    Risk Communication Consultant

    Breakthrough Action Nigeria (BA-N) is a USAID funded Social Behaviour Change (SBC) and Risk Communication Project with the goal of increasing practice of priority individual and household level health behaviours in target states on MNCH+N, FP, Malaria and Tuberculosis. Firmly grounded in proven practices, Breakthrough ACTION works in partnership with governments, civil society, and communities around the world to implement creative and sustainable SBC programming, nurture SBC champions, mainstream new techniques and technologies, and advocate strategic and sustained investment in SBC.

    Breakthrough ACTION Nigeria supports the National COVID 19 response and provide support to the Risk Communication and Community Engagement (RCCE) pillar of the Presidential task Force (PTF). In view of the extension of the mandate of PTF, we a seek a Risk Communication Consultant.

    Scope of Work

    The Risk Communication Consultant will provide required technical and strategic level support for the PTF RCCE at the national level.

    Specifically, the consultant will:

    • Review the proceedings of the daily meetings of the pillar and prepare a brief for documentation and presentation to the PTF secretariat at daily update.
    • Data analysis and triangulation of polls results of NOI, Ureport Data (UNICEF) and data from National Orientation Agency.
    • Preparing the weekly report of the pillar on PowerPoint and Excel sheet.
    • Secretarial Functions: Work with the pillar lead to prepare agenda for meetings; writing of correspondences; media review (online) 
    • Development message map template to track messaging and its impact on the general public or targeted groups using results from the polls. 
    • Development of a media plan for the airing of various creatives (radio/television) by the pillar. 
    • Designing concept notes for production of Information Education and Communication materials and live media programmes. 
    • Serve as a liaison between the pillar, Nigeria Centre for Disease Control and National Primary Health Care Development Agency to track to implementation of the strategy on community mobilization.
    • Any other support Breakthrough ACTION feels will support the pillar in the response.

    Minimum Qualifications & Skills

    • Minimum of Bachelor’s degree in social/health sciences, or related discipline is required. Advance degree is desirable
    • 5-7 years previous experience carrying out related task with donor-funded project is desirable;
    • Previous work experience implementing USAID-funded or donor funded health programs is strongly preferred;
    • Ability to work collaboratively and proactively with diverse stakeholders including ministries, departments and agencies.
    • Excellent organizational, problem-solving skills and attention to details is essential;
    • Excellent communication skills (written & spoken) in English language is required;
    • Excellent technical writing and oral presentation skills highly desired;
    • Essential knowledge of Risk Communication and Community Engagement (RCCE)

    Period of engagement: 3 months (October 2020 to December 2020)

    Total number of days: 40 – 50 days

    Supervision: BA-N COVID 19 Lead

    Number required: One personnel

    Final Deliverable: Report of BA-N support to PTF and COVID Response
