and knowledge gaps.
    • Conduct regular team meetings with the GBV staff, maintaining synergy and cooperation with the Sexual Reproductive & Maternal Health (SRMH) and Women Lead staff within the project.
    • Ensure that quality project strategies, gendered operational plans are developed and implemented in a participatory manner as well as guaranteeing that project resources (including financial) are used effectively and transparently to further the project goals.
    • Collaborate with the protection and GBV service providers, partners and government institutions in ensuring proper functioning and accessible referral pathway for the survivors.
    • Work closely with structures formed by CATAI, facilitate and organize training workshops for skills building, sensitization and capacity building for the relevant stakeholders, implementing partners/structures and target communities for appropriate prevention and response to gender based violence, other authorities, and community leaders.
    • Along with GBV Officers in CATAI implementing Location, actively promote PSHEA (Prevention of Sexual Harassment, Exploitation, and Abuse) among beneficiaries.
    • GBV case Management Support, Support to local partner case works and development and maintenance of an effective GBV information (M&E) system (20%).
    • Participate in the continuous review of the M&E system with specific emphasis on providing support to the management of the GBV IMS database.
    • Train CATAI, National/local partner staff to use the existing data collection tools effectively and efficiently such as the incident report forms, client action plan, referral forms and monthly data collection forms as per international standards.
    • Ensure that community structures/ partner organizations are functioning and submitting reports to CATAI.
    • Participate in evaluating progress towards achievement of project outcomes.
    • Provide on-going support supervision and monitoring to community structures to ensure delivery of quality services.
    • Identify, prepare, and document protection and GBV lessons learnt under the SDC Project and as requested by the supervisor. Organize and lead relevant trainings on GBV and protection whenever required.
    • Take the lead in information-sharing related to GBV data stored in the GBVIMS.
    • Ensure Awareness materials on GBV are designed in culturally embedded practices and using traditional practices that the community uses to spread messages
    • Ensure the latest developments in the field of GBV are shared with the Protection staff and contextualized for their use based on need

    Coordination:

    • Contribute to design the protection strategy of the mission and to project proposals development for the GBV sector in close coordination with the technical team, protection focal points
    • Provide technical support and assistance to the implementation of the GBV related components through the proper tools and methodologies
    • In coordination with the Protection Coordinator support to contextualize and adapt internal and global guidelines, making sure these are rolled out and known by staffs to ensure adaptability and mainstreaming
    • Ensure cohesion and harmonization of GBV related activities and services across the different implementation sites within the mission
    • Ensure adherence to work plans and MEAL plans
    • In coordination with the Protection manager deliver trainings and workshops to protection staffs to build their skills on GBV related topics identified with them. Guide them through close monitoring and supervision to guarantee the quality of the activities
    • Support the Protection Coordinator to deliver trainings and workshops to non-protection staffs to build their skills and knowledge of GBV related principles and enable them to mainstream gender component in their sectors
    • In coordination with the Protection manager assess GBV needs and gaps Identify key GBV Risks and contributing factors in the communities for both men and women, where we work using Community Mapping and other participative tools
    • Identify Community practices, assets, and structures that are conducive to the prevention of GBV and ensure that our programming builds on these assets
    • Develop Position papers on Key GBV response areas outlining our response to the specific risk
    • Design Prevention and Mitigation measures for the key Protection risks identified for the women/ girls in the community
    • Develop resources and tools to engage with men and boys in addressing GBV risks and contributing factors
    • Ensure that our response takes into consideration men/ boy survivors of GBV and are appropriately designed to respond to them
    • Ensure GBV case management team is well trained on home visits (where allowed) to survivor homes
    • In coordination with the Protection Coordinator, organize ad hoc GBV meetings with protection staffs to share challenges and priorities in GBV related field and develop action plans
    • Networking and Partnerships:
    • Maintain collaborative working relationships with relevant clusters and related working groups at national and/or field level and guarantee compliance to the eventual monthly cluster reporting requirements
    • Represent the program with national authorities, non-state actors, International and national agencies, NGOs, donors
    • In coordination with the Protection manager ensure that main GBV concerns are brought to relevant stakeholders to advocate for the respect of human rights and minimum protection standards
    • Network with GBV Specialists of other missions to share best practices and resources
    • Contribute to timely submission of relevant reports to the leading agency as per the agreed reporting schedule

    Requirements

    • B.A in relevant field (Social Science, Psychology, Social Work, Human Rights, International Humanitarian Law or other fields related to social development and humanitarian work)
    • Desirable Master degree (MA or LLM) in Human Rights, International Humanitarian Law or related subjects
    • Minimum of five (5) years of relevant working experience in protection-related sectors, prefer, and two years for higher education degree (Masters/LLM)
    • Demonstrable experience in working in gender-based violence programming and/or coordination. Knowledge of humanitarian emergency operations and roles/responsibilities of humanitarian actors.
    • Group facilitation skills and experience.
    • Experience in conducting trainings
    • Experience in conducting protection analysis in complex emergencies.
    • Commitment to a survivor-centered approach in the response to GBV.
    • Diplomacy and assertiveness; the ability to respectfully and carefully confront and discuss sensitive issues with a wide range of actors, groups and individuals. Sensitivity to and respect for a range of cultural beliefs.
    • Excellent computer literacy (word, excel and internet)
    • Local and mission language essential
    • Strong theoretical, technical and practical background in GBV
    • Excellent interpersonal and communication skills and ability to work and integrate in a multicultural team
    • Ability to work under pressure, flexibility
    • Problem solver, dynamic, mature, proactive
    • Strong organizational skills and ability to manage efficiently multiple priorities, deadlines and tasks
    • Excellent time-management skills, resourcefulness and attention to details.
