PURPOSE OF THE TENDER

LPF is an indigenous humanitarian organization that is committed to providing humanitarian interventions to victims of crisis and other situations of violence that lead to displacement of humans.

Within the framework of its interventions in Borno State, LPF is requesting for a quotation from your company for:

1. Lot 1: Supply of Material and Installation of Internet Facility in Pulka, Gwoza LGA, Borno State see ANNEX 1,2&3, for the breakdown of requisition.
2. Lot 2: Supply of Material and Installation of 6 Chlorine Dosing Pumps see ANNEX 4&5, for the breakdown of requisition.
3. Lot 3: Supply of Latrine Cleaning Materials (Consumables) see ANNEX 6 &7, for the breakdown of requisition.
4. Lot 4: Spare-parts and Accessories for Solar Motorized Boreholes see ANNEX 8&9, for the breakdown of requisition.

 

1. SERVICE, QUANTITY AND SPECIFICATIONS

Framework Agreement with a company providing the services will be signed following mutually agreed conditions, specifications and period with possibility of extension.

LPF expectations from emerging Vendor/Service Provider consist of:

• Diligence in commitment to the delivery of Goods/Services in accordance with the terms and conditions reached in the Agreement.
• Ensures that proper standard and guidelines are complied with in loading, transporting, and offloading of goods so as to avoid dangerous outcomes associated with miss management of goods/Components. This must also be in accordance with the state standard protocols involved in transportation of goods in Borno state and the entire North East.
• The contractor must adhere to all safety precautions for the movement of freight to relevant locations. 
• Emerging Vendors/Service Providers must Furnish LPF with names of personnel(s) engaged in the delivery of goods/Services and when necessary, the vehicle registration number that would be assigned to transport goods to Pulka for LPF must be specified.
• Emerging Vendors/Service Providers MUST be willing to adhere to all guidelines and behavioral ethics enshrined in LPF Code of Conducts.
• Emerging Vendors/Service Providers should be willing and be available to collaborate with LPF in its mandate for proper documentation of transaction.

1. MODE OF REQUEST

• LPF will advertise call for tender through job boards, and confirmation/response from interested vendors should be through email address contained in the call for tender.
• LPF reserves the right to request the replacement of freight transporter in case issues arise.
• LPF also reserves the right to make background checks on all parties including but not limited to vendor associates, representatives, casual workers and drivers.

1. INSURANCE AND EMPLOYMENT

• The vendor/contractors shall ensure that their employees have valid employment contract and are insured and medically treated in case of injury. The Contractor accepts full responsibilities regarding the freight movers, or other Vendor associates or representatives, Casual workers etc and assumes their coverage for any health and medical insurances, damages or losses and accident costs.

• The contractor must provide freight movers with all protective equipment, uniform, etc for safety & security depending on the situation on ground.

For this tender the company will submit the following documents:

• Trade Registration Certificate
• Company Profile, Previous experience in this type of contract
• Company experience in this type of work: provide supporting documents.

1. PAYMENT TERMS

• Prices

1. Prices offered have to be final and not negotiable
2. The contactor shall be entirely responsible for all taxes, duties, license fees, etc., incurred until delivery of the contracted goods/Services to LPF.

1. Payment will be done by bank transfer within reasonable period from the day of receiving bills or invoices. The contracting Company must have a Nigerian Bank Account in the Company’s name, in a bank registered in Nigeria.
2. The invoice should state categorically type of goods and services provided.
3. The quantity and magnitude of the goods and services respectively.

1. PENALTY CLAUSE

• Failure of the Contractor to deliver goods and services at the agreed time will result to a penalty which may reach a 5% reduction of the value of the placed order.

• All conditions not mentioned herein shall be governed by the LPF General conditions for supply Contracts.
• Signing the LPF contract clarifies that exclusively LPF contract terms and General Conditions apply, hence the company accepts to waive their General Supply Condition

• Nigerian law governs this contract.

• This contract is subject to arbitration exclusively, according to the attached General Conditions.

TECHNICAL SPECIFICATIONS FOR THE SERVICES REQUIRED

LPF is looking for a provider of internet connectivity for its office at Pulka, Gwoza LGA, Borno State. The requested services are as follows:

TECHNICAL REQUIREMENTS

1. Internet Connectivity

2. Managed Router Located at Customer Office Premises
3. 100% service availability level
4. Online Monitoring of Connection (link status and utilization of bandwidth)
5. One-invoice billing monthly
6. Location of Services
7. Internet Connection is expected to cover LPF Pulka office
8. Each Offer Must Include
9. One-time cost-installation cost, cost of hardware and any other start-up costs
10. Monthly cost of internet services-total monthly fees for connectivity and any other services offered according to above specification.
11. Technical specification of offered solution (internet connectivity)
12. Detailed description of service provider’s internet routes (connectivity map).
