    Terms of Reference (ToR) for Hydrological Study in Potiskum Local Government Area, Yobe State, Nigeria.

    Objectives of the Study The hydrological study seeks to:

    • Evaluate the hydrological characteristics of Potiskum LGA to determine water availability and flow patterns. Special coverage and detail to cover the three wards, Bare-Bare/Bauya/Lalai/Dumbulwa, Danchuwa/Bula, and Ngojin/ALlaraba.
    • Identify suitable sites for constructing half-moon structures for micro-water harvesting at community levels.
    • Assess potential locations for macro-catchment dams to enhance water storage and recharge. iv. Analyze flood risks in degraded farmlands and grazing areas and recommend mitigation strategies.
    • Develop an integrated water management plan linking micro and macro water harvesting structures.
    • Inform the Catchment Level Water Harvesting

    Construction of Dams and Reservoirs

    Building small to medium-sized dams in strategic locations can help capture runoff during the rainy season. These reservoirs can store water for irrigation, livestock, and domestic use.

    Key considerations include:

    • Site Selection: Identify suitable locations based on topography, soil type, and hydrology.
    • Community Involvement: Engage local communities in the planning and construction process to ensure ownership and sustainability.
    • Environmental Impact Assessment: Conduct assessments to minimize ecological disruption.

    Watershed Management

    Identify areas best situated for implementing integrated watershed management practices can enhance water quality and quantity.

    This includes:

    • Reforestation: Planting trees and vegetation to reduce soil erosion and improve water retention.
    • Soil Conservation Techniques: Employing contour ploughing, terracing, and cover cropping to enhance soil health and reduce runoff.

    Micro-catchment Level Water Harvesting

    Identification of locations ideal for the construction of Micro-dams and Check Dams Micro-dams can be constructed in small valleys and depressions to capture and store rainwater.

    Check dams can also be built along small streams to slow down water flow and promote infiltration.

    Key steps include:

    • Design and Materials: Use locally available materials to construct durable and cost-effective structures.
    • Maintenance Plans: Establish community-led maintenance teams to ensure the longevity of these structures.

    Scope of Work

    The consultant(s) will undertake the following tasks:

    Desk Review and Data Collection

    • Review existing hydrological, meteorological, and topographical data for Potiskum LGA.
    • Gather information on past flood events, erosion sites, and degraded lands.
    • Analyze satellite imagery and GIS data for watershed delineation.

    Field Assessment and Site Identification

    • Conduct topographic and soil surveys to determine suitable sites for half-moon structures.
    • Identify potential locations for macro-catchment dams based on water flow accumulation, storage capacity, and community needs.
    • Assess flood-prone areas and propose mitigation measures (e.g., check dams, afforestation).

    Hydrological and Flood Risk Analysis

    • Estimate surface runoff and water retention potential using rainfall data.
    • Model flood risks in degraded arable and pasture lands.
    • Evaluate groundwater recharge potential from proposed structures.

    Community Engagement and Stakeholder Consultations

    • Conduct meetings with local farmers, herders, and community leaders to gather input on water needs and flood concerns.
    • Validate proposed sites for water harvesting structures with stakeholders.

    Reporting and Recommendations

    • Prepare a hydrological assessment report with maps of proposed sites.
    • Provide design specifications for half-moon structures and catchment dams.
    • Recommend flood control measures and land restoration strategies.
    • Develop an implementation plan with cost estimates and timelines for 2025 and 2026.

    Expected Deliverables

    • Inception Report (Work plan, methodology, and data sources).
    • Draft Hydrological Study Report (Preliminary findings and site assessments).
    • Final Comprehensive Report including:
      • Maps of proposed half-moon and dam sites
      • Flood risk zones and mitigation strategies.
      • Engineering designs and cost estimates.
    • Community Sensitization Materials (Simplified versions for local stakeholders).

    Duration of Assignment

    The study is expected to be completed within 6 weeks, including fieldwork, analysis, and reporting.

    Qualifications of Consultant(s)

    • Advanced degree in Hydrology, Water Resources Engineering, Environmental Science, or related field.
    • Proven experience in watershed modelling, flood risk assessment, and water harvesting techniques.
    • Familiarity with GIS and remote sensing tools (e.g., ArcGIS, QGIS).
    • Previous work in Northern Nigeria’s semi-arid regions is an advantage.

    Reporting and Supervision

    The consultant will report to the Yobe State Ministry of Water Resources and collaborate with Potiskum LGA authorities, other programs doing similar work and COOPI project team.

    Budget

    A detailed budget should be submitted alongside the technical proposal, covering fieldwork, laboratory tests, equipment, and reporting.

    Approval and Implementation The final report will be reviewed by the Yobe State Government and other stakeholders before implementation
