    Senior Supply Chain Manager - (210000U1)

    Job Summary

    • The Senior Manager, Supply Chain Management will provide strategic leadership, direction and oversight on all supply chain management technical components of the Global Fund Malaria program.
    • S/He reports to the Chief of Party and is accountable for all the supply chain-related targets and activities for the grant. This includes coordinating with the Third Party Service Providers responsible for the warehousing and distribution of health products; providing coordination and oversight to SCM related activities by the three NGO Sub Recipients (Malaria Consortium (MC), Society for Family Health (SFH), and Management Sciences for Health (MSH)); and monitoring and tracking SCM activities by the SMoH in the 11 GF malaria priority states.
    • The Senior Manager, Supply Chain Management leads the development and management of an effective monitoring system with training, mentoring and on-the-job support to all program SCM staff and the Sub Recipients.
    • S/He will liaise with the NMEP and other stakeholders to coordinate SCM of malaria health products for the implementation of the Global Fund Malaria program.
    • S/He will also support supply chain management of the Insecticide Treated Nets (ITNs) and Seasonal Malaria Chemoprevention (SMC) health products that will be distributed during the ITNs and SMC in the 2021-2023 grant. The Senior Manager, SCM will supervise and coach the CRS Global Fund Malaria SCM team.

    Roles and Key Responsibilities
    SCM Program Quality:

    • Ensure all procurement and supply chain management strengthening activities are well coordinated and implemented systematically, with a focus on specific needs for the Global Fund Malaria program, in collaboration with key stakeholders.
    • Oversee periodic SCM programmatic and technical reviews and manage changes in program direction and focus for malaria intervention in the country.
    • Provide leadership in the design of SCM strategies to strengthen malaria program interventions and ensure alignment with national objectives.
    • Provide technical assistance to the national quantification task team and support the annual national malaria health products needs planning process, including macro and micro planning for malaria resources and activities, with the objective of ensuring products availability and rational use on a national scale.
    • Ensure accountability and transparency of all supply chain operations in compliance with CRS and donor regulations, as well as International and local standards and requirements.
    • Review and validate technical specifications for all the pharmaceutical and other health products and equipment to be procured with Global Fund resources, paying special attention to WHO, Global Fund and national regulations, guidelines, industry standards, competitiveness, transparency and value for money.
    • Liaise with the Global Fund Country Team and Pooled Procurement Mechanism (PPM) to place orders for all malaria health products, coordinating with NMEP to provide information on quantities, requested delivery date, and product technical specifications.
    • Coordinate with the PPM contracted freight forwarders, relevant national authorities and warehousing 3PL to plan the delivery of health products to the Central Medical Stores.
    • For non-PPM procurements, provide technical guidance in the procurement process for health products and equipment, through pro-active involvement in the bidding process, development and management of contracts/purchase orders, and monitoring supplier performance.
    • Ensures that the PR completes Price Quality Reports (PQRs) for all health commodities delivered to the PR for reporting on the Program Update/Disbursement Requests (PU/DR) to the Global Fund.
    • Collaborate with NMEP and NAFDAC in communicating outcome of quality assurance and quality control activities to the Global Fund and other relevant stakeholders.
    • Liaise with the relevant entities in the Federal MoH to maintain an up-to-date planning vs implementation status for all pharmaceutical and health products, as well as an inventory of all health equipment purchased with the Global Fund resources.

    Management and Administration:

    • Monitor and report periodic performance of 3PL service provider for effective warehousing and distribution of health products on the grant, in line with appropriate service level agreement.
    • Process relevant importation documentations such as Form-M, NAFDAC’s import permit, PAARs and obtaining appropriate waivers from NAFDAC and Federal Ministry of Finance to facilitate seamless port clearance.
    • Lead on reporting SCM Program Update/Disbursement Requests (PU/DR) and bimonthly stock status to the Global Fund.
    • Ensure SCM staff compliance with all CRS and Global Fund administrative and operational procedures and policies, as well as applicable donor regulations.
    • Ensure risk mitigating measures are put in place to prevent losses of products and assets procured with Global Fund resources.

    Representation and Stakeholder Management:

    • Act as a liaison between CRS and strategic local and international SCM partners ensuring full benefits of the partnership accrues.
    • Represent CRS at all relevant SCM technical working groups, sectoral meetings and coordination fora.
    • Collaborate with FMoH and its technical and financial partners including other Principal Recipients (as necessary) to ensure all procurement and supply chain management strengthening activities are well coordinated and implemented systematically.

    Human Resources:

    • Lead a team of CRS GF Malaria SCM staff to motivate and retain top talents for CRS through mentorship to ensure high levels of motivation, commitment, capacity, and teamwork.
    • Conduct periodic reviews of CRS GF Malaria SCM staff performance in keeping with CRS’ performance management system.
    • Lead the identification of performance gaps and training needs of Sub Recipient staff and ensure the design and delivery of high-quality support and technical assistance to the SRs.
    • Perform any other related duties as assigned.

    Basic Qualifications

    • Bachelor's Degree in Pharmacy or related areas with Master’s Degree in the following or related areas Pharmacy, Business Administration, Public Health, or Supply Chain Management with demonstrated expertise in the supply chain management of health products strongly desired.
    • International certification and professional membership to a professional association e.g. MCIPS, ASCM certifications, PMP, PRINCE2 will be an added advantage.
    • Knowledge of and experience with various public donors’ regulations. Understanding of the Federal Acquisitions Regulations (FAR), WHO regulations and Generally Accepted Commodity Accountability Principles (GACAP)
    • Knowledge of national and international import/export legislation and common customs regulations.
    • Staff management experience and abilities that are conducive to a learning environment.
    • Proficient in MS Office package (Excel, Word, PowerPoint, Visio) and information management systems. Experience with ERP systems is a plus.

    Preferred Qualifications

    • Minimum of 7 years of experience in managing or providing technical support to procurement and supply chain management of health products.
    • Minimum three years in a management position, supervising senior staff, in an international or multicultural environment.
    • Proven experience managing Global Fund reporting, budgeting, procurement, and in the supply chain management of health products.

    • Excellent partnership and interpersonal skills to work in a team environment with dependable ability to dialogue, network, and work effectively with senior managers of local and international institutions
    • Proven ability to work independently, plan strategically and analyze situations critically.
    • Demonstrated experience in supply chain strengthening activities and logistics management information systems, preferably with knowledge of information technology solutions
    • Proven experience working closely with Ministries of Health
    • Diplomatic leader capable of working with Government Representative, NGO counterparts and Donor representatives.
    • Proven ability to function effectively as part of a multi-cultural team.
    • Excellent cross-cultural communication skills and proven diplomatic and negotiation skills.
    • Proven experience working with multi-sector teams and the ability to coordinate multiple staff with varying levels of responsibility.
    • Demonstrated capacity to work closely with, understand, and support local partners.
    • Possess excellent problem solving and decision-making skills.
    • Flexible adaptable and ability to multitask.
    • Ability to manage time effectively to ensure timely and accurate completion of assigned tasks.
    • Excellent English language oral and written communication skills.
